** Conference background and goals
*The IADIS CELDA 2010 conference aims to address the main issues
concerned with evolving learning processes and supporting pedagogies and
applications in the digital age. There have been advances in both
cognitive psychology and computing that have affected the educational
arena. The convergence of these two disciplines is increasing at a fast
pace and affecting academia and professional practice in many ways.
Paradigms such as just-in-time learning, constructivism,
student-centered learning and collaborative approaches have emerged and
are being supported by technological advancements such as simulations,
virtual reality and multi-agents systems. These developments have
created both opportunities and areas of serious concerns. This
conference aims to cover both technological as well as pedagogical
issues related to these developments. Main tracks have been identified.
However innovative contributions that do not easily fit into these areas
will also be considered as long as they are directly related to the
overall theme of the conference -- cognition and exploratory learning in
the digital age.
** Format of the Conference
*The conference will comprise of invited talks and oral presentations
for discussion-oriented papers. The proceedings of the conference will
be published in the form of a book and CD-ROM.
Authors of the best published papers in the CELDA 2010 proceedings will
be invited to publish extended versions of their papers in a special
issue of the Journal of Educational Technology & Society - ISSN:
1436-4522 (online) / 1176-3647 (print).

*Full papers, Short papers, EU Project papers and Reflection papers. All
submissions will go through a double-blind refereeing process with at
least two international experts.

CALL FOR PAPERS
The availability of large amounts of wide-coverage semantic knowledge,
and the ability to extract it using the powerful new statistical machine
learning techniques developed and used in various branches of AI, is
making possible significant advances in applications that require deep
understanding capabilities such as question-answering engines and dialogue
systems. Though well-known problems such as high cost and scalability
discouraged the development of knowledge-rich approaches in the past, more
recently the increasing availability of online collaborative resources
has attracted the attention of much work in the AI community.
Collaboratively constructed knowledge repositories have in fact been
used as wide-coverage sources of semi-structured information and manual
annotations. When coupled with free-form natural language information,
these resources enable the development of large-scale structured resources
using knowledge-lean applications. Wikipedia is a case in point, being the
largest and most popular collaborative and multilingual resource of world
and linguistic knowledge that contains unstructured and (semi-)structured
information.
This special issue aims to collect state-of-the-art contributions to the
development and use of hybrid (structured, semi-structured, and
unstructured) resources in AI. These include, but are not limited to,
semi-structured encyclopedic resources such as Wikipedia (and related
projects such as Wiktionary), user-generated answer repositories such as
Wiki and Yahoo! Answers, and collaborative tagging efforts on social media
platforms such as Flickr and Blogger. Hybrid knowledge resources such as
Wikipedia enable the development of methods for extracting, bootstrapping
and integrating fully structured, machine-readable knowledge from both
unstructured and semi-structured origins. Such induced wide-coverage
knowledge is expected to prove beneficial for a variety of AI tasks, as well
as the Semantic Web. We are particularly interested in articles showing the
benefits of using such resources and AI techniques synergistically. We thus
welcome contributions dealing with applications of general AI methodologies
for the construction and validation of large-scale machine-readable
knowledge repositories and the impact of automatically-extracted knowledge
for AI applications. We also encourage contributors to investigate the
nature and impact of the structured and unstructured parts of the resource
(e.g. information redundancy, overlaps, connections, etc.).

Topics of interest include, but are not limited to:
* Using Wikipedia and other semi-structured content in AI tasks.
Examples include Word Sense Disambiguation, Information Retrieval,
Information Extraction, Question Answering, etc.
* Automatic transformation of hybrid knowledge repositories into
fully-structured resources
* Extraction and formalization of information from hybrid resources
into knowledge bases and databases
* Automatic integration of semi-structured knowledge repositories with
structured resources (e.g. Cyc, WordNet, SUMO)
* Enriching encyclopedic and semi-structured entries with new types of
structural information

*Track Description*
Creativity is commonly associated with the generation of products,
services, processes, or ideas that are both novel and appropriate. With
the emergence of the creative industries as an entire sector that has
developed around creative products, the use of information technology
(IT) in creative environments becomes increasingly critical. Prominent
application areas include the production of computer games, visual
effects, music, or feature films. At the same time, other industries
such as software development, pharmaceuticals, or research and
development are increasingly recognizing the role of creativity.
Usually, the underlying creative process is characterized by a complex
interplay of human actors, IT, and other resources that generate
creative products. It is collaboration-intensive, knowledge-intensive,
and characterized by high levels of uncertainty. This playground opens
numerous research opportunities for IS researchers, who are challenged
to investigate the role of IT and its management in creative
environments. In particular, there is a lack of foundational theory that
explains how creativity impacts socio-technical systems and their
management.
The aim of this track is to further the discussion of the role and
relevance of creativity in socio-technical systems that involve IT. It
intends to provide thought leaders with a forum that accounts for the
breadth of creativity research in IS and thus contributes to defining an
important and emergent IS research domain. Potential topics range from
the use of creativity support systems and knowledge management systems
in creative environments to the application of existent theories on
creativity at the individual, group, and organizational level to
IS-related phenomena as well as the development of new theory.
We invite rigorous and relevant studies employing a wide variety of
methods. Empirical (qualitative and quantitative) studies as well as
design-oriented research and conceptual papers on theory development
will be considered. Submissions will be reviewed by at least three
members of the international editorial board.

