All submissions will be fully refereed for accuracy, technical content, and
relevance. Papers should be NO longer than 20 double-spaced pages. Please
include full name, affiliation, address, phone number, and email address of
each author and designate the author who is to be contacted. Authors will
receive the reviewers' comments and will be given a chance to respond to
these reviews. Authors' replies will be taken into consideration in the
final paper selection decision. Accepted papers will appear in the
Symposium's Proceedings which will be published by the IEEE Computer
Society. Authors of top papers will also be encouraged to submit a follow-on
paper for publication in the SCS Journals.
Only papers that have not been previously published or presented should be
submitted. Authors must obtain employer, client, or government releases
prior to submitting the final manuscript.
TOOLS TRACK
Authors are encouraged to submit papers describing tools suitable for
on-line demonstration. The tools papers will undergo a regular review process
and will be published in the conference proceedings in a dedicated tools
section. Separate sessions are planned where these tools will be demonstrated
on-line.

Special Issue on Human Factors in Web-based Interaction
The Internet and WWW are revolutionizing our daily lives and the way
business is conducted. Since 1997, the Web has gradually evolved into a
true economy and a new frontier for business. In this new Internet age, the
design of a quality Web site is critical to the success of many businesses.
To attract and retain visitors, Web sites need to be human-centered, easy
and quick to navigate, and speak the visitor's language. User experience
with the Web site is also very important. The experience should be in line
with the user's goal and should feel natural to the user. Unfortunately,
principles of good Web design are not well understood, and problems such as
poor navigability, slow download times, and confusing content are common
among Web sites. Furthermore, Web design is complicated by the emergence of
small-screen (mobile) devices, where design principles may be substantially
different from those used to create traditional Web interfaces.
This Special Edition of the JECR "Call for Papers" addresses the needs for
a better understanding of the principles of good Web design as well as the
specific design criteria for different categories of Web sites (e.g.,
auction sites, content providers, virtual storefronts, individual home
pages, distance learning sites). Questions that are of interest to this
special issue include:
What are the criteria of a good E-Commerce Web site? How should one go
about designing an effective E-Commerce Web site? What are the different
approaches and dimensions to evaluate E-Commerce Web usability? Which
approaches and dimensions are most appropriate for evaluating different
E-Commerce Web sites? What are the challenges and issues involved in the
design and use of Web interfaces for small-screen (mobile) devices?

THE INTERNET AND EMERGING E-COMMERCE: CHALLENGES AND IMPLICATIONS FOR
MANAGEMENT IN SUB-SAHARAN AFRICA

As businesses move to establish closer links in the global marketplace
with their stakeholders via the Internet, a new set of requirements and
demands are being placed on managers everywhere, especially in the
sub-Saharan African region. This paper examines the Internet
environment in sub-Saharan Africa and presents challenges and
implications of the Internet and emerging e-commerce for sub-Saharan
Africas managers. It explores how the emerging global information
infrastructure should be levered to shape managerial initiatives. Among
the suggestions for management are: lobbying governments to adopt
favorable policies, promoting an understanding of the Internet and its
potential uses and/or benefits, formulating and articulating an Internet
strategy, forming strategic alliances for Internet cost savings and
access, and using the Internet as a catalyst in marketing and commercial
efforts.
TRANSFORMING MUNICIPAL GOVERNANCE IN GLOBAL CONTEXT : A CASE STUDY OF
THE DIALECTICS OF SOCIAL CHANGE

This paper presents a social analysis of the development and use of IT
to support governance in the municipal organization of Umeð, Sweden. The
technology was intended to monitor and scrutinize organizational
activities by paying closer attention to resources required for public
programs. Through its use, municipal managers hoped to increase the
visibility of the economic consequences of decisions to fund particular
social programs. We analyze the implementation of the system at the
organizational and institutional levels of social analyses. Employing a
dialectic approach, we explain how the tool was easily implemented in
the organization but opposed by the communitys citizens. Although the
information system reinforced a new economic discourse and helped to
make organizational members more accountable for their actions, the
citizens protested the effects of the new economic discourse.
TOTAL QUALITY MANAGEMENT FOR INFORMATION SYSTEMS : AN EMPIRICAL
INVESTIGATION

In recent years, there has been an increasing interest in improving the
quality of information systems (IS). Past literature includes several
conceptual frameworks and models applying TQM and other quality
methodologies. In addition, case studies describing the experiences of
individual companies have been published. Empirical evidence, however,
on the effectiveness of TQM programs in the IS area is sparse. This
paper attempts to provide a benchmark of current TQM practices for IS.
A detailed analysis of survey responses from 142 Korean companies
indicates the awareness, usage, length of experience, and the extent of
top management support for IS TQM programs. The study also provides
information on the realized benefits from TQM and tests their
relationship to the implemented TQM principles. The relationship
between the extent of top management support and the realized benefits
from TQM in IS is also tested. Global applicability and implications
are discussed.

