ISOMA 2002 Theme:
The concept of supply chain management is about managing coordinated
information, material and financial flows, plant operations, and
logistics. It provides flexibility and agility in responding to consumer
demand shifts with minimized cost overlays in resource utilization. The
fundamental premise of this philosophy is synchronization of objectives,
policies, and actions among multiple autonomous entities represented in
it. That is, improved coordination within and between various supply chain
members.
There are many applications in manufacturing that is impacted by the
supply chain management philosophy. It could influence design through the
plug and play method of configuration to achieve mass customization. In
addition, in manufacturing and production, the supply chain effects
practically every aspect of the product-process interface, which leads to
collaborative
activities in both the design and manufacturing functions.
Informatics has a major and key role to play in design and modeling of
efficient supply chain management frameworks. It provides the opportunity
to investigate and develop multi disciplinary approaches to supply chain
problem solving. It has the potential to unify technologies in fields of
enterprise integration: organization design, production operations
management, and information systems in offering integrated methodological
solutions.

All submissions will be fully refereed for accuracy, technical content, and
relevance. Papers should be NO longer than 20 double-spaced pages. Please
include full name, affiliation, address, phone number, and email address of
each author and designate the author who is to be contacted. Authors will
receive the reviewers' comments and will be given a chance to respond to
these reviews. Authors' replies will be taken into consideration in the
final paper selection decision. Accepted papers will appear in the
Symposium's Proceedings which will be published by the IEEE Computer
Society. Authors of top papers will also be encouraged to submit a follow-on
paper for publication in the SCS Journals.
Only papers that have not been previously published or presented should be
submitted. Authors must obtain employer, client, or government releases
prior to submitting the final manuscript.
TOOLS TRACK
Authors are encouraged to submit papers describing tools suitable for
on-line demonstration. The tools papers will undergo a regular review process
and will be published in the conference proceedings in a dedicated tools
section. Separate sessions are planned where these tools will be demonstrated

As the second part of a special issue on Medical Informatics, this edition
of JEUC presents further perspectives on the successful adoption of IT/IS in
the medical and healthcare context. In the first two papers presented here,
cross-case analysis is used to derive best practice insights from different
projects. The final paper of the issue helps us further understand
successful practice in medical informatics by telling us how we might

The Importance of User Ownership and Positive User Attitudes in the
Successful Adoption of Community Information Systems

The factors that influence the ultimate level of success or failure of
systems development projects have received considerable attention in the
academic literature. However, despite the existence of a 'best practice'
literature many projects still fail. The record of the National Health
Service has been particularly poor in this respect. The research reported in
this paper proposes that two additional factors; user ownership and
positive user attitudes warrant further development and investigation. The
current study investigated these two factors in a homogenous organisational
sector, Community NHS Trusts, using a common type of information system, in
order to eliminate the potentially confounding influences of sector and
system. A multiple case-study design incorporating five Community Healthcare
Trusts was utilised. The key results from the analysis indicated that both
user ownership and positive user attitudes were important mediating
variables that were crucial to the success of a CIS. In addition, it was
also identified that the adoption of best practice variables had a dual
role, directly influencing the level of perceived success but also
facilitating the development of user ownership and positive user attitudes.
These results will be of particular interest to practising IM&T managers in
the NHS and also to the wider academic research community.

Experiences from Health Information System Implementation Projects Reported
in Canada Between 1991 and 1997

Canada's Health Informatics Association has been hosting annual conferences
since the 1970's as a way of bringing information systems professionals,
health practitioners, policy makers, researchers and industry together to
share their ideas and experiences in the use of information systems in the
health sector. This paper describes our findings on the outcome of
information systems implementation projects reported at these conferences in
the 1990s. Fifty implementation projects published in the conference
proceedings were reviewed and the authors or designates of 24 of these
projects were interviewed. The overall experiences, which are consistent
with existing implementation literature, suggest the need for organizational
commitment; resource support and training; managing project, change process
and communication; organizational/user involvement and teams approach;
system capability; information quality; and demonstrable positive
consequences from computerization.

