*IS EDUCATION MINI-TRACK: Innovation in IS Education: Creative Approaches
to Todayâs Opportunities & Challenges*
In todayâs technology- and data-centric global world, the role of the IS
educator is both exciting and challenging. We are helping students to be
prepared to deal with competitive pressures, global issues, and complex
problems. These challenges â coupled with ever-changing technologies,
evolution of systems, generational differences, and gaps between curriculum
outcomes and industry requirements â make this a challenging time to be an
IS educator or an administrator responsible for IS education. Every
challenge does, however, also provide an opportunity for those who are able
to adapt and innovate.
This mini-track will explore a variety of innovative topics that will
assist educators in tackling these challenges and contributing to the
successful development of IS professionals. Topics appropriate for this
mini-track include, but are not limited to, the following:

CALL FOR PAPERS AND CONTRIBUTIONS
OVERVIEW
The dual 15th IFIP Electronic Government (EGOV) and the 8th Electronic Participation (ePart) Conference 2016 will be held from Monday, September 5 to Thursday, September 8, 2016 in Guimarães, Portugal. The dual conference will be hosted by the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV, http://egov.unu.edu/) and the University of Minho
(http://www.uminho.pt/en).
The annual international IFIP EGOV conference is the top-2 ranked core conference in the domain of e-Government or ICT in the public sector and the public sphere. Each year, scholars from all over the globe present the most recent advancements and findings of research and innovations in e-Government, e-Governance and related fields of study. The annual international ePart conference is the top-ranked conference in the domain of electronic participation and the 5th-ranked overall conference dedicated to information technologies in the context of public administration and the public sphere.
The dual conference is organized by the IFIP Working Group 8.5 on information systems in the public sector. Since the beginnings of EGOV in 2001 and the inauguration of ePart in 2009, the two conferences have provided important guidance for research and development in this fast-moving domain of study. The dual IFIP EGOV—ePart conference brings together leading researchers and professionals from across the globe and from a number of disciplines.
The 2016 edition of the dual IFIP (WG 8.5) conference will continue to host five topical tracks. Two general tracks will maintain the tradition of EGOV and ePart in the way, with which former conference attendees have become familiar. In addition, three special-topics tracks are intended to expand the reach and scope of the dual IFIP WG 8.5 conference:

⎯ The Open Government & Open and Big Data Track (EGOV LNCS Proceedings)

Although the five tracks overlap in certain areas, they cover and emphasize distinct areas of research and appeal to specific and important sub-communities within the overall EGOV—ePart scholarly community. Therefore the tracks have their separate and detailed call for papers, a short version of which is shown below.

TRACKS

The General EGOV Track serves as an umbrella for all e-Government-related topics except the special-topics tracks on Open Government & Big Data and the Smart Governance, Smart Government, & Smart Cities (see below). In particular, it also covers emerging and special topics in e-Government research.

The General ePart Track serves as an umbrella for all eParticipation-related topics, except the special-topic track on Policy Modeling and Policy Informatics Track (see below). It focuses on research topics regarding citizen engagement in public affairs, and, in particular, on research that studies participation facilitated by information and communication technologies.
Areas of focus and interest include but are not limited to the following topics:

The Policy Modeling and Policy Informatics Track has the focus on supporting public policy making with innovative ICT therewith involving relevant stakeholders. The scope ranges from policy analysis and conceptual modeling to programming and visualization of simulation models, to help policy makers and stakeholders deliberate and evaluate policy decisions as well as explore new models of governance.
Areas of focus and interest include but are not limited to the following topics:
⎯ Model building, evaluation, and stakeholder acceptance
⎯ Modeling and simulating dynamics of social-environmental interactions
⎯ Decision-making in the public sector through data- and information-centric as well as model-based analyses of evidence

The Smart Governance, Smart Government, Smart Cities & Smart Regions Track focuses on the orchestrated interplay and balance of smart governance practices, smart public administration, smart resource and talent leverage in urban and regional spaces facilitated by novel uses of ICTs and other technologies.
Areas of focus and interest include but are not limited to the following topics:
⎯ Smart governance as the foundation to creating smart urban and regional environments (elements, prerequisites, and principles of smart governance)
⎯ Smart government (focal areas, examples, current practices, cases, potential pitfalls)
⎯ Smart partnerships (triple/quadruple helix, public-private partnerships, citizen participation)
⎯ Smart cities and smart regions (cases, rankings and comparisons, critical success factors)

