The proliferation of Web 2.0 applications has allowed users to go beyond simple consumers of information and instead actively participate in shaping collaborative environments in which users, resources, and user-provided content are all networked together. This, in turn has increased the need for more intelligent and personalized services that help users interact with and navigate these complex information spaces. These include a new generation of recommender systems that integrate multiple online channels, are more scalable, are more adaptive, can better handle user interactivity, and are better suited for user preference elicitation. To achieve this, such applications must rely on intelligent techniques from AI, machine learning, Web mining, statistics, and user modelling in order to leverage all available data, including the usage and click-stream data (reflecting user behaviour), the content and meta-data associated with resources, semantic domain knowledge, user profile information, and underlying network structures. Efficient and intelligent techniques are needed to mine this data for actionable knowledge, and to effectively use the discovered knowledge to enhance the users' experience. The aim of this workshop is to bring together researchers and practitioners from Web Mining, Web Personalization, Recommender Systems, and User Modeling communities in order to foster an exchange of information and ideas and to facilitate a discussion of current and emerging topics related to the development of intelligent Web personalization and Recommender Systems. TOPICS OF INTEREST We invite original contributions in a variety of areas related to Web personalization and Recommender Systems: * User model representation and preference elicitation: Knowledge acquisition strategies, user context modeling, cross-domain models, privacy, cognitive models for Web navigation, self-adaptation, utility function elicitation from user interaction, user modeling on the Social Web; * Architectures, systems and enabling technologies: personalized search, scalability of personalization and recommendation techniques, intelligent browsing and navigation, adaptive hypertext systems, hybrid and conversational recommendation systems, context-awareness, Data/web mining for personalization, Link Analysis and Graph Mining, automated techniques for ontology generation, learning, and acquisition; machine leaning techniques for information extraction, Social Web, and the Semantic Web; * User and algorithm centric evaluation methodologies, metrics, and case studies PAPER SUBMISSION AND PARTICIPATION Papers must be formatted according to the AAAI 2013 style guide (http://www.aaai.org/Publications/Author/author.php) and submitted electronically as PDF to itwp2013(a)ls13.cs.uni-dortmund.de. Ramon Gil-Garcia, Natalie Helbig, Anneke Zuiderwijk The Journal of Theoretical and Applied Electronic Commerce Research is planning a special issue on Innovation through Open Data. The opening of data has been hailed for its innovative capacity and transformative power. Over the last years, many politicians, companies, scientists, and citizen communities have paid considerable attention to the demand of opening data of both public and private organizations. An important event in this context was the release of the EU Public Sector Information (PSI) directive in 2003, in which a common legislative framework was presented, which regulates making data of public sector bodies available for re-use^1 . In 2009, the Obama Administration stated that its primary goal was the establishment of an unprecedented level of openness of the Government^2 and published an Open Government Directive some months afterwards^3 . Building on former policies, the European Commission has recently presented an Open Data Strategy for Europe, in which more evident rules on making the best use of government-held information are presented^4 . In 2012, the Obama Administration published the Digital Government Strategy, which aims to 1) enable the American people to access high-quality digital government information and services anywhere, anytime, on any device; 2) seize the opportunity to procure and manage devices, applications, and data in smart, secure and affordable ways; and 3) unlock the power of government data to spur innovation and improve the quality of services for the American people^5 . In addition to these policy documents, various studies have shown that opening data by public and private organizations has considerable potential to provide citizens, researchers, companies and other stakeholders with many advantages, such as a growing economy by stimulating innovation, developing new businesses and obtaining new insights in the public and private sector by creating new ways of understanding problems and interpreting data. Open data enable new ventures to develop new business models and innovative services. Often the added value is generated from combining multiple sources. Open data have the potential to enable different types of innovation, such as innovation through the provision, processing and use of open data, innovation through open data technologies, and innovation through impact and public value creation from open data initiatives (transparency, accountability and collaborative governance approaches). Open data can contribute to open government. However, although open data research is performed increasingly, research about the way innovation can take place through open data is still lacking. For this reason, innovation through open data is the main focus of this Special Issue. Subject Coverage We specifically encourage papers related to innovation with open data. Particular topics to be addressed might include, but are not limited to the following: 1. Open data provision and use • Barriers, costs and benefits of open data provision and use; • National and international challenges and opportunities for open data; • Requirements, principles and strategies for publishing and using open data; • Practice of open data; innovative ways of publishing and using open data; • Privacy and provenance issues; reliability and trustworthiness of open data; • Comparative studies; comparisons of open data initiatives; • Case studies for domain/sector-specific open data strategies (smart cities, environmental and geospatial research, social media); • Open data usability, user interaction and case studies with lessons learned; • Open innovation for public services; • Legal, licensing and political issues: creative commons vs. copyright, freedom of information, information sharing, data visualization; • Open data policies, strategies; policy guidelines and frameworks; • Benchmarks and metrics in open data usage. 