HICSS 2014 Minitrack on "E-Government Open data and Cloud Services"
Big Island, Hawaii, January 6-9, 2014
Within the 47th Hawaiian International Conference on System Sciences (HICSS), a minitrack on Open data, Interoperability and Cloud services in the Public Sector is organized. The 47th HICSS, one of the most prominent Conferences on Information Sciences worldwide, will be held on January 6-9, 2014, in Big Island, Hawaii (http://www.hicss.hawaii.edu ).
Public organizations are releasing their data to the public, developing, sharing and sourcing their services and taking advantage of the cloud. Public systems are more and more connected with each other and with systems of others resulting in a spaghetti of interconnected systems. All these efforts require information sharing and interoperability to ensure that systems work in concert. Moreover decisions concerning the development, operation and maintenance of services and hosting of the services in the cloud should be made. All these developments impacts the technical, organizational, managerial and strategic level. Yet it is unclear what should be done and what the impact is. This minitrack is aimed at discussing theories, methodologies, experience reports, literature and case studies in the field of open data, interoperability and cloud services.
Possible topics include, but are not limited to:
· System development, implementation and agility for digital public services
· System, user data- and process-based integration
· Information infrastructures, cloud infrastructures, reuse and quality in digital public services
· Semantic ontologies, web services and modeling for governmental infrastructures
· Cloud computing, ICT-services, scalability, reliability, flexibility

· Software as service (SaaS), utility computing, shared services, cloud providers
· Cross-organizational modeling and visualization ranging from the organizational to technical level

About the workshop
--------------------------------------
In recent years, the fact that models are a means for communication gained
more attention in research on process modeling and software modeling. Both
communities discuss issues related to models, modeling languages, and their
use and perception, such as model understandability, complexity of modeling
languages, actual usage of language features, cognitive aspects, human
perception and subjective perspectives on models, and related issues. These
topics are extremely important for the adaption of modeling languages in
practice, yet the attention from the research community is still limited. The
CPSM 2013 workshop shall provide a forum for researchers and practitioners
actively working on quality, usability and maintainability of software and
process models.
The workshop supports the exchange of ideas, challenges, and insights from
two similar domains with the aim of raising awareness of the important "soft
skills" of modeling languages. The workshop will give room to present
research results, position papers, case studies and share experiences and
ideas in panel discussions. Relevant topics are
- Business process model quality metrics
- Business process maintainability
- Business process evolution
- Business process modeling styles
- Business process modeling patterns and anti-patterns
- Business process comprehension
- Relation between business process models and software / system models
- Software model maintainability
- Software model evolution and tracking
- Software model and implementation alignment
- Software model comprehension
- Roles and expertise different modeling activities
- Empirical studies on understandability of business processes and
software models
- Empirical studies on quality of business process and software models
- Industrial cases on communication and understandability of process
and software models
We invite full papers that describe consolidated research results or case
studies, as well as short papers outlining researches still in progress or
position papers. Submissions will be assessed based on their novelty,
relevance, empirical evidence, scientific quality, readability, comparison
with existing and related works, and the extent to which the paper allows to
build bridges between the different domains of process modeling and software
engineering. We specifically want to encourage early results.
Format of the Workshop and Proceedings
--------------------------------------
The workshop will comprise presentations of accepted papers and keynotes from
experienced researchers and practitioners. Moreover, we will organize
moderated discussions on hot topics that were raised in the different
communities and emerged from the workshop submissions. All accepted papers
will be published as IEEE Workshop Proceedings. As this volume will appear
after the conference, there will be informal proceedings during the workshop.
At least one author for each accepted paper must register for the workshop
and present the paper.
Paper Submission
--------------------------------------
Prospective authors are invited to submit papers for presentation in any of
the areas listed above. Only papers in English will be accepted. Different
paper types are distinguished. Length of full papers (completed research or
case study) must not exceed 10 pages. Short papers (work in progress or
positions paper) should be no longer than 4 pages. Papers should be submitted
in the IEEE style in PDF format, templates are available at
https://www.ieee.org/conferences_events/conferences/publishing/templates.ht….
Papers have to present original research contributions not concurrently
submitted elsewhere. The title page must contain a short abstract, a
classification of the topics covered, preferably using the list of topics
above, and an indication of the submission category (full paper | case study
| work in progress | position paper).