The Special Interest Group on the Adoption and Diffusion of Information
Technology will again host a pre-ICIS workshop for people interested in
information technology adoption and diffusion (DIGIT). DIGIT will be
held on Sunday, December 12, 2010 in St. Louis, Missouri, as a
pre-conference event of the International Conference on Information
Systems (ICIS). The theme this year is *Reflections of the Past and
Gateway to the Future of Adoption and Diffusion Research*.
The workshop will include paper roundtables, panel discussions and
tutorials. Faculty members and doctoral students are encouraged to
attend and submit papers for roundtable discussion. Doctoral students
submitting papers to the conference will be eligible for a workshop
scholarship that covers the DIGIT registration fee**. The deadline for
submission of papers is Friday, September 10, 2010. Notification of
acceptance or rejection will be made in early November. See the Call for
Papers below for more details.
In order to foster the workshop atmosphere that has developed in
previous meetings, registration will again be limited to about 40
people. Refreshments will be provided to attendees. You can register for

*Reflections of the Past and Gateway to the Future of Adoption and
Diffusion Research*
Research on adoption and diffusion of IT innovation has spanned several
decades. This year’s DIGIT workshop aims to reflect on what we have
learned so far, identify outstanding or emergent questions in different
spheres, and craft future directions and methods for research. To this
end, we solicit papers on IT adoption and diffusion that serve these
dual goals of showing where we have been in the past and where we may be
headed in the future. Potential topics for such examination include:

§ Measurement: What current techniques measure and what they fail to measure
§ Methods: What current analysis methods yield and what they fail to yield
While papers adhering to the theme are preferred, research in other IT
adoption and diffusion research domains will be considered. Potential

All submissions will be blind reviewed. Papers should not have been
published previously in a proceedings or journal, nor be under review
elsewhere, but may be submitted elsewhere after the DIGIT meeting. At
least one author must register and attend the workshop to present the
paper if the work is accepted.
*Instructions for Contributors *
All papers should be double-spaced and submitted in Microsoft Word
format. Working papers or research in process are limited to ten
double-spaced pages. Research papers are limited to twenty double-spaced
pages. Both types of submissions should include an abstract. Page counts
exclude references. The title page (exclusive of the page counts) should
include the paper title and the authors' names, affiliations, and e-mail
addresses. The main body of the paper should have a title, but no author
identification. All paper submissions should be sent electronically as a

Motivation

Standard Information Systems for learning purposes have matured, technology
is stable and masses of information can be made available to the learner.
Most educational institutions are already using such learning systems either
in a blended or purely online form for delivering parts of courses or fully
online courses to their students.
Besides such formal learning systems, we are surrounded by multimodal
interfaces which enable the inclusion of all human senses, and mobile,
ubiquitous and pervasive technology is available everywhere and at all time.
Current research deals with using such new technologies for the purpose of
learning, integrating them in current learning systems, and building
learning environments where students are provided with more authentic
learning experiences both inside and outside of the classroom. Furthermore,
new technologies allow students to interact with the learning environment in
more natural and intuitive ways, using multimodal and smart interfaces from
various types of devices ranging from mobile phones to smart boards.
The focus of this special workshop is on the provision of enhanced user
experience (UX), including making information more useful, usable and
enjoyable. This is a challenge for interdisciplinary research on the
intersection of Psychology and Computer Science.
This workshop shall bring together researchers and practitioners from
Psychology and Computer Science, bridging classic Human-Computer Interaction
research (HCI) with Usability Engineering (UE), aiming at bringing clear
benefits for learners!

