The dual 15th IFIP Electronic Government and 8th e-Participation Conference (IFIP EGOV and IFIP ePart) 2016 will be held from Monday, September 5th to Thursday, September 8th, 2016 under the local auspices of the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV, http://egov.unu.edu/) and University of Minho (http://www.uminho.pt/en), Guimarães, Portugal

SCOPE
The Policy Modelling and Policy Informatics Track focuses on supporting public policy making with innovative ICT therewith involving relevant stakeholders. It heavily involves multi-disciplinary research. The scope ranges from policy analysis and conceptual modeling to programming and visualization of simulation models, to help policy makers and stakeholders deliberate and evaluate policy decisions and explore new models of governance.
Using computer simulations and decision support systems in developing, examining and explaining public policies has received a strong focus in e-government research since about a decade. With public policy we refer to decisions of governments, to governmental actions and intentions, to regulatory measures and/or funding priorities concerning a given thematic area of public concern that government is regulating. Public policy making has evolved as a domain of study supporting governments and their constituency with theories, methods, instruments and tools to analytically evaluate the past (causes, impact) and innovatively explore the future (potential effects) of a policy under consideration. Advances in simulation paradigms and in innovative ICT support as well as more active stakeholder engagement and more reliable simulation models lead to expectations of better informed governance and public policy development. The ultimate goal thereby is to make public policy making more transparent, open and collaborative.
However, the complexity encompassed with modelling public policies demands for different political, economic, social, human and technical disciplines to work together to leverage the benefits of different approaches of understanding and designing a policy. This demands for multidisciplinary research and collaboration across disciplines. Yet, traditional fragmentation between disciplines keeps researchers within their own disciplines to develop policy models almost independently from each other. To fully address these challenges, researchers need to bring together their knowledge and share their expertise within a multidisciplinary collaboration. With multi-disciplinary research, existing concepts and approaches can be combined in an innovative way to achieve more powerful solutions, which fulfill the demands of more transparent, participative, data-driven and collaborative policy making.
Areas of focus and interest include but are not limited to the following topics:
. Foundations of policy modelling and policy informatics
. Multi-disciplinary research and collaboration across disciplines
. Methods, concepts and tools for policy analysis, including data and opinion mining, mapping, simulation, aggregation, and visualisation
. Model building based on particular simulation paradigms and supported with conceptual modelling and simulation systems
. Model evaluation, presentation of simulation outputs and interpretation of models
. Quality of simulation models, understandability, transparency and trustworthiness of models
. Impact assessment and contribution of modelling and simulation to better policy making
. Engagement of stakeholders and open collaboration in policy making
. Modelling and simulating dynamics of social-environmental interactions
. Decision support in the public sector through information-centric and model-based analysis of evidence
. Designing, managing, and evaluating information systems and infrastructures for policy construction, analysis, and implementation
. Public policy issues including modelling and simulation and use of open data and/or social media
. Methods and solutions to manage complexity of public policy contexts
. Technology platforms supporting different modelling paradigms and integrating advanced features of mining, modelling and simulating public policy
. Comparative analyses of policy cases, concepts of policy modelling etc.
. Examples and best practices of innovative, open and collaborative public policy making
Besides the Policy Modelling and Policy Informatics Track, the dual IFIP EGOV and ePart 2016 conference also hosts tracks on "electronic government", "electronic participation", "open government and open and big data", and "smart governance, smart government smart cities and smart regions". FORMATS
Across its tracks, the dual IFIP EGOV and ePart 2016 conference hosts the following formats of contributions:
. Completed research papers (max. 12 pages, published in the IFIP ePart proceedings of Springer LNCS)
. Ongoing research and innovative projects (max. 8 pages, published in alternate proceedings by a IOS Press)
Beyond the tracks, the dual IFIP EGOV and ePart 2016 conference also hosts
. Poster presentations (max. 2 pages, to be exposed along the welcome reception on Tuesday evening)
. Workshops and panels on pertinent issues (short abstracts, 2 pages), and
. PhD colloquium submissions (max. 8 pages),
all to be included in the alternate proceedings published by IOS Press.
These formats encourage both scientific rigor and discussions of state of the art as well as innovative research approaches, work in progress, and studies of practical e-government, e-governance, e-participation or policy modelling projects along with papers on system implementations.
All accepted completed research papers will be published by Springer Verlag (two volumes of LNCS). Accepted submissions in all other categories will be published by IOS Press. After the conference, the proceeding volumes will be submitted to Thompson Reuters for evaluation in order to be indexed in Web of Science Conference Proceedings.
Prior to the conference (that is, on Sunday, 4th September), the 12th PhD student colloquium will be held providing doctoral students with an international forum guided by senior scholars for presenting their work, networking opportunities and cross-disciplinary inspiration. It will be dedicated to learning and understanding from each other. PhD research with topical threads of both conferences and the special tracks or further related topics relevant to ICT use in the public sector are welcome and can be presented. Submissions can be made as full papers, short papers, poster papers and industry papers, and must strictly follow the submission guidelines available at the webpage:
- A full paper corresponds to a completed or finished research, including the discussion of research results (a full paper should have between six and eight pages, considering the template and the guidelines provided at the conference webpage);
- A short paper introduces preliminary results of ongoing research (a short paper should be between four to six pages in length);
- A poster paper introduces initial research, ideas, and models at a discussion phase (a poster paper should be three pages in length);
- An industry paper presents practical approaches to research, applications, tools, solutions, etc., aligned with the conference scope and topics (its page length can vary between four and six pages).
All conference submissions will be double-blind and peer-to-peer reviewed.