FORMATS
Across its tracks, the dual IFIP EGOV—ePart 2016 conference hosts three distinct formats of contributions:
⎯ Completed research papers (max. 12 pages, published in either IFIP EGOV or IFIP ePart proceedings of Springer LNCS)
⎯ Ongoing research and innovative projects (max 8 pages, published in alternate proceedings by IOS Press)
Beyond the tracks, the dual IFIP EGOV—ePart 2016 conference also hosts
⎯ Posters (max. 2 pages), to be exposed along the welcome reception on Tuesday evening and included in the alternate proceedings
⎯ Workshops and panels on pertinent issues, short abstracts (2 pages) to be included in the alternate proceedings, and
⎯ PhD colloquium submissions (max. 8 pages) to be included in the alternate proceedings by IOS Press
These formats encourage both, scientific rigor and discussions of innovative research approaches, work in progress, and studies of practical e-Government, e-Governance or e-Participation projects along with papers on system implementations.
PROCEEDINGS
All accepted completed research papers will be published by Springer Verlag (LNCS). Accepted submissions in all other categories will be published by IOS Press. After the conference, both volumes will be submitted to Thompson Reuters for evaluation in order to be indexed in Web of Science Conference Proceedings.
PHD COLLOQUIUM Prior to the conference (that is, on Sunday, September 4), a PhD student colloquium will be held providing doctoral students with an international forum guided by senior scholars for presenting their work, networking opportunities and cross-disciplinary inspiration. Workshop Evolutionary Computation in Computational Structural Biology at GECCO 2016

Overview:
In the last two decades, many computer scientists in Artificial Intelligence have made significant contributions to modeling biological systems as a means of understanding the molecular basis of mechanisms in the healthy and diseased cell. In particular, the field of computational structural biology is now highly populated by researchers in evolutionary computation. Great progress is being made by these researchers on novel and powerful algorithms to solve exceptionally challenging computational structural biology problems at the heart of molecular biology, such as structure prediction, analysis, and design of biological macromolecules (proteins, RNA). These problems pose difficult search and optimization tasks on modular systems with vast, high-dimensional, continuous search spaces often underlined by non-linear multimodal energy surfaces.
The focus of this workshop is the use of nature-inspired approaches to central problems in computational structural biology, including optimization methods under the umbrella of evolutionary computation. A particular emphasis will be on progress in the application of evolutionary computation to problems related to any aspects of protein structure modeling, characterization, and analysis. The workshop will allow for a broader focus on all structure-related problems that necessitate the design of novel evolutionary computation approaches. These may include broader structure modeling settings beyond de novo structure prediction, such as mapping of protein and peptide energy landscapes, structure analysis, design, docking, and other emerging problems in computational structural biology.
One of the objectives of this workshop is to aid evolutionary computation researchers to disseminate recent findings and progress. The workshop will provide a meeting point for authors and attendants of the GECCO conference who have a current or developing interest in computational biology. We believe the workshop will additionally attract computational biology researchers that will further add to the attendance and GECCO community and possibly spur novel collaborations. We hope this workshop will stimulate the free exchange and discussion of novel ideas and results related to structure-central problems bridging computational biology and evolutionary computation.
Areas of interest include (but are not restricted to):
• Use of artificial life models like cellular automata or Lindenmayer systems in the modeling of biological problems.
• Study and analysis of properties of biological systems like self-organization, emergent behavior or morphogenesis.
• Multi-objective approaches in the modeling of computational biology problems.
• Use of natural and evolutionary computation algorithms in protein structure classification and prediction (secondary and tertiary).
• Mapping of protein and peptide energy landscapes.
• Modeling of temporal folding of proteins.
• Protein design.
• Protein-ligand and protein-protein docking.
• Evolutionary search strategies to assist cryo-electron microscopy and other experimental techniques in model building.

The IEICE Transactions on Communications announces that it will
publish a special section entitled "Special Section on Information
Centric Networking: Paradigms, Technologies, and Applications" in the
December 2016 issue.
As a future Internet technology, researches on Information Centric
Networking (ICN) are being active globally, which uses information or
content itself as an identifier of communication instead of IP
addresses. It is urgently necessary to establish the basic technology
of ICN systematically to overcome difficult problems existing on
academic and scientific base of the current information network, such
as accommodation for a huge number of different devices,
diversification, complication, mobility, virtualization, energy
saving, safety, and trustworthy. In this respect, approaches are
required from various perspectives of not only current communication
engineering but also interdisciplinary research fields including
deployment, operations, and management. Therefore, a special section
is being planned to further promote research and development of ICN
for future networks.
1. Scope
This special issue aims to identify emerging research topics regarding
Information Centric Networking. The topics covered by this special
issue include, but not limited to, the following topics. Also, closely
related topics such as content-based networks including CDN (Content
Delivery Network), content-based dissemination, and/or contents
acquisition are welcome.

