Aims and Scope
Blockchain is emerging as a very promising technology. It is based on a
shared, distributed ledger, where transactions can only be registered by
consensus in a network of peers, using cryptographic mechanisms that
render the records virtually immutable. This enables transparency,
auditability, and resilience. Additionally, Blockchains can store and
enforce smart contracts – pieces of code that are executed automatically
once predetermined conditions are met – further reducing uncertainty and
promoting confidence among stakeholders that would not normally trust
each other and, thus, dispensing with middlemen.
This has led to innovative experiments in high profile areas, such as
financial services, insurance, healthcare, value chains, shipping and
logistics, Internet-of-Things, Intellectual Property Rights licensing,
and crowdfunding, among others.
In addition, Blockchain holds a huge potential for development in
general and emerging economies in particular. It can foster more
democratic mechanisms and help fight corruption. It can enable secure
and lean ID mechanisms, reduce the number of unbanked, prevent voting
fraud and tax evasion, improve government management of public benefits,
reduce commissions on remittances of emigrants, control donations and
charity initiatives, or ensure integrity of public records.
Of course, there are risks to account for when deploying
Blockchain-based systems. For instance, its key strengths can be
challenged if a coalition of malicious actors manages to garner more
than 50% of the resources used to produce the blocks; care must be taken
to ensure that data to be recorded reflects true world events;
mechanisms must exist to ensure that the system and smart contract code
does not contain unintended loopholes and flaws. Other problems, related
to resources, exist, if traditional proof-of-work consensus mechanisms
are used, namely the need for huge processing power, which, in turn, may
draw a significant amount of energy from the public grid.
In the past, we have seen emerging economies lag in ICT adoption when
compared with developed counterparts. With Blockchain, however, the
opportunity exists to implement the technology in the same time frame,
to address afflicting areas and even leapfrog established solutions in
others.
Topics addressed
In general, we invite papers dealing with Blockchain that address a
broad range of issues associated with development. In particular, we

Submitted papers should follow the instructions for authors and indicate
“Blockchain for Development” special issue when uploading their papers.
Submissions to the special issue should be full research papers or
practice papers. Each submitted paper will be peer-reviewed in the same
manner as other submissions to the Journal of Information Technology for
Development. Relevance, quality and originality of the contribution are
the major acceptance criteria for each submission. After initial
screening, papers are reviewed by selected members of the editorial
board and peers from an international pool for quality, consistency and
research contribution. Authors are welcome to nominate one of the
special issue editors or preferred reviewers when submitting their paper
where no conflict of interest exist (an existing business or
professional partnership, past or present association as thesis advisor
or thesis student, and/or collaboration on a project or on a
book/article/report/paper or co-editing of a journal, compendium, or
conference proceedings constitutes a conflict of interest). Papers
submitted to this journal must contain original results and must not be
submitted elsewhere while being evaluated. If a duplication is found,
papers are subject to being rejected for that reason alone.

SOCNET 2020 is a workshop at MMB 2020 on modeling, analysis, and
management of complex social networks — the social structures that
emerge from the interaction of human actors. Over the years, scholars in
the fields of anthropology, sociology, psychology, economics, and
organizational theory have proposed different methods and techniques to
reveal these structures and analyze their functioning and network
outcomes. The practical application of social network analysis
constitutes an important and rapidly growing area of research in our
modern, interconnected information society. The related scientific
concepts incorporate a variety of methods from graph theory, computer
science, and statistics, among others.
The workshop will cover all aspects of modeling, analysis, and
management of social networks and the applied methodologies that arise
in social network theory and analysis. The topics range from the purely
theoretical to applied areas, including the structural inference,
modeling, analysis, simulation, control, and use of social networks.
The workshop will be interdisciplinary. To incorporate fully the
methodological, technical, and economic aspects of social network
analysis, we invite contributions from many fields, including, but not
restricted to, information systems, computer science, economics,
management, sociology, psychology, anthropology, biology, and physics.
We also invite practitioners, who will enrich the discussion by sharing
their experiences with business applications of social networking. We
anticipate an open exchange of fresh ideas, problems, and new directions.
The workshop is co-located with the 20th International GI/ITG Conference
on “Measurement, Modelling and Evaluation of Computing Systems” (MMB 2020).