Many organizations operate with a primary mission to serve the common good. Non-profit organizations focus on impacting the root causes of social problems in communities. Social enterprises aim to improve human well-being using traditional business methods and commercial strategies. These organizations focus on long-lasting social issues such as poverty, homelessness, education inequality, financial instability, lack of healthcare access and knowledge, etc. Both non-profits and social enterprises have various constraints that impact technology adoption, diffusion, and utilization towards efforts in achieving their strategic goals. Examples include regulatory issues, heavy reliance on volunteer staff, limited finances, etc. Interestingly, given these salient factors, there has been minimal research that focuses on the strategic use of technology within these organization types.
There is significant potential to examine and improve how these organization types harness the power of information systems (IS) and technology (IT) to accelerate social impact. Thus, it is essential to focus on IS/IT utilization, innovation, and strategic use within non-profit and social enterprise organizations. This mini-track solicits completed and research-in-progress papers addressing IS/IT issues in non-profits or social enterprises. Papers can be conceptual, theoretical, design, empirical, or case studies.
Situated in non-profit or social enterprise organizations, topics of interest include, but are not limited to:
* Design, development, deployment, and use or utilization of IS/IT
* Intra- and inter-organizational IS/IT issues
* Individual attitudes, behaviors, or characteristics that impact strategic use of IS/IT

2nd Call for papers Special Issue of the International Journal on
Computer Supported Cooperative Work - The Journal of Collaborative

JCSCW Special Issue on Infrastructuring and Collaborative Design
Guest edited by Geoffrey C. Bowker, Helena Karasti, and Volkmar Pipek
How infrastructures are designed is a current area of research in a number
of fields, including Computer-Supported Cooperative Work, Science and
Technology Studies and Information Systems. Although there already are a
number of special issues on the topic of Information Infrastructures (JAIS
2009, 2014; JCSCW 2006, 2010) and one to be published on Knowledge
Infrastructures (S&TS 2016), this Special Issue is the first one to focus
particularly on research that engages with a processual (in-the-making)
perspective and/or design-oriented interest towards Information
Infrastructures. This approach has been called the study and practice of
Œinfrastructuring¹.
It has been pointed out that the emergence of infrastructures is not only
a question of ³being designed² in traditional sense, nor is it just
³happening² without some intentionality involved. A growing body of work
has started to explore what is actually being done and taking place in
infrastructuring in a wide variety of settings; others have proposed
suggestions for design methodologies/approaches making room and accounting
for infrastructuring as a longitudinal, unfolding process.
Infrastructuring proposes new, original challenges to contemporary CSCW
and Information System design in general by, for instance, extending the
temporal, organizational, societal scopes and diversifying collaboration
arenas from the common use, design and development to tailoring,
appropriation, repair, maintenance and standardization, to including
professionals from industry, formal organizational structures like
standardization bodies and authorities as well as community members and
citizens in informal, community-based initiatives.
Topics of the Special Issue include, but are not limited to:
- studies of infrastructuring Œin the wild¹
- theoretical/reflective articles on what the turn from the relational
notion of II to the processual one of infrastructuring denotes
- what could be learned from these studies towards developing design
methods and approaches for infrastructuring
- examples of participatory/collaborative infrastructuring
approaches/methods
- design cases and approaches that push traditional boundaries to involve
communities not typically considered in CSCW
- practice-based and practice-initiated design cases and approaches
- cases and theoretical contributions to consolidate and improve
design/infrastructuring methods and practices
This Special Issue aims at collecting works that analyze the role of
information and communication technologies in these collaborations,
develop technological support for these arenas, and improve the
methodological basis to analyze and design technologies for and within
these arenas. We are interested in those arenas that cross the boundaries
between (different) technology development practices and (different)
domain practices. We aim to generate a new, practice-based grounding to
consolidate design methodologies in a world of infrastructuring
activities, and to refine analyses of infrastructuring activities in a
world of method-guided technology development projects.