The interview gives an inside look at electronic business in todays
market. The e-business environment, challenges, and strategies are
discussed. Also included are issues related to supply chain management
and customer relationship management.
BOOK REVIEW: Written by Mahesh S. Raisinghani. He reviews the 2002 book
Global Information Technology and Electronic Commerce: Isssues for the
New Millenium, by Prashant C. Palvia, Shailendra C. Palvia, and Edward
M. Roche. The book discuses the state of the art in global
IT/e-commerce in different countries and regions, and provides
strategies and principles for global IT management.

THEME JUSTIFICATION:
State of the art Decision Making Support Systems (DMSS) requires a variety of
advanced information systems and information technology to enhance the
design, development, utilization, and evaluation processes. These advanced
IT's include, among many others: machine learning, fuzzy logic, virtual
reality, genetic algorithms, case-based reasoning, intelligent agents, logic
programming, data mining, neural networks, knowledge-based simulation and
human computer interfaces.We are developing a Special Issue of the Journal
of Decision Systems with articles devoted to the following main research
questions:
(a) how can advanced IT enhance DMSS ?;
(b) how can advanced IT affect the process of DMSS design,
implementation and evaluation?; and
(c) how can advanced IT be integrated in DMSS to modify organizational
structures and management practice?

ISSUE MISSION AND AIMS:
This Special Issue's mission is to present state of the art on applied DMSS
integrating new IT. The main aims of this special issue are:
(1) to generate a compendium of quality applied papers on advanced IT
in DMSS, (2) to help diffuse scarce knowledge about effective
methods and strategies for successfully designing,
developing, implementing, and evaluating DMSS that integrate
advanced IT, and (3) to create an awareness among academicians and
practitioners about the relevance of decision-making support
systems in the current complex and dynamic management
environment.

TOPICS SOUGTH:
Papers are solicited that contribute in these aims. Potential topics include,
but are not limited to:
(1) Cases of DMSS that integrate advanced IT in business, commerce
(including ecommerce), government, and elsewhere, (2) Strategies that
promote the design, development, and implementation of successful
DMSS that integrate advanced IT, (3) Methodologies for integrating advanced
IT in data, knowledge, model, dialog, and feedback management ,
(4) Studies that compare the effectiveness of advanced IT in DMSS versus
other traditional IT, and (5) Studies related with the effects of
DMSS that integrate advanced IT, on organizational structure and
management practice.

INSTRUCTIONS:
The suggested length for each manuscript will 20-25 double-spaced typed
pages, including graphs, tables, figures, and references. Original papers
should be written to conform with the Journal of Decision Systems style
guidelines document, which is available upon request. Papers will be

One of the big challenges of the upcoming century is the realization of mass
customization which means obviously changes to nearly all areas of business.
For example, sophisticated marketing concepts, organizational issues,
logistics, and manufacturing strategies are required.
However, mass customization is not an "add-on" to conventional business
concepts and strategies. It means a deep cut into all parts of an
operational enterprise. Therefore business processes, company organization
structure, information systems, production strategies, logistics, production
technology etc. have to be reconsidered. Furthermore, all subsystems of a
company have to work together in a continuously integrated manner.
The workshop aims to provide researchers and practitioners from academia and
industry with a forum to report on the latest developments in topics
concerning mass customization as well as managing mass customization
strategies.
Besides reports on practice cases and research results, the workshop
provides broad room for discussion. For this reason, interested people not
contributing a report, but being engaged in the topic are especially welcome
to deepen the discussion.