The standard number of pages is 8. The page charges are considerably
higher for extra pages. Manuscripts should be prepared according to
the guideline in the "Information for Authors." The latest version is

the manuscript after acknowledgement of conditional acceptance for
this special section could be shorter than that for regular issues (60
days) because of the tight review schedule.
This special section will accept papers only by electronic

SUBMISSION GUIDELINES
SEAA 2016 encourages the submission of full research papers (maximum 8
pages) and short papers (maximum 4 pages). Papers must contain original

Track Description and Topics of Interest

Advanced learning technologies keep transforming what people learn, how
they learn it and the ways they access learning opportunities in formal
and informal contexts. As the educational landscape evolves, learning gets
more structured around flexible curricula that have to accommodate needs
of diverse student audiences, and educational organizations are offering
services for accessing courses, content, and resources through a variety
of platforms, devices, and learning contexts. In this framework, adapting
the educational experience to learners' preferences and needs becomes
critical in order to deliver effective technology-enhanced learning. The
challenge concerns providing an alternative to the "one-size-fits-all"
approach, taking into consideration the individual differences between
learners and the application of learning technologies in emerging learning
contexts. The aim is to maximize the learner satisfaction, learning gain
and efficiency of the learning process. Adaptation can take place both at
individual level and group/community level; intelligent and adaptive
technologies can be used to support socially-grounded online learning.
APTeL@ICALT2016 will explore different dimensions of adaptation and
personalization, including the learner modeling phase, the adaptation
mechanisms and techniques, the design and implementation challenges, the
experimental validation. A main issue will also be the impact of adaptive
and personalised learning environments in real educational (formal or
informal) contexts, how such environments can be integrated in the
educational process in order to enhance and promote learning. "What can we
adapt to?", "What can be adapted?", "How can we collect and process the
relevant data?", "What is the impact of adaptation?", "How adaptive and
personalised learning environments may promote learning in real
contexts?", "How learners of different profiles perceive
personalization?", "How can you support users develop personalized content
and courses?" are some important questions that need to be addressed.

technology enhanced learning, in particular:

Introduction
In the era of big data and ubiquitous technology, customers can be served from anywhere. This has implications for all service organisations and subsequently the location of work. As the digital infrastructure (such as fast broadband) improves, there will be more opportunities for working anywhere. Working anywhere (working from home/telework/telecommuting/smart work centres/hubs) has implications for governments as they grapple with traffic congestion, urban sprawl and an aging workforce. The appropriate technology infrastructure and support is necessary to support government policies as well as workers. Management need to have the skills to manage workers across a diverse range of settings - from workers in an office to freelancers (and everything in between). The final component is the ability to provide the right level of service to the customer. How can we adopt anywhere working so that the benefits are realised and the limitations mitigated?
Objective of the Book
The objective of this book is to bring together the seemingly disparate areas of research relating to anywhere working so that government policy makers, managers and workers can make informed choices about adopting anywhere working to achieve competitive advantage. The objectives are to understand the most current research that informs anywhere working (telework/telecommuting) and to develop a research agenda that builds on the latest empirical research in this area.
Target Audience
The target audience of this book will be composed of government, professionals and researchers working in the field of anywhere working (telework/telecommuting) in various disciplines. This book will be utilised for informing government policy e.g. flexible work policies, transport, taxation, digital infrastructure and urban development. The book will inform management on best practice management for anywhere workers and customer service. The book will inform researchers by developing a research agenda for multidisciplinary research in anywhere working. This book will provide content for course development on issues relating to anywhere working from government policy, technology, management and service quality perspectives.

Submission Procedure
Researchers and practitioners are invited to submit on or before February 28, 2016, a chapter proposal of 1,000 to 2,000 words clearly explaining the mission and concerns of his or her proposed chapter. Authors will be notified by March 21, 2016 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by June 30, 2016, and all interested authors must consult the guidelines for manuscript submissions at http://www.igi-global.com/publish/contributor-resources/before-you-write/ prior to submission. All submitted chapters will be reviewed on a double-blind review basis. Contributors may also be requested to serve as reviewers for this project.

The growth and popularity of virtual communities (VC) has manifested itself in various aspect of life from individual interactions to business practices. This phenomenon has changed social interaction, shrinking the world we live in. People are more connected than ever before, providing opportunities for organizations to individual identify and connect to their customers. Social networks have also used to facilitate collaboration and communication within a global environment.
As VCs continue to grow in popularity, new communities are continuing to be developed and expanding using new technologies to become more mobile. VC users have more options that ever before with many users selecting among and participating in dozens of virtual communities. With a multitude of VCs to choose from, we need to increase our understanding of factors that lead to success and sustainability of those communities.
This special issue focuses on the theoretical and practical issues related to the sustainability of virtual communities and future directions of these networks. We welcome empirical and qualitative research in the area of VCs that will help expand knowledge and understanding of this phenomenon that can be used to inform researchers and practitioners alike.
