The BITWorld Conference is open to all interested scholars, professionals and
practitioners who are researching in the areas of information technologies
and their applications on business, management, education, health, systems
and society. We invite you to present the results of your research, or
research-in-progress at the BITWorld 2002 Conference (or just come to hear
the discussions, and experience the excitement of real global research 'at
the center of the World'). Along with members and friends of BITWorld, we
welcome researchers new to, or interested in, intensive research in IS.
BITWorld is endorsed by AIS/ICIS, IRMA and UKAIS to bring the theory and
practice of Business IT Management to interesting places that are not on the
usual conference circuit. Previous international venues have included Delhi
(1998), Cape Town (1999), Mexico City (2000), and Cairo (2001)

timing and review process will depend on the number of abstracts received.
We will accept late submissions on a space-available basis. For more
information about formatting of abstracts and papers, please visit the site
below.
All attendees and presenters will be required to register. We will provide
pre-registration (at a discount) as well as registration at the door.

GLOBAL ELECTRONIC COMMERCE TRACK DESCRIPTION:
Forrester research predicts that by the year 2004, the value of goods
and services traded between organizations over the Internet will
represent 4 percent of the global economy (approx. $1.3 trillion).
E-business is more than just e-commerce and/or Internet commerce; it is
the digital transformation of business as we know it. To survive and
compete in the 21st century, companies need to identify new business
models and redesign products that integrate with them. Only digital
business models and products have the capability to fully leverage the
power of e-commerce. This track will examine the future trends and
emerging technologies, opportunities, and challenges of conducting
business in the new millennium. This track focuses on the critical
success factors for global e-commerce, the economics of e-commerce, and
the practical issues and best practices involved with e-commerce in
various applications.

RESEARCH PAPERS
ARTICLE ONE:
Transfer of Information Technology to the Arab World: A Test of Cultural
Influence Modeling

The complex societal beliefs and values of the Arab world provide a
rich setting to examine the hypothesized influence of culture on
information technology transfer (ITT). This study addresses two research
questions: (1) Do cultural beliefs and values affect the transference of
information technology in the Arab world? and (2) Does contact with
technologically advanced societies impact ITT and systems outcomes?
This study addresses these research questions by conceptualizing
and testing a cultural influence model of ITT. In this model, cultural
beliefs
and values are one major construct while a counterbalancing variable
is the external influence of technologically advanced societies. These
constructs along with the variable national IT development form the
conceptual basis for the model. Findings suggest that the model has
explanatory power. Arab cultural beliefs were a very strong predictor of
resistance to systems and thus ITT; technological culturation was also
a factor. These results have implications for future theory-testing and
for technology policy-setting by responsible Arab leaders. Additionally,
there are implications for transnational firms and managers charged
with introducing IT in foreign ports, subsidiaries, offices, and plants.
ARTICLE TWO:
Electronic Broker Impacts on the Value of Postponement in a Global Supply
Chain
WILLIAM N. ROBINSON, Georgia State University, USA

In this article, the authors investigate whether adding a market-making
electronic broker to a supply chain increases the value of postponement.
The study hypothesizes that it may do so by providing greater accuracy in
demand forecasting. The authors test this relationship by comparing the
results of agent-based simulations that vary between early and late
differentiation strategies and the use of an electronic broker. In each
simulation, the effects of demand correlation, demand variability, and
demand pooling are considered. The simulations show that an electronic
broker increases inventory cost savings (compared to a non-broker) and
increases the value of postponement in the face of increasing demand
variability, increasing demand pooling, and decreasing demand correlation.
Moreover, an electronic broker may, through its own actions, increase
demand variability and demand pooling, while decreasing demand
correlation, thereby creating the environment in which is best operates.

Geographic Information Systems in Developing Countries: Issues in Data
Collection, Implementation and Management

Decision making at the national level in both developing and developed
countries requires the integrated use of information from a multitude of
sources. Both local and national governments in many developed countries
have found geographic information systems (GIS) to be a critical tool in
resource management, regional planning, and economic development.
Unfortunately, the practical use of GIS in many developing countries is
hampered by the lack of accurate and detailed spatial and demographic data,
political considerations, and management issues. To highlight importance
of
these issues, the authors present a framework for GIS adoption in less
developed countries and discuss these and other constraints in the context
of this framework. The paper also offers ideas for technical, managerial,
and
policy initiatives that should be helpful in addressing impediments to GIS
adoption. These ideas are summarized in a set of propositions and a related
framework that shows our expectations about the impact of these initiatives
on implementation success.