Exploring Meaning The Implications of a Hyphen for Socio-Technical
Theory and Practice

In this paper, the authors explore the hyphenated spelling variant on
papers taken from the Business Source Complete (BSC) repository. This
paper finds that the hyphenated spelling variant is popular with more
recent authors and that in total, socio-technical article publishing has
recently recovered from the relative decline of the 1980s and 1990s.
Within the socio-technical area, the topics of Work and Technology are
receiving increased attention and studies of Behaviour, Change and major
Stakeholder Groups are waning. The authors have critiqued the articles
that indicated in their BSC Subject terms that their contents are
related to Methodology but have found that few actually consider the
socio-technical methodologies. Systems and socio-technical theory papers
are critiqued, including papers by Enid Mumford and her work. Also
discussed are lessons learned when using online repositories, such as
the need to save search results to manage the surprising level of
volatility of such academic databases. Finally, opportunities for future
analysis are discussed, including trends; changes of emphasis within
topics; researching into other academic search engines; and US based
analysis.

Achieving Best Practice Manufacturing Involving Tacit Knowledge through
the Cautious Use of Mixed-mode Modelling

In the real world, 'optimal' solutions for many production process
problems do not exist. In such circumstances, 'best practice' is the
realistic outcome for which practitioners aim. The reasons for this stem
from many causes, including that data associated with production
processes are often corrupted and/or missing. These types of processes
usually rely heavily on the subjective input of the process workers on
the shop floor (tacit knowledge). This paper outlines how the use of
mixed-mode modelling has been utilised to help solve these types of
problems. The industry examples used in the paper incorporate the
concept of Communities of Practice (CoPs) in the mixed-mode models that
are developed as a means of capturing tacit knowledge and incorporating
it into the solution process. Additionally, CoPs need to sit comfortably
within the culture and values of the organisation and employee groups,
and must be clearly owned and facilitated by the community of workers
whose knowledge is to be shared. Finally, CoPs should be presented as
opportunities to share, compare, and learn so that a 'craft' is not lost
or diminished.

Towards a Knowledge-Based Economy -- the Case of Botswana A Discussion

Botswana is keen to position itself as a knowledge-based economy as
early as 2016 due to the realisation that to compete on a global scale,
efficient knowledge value chains must be put in place, which includes
indigenous knowledge management systems. This realisation is primarily
caused by falling demand in the price of diamonds (due to the world's
recession), which is the country's current economic mainstay. Today,
Botswana is pushing for further economic liberalisation and
diversification by employing and encouraging novel frontiers of
knowledge with emphasis placed on research and efficient knowledge
management as a vital resource for national development. In Botswana,
the role of scientific and technical knowledge is being emphasized as
the main driver of sustainable development, but not forgetting the
potential contribution of indigenous and mythological knowledge to this
aim. Several initiatives have been devised or implemented by both the
government and the public sector to position Botswana as a
knowledge-based economy. This paper surveys the fundamental concepts on
which this paradigm shift is based and brings out the different
initiatives that have been undertaken while emphasizing the role of
research and efficient knowledge management paradigms in shaping
Botswana as a knowledge-based economy.

In this article, the author investigates the nature of complexity and
its role in project failure. Also, the paper proposes a model to assess
complexity. It draws some conclusions about the implications for change
management interventions. The author finds that projects fail when the
complexity exceeds the capability of the organisation to cope. The
overall aim of the article is to offer an approach to reducing this
number of failed change projects.

The purpose of the workshop is to bring together researchers and
practitioners from different fields with interest in applications of
data mining, artificial intelligence and computer vision in processing
video and image resources. The wide spread use of social networks
allows people to upload and share their personal images and videos.
Low cost storage and image/video capturing devices have led to the
availability of huge amounts of multimedia data, such as pictures and
video records, which come at the cost of increased pressure to process
them. More research needs to be done in terms of processing,
analyzing, mining, managing and searching multimedia visual data. We
are looking for original and high-quality submissions that address the
evolution and recent developments of various multimedia visual

SCOPE OF THE WORKSHOP
Today, the explosion of multimedia content and available services prompts
the need for more effective Web systems, that allow users to retrieve the
right information and/or service at the right time in the right way.
Personalized retrieval is a promising research direction devoted to
enhance information retrieval and service customization by exploiting
explicit user requests combined with implicit user preferences. User
preferences are complex, heterogeneous, changing, and even contradictory.
Moreover, information retrieval process is characterized by vagueness of
queries and approximation in the comparison between the query content and
the information in the database. Computational Intelligence (CI) provides
valid tools to cope with the complexity in the mechanisms underlying Web
content and service delivery personalization. Indeed, CI encloses
different computing paradigms that work synergistically to exploit the
tolerance for imprecision, uncertainty, approximate reasoning, and
partial truth in order to provide flexible information processing
capabilities and low-cost solutions. Due to these characteristics,
CI techniques are suitable to deal with the imprecision and vagueness
inherent a personalized information retrieval system. Recently, many
researchers have addressed their interest towards the benefits of CI for
personalization in Web information retrieval systems. This represents a
promising direction to improve the effectiveness of such systems and to
make them adaptive and more flexible.
TOPICS
We invite prospective authors to submit papers that propose the use of CI
techniques to advance the technology in the field of Web personalization,
with special focus on information retrieval and service delivery.