The Conference will be held at the same time as the "China Beijing
International High-Tech Industry Week (CBHT)," which is a major
international high-tech exhibition and fair held every May in Beijing, the

Conference overview
As a new world force of informatization, e-business is growing rapidly and
attracting great interest from all sectors of society. This networked,
digital pattern of business will lead to a fundamental transformation of the
way of doing business and cause a strong impact on social-economic
development, even though it is only a small part of business activities in
the present world. Many developed countries are taking great efforts in
developing e-business for the growth of their new economy. They are now more
dominant in Internet technology and e-commerce than developing countries. As
a result, the economic development gap between developed and developing
countries could be widened rather than narrowed in the 21st century. The
imbalance of e-business development between the developed and developing
countries will affect greatly global economic development this century.
The main theme of the conference is "Converging E-Business Perspectives from
Developed and Developing Countries." Currently, almost all e-business
strategies and business models are based on the experiences and conditions
of developed countries rather than those of developing countries. The
e-business strategies and business models of developed countries may not be
directly applicable to developing countries, because of differences in
information technology infrastructure, economic development emphases, and
historic and cultural characteristics. If e-business in developing countries
is neglected, its substantial benefits are likely to be confined to
developed countries and not spread to developing countries. To avoid
widening the gap between developed and developing nations, developing
countries must participate in the growth of e-business.
The conference is the first to emphasize the importance of converging
e-business development perspectives from developed and developing countries.
The conference aims to bring together world-class researchers and professors
in e-business from both developed and developing countries to discuss
strategies, business models, and applications of e-business from different
perspectives and multiple disciplines. The conferences goal is to narrow
the e-business knowledge gap between developed and developing countries.
The objectives of the conference are to:
1. Establish linkages between researchers in EB from the perspectives of
developing and developed countries, as well as from different disciplines.
2. Promote a dynamic, integrative, inter-disciplinary, and inter-country
research agenda for e-business.
3. Enhance the newly formed IFIP Working Group that provides a focus for
IS-based e-business research and to assist in maintaining linkages between
e-business research groups in Information Systems and other disciplines.
4. Encourage and promote the exchange between academic researchers and
industrial practitioners in the field of e-business.
CBHT2002
The conference will be held during the "China Beijing International
High-Tech Industry Week (CBHT)" and is considered an important event of
CBHT. CBHT has attracted 88 international exhibitors and 200,000 visitors in
2001, including well-known international companies such as AT&T, CISCO, GE,
HP, IBM, Intel, Microsoft, Nokia, Oracle, and SAP. CBHT provides a unique
and excellent chance to promote exchange between academic researchers and
industrial leaders in the e-business field.
Topics
Participants are particularly welcome to submit work relevant to the
conference theme. Submissions for panel discussions and workshops are also
encouraged. Submissions dealing with, but not limited to, the following

The conference will promote the understanding and cooperation among

It invites participation from entrepreneurs and executives in the fields of

provide an international forum in which to exchange ideas and experiences

Categories
Short (limited to 4 pages) and regular (limited to 8 pages) papers will be
accepted. A regular paper beyond 8 pages will incur a charge of $100 per
additional page, with an upper limit of 12 pages.
Page size and layout
1. Submit your paper in compressed (zip or gz) form of Microsoft Word,
together with author(s) name, address(es) of author(s), affiliation(s) of
author(s), and indicate the name of the corresponding author.
2. Format your paper on A4 (210mm x 297mm) size paper, using 10.5pt
Times New Roman for text and author(s), affiliation(s), mailing address(es)
and e-mail address(es), 18pt Times New Roman for the title. The space
between lines is single space and the space between words is standard. Any
text or other material outside the following margins will not be
printed---no exceptions.
a. All text and figures must be contained in a 170mm x 230mm image area.
b. The left margin is to be 20mm, and the top margin is to be 28mm.
c. Text should appear in two columns, each 81mm width with a 8mm space
between columns.
3. On the first page, the top 50mm of both columns is reserved for the
title, author(s), affiliation(s), mailing address(es) and email address(es).
These items should be centered across both columns.
4. The abstract should appear at the top of the left-hand column of
text, about 12mm below the title area and no more than 80mm in length. Leave
12mm space between the end of the abstract and the beginning of the main
text. 5. On the second and subsequent pages, the text or illustrations
should begin at the top of the page.

Submissions must be original and unpublished elsewhere and will be accepted
only in electronic format to the conference secretary office (see the email
addresses below). All accepted papers will be published in the conference
proceedings.