This interview was conducted by Prof. Nicolau Reinhard with Prof. Wilson
Ruggiero, CEO of Scopus Tecnologia, a subsidiary of Banco Bradesco,
the largest Bank in Latin America, with over 10 million accounts, of which
1,1 million use the Internet or home banking services, 66 thousand
employees, 44 billion dollars assets and 610 million dollars net profit in
1999.
Bradesco has been the Latin American leader in automation, being first in
many innovations and is considered a world benchmark for Internet Banking.
Brazilian Banks have nationwide operations, with large numbers of branches,
requiring them to develop extensive communication networks. Because of
the past high inflation rates, banking transactions had to be performed
very
quickly (real-time and nation-wide deposits and withdrawals), for which
Brazilian
Banks became leaders of automation and electronic banking. The recent
privatization of the telecommunications infrastructure led to a rapid
expansion
and growth of services, benefiting advanced applications, like Internet
banking.
Brazilians have a tradition of rapidly adopting technical innovations. ATMs
and
credit or bank cards are now part of the culture of all social classes.

The OASIS research workshop is open to all interested scholars and
professionals who are researching in the areas of organizations,
information systems and society. We invite you to present your
research-in-progress at the OASIS workshop (or just come to hear the
discussions). Along with members and friends of IFIP WG 8.2, we
welcome researchers new to, or interested in, intensive research in
IS.
Come and get to know our members and their research interests,
issues, and methodologies in a relaxed and supportive setting. The
unique and collegial character of WG 8.2 ensures constructive,
helpful and high quality feedback. OASIS is a particularly useful
forum for those just embarking on their research who need
constructive advice on research approaches.
Submissions: To present, please submit a 500-word abstract of your
work to the co-chairs by 30 September 2001. We anticipate that
submitters will be given about 10-15 minutes to present their work to
the assembled group, which is followed by 5-10 minutes for questions
from the audience. The exact timing and review process will depend on
the number of abstracts received. We will accept late submissions on
a space-available basis. Proposals will be copied for distribution at
the workshop. Authors submitting proposals must grant the IFIP WG 8.2
the right to copy and distribute them to workshop attendees, but
retain all other copyrights.
Registration: There will be a nominal registration fee for the
workshop (probably on the order of US$25) to cover the cost of coffee
breaks, audio-visual equipment and copying. All attendees and
presenters will be required to register. We hope to provide
pre-registration (at a discount) as well as registration at the door
in cash (receipts will be provided). Details will be provided on the
IFIP WG 8.2 Website (http://www.ifipwg82.org) when they are available
(check back this fall).
Time and place: The workshop will be held in the Wildcatter Room of
the ICIS 2001 Conference Hotel, the Fairmont New Orleans, in New
Orleans, Louisiana, United States from 9 AM-3:30 PM on Sunday 16
December 2001, immediately prior to the ICIS 2001 conference.
IFIP WG 8.2 Business Meeting: All workshop attendees and anyone
interested in WG 8.2 are encouraged to attend the WG business meeting
that will follow the workshop at 4 PM. At the business meeting, we
will discuss future workshops and working conferences, elect new
members to the working group and conduct other business.

</bold>The theme of this WG8.6 Working Conference reflects the current
imperatives for organisations to adopt, develop and implement IT in

development and implementation stages. Pressures to conform to external

Special issue on "Advanced Information Technology for Decision Making Support
Systems (DMSS)" for the Journal of Decision Systems.
THEME JUSTIFICATION:
State of the art Decision Making Support Systems (DMSS) requires a variety of
advanced information systems and information technology to enhance the
design, development, utilization, and evaluation processes. These advanced
IT's include, among many others: machine learning, fuzzy logic, virtual
reality, genetic algorithms, case-based reasoning, intelligent agents,
logic programming, data mining, neural networks, knowledge-based simulation
and human computer interfaces. We are developing a Special Issue of the
Journal of Decision Systems with articles devoted to the following main
research questions: (a) how can advanced IT enhance DMSS ?; (b) how can
advanced IT affect the process of DMSS design, implementation and
evaluation?; and (c) how can advanced IT integrated in DMSS modify
organizational structures and management practice?
ISSUE MISSION AND AIMS:
This Special Issue's mission is to present state of the art on applied DMSS
integrating new IT. The main aims of this special issue are:
(1) to generate a compendium of quality applied papers on advanced IT in
DMSS, (2) to help diffuse scarce knowledge about effective methods and
strategies for successfully designing, developing, implementing, and
evaluating DMSS that integrate advanced IT, and (3) to create an awareness
among academicians and practitioners about the relevance of decision-making
support systems in the current complex and dynamic management environment.
TOPICS SOUGHT:
Papers are solicited that contribute in these aims. Potential topics
include, but are not limited to:
(1) DMSS that integrate advanced IT in business, commerce (including
e-commerce), government, and elsewhere, (2) strategies that promote the
design, development, and implementation of successful DMSS that integrate
advanced IT, (3) measures to evaluate the effectiveness of DMSS that
integrate advanced IT, (4) methodologies for integrating advanced IT in
data, knowledge, model, dialog, and feedback management , (5) studies that
compare the effectiveness of advanced IT in DMSS versus other traditional
IT, and (6) the effects of DMSS that integrate advanced IT on organizational
structure and management practice.
INSTRUCTIONS:
The suggested length for each manuscript will 20-25 double-spaced typed
pages, including graphs, tables, figures, and references. Original papers
should be written to conform with the Journal of Decision Systems style
guidelines document, which is available upon request. Papers will be
evaluated using a double blind peer-review process. Please send all