Introducing Computer-Based Telemedicine in Three Rural Missouri Counties

This study investigated predictors of utilization of the computer-based
telemedicine in three rural Missouri counties. Participating health care
agencies were given computers and access to an Internet-based workstation
that provided e-mail and World Wide Web (WWW) services. Utilization data for
e-mail messages sent and WWW pages accessed were collected through proxy
servers. A survey was distributed to those employees who are enrolled in the
Rural Telemedicine Evaluation Project (RTEP), which addressed perceptions of
the Internet-based RTEP workstation. The results of the survey were analyzed
to see how perceptions and demographic variables predicted actual
utilization. The findings of the study revealed that for e-mail, behavioral
intentions/attitude, age, organizational support, and time were the most
significant predictors. For WWW, only the behavioral intentions/attitude
subscale predicted utilization. The majority of respondents did not utilize
the e-mail technology. Strategies need to be developed through training
interventions and organizational policies to address non-utilization.

In the preface to this collection of articles Eder notes that currently
"healthcare organizations worldwide have undergone major reorganizations and
adjustments to meet the demands of improved health service accessibility and
quality as well as lowered costs." One of the primary means to accomplish
this goal is by improving the effectiveness and efficiency of healthcare
information systems (HIS). This book focuses specifically on how (and why)
HISes should be enabled via Web-based technology. Using the ubiquitous
nature of the Web, healthcare professionals, insurance companies, and
patients become informed end users able to tailor and manage knowledge to
improve many facets of the healthcare system.

SCOPE
The purpose of the 4th International Conference on Enterprise Information
Systems (ICEIS) is to bring together researchers, engineers and
practitioners interested in the advances and business applications of
information systems. Four simultaneous tracks will be held, covering
different aspects of Enterprise Information Systems Applications, including
Enterprise Database Technology, Systems Integration, Artificial
Intelligence, Decision Support Systems, Information Systems Analysis and
Specification, Internet Computing and Electronic Commerce.
ICEIS focuses on real world applications; therefore authors should highlight
the benefits of Information Technology for industry and services. Ideas on
how to solve business problems, using IT, will arise from the conference.
Papers describing advanced prototypes, systems, tools and techniques and
general survey papers indicating future directions are also encouraged.
Papers describing original work are invited in any of the areas listed
below. Accepted papers, presented at the conference by one of the authors,
will be published in the Proceedings of ICEIS. Acceptance will be based on
quality, relevance and originality. Both full research reports and
work-in-progress reports are welcome. There will be both oral and poster
sessions.
Special sessions, dedicated to case-studies and commercial presentations, as
well as tutorials dedicated to technical/scientific topics are also
envisaged: companies interested in presenting their products/methodologies
or researchers interested in holding a tutorial are invited to contact the
conference secretariat.

WORKSHOPS
ICEIS expects to host several workshops. If you would like to propose the
organization of a workshop to be held in conjunction with ICEIS 2002, please
contact the secretariat as soon as possible.
Keynote Speakers
ICEIS 2002 will have several invited keynote speakers, as in previous
editions. Their names are not yet confirmed.
TUTORIALS
ICEIS 2002 will have several tutorials, as in previous editions, to be
lectured the day before the conference opening. If you would like to propose
a tutorial for ICEIS 2002, please contact the secretariat as soon as
possible. Proposals should specify the topic and scope of the tutorial, the
background knowledge expected of the participants, and a short CV of the
instructor(s).
SUBMISSION OF PAPERS
Authors should submit a paper in English of about 10 A4 pages, up to 5.000
words, using the submission procedure indicated below. The programme
committee will review all papers and the contact author of each paper will
be notified of the result, by email. Each paper should clearly indicate the
nature of its technical/scientific contribution, and the problems, domains
or environments to which it is applicable. Authors must also indicate the
conference track to which the paper is submitted. The paper must be
carefully checked for correct grammar and spelling.
Paper submission procedure
A blind paper evaluation method will be used. To facilitate that, the
authors are kindly requested to produce and provide two separate files:
A papers front-page, with: the title, author(s), affiliation(s), contact
details, a list of keywords and an abstract.
The full paper, WITHOUT any reference to the authors. The manuscript must
contain, in its first page, the paper title, an abstract and a list of
keywords but NO NAMES OR CONTACT DETAILS WHATSOEVER are to be included in
any part of this file.
The contact author will then use the ICEIS web-based submission facility
available at the conference web site, to enter the contact information of
all paper authors plus the two files indicated in point 1, above. The
facility will automatically send a submission acknowledgement, by email, to
the author indicated as contact author.
The camera-ready format will be enforced only for accepted papers, but
authors are encouraged to use it also for paper submissions, in order to
reduce extra work later. Two templates are provided at the conference web
site: one for Latex and another for MS Word.
Due to space limitations in the Proceedings, the camera-ready version will
be limited to 8 (eight) pages for full papers, 6 (six) for short papers
(progress reports) and 4 (four) for poster presentations. If absolutely
needed, it will be allowed to increase the total number of pages, by 4 extra
pages. However, for each excess page the author will have to pay an
additional fee.