2. Notes for Intending Authors We are seeking original manuscripts on conceptual and methodological issues related to research on innovation through open data, as well as papers which report on the results of empirical research in the field. Papers can focus on particular open data initiatives or a particular type or category of open data, as well as more general outcomes. Both qualitative and quantitative research can be submitted. According to Ross et al. , smart companies define how they (will) do business (using an operating model) and design the processes and infrastructure critical to their current and future operations (using an enterprise architecture). Enterprise Engineering (EE) is the application of engineering principles to the design of Enterprise Architectures. It allows deriving the Enterprise Architecture from the enterprise goals and strategy and aligning it with the enterprise resources. Enterprise architecture aims (i) to understand the interactions and all kind of articulations between business and information technology, (ii) to define how to align business components and IT components, as well as business strategy and IT strategy, and more particularly (iii) to develop and support a common understanding and sharing of those purposes of interest. Enterprise architecture is used to map the enterprise goal and strategy to the enterprise's resources (actors, assets, IT supports) and to take into account the evolution of this mapping. It also provides documentation on the assignment of enterprise resources to the enterprise goals and strategy. There are different paradigms for creating enterprise architecture. The most important is to encapsulate the functionalities of IT resources as services. By this means, it is possible to clearly describe the contributions of IT both in terms of functionality and quality and to define a service-oriented enterprise architecture (SoEA). SoEA easily integrates wide-spread technological approaches such as SOA or emerging ones as cloud computing because they also use service as structuring and governing paradigm. The enterprise goals and strategies are mapped to a SoEA. SoEA differentiates four layers of services. Thus, its scope is much broader than the scope of SOA and also includes services not accessible through software such as business and infrastructure services. Services of different layers may be interconnected in service (value) nets to provide higher level services. 1. Business services are services, which directly support business processes. Business processes can also be developed dynamically (on-the-fly) using business services which are available in a repository for a given business domain. An example is call-centre services provided by an external service provider. 2. Software services exist as two types: (i) human-oriented applications, which are provided as Software as a Service, (ii) application services which are part of so-called SOA that are a popular paradigm for creating enterprise software. 3. Platform Services provide support of the development of applications. They provide services for the execution of applications, middleware stacks, web servers etc. 4. Infrastructure services are more hardware-flavoured services, which are provided using computers. These trends point to large-scale, heterogeneous ICT infrastructures hosting applications that are dynamically built from loosely-coupled, well-separated services, where key non-functional properties like security, privacy, efficiency and reliability will be of increased and critical importance. Basic security protocols for Web Services, such as XML Security, the WS-* series of proposals, SAML, and XACML, along with numerous on-going activities targeting new SaaS scenarios, can provide a basic set of building blocks enabling Web Services and Cloud Computing to operate securely. While some of these building blocks are now firmly in place and the on-going work progresses at a fast pace, a number of challenges are still to be met for ensuring the security and trust of these scenarios. One relevant aspect is the change in the underlying model of application and service provision. Current trust models in relation to application provision, deployment, operation and control are not well-adapted for these scenarios. Actors, stakeholders, responsibilities, capabilities, liabilities of traditional computing scenarios, as well as their relations, have changed in these new scenarios, requiring new trust relationships to be established and verified at runtime during application set-up and operation. In this line certification and other assurance approaches become crucial for establishing the necessary trust relationships. Current certification schemes, however, are either insufficient in addressing the needs of such scenarios or not applicable at all and thus, they cannot be used to support and automate run-time security assessment. Likewise, novel testing mechanisms, engineering approaches, formal modelling paradigms, monitoring models, runtime support infrastructures, secure dynamic application building and service orchestration approaches, etc. are needed in order to fill other gaps and to restore the missing trust links in these new scenarios. Recent advances in pervasive computers, networks, telecommunications, and information technology, along with the proliferation of multimedia mobile devices - such as laptops, iPods, personal digital assistants (PDA), and cellular telephones - have stimulated the development of intelligent pervasive multimedia applications. These key technologies are creating a multimedia revolution that will have significant impact across a wide spectrum of consumer, business, healthcare, educational and governmental domains. Yet many challenges remain, especially when it comes to efficiently indexing, mining, querying, searching, retrieving, displaying and interacting with multimedia data. The Multimedia - Processing and Applications 2013 (MMAP 2013) Symposium addresses several themes related to theory and practice within multimedia domain. The enormous interest in multimedia from many activity areas (medicine, entertainment, education) led researchers and industry to make a continuous effort to create new, innovative multimedia algorithms and applications. As a result the conference goal is to bring together researchers, engineers, developers and practitioners in order to communicate their newest and original contributions. The key objective of the MMAP conference is to gather resultsfrom academia and industry partners working in all subfields of multimedia: content design, development, authoring and evaluation, systems/tools oriented research and development. We are also interested in looking at service architectures, protocols, and standards for multimedia communications - including middleware - along with the related security issues, such as secure multimedia information sharing. Finally, we encourage submissions describing work on novel applications that exploit the unique set of advantages offered by multimedia computing techniques, including home-networked entertainment and games. However, innovative contributions that don't exactly fit into these areas will also be considered because they might be of benefit to conference attendees. *CALL FOR PAPERS* MMAP 2013 is a major forum for researchers and practitioners from academia, industry, and government to present, discuss, and exchange ideas that address real-world problems with real-world solutions.