## ACM IUI 2020
ACM IUI 2020 is the 25th annual premier international forum for
reporting outstanding research and development on intelligent user
interfaces.
ACM IUI is where the Human-Computer Interaction (HCI) and the Artificial
Intelligence (AI) communities meet, with contributions from related
fields such as psychology, behavioral science, cognitive science,
computer graphics, design, the arts, and more. Our focus is to improve
the interaction between humans and digital technology, by leveraging
both HCI approaches and state-of-the art AI techniques from machine
learning, natural language processing, data mining, knowledge
representation and reasoning.
### Why you should submit to ACM IUI
While other conferences focus on either the AI or HCI side of this
research, we address the complex interaction between the two. We
strongly encourage submissions that simultaneously discuss research from
both HCI and AI. We also welcome works that focus more on one side or
the other, but still highlight the connections between the two. We value
papers that contribute to the methodology or theory for evaluation of
intelligent user interfaces. We do not require evaluations with users,
but we do expect papers to include an appropriate evaluation for their
stated contributions.
ACM IUI welcomes contribution from all relevant arenas, academia, industry,
government, and non-profit organizations, and gives its participants the
opportunity to present and see cutting-edge IUI work in a focused and
interactive setting. The conference is large enough to be diverse and
lively, but small enough to allow for extensive interaction among
attendees and easy attendance to the events that the conference offers,
ranging from oral paper presentations, poster sessions, workshops,
panels and doctoral consortium for graduate students.

include a discussion of related work that is as broad and complete as
that of Full papers. * Anonymization: ACM IUI uses a double-blind review

The IEEE European Symposium on Security and Privacy (Euro S&P) is the
European sister conference of the established IEEE S&P symposium. It is
a premier forum for computer security research, presenting the latest
developments and bringing together researchers and practitioners. We

This topic list is not meant to be exhaustive. EuroS&P is interested in
all aspects of applied computer security and privacy. Papers without a
clear application to security or privacy, or purely theoretical, will be
considered out of scope and may be rejected without full review.
Given the rapidly expanding and maturing security and privacy community,
we hope to increase the acceptance rate of papers that are more
far-reaching and risky, as long as those papers also show sufficient
promise for creating interesting discussions and questioning widely-held
beliefs.
### Systematization of Knowledge Papers
We solicit systematization of knowledge (SoK) papers that evaluate,
systematize, and contextualize existing knowledge, as such papers can
provide a high value to our community. Suitable papers are those that
provide an important new viewpoint on an established, major research
area, support or challenge long-held beliefs in such an area with
compelling evidence, or present a convincing, comprehensive new taxonomy
of such an area. Survey papers without such insights are not
appropriate. Submissions will be distinguished by the prefix "SoK:" in
the title and a checkbox on the submission form. They will be reviewed
by the full PC and held to the same standards as traditional research
papers, except instead of emphasizing novel research contributions the
emphasis will be on value to the community. Accepted papers will be
presented at the symposium and included in the proceedings.
### Best Paper Award
Outstanding paper(s) will be selected by the program committee for the
best paper award. The award will be announced at the symposium.

