These network arrangements are precipitated by pressures to globalize markets for and sources of products and services in a bid to lower costs and increase profitability or program outcomes. The capacity to operate within this global network of relationships is facilitated by the extraordinary technological and process innovations made possible by the application of advanced information and communication technologies (ICTs). These technologies are fueling the unprecedented growth in inter-organizational relationships and the complex inter-linkages that result. Enterprises in both the private and public sectors are connecting to each other through complex enterprise systems that underpin their value chains. At the same time many organizations are attempting to move away from owning ICT systems and infrastructure that support their business model to sourcing these systems and services in non-traditional market or network arrangements. For example, firms are increasingly adopting cloud-based and open source platform-as-a-service (PaaS) models for provisioning ICT systems and infrastructure. Other organizations are joining forces to create ICT service delivery networks usually manifested as IT shared services. These complex network arrangements pose a number of IT governance challenges. These challenges revolve around the allocation of accountability, responsibility, and decision rights in network arrangements where there is distributed ownership of the ICT resources, systems, and processes. They also relate to the challenge of safeguarding and enhancing the quality and value of IT services delivered through these new IT service provisioning ecosystems. The issues described above should raise some important questions for both researchers and practitioners. We invite to submit original, high-quality papers that present on-going work on new ideas and experiences with Requirements Engineering and the Web. The workshop will focus on discussion and exchange of ideas among researchers, designers, and users who are working or are interested in any combination of these two main topics. In the last decade, the number and complexity of web-based applications and the amount of information they offer has been growing exponentially. In the context of Software Engineering, design methods and methodologies have been introduced to support the development of these complex applications in a systematic way. However, most of these methodologies focus on design and neglect other tasks, notably requirement analysis and quality management. However, in the development of traditional (non-web) applications both practitioners and process experts regard requirements engineering as a phase of crucial importance in the development process. It is well-known that the most common and time-consuming errors as well as the most expensive ones to repair, are those caused by inadequate engineering of requirements. Moreover, web-based applications demand new requirements engineering techniques that need to be adapted to a large, open and changing community which can deal with navigatio! nal requirements, and broad in scope so that they can account for business processes as well as web usability. These new techniques will need to offer more participatory environments to support effective collaboration among stakeholders. In this context, the Web (especially Web 2.0 applications), provide a convenient platform to allow stakeholders and users alike more active participation in requirements engineering. Full papers should include evidence to support the contribution (e.g. proof of concept, or case studies) and discussion on research findings and their theoretical and practical significance. Short papers can report on going research activities showing preliminary results. Hassan <nhassan(a)d.umn.edu> An: AISWorld <aisworld(a)lists.aisnet.org> *Invitation to SIGPhilosophy (Special Interest Group on Philosophy and Epistemology of Information Systems)* There is a need for a focal point for the debate on philosophical issues in IS research. So far, this work was dispersed over various conferences and journals, efforts by IFIP 8.1, 8.2 and AISWorld webpages on research. Although the SIGPhilosophy was established in 2002 during ICIS at Barcelona to provide this focal point, it has a long way to go in gathering the brightest minds in IS towards accomplishing its original mission of improving IS research by drawing on philosophical literature, what more the ambitious goal of strengthening the IS field's ties with other disciplines. As Dilthey reminds us, the ancient Greeks had once remarked that philosophy is not wisdom, it's the love of wisdom. This quest of truth for its own sake is possible only when one travels outside one's area of expertise, to see the world (/theo-rie-s heineken/) from a certain distance in order to gain that universal wisdom or theoretical knowledge (/Herodotus/). The anthropologist James Clifford once wrote: "Theory is a product of displacement, comparison, a certain distance. To theorize, one leaves home." The SIGPhilosophy provides for such a space, and seeks to develop the community of kindred spirits who share their insights in reviving the critical consciousness that never accepts anything as given, who wish to join the endeavor towards valid knowledge and embrace infinite possibilities. I'd like to invite every AIS member to join and contribute to the SIGPhilosophy (https://m360.aisnet.org/frontend/forms/ViewForm.aspx?id=12423), to subscribe to the SIGPhilosophy Listserve (http://www.aisnet.org/ais_lists/memberslists.aspx) and be part of the future of the IS field.