SCOPE
Resilience gains importance for sustainable welfare of societies with respect to their acceptable adaption to interferences of all kind. The aim is to identify current states of systems and to predict their development. In order to prepare for expected interferences and to response to unexpected, inevitable interferences in real-time, current initiatives in computer science aim to analyze huge amount of data from public and private domains with adaptive IT systems, e.g. Cloud Computing.
Realizing such analyzing services implies availability of authentic, personal data form different origins, their aggregation, and secondary use. These services are "data-centric" by definition. One main challenge to be solved for achieving such reliable data-centric services within acceptable risks is cross-domain processing of (personal) data in compliance to law, business rules and social norms. Whereas many security solutions are well studied for models and their implementation for separated security domains, this is not the case for data-centric services and adaptive IT systems.
The aim of the RISI 2013 workshop is to identify research problems and to discuss risk scenarios with data-centric services regarding their support for "Resilience in Social Infrastructures" as well as the necessity to take non-technical aspects into consideration. We encourage academic researchers and industry experts to present and discuss novel ideas and ongoing work. Contributions addressing promising approaches to provide and manage resilient infrastructures with data-centric services are invited as research in progress and best practices.

The goal of a position paper is to convince the audience that your opinion is valid and worth listening to, without the need to present completed research work and/or validated results. It is, nevertheless, important to support your argument with evidence to ensure the validity of your claims. A position paper may be a short report and discussion of ideas, facts, situations, methods, procedures or results of scientific research (bibliographic, experimental, theoretical, or other) focused on one of the conference topics.

In the world of the Internet, the rapid growth and exponential use of
digital medias leads to the emergence of virtual environments namely
digital ecosystems composed of multiple and independent entities such
as individuals, organizations, services, software and applications
sharing one or several missions and focusing on the interactions and
inter-relationships among them. The digital ecosystem exhibits
self-organizing environments, thanks to the re-combination and
evolution of its "digital components", in which resources provided by
each entity are properly conserved, managed and used. The underlying
resources mainly comprehend data management, innovative services,
computational intelligence and self-organizing platforms. Due to the
multi-disciplinary nature of digital ecosystems and their
characteristics, they are highly complex to study and design. This
also leads to a poor understanding as to how managing resources will
empower digital ecosystems to be innovative and va!
lue-creating. The application of Information Technologies has the
potential to enable the understanding of how entities request
resources and ultimately interact to create benefits and added-values,
impacting business practices and knowledge. These technologies can be
improved through novel techniques, models and methodologies for fields
such as data management, web technologies, networking, security,
human-computer interactions, artificial intelligence, e-services and
self-organizing systems to support the establishment of digital
ecosystems and manage their resources.
The International ACM Conference on Management of Emergent Digital
EcoSystems (MEDES) aims to develop and bring together a diverse
community from academia, research laboratories and industry interested
in exploring the manifold challenges and issues related to resource
management of Digital Ecosystems and how current approaches and
technologies can be
evolved and adapted to this end. The conference seeks related original
research papers, industrial papers and proposals for demonstrations.

published elsewhere. The papers can be theoretical, practical and

Paper Submission
--------------------------
Submissions must be in an electronic form as PDF format and should be
uploaded using the conference website.
The submitted paper should be at most 8 ACM single-space printed
pages. Papers that fail to comply with length limit will be rejected.
Submissions will be peer-reviewed by at least 3 peer reviewers. After
the preliminary notification date, authors rebut by evidence and
arguments all reviewer inquiries and their comments. Based on the
rebuttal feedback, reviewers notify authors with the final decision.
Selection criteria will include: relevance, significance, impact,
originality, technical soundness, and quality of presentation.
Preference will be given to submissions that take strong or
challenging positions on important emergent topics related to Digital
Ecosystems. At least one author should attend the conference to
present the paper.
The conference Proceedings will be published by ACM and indexed by the
ACM Digital Library and DBLP.

YAWL is a Business Process Management System which was built based on a
concise and powerful modeling language, which is rooted in research on
workflow patterns for expressing control flow, data flow, resource
assignment and exception handling. While YAWL was highly influential in
research early on with the YAWL article being cited ultimately more than
1,000 times, there is a growing community of researchers and
practitioners who use the YAWL system in teaching and projects. It is
the aim of this YAWL Symposium, organised by the YAWL User Group, to
provide a forum to discuss the usage of the YAWL system in any of its
application domains. Topics include but are not limited to:
* Best practices and proven cases of effectively teaching YAWL
* Experience of using YAWL in practical settings
* SWOT analysis for using YAWL in teaching
* Grading student projects conducted with YAWL
* The students' perspective on learning based on YAWL
* Relationships between other petrinet-based modeling and analysis
tools and YAWL
We invite the submission of short papers of up to 6 pages to the
meeting. All papers must be formatted in English following the Springer
LNBIP instructions for authors
(http://www.springer.com/comp/lncs/Authors.html). Electronic submission
of manuscripts (in PDF) is required using EasyChair
(https://www.easychair.org/conferences/?conf=yawl2013). Submitted papers
will be evaluated by an international program committee on the basis of
their potential to raise discussion and of their value in showcasing
teaching best practices.
Papers selected for this workshop will be published online as CEUR
Workshop Proceedings. At least one author is required to attend the
workshop and present the paper. Presentations and demos will be listed
with title and abstract in the workshop brochure. Presentations of the
speakers selected for the workshop will be available on the workshop