### Instructions for Paper Submission
We strongly encourage pre-registering your paper by submitting its
metadata (title, abstract and authors) by the corresponding deadline,
which is about a month ahead of the actual paper deadline.
Pre-registration is not mandatory but helps us plan the logistics.
Presenters of accepted papers who pre- registered by the deadline will
be rewarded with a small surprise present when they turn up at the
conference. It is acceptable to change the metadata (title, abstract or
authors) when submitting the actual paper, but then you won't get the
present. For both pre-registration and submission, please visit
https://eurosp20.andrew.cmu.edu/.
### Unacceptable Behaviour
All submissions must be original work. Plagiarism (whether of others or
self) will be grounds for rejection. The submitter must clearly document
any overlap with previously published or simultaneously submitted papers
from any of the authors. Failure to point out and explain overlap will
be grounds for rejection. Simultaneous submission of the same paper to
another venue with proceedings or a journal is not allowed and will be
grounds for automatic rejection. Submitting multiple distinct papers is
of course allowed. Euro S&P 2020 includes an author response period,
which gives authors the chance to comment on reviews their papers
received. Papers may not be withdrawn between the start of the author
response period and acceptance notification. Contact the program
committee chairs if there are questions about this policy.
### Anonymous Submission
Papers must be submitted in a form suitable for anonymous review: no
author names or affiliations may appear on the title page, and papers
should avoid revealing their identity in the text. When referring to
your previous work, do so in the third person, as though it were written
by someone else. Only blind the reference itself in the (unusual) case
that a third-person reference is infeasible. Contact the program chairs
if you have any questions. Papers that are not properly anonymized may
be rejected without review.
The purpose of anonymous submissions is to give reviewers the chance to
read the paper without being biased by knowing the authors. Hence
authors are required to ensure that the paper they submit does not,
within reason, leak their identity.
However, the process of anonymous submission is considered to be
cooperative, not adversarial. Authors are supposed not to put explicit
clues to their identity in the paper or otherwise purposefully
deanonymize themselves to reviewers and reviewers are supposed not to
actively look for the identity of authors, for instance by googling
information in the paper. Depositing the paper on arXiv to get a
precedence date is allowed, but widely announcing or discussing it (on
Twitter, on one's own website, blog, etc.) before the accept/reject
verdict is discouraged. To avoid accusations of plagiarism, authors who
wish to deposit their paper on arXiv should add the sentence "A preprint
of this paper has been deposited on arXiv" at the bottom of the first
page, but without providing a pointer.
The Program Chairs reserve the right to reject papers that, in their
sole judgment, blatantly violate the requirement for author anonymity.
### Page Limit and Formatting
Papers must not exceed 13 pages of text (excluding references) but may
run up to 20 pages in total, including the references (mandatory) and
appendices (optional). Reviewers are explicitly not expected to read the
appendices while deciding whether to accept or reject the paper.
Papers must be typeset in LaTeX in A4 format (not "US Letter") using the
IEEE conference proceeding template we supply
(https://www.ieee-security.org/TC/EuroSP2020/eurosp-2020-template.zip).
We suggest you first compile the supplied LaTeX source as is, checking
that you obtain the same PDF as the one supplied, and then write your
paper into the LaTeX template, replacing the boilerplate text. Please do
not use other IEEE templates. Failure to adhere to the page limit and
formatting requirements can be grounds for rejection.
### Submission
Papers must be submitted at https://eurosp20.andrew.cmu.edu/ and may be
updated at any time until the submission deadline expires.
### Publication and Presentation
Authors are responsible for obtaining appropriate publication
clearances. One of the authors of the accepted paper is expected to
present the paper at the conference. Submissions received after the
submission deadline or failing to conform to the submission guidelines
risk rejection without review.

*Declarative languages* is an umbrella term that include functional,
logic, and constraint programming languages. These languages have been
successfully applied to many different real-world situations, ranging
from database management to active networks to software engineering to
decision support systems.
New developments in theory and implementation have opened up new
application areas. At the same time, applications of declarative
languages to challenging problems raise intriguing research questions,
such as scalable design and implementation, language extensions for
application deployment, and programming environments.
PADL is a well-established forum for researchers and practitioners to
present original work emphasizing novel applications and implementation
techniques for all forms of declarative programming, including
functional and logic programming, database and constraint programming,
and theorem proving. Topics of interest include, but are not limited to:
* Innovative applications of declarative languages
* Declarative domain-specific languages and applications
* Practical applications of theoretical results
* New language developments and their impact on applications
* Declarative languages for software engineering
* Evaluation of implementation techniques on practical applications
