CALL FOR PAPERS
The adoption of computer based Information Systems (IS)
offers many healthcare organisations the ability to cope
with the overwhelming demand for healthcare services and
deals with a number of strategic and tactical issues. This
technology is increasingly used in a wide variety of forms;
such as supporting managerial decisions making, monitoring
patients' progress, and enhancing clinical practices.
However, the introduction and use of such technologies may
have also its drawbacks, such as ethical issues and the
costs of re-engineering and lack of understanding, those
being tangible or intangible. Political and cultural issues
may also be affected by such technology.
Papers sought for this special issue of the Journal of
Management in Medicine focusing on health informatics which
is mainly concerned with using information to manage
healthcare processes, on the other hand, how the
introduction and use of complex information systems may
affect the traditional management process of health
organisation. The main objective of this issue is to raise
and stimulate debate regarding the critical issues
surrounding healthcare and the new age of IS and IT. Papers
should provide original theoretical underpinnings and
rigorous empirical studies to support their arguments based
on either qualitative or quantitative research. Contributed
papers may include but not necessarily limited to the
following topics:

Submission guidelines and important dates
Three manuscripts should be between 3000-6000 words in
length, with all contributions being subjected to a
double-blind review process after it has been deemed
suitable by the guest editors. There should be a separate
title page giving the names and addresses of the authors.
Manuscripts must be sent to the guest editor in chief by
September 15th, 2001, and should follow the format of the
Journal of Management in Medicine, which is available at
http://www.mcb.co.uk/portfolio/jmm/notes.htm. Electronic
submission is preferred though not essential.

Aachen has been offering free workshop proceedings, mainly in the areas of
databases, ontologies, knowledge representation, and medical image
processing.
The citation of articles in CEUR-WS has been a bit clumsy due to the long URL
of the SunSITE in Aachen. Since 17-Aug-2001, we therefore introduce a logical
URL
http://ceur-ws.org/
to refer to the Web site. The site stays hosted at
http://sunsite.informatik.rwth-aachen.de/Publications/CEUR-WS/
Articles in CEUR-WS can now more conveniently be cited via a short URL, e.g.

Euphorie spekuliert worden. Übertreibungen hatten dann eine wohl zu

the understanding and practice of electronic markets
and commerce

Guest Editor: Robert J. Kauffman, Carlson School of
Management, University of Minnesota, Minneapolis.
Managing Editor: Qizhi Dai, Carlson School of Management,
University of Minnesota, Minneapolis.
The application of Internet technologies for the conduct
of inter-firm business transactions has given rise to a
boom in B2B e-commerce. Electronic procurement and
electronic catalog management systems have been widely
adopted to move corporate purchasing and selling online.
In addition, a variety of electronic markets have been
set up to facilitate inter-firm transactions and broaden
market access for buyers and suppliers. Although there
are many success stories about the application of Internet
technologies in this application area that have been
reported over the past several years, overall, the
progress of B2B e-commerce has been hindered by many
unanticipated technical, organizational, economic and
legal challenges that diminish value.
For this special issue, we invite original papers that
contribute to our understanding of the continuing
revolution in B2B e-commerce. Our primary editorial
mission is to encourage participating authors to reflect
upon the various ways that evolution is occurring with
respect to the fundamentals of this area of the Digital
Economy. For example, although many observers applauded
the bright prospects of B2B electronic markets, the verdict
rendered by the marketplace to date has been far less
positive. Too many e-markets have not been able to achieve
operational critical mass. Meanwhile, the technology
solutions vendors for Internet-based supply chain management
services have seen their potential for revenue growth and
profitability fall sharply, as problems with consolidation

costs, and slower-than-expected adoption in many industries
have ensued. Such developments in the marketplace prompt
us to revisit the findings of prior academic research in
this area, and to search for better ways to understand the
evolving aspects of B2B e-commerce.
We welcome various perspectives on B2B e-commerce research,
including empirical research, case studies, analytical
models and theoretical frameworks that offer insights in
this important area. We also encourage research that draws
upon theoretical and methodological perspectives from such
diverse reference disciplines as strategic management,
finance, operations management, information systems, computer
science and management science.
Possible topics for papers that are submitted to the special
issue may include, but are not limited to:
1. Adoption and diffusion of B2B applications
2. E-business strategy formulation
3. Implementation and evaluation of B2B applications
4. Business models for B2B electronic markets
5. The dynamics and evolution of B2B e-commerce

11. Issues related to technology standards in B2B applications
12. Emerging legal issues related B2B e-commerce
13. Cross-border and global aspects of B2B e-commerce

The EJISDC announces the publication of Volume 5. The aim of this Special
Issue is to emphasize the significance and role of information and
communication technologies (ICTs) in health care in developing countries.
Until only recently, in many developing countries, debates were rife about
whether "ICTs were good or bad for development?" and whether investments
should be made in these technologies at the expense of other development
priorities like water, roads and electricity. Such debates seem to be at
rest now, and instead the more important challenge and question is "how do
we apply ICTs in effective ways such that they contribute meaningfully to
socio-economic development processes?"
The six papers in this special issue involve case studies in Mozambique, the
Philippines, Morocco, Nigeria and Mexico, as well as more international
issues.