HINTERGRUND
In der Medizin geben evidenzbasierte Leitlinien der Fachgesellschaften
zunehmend fachliche Orientierungshilfen vor, die als klinische Pfade und
Standard Operating Procedures (SOPs) in betriebliche Arbeits- und
Entscheidungsabläufe Eingang finden. Damit ist die Arbeitsweise eines
Mediziners durch eine Steuerung der medizinischen Behandlungen und
Abläufe durch standardisierte Vorgehensweisen geprägt.
Analog werden für das Katastrophenmanagement zunehmend Vorgehensweisen
entwickelt, um auf Großschadenslagen zu reagieren. Beginnend mit der
überörtlichen Unterstützung beim Massenanfall von Verletzten (ÜMANV)
werden heute Prozesse zur Leistungsbeschreibung, Koordination und als
Standardeinsatztaktiken definiert, um effektiv auf eine Schadenslage zu
reagieren wie beispielsweise die Massendekontamination und die
Vorbereitung auf einen Stromausfall.
Beide Beispiele zeichnen sich durch die Notwendigkeit aus, ihre
Vorgehensweisen zu erfassen und zu standardisieren ohne sie jedoch
gleich in ein striktes Konzept formaler Modelle oder Workflows pressen
zu können.
Heute dafür in der Praxis eingesetzte Werkzeuge wie Textverarbeitungen
oder Zeichenprogramme unterstützen diese Anforderungen kaum, da sie
keine domänenspezifische und damit inhaltliche Unterstützung bei der
Modellierung der Prozesse und Entscheidungsregeln bieten. Dagegen
erfordern komplexe Prozessmodellierungsprogramme vom Anwender eine meist
zu stringente Modellierung ohne die zur individuellen -- sei es in Bezug
auf einen Patienten oder sei es in Bezug auf eine Schadenslage --
Interpretation notwendigen Freiheitsgrade. Zudem erschweren komplexe
Modellierungsumgebungen die einfache und direkte Nutzung durch Experten.
Neben der Modellierung der eigentlichen Prozesse existiert zudem viel
Erfahrungs- und Entscheidungswissen, welches heute meist nicht
systematisch mitdokumentiert wird. So werden leider die
Modellierungsentscheidungen selbst als auch die Strategie hinter den
Vorgehensweisen (das Warum: warum so und nicht anders) meist nicht
modelliert. Die Ziele einzelner Maßnahmen sind jedoch für Medizin und
Notfallmanagement essentiell, da diese beispielsweise bei der Auswahl
von Alternativen hilfreich sind. Ebenso sind Methoden und Werkzeuge für
die Analyse und Simulation der Modelle hilfreich für die
Qualitätsprüfung, den Verbesserungsprozess. Methoden des
Prozessmanagement sind hierfür auf die Eigenschaften der Vorgehensweisen
in Medizin und Notfallmanagement weiter zu entwickeln.
Ziel dieses Workshops ist es, aufbauend auf den erfolgreichen Workshops
über Leitlinienmanagement in der Medizin (GMDS 2012) und der Serie von
Workshops über die IT-Unterstützung für das Notfallmanagement (GI 2009
-- 2012) die Gemeinsamkeiten in der Erfassung, Modellierung,
Unterstützung und Abstimmung gemeinsamer Vorgehensweisen herauszuarbeiten.
Insbesondere stellt sich die Frage nach Modellierungswerkzeugen für die
Prozesse in beiden Domänen. In der Medizin haben sich Computerized
Clinical Guidelines wie GLIF, ProFORMA und Asbru als domänenspezifische
Sprachen mit den notwendigen Modellelementen und Ontologien entwickelt.
Das Notfallmanagement ist hingegen in der Praxis durch (elektronische)
Checklisten geprägt auch wenn in der Forschung
Prozessmodellierungsansätze und Workflows für Teilaufgaben genutzt
werden. Zudem würden Communitywerkzeuge eine gemeinsame Erarbeitung der
Modelle und die Integration von Feedback systematisch ermöglichen.
Der Workshops zielt auf eine Bestandsaufnahme der Aktivitäten (nicht
nur) im deutschsprachigen Raum zu den Themen der Erstellung,
Formalisierung und Operationalisierung von Prozessen in Medizin und
Notfallmanagement, die sich jeweils in Leitlinien, Behandlungspfaden,
SOPs, Algorithmen und Standardeinsatztaktiken dokumentieren. Der
Workshop dient dem Erfahrungsaustausch bei der Entwicklung und Anwendung
wissensbasierter Systeme für das Leitlinienmanagement und soll eine
Roadmap für die weitere Forschung erstellen.