Disabled people should be able to play their part in our information society
using new technologies under the same conditions as any other citizen. There
are now tools that, to a greater or lesser extent, can alleviate the
difficulties arising from visual impairment, and there are also design
standards for Web pages that make Internet access possible for the visually
impaired who, in turn, should commit to accessibility by using and helping
to develop the new solutions. The two fundamental problems facing blind
people are the difficulty of knowing where they are and getting about, and
the impossibility of having direct access to information, whether in written
or in electronic form. The introduction of computer technology into the
work-place and education has had a great impact on opportunities available
to visually disabled people in both education and employment. For example,
Deaf-Blind people can be guided and can obtain various types of information
by using a wearable computer equipped with the Finger-Braille device and an
RFID tag reader. Moreover, Communication support technology and position
identification technology are essential to support Deaf-Blind people. As
communication interfaces, we proposed wearable Finger-Braille interfaces
which are hands-free and can communicate with others in real-time. Learners
with visual impairment need to acquire basic competencies in the
communication and information society and enjoy the same learning
opportunities in ICT as their sighted counterparts. Sighted children
observe, imitate, and are constantly surrounded by technology. They press
buttons, touch computers and “play” on them whenever they are allowed to.
However, visually impaired children need help and support at this initial
stage. They require existing resources to be adapted to their needs and
presented to them by others. To give people with visual disabilities the
chance to have access to multimedia games should be seen as an important
issue for better inclusion and participation in society. Designing games
that work for visually impaired children is quite a challenge since the main
feedback channel in games is usually visual. Indeed even if audio is more
and more used in mainstream games, it has only a complementary role in a
huge majority of cases. It improves the experience of the player but it is
usually not bringing necessary pieces of information that the player would
not get visually. For instance most of these games can be played efficiently
with sound switched off.
This workshop will focus mainly on the problems and applications that deal
with the intelligent Information Technologies for Blind and Visually
Impaired Peoples using intelligent computing and virtual reality
technologies as an emerging research area.

for guidelines to prepare your manuscript. All accepted papers will be
compiled in conference proceedings published by the IEEE Computer Society's
Conference Publishing Services. It is mandatory at least an author registers
for every paper that is included in the conference proceedings. Proceedings
will be made available during the conference.
Expanded versions of ISDA2010 selected papers will be published in special
issues of internationally referred journals.

Goals
=====
The objective of the workshop is to provide a forum for Information Retrieval and Knowledge Management scientists as well as Patent Retrieval experts from industry to study the next generation of patent search tools.
Patent Information Retrieval specialists in the 21st century face many challenges. They must search very large numbers of documents in multiple languages expressing complex technological concepts through sophisticated legal clauses. Despite a great deal of theoretical development in Information Retrieval techniques, advanced search tools for patent professionals, be they patent searchers in national patent offices, patent lawyers, or members of a corporate IP department, are still in their infancy.
It is therefore necessary to foster the exchange of ideas between IR and IP professionals, in order to speed up the introduction of state-of-the-art research into day-to-day use.
We encourage IP professionals to present their special information needs either through position papers or through examples of how a tool or set of tools fails to satisfy a search need. These kind of papers are particularly interested for both researchers in academia and the industry in order to focus their efforts on real issues that will have a significant impact for the_patent searcher.
IR& KM researchers, from academia or industry, are invited to present relevant technical ideas, examples of which are described below in the Topics of Interest section.
The Workshop also aims to promote the exchange of ideas on measuring the progress of system performance for retrieval tasks in the intellectual property domain.

This workshop solicits two types of papers: "research/solutions" and "IP/needs" papers.
Suggested topics for "research/solutions" papers include, but are not limited to:

Submission Guidelines
=====================
The Workshop Committee encourages the submission of high quality research and industrial papers, which are not yet published or under consideration elsewhere, with special emphasis on Patent Information Retrieval methods. Research papers will be peer-reviewed by at least 3 members of the international program committee. Manuscripts should be formatted using the ACM camera-ready templates (both for MS word and Latex) available at:
http://www.acm.org/sigs/publications/proceedings-templates .
There are two styles on the website. Both the Strict Adherence to SIGS and the Tighter Alternate style are allowed. Papers cannot exceed 8 pages in length. A website with camera-ready instructions is available. Full papers should be submitted in PDF format to

Selected papers will be invited to provide an extended version to be edited in special issue of a journal.
Authors of selected papers will be invited to present their work in course of a poster session. Note that these papers will be included in the proceedings.