The advent of massively interconnected objects, devices, and sensors ‹
commonly referred to as the Internet of Things ‹ raises equally massive
challenges regarding the interfaces that will allow end-users to manage
the complexity of such systems and to exploit the opportunities such
technologies open up.
A promising approach, known as End-User Development, empowers end users to
define and tailor the functions of their systems in order to satisfy their
personal, local, and often task-specific needs. In the context of the
Internet of Things, and the diverse tools and methodologies now available
to support the design of interactive systems, the field of End-User
Development finds itself at a critical juncture of growth and wide impact,
as the need to support personal, context specific, and emergent needs
largely exceeds what is known from more conventional interactive systems.
This special issue will publish compelling papers exploring metaphors,
interfaces, and development strategies for supporting users in
customization and personalization of the Internet of Things. Contributions
may take the form of studies, methodologies, or system implementations
that explore context-dependent or application-specific behaviors of
networked objects. Likewise, contributions that reflect on or take issue
with the appropriateness of End-User Development as a strategy to face
these challenges are welcome.
Possible topics include:
The key topics of interest include, but are not limited to the following:
* Empowerment of end-users to understand, configure, personalize, and
control Internet of Things applications
* Design methods and approaches for end-users specific to the Internet of
Things
* Domain specific tools, architectures, and authoring environments for
supporting end-user development
* Contextual factors promoting end-user development practices
* Sociable computing approaches for end-user development of Internet of
Things ecologies
* Novel methodologies for evaluating emerging end-user interactions with
the Internet of Things

We invite you to submit your manuscripts for AMCIS 2016 in San Diego. Information Systems (IS) are a competitive imperative in the digital economy of the 21st century. A number of studies in the IS literature have focused on the impact of information systems on firm performance and competitive advantage (e.g., Melville et al. 2004). The role of innovative organizational strategies as a key driver of competitive advantage is well established in the strategic management literature. In comparison, the role of Information Technology (IT) in facilitating strategic innovation, through which performance gains are realized, is a relatively under-explored area in the existing IS literature.
IT is emerging as a vital element in enabling innovations in strategy, business models and management practice. Several examples affirm the importance of exploring the impact of IT on strategic innovation. For example, IT has enabled new business models for firms such as Amazon, Netflix, Uber and Airbnb. IT has facilitated service-oriented innovations in communication services, such as providing audio, video, interactive and social modes of communication through mobile Apps and other tools such as WeChat and WhatsApp. IT has enabled the emergence and sustained success of new business models based around the sharing economy and crowdsourcing (e.g., Agarwal et al. 2010; Rai and Sambamurthy 2006). IT has facilitated new innovations in digitized access and delivery of services and goods. Furthermore, IT has enabled information access and exchange in several sectors, including health care, education and travel. Likewise, IT can also facilitate new product and service development via its c
apabilities to enhance knowledge creation (e.g., Kleis et al. 2012). These business model innovations, IT-enabled service-oriented innovations, digitized product and process innovations and associated information capabilities are the result of strategic innovation at the firm level. Thus, IT enabled strategies have emerged as a business imperative to foster innovation and competitive strategy in recent times.
Despite the developments in practice around the role of IT in enabling several forms of innovation and innovative strategies, literature examining the role of information systems in this process is sparse. This mini-track solicits studies that examine the nuances associated with leveraging information technology for strategic innovation. Although the focus is on studies at the firm level, studies at the individual, team, group, or industry levels are also welcome. The main focus of the studies would be to explore how IT enables any or several innovative strategies for firm performance. This mini-track serves as a venue for a wide range of research methodologies, including empirical, case study, conceptual and simulation research.
Topics of interest include but are not limited to:
*How IT-enabled strategies lead to firm performance.
*How IT strategy and firm strategy interact to result in value creation for firms.
*Different facets of IT-enabled innovative strategies: IT-enabled service innovation, IT-enabled business innovation, IT-enabled business model innovation, and IT-enabled co-innovation.
*Role of IT to manage, augment, or shape innovation.
*Role of IT in new product development and process innovation.

Authors can submit Full Papers or Emergent Research Forum (ERF) papers. ERF papers are limited to 2,500 words (excluding references and appendices) and will be included in the conference proceedings either with the submitted paper or with the abstract of the paper. Manuscript submissions for AMCIS 2016 began on January 4, 2016 and the deadline for submissions is March 02, 2016 at 10:00 AM PST.