VENUE
Ciudad Real is in Castilla-La Mancha, the Don Quixote's land. It is not easy
to categorize Castilla-La Mancha, for it is a region of great variety and
complexity. On the one hand, there is the ruddy red earth, the windmills,
and simple whitewashed villages of the province of Ciudad Real (which
encompasses most of the area commonly called La Mancha). But there are also
the strangely sculpted cliffs of Cuenca and Albacete, the hilly woodlands of
Guadalajara and the dark mystery and ancient cultures of Toledo. Ciudad Real
is one hour by car from Toledo, fifty minutes by train from Madrid, seventy
minutes by train from Córdoba and two hours by train from Sevilla.

Diffusion Interest Group in Information Technology
---Workshop Announcement---
A pre-ICIS workshop of people interested in information technology adoption
and diffusion will be held on Sunday, December 16, 2001 from 10:00 a.m. to
5:00 p.m. in New Orleans, Louisiana. The workshop will include 2-3 one-hour
research paper presentations and 2-3 panel discussions and/or
mini-tutorials.
Faculty members and doctoral students are encouraged to attend and submit
papers, panel proposals, and/or mini-tutorial proposals. The deadline for
submission of papers is September 15, 2001. Notification of acceptance or
rejection will be made by November 1, 2001. See the CFP below for more
details.
It is not necessary to submit a paper in order to attend DIGIT. Lunch and
refreshments will be provided to attendees. In order to foster the workshop
atmosphere that has developed in previous meetings, registration will again

We are interested in receiving papers related to information technology
adoption and diffusion. In the interest of discussing the most current
research in this area, working papers are encouraged as well as more
complete papers. Papers dealing with the adoption and/or diffusion of
information technology at the individual, work group, or organizational
level are invited.
All submissions will be blind reviewed. Papers should not have been
published previously in a proceedings or journal, nor be under review
elsewhere, but may be submitted elsewhere after the DIGIT meeting. At least
one author will register and attend the workshop to present the paper if the
work is accepted.
The objective of the panels is to attract controversial and/or novel
perspectives (both theoretical and methodological) on information technology
adoption and diffusion topics. Ideally, the panelists should espouse
diverse yet complementary perspectives on their topic.
Mini-tutorials should focus on potentially relevant methods and theories for
adoption and diffusion research.

Soft-Ware: Computing in an Imperfect World
"Face life as it is, not as you would like it to be"
8-10 April 2002
W5: Interactive Science and Technology Conference Centre
Belfast, Northern Ireland
Papers are invited for a conference on the handling of uncertain,
incomplete information and knowledge in developing and running
computing systems.

The conference will cover a number of areas of interest
including artificial intelligence, software engineering and
information systems. Four prominent researchers, Dr. Piero
Bonissone, Professor Sir Tony Hoare, Professor Michael Jackson,
and Professor Ray Paul, will present keynote addresses. Papers
on the theory and practice of coping with uncertainty in
computing, from any perspective, are invited.
Deadline: 15th September 2001. (1st Sept. short submissions and full
submission abstracts).

The Second European EUNITE Workshop on Computational
Intelligence in Telecommunications and Multimedia will take place on
the first day of the Soft-Ware Conference. The aim is to promote the
application of fuzzy systems, neural networks, evolutionary
computation, machine learning, case-based reasoning, agent based
techniques and related technologies to problems in the area of
Telecommunications and Multimedia. The focus in EUNITE is on
intelligent adaptive systems and applications that require the ability
to deal with uncertainty related problems by using the techniques
listed above. The purpose of the workshop is to stimulate
cross-community discussion, to collect state-of-the- art contributions
and to show the applicability of academic work to real world problems.