TRACK DESCRIPTION:
The growth of Enterprise Resource Planning (ERP) Systems in the global
environment continues at a rapid pace. Advances in electronic commerce have
made the functionality provided by ERP systems a requirement to insure
fulfillment, reverse fulfillment, customer resource management, material and
production tracking, logistics, and other critical functions.
Configuration, implementation, and administration of ERP systems in the
global environment has proven to be amongst the greatest challenges to IS
departments. Issues include but are not limited to: strategic fit to
organization structure, cultural issues, system configuration, training,
government rules and regulations, and control vs. coordination to name a
few. This track will explore the issues surrounding the current generation
of ERP systems and extend the view of researchers and practitioners to the

CALL FOR PAPERS
The growth of the Internet and the expansion of e-commerce systems have
accentuated pre-existing problems related with systems interoperability and
the definition of common semantics throughout business organisations.
Consequently, an increasing amount of cost and effort is dedicated to the
integration of systems and applications. The issues involved, however, are
not just related to infrastructure and technology. Indeed fundamental
problems exist around the understanding of what 'concepts' are shared, how
they relate and what mechanisms should be adopted to allow systems to
communicate and interoperate at all levels.
Genericity mechanisms, such as patterns, frameworks and components, have
the potential for defining, modeling, designing and implementing shared
concepts. Such mechanisms have inherited many object-oriented principles
and built upon them to enhance the generalised nature of business problems
and solutions both vertically (within the same domain) and horizontally
(across different domains). Increasingly, these are supported by emerging
'ontological' definitions and related languages (e.g. XML) designed to
exemplify genericity. The potential contribution of XML to the definition
of business ontologies and semantics is also relevant. Researchers and
practitioners world-wide are exploring the possibility of defining
interoperable industry specifications based on XML and the definition of an
Ontology Markup Language.
The adoption and implementation of genericity mechanisms and ontological
"tools" is difficult to implement in "greenfield" situations. These
difficulties are exacerbated in "brownfield" situations in which clear
architectural separations do not exist and multiple technologies do exist.
This workshop welcomes the participation of all academics, researchers and
practitioners interested in approaches aimed at achieving the integration
of enterprise systems. For further information please refer to

SUBMISSION GUIDELINES
The workshop seeks high quality submissions in two categories:
- Full technical papers, describing original, unpublished research (10
pages). - Work-in-progress papers, describing on-going work and interim
results (6 pages).
All papers will be peer-reviewed by at least two referees and selected
papers will be made available to participants online prior to the workshop.
Guidelines for typesetting of camera-ready copies will be communicated to
authors of accepted papers.
The three best papers will be further reviewed and extended for publication
in a special section of the Journal of Management Information Systems.

Component-based System Development, i.e. the composition of systems from
existing or newly developed components is hailed as one of the panaceas for
problems inherent to software and system development. It promises higher
quality, lower cost and shorter development time. While purely technical
aspects seem to be largely understood,
many questions of a wider socio-technical-economic context are still open
and need an answer. These answers have to consider the whole, complex
system development environment, especially the human factors, and therefore
need an interdisciplinary approach.
We encourage submissions of papers discussing systemic, cultural and
organizational aspects of component-based system and software development.
Suggested areas of interest include, but are not limited to:
· Imbedding component-oriented development into a development
organisation (concepts of software factory, separated versus integrated
component provision, ...)
· Psychological and cultural aspects ('not invented here'-syndrome,
