1. Introduction
Various Government e-Strategies have been developed since the late 1990s in an attempt to describe the vision for administrative and for societal change, the objectives and the priorities with regard to the development of the Information and Communication Technologies (ICT) at national and at supranational levels. Terms such as the European “Information Society”, the U.S. “Information Highways” and the Korean and Chinese “Informatization” try to describe social transformation that occurs due to the ICT, and to determine means with which Governments will capitalize the ICT to deal with national or regional challenges, to improve social life and to support economic growth. Moreover, e-Strategies define guidelines that control public investments on the ICT. In these strategic documents Governments identify the strategic development supervisors, the objectives, the Critical Success Factors (CSFs), the evaluation frameworks, and the estima
ted outc
omes. Different countries recognize different challenges, prioritize different objectives and determine alternative paths to achieve in their e-strategic targets.
Additionally, e-Strategic implementation progress has been used by various organizations to measure e-Government maturity (i.e., the United Nations’ e-Government Readiness index, and the Accenture’s maturity model), and to associate ICT spending with national economic growth (i.e., in terms of market’s liberation and corruption). Accenture for instance, classifies countries as innovative leaders (U.S.A., Singapore, Canada); visionary followers (U.K., Netherlands, Australia etc.); steady achievers (France, Germany etc.); and Platform Builders (Japan, Brazil etc.) with regard to their e-Strategic progress.
E-Strategic planning has been a dynamic process since all e-Strategies have closed even more than a single life-cycle. These strategic updates are usually not justified efficiently by Governments. E-strategic planning, management and review are complex processes that have to consider and account on various determinants, which belong to either the external or the internal environment of the application area. As a result, it is extremely difficult to an external observer who has not participated in these processes and who does not live in the particular geographic region to understand these parameters and to recognize how they impact the strategic life cycle and how the strategic objectives are being updated.
2. Objectives
This book focuses on the analysis of various e-strategies and of their updates with means of strategic management. It aims to illustrate the alternative e-strategic approaches that are followed around the world -with the capitalization of recent trends in strategic management theory- and addresses the gaps that appear between e-strategic updates. Invited authors have to use strategic management theory and tools in order to analyze and describe the e-strategic evolution in their cases. More often than not, authors can evaluate e-strategic management approaches and present multi-criteria decision making systems for e-strategic transformation.
Concluding, the aim of this book is to invite and depict experiences from national and supranational cases, which come from different geographic areas regarding e-strategic planning and management. More specifically:
- It aims to demonstrate e-strategic initiation and development across different countries and continents, and the association between policies and ICT;
- it seeks to perform a systematic analysis of various representative cases, in order to capture the realized e-Strategic transformation;
- it focuses on the extraction of the critical success factors that guide e-strategic progress and the criteria set by decision makers for e-strategic reviews;
- it aims to illustrate the reasons that drive e-strategic updates;
- it aims to summarize on patters for e-strategic evolution, according to the presented cases.
3. Intended Audience and Potential Uses
1. Government CIOs, Strategic Leaders, Decision Makers, IT/IS Managers, Analysts and Designers seeking to draft e-strategic change plans.
2. Consultants and practitioners desirous of new solutions and technologies to define visions and missions for their Government clients.
3. Business management, public policy and IS management educators interested in imparting knowledge about the vital issue of e-strategic management.
4. Academic and consulting researchers looking to uncover and characterize new research problems and programs.
5. E‐Government professionals involved with technology strategic planning, technology procurement, management of technology projects, consulting and advising on technology issues and management.
5. Recommended Topics and Themes
In the context of e-strategic management the proposed book intends to include, but is not limited to, chapters in the following broad topics and themes:
1. Case studies and user experiences regarding e-strategic development at national and supranational level.
2. Government 2.0 and e-strategic development in countries and territories with different levels of e‐government capability and maturity.
3. The context of strategic management (theories, frameworks, methodologies, tools, recent and future trends and other supporting aspects of strategic management) with regard to the ICT, Strategic (systems) thinking in the public sector.
4. Transparent, open government, connected government and recent trends regarding e-strategic formulation.
5. Portfolio management, public sector governance, government performance, investment management.
6. Economic value and impact of open and of connected government as a result of recent e-strategic transformation.
7. Government interoperability, Government e-service innovation and management, Enterprise Architecture for e-strategic management.
8. Government transformation and modernization, public sector reforms.
9. Open data initiative, linked data for e-strategic management (i.e., the dashboards).
10. Policies, regulations and mandates for driving government ICT programs.
11. Public private partnerships for e-strategic planning, management and development.
12. Segments’ presentation and association with the e-strategy (i.e., public services, healthcare, defense, education, disaster management, manufacturing, transportation and services etc.).
Submission Procedure
Researchers and practitioners are invited to submit on or before October, 15, 2012, a 2-3 page chapter proposal clearly explaining the mission and concerns of his or her proposed chapter. Authors of accepted proposals will be notified by October 31, 2012 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by January 31, 2013. All submitted chapters will be reviewed on a double-blind review basis.
Publisher
This book is scheduled to be published by Springer Science and Business Media, publisher of the Public Administration and Information Technology (http://www.springer.com/series/10796) book series. This publication is anticipated to be released in 2014.

SCOPE
The 2013 World Conference on Information Systems and Technologies (WorldCIST'13: http://www.aisti.eu/worldcist13/) is a global forum for researchers and practitioners to present and discuss the most recent innovations, trends, results, experiences and concerns in the several perspectives of Information Systems and Technologies.
We are pleased to invite you to submit your papers to WorldCISTI'13. All submissions will be reviewed on the basis of relevance, originality, importance and clarity.
THEMES
Submitted papers should be related with one or more of the main themes proposed for the Conference:
A) Information and Knowledge Management (IKM);
B) Organizational Models and Information Systems (OMIS);
C) Intelligent and Decision Support Systems (IDSS);
D) Software Systems, Architectures, Applications and Tools (SSAAT);
E) Computer Networks, Mobility and Pervasive Systems (CNMPS);
F) Human-Computer Interaction (HCI).
TYPES OF SUBMISSIONS AND DECISIONS
Four types of papers can be submitted:
Full paper: Finished or consolidated R&D works, to be included in one of the Conference themes. These papers are assigned a 10-page limit.
Short paper: Ongoing works with relevant preliminary results, open to discussion. These papers are assigned a 7-page limit.
Poster paper: Initial work with relevant ideas, open to discussion. These papers are assigned to a 4-page limit.
Company paper: Companies' papers that show practical experience, R & D, tools, etc., focused on some topics of the conference. These papers are assigned to a 4-page limit.
Submitted papers must comply with the format of Advances in Intelligent Systems and Computing Series (see http://www.aisti.eu/worldcist13/springerformat.doc) be written in English, must not have been published before, not be under review for any other conference or publication and not include any information leading to the authors? identification. Therefore, the authors? names, affiliations and bibliographic references should not be included in the version for evaluation by the Program Committee. This information should only be included in the camera-ready version.
All papers will be subjected to a ?double-blind review? by at least two members of the Program Committee.
Based on Program Committee evaluation, a paper can be rejected or accepted by the Conference Chairs. In the later case, it can be accepted as the type originally submitted or as another type. Thus, full papers can be accepted as short papers or poster papers only. Similarly, short papers can be accepted as poster papers only. In these cases, the authors will be allowed to maintain the original number of pages in the camera-ready version.
The authors of accepted poster papers must also build and print a poster to be exhibited during the Conference. This poster must follow an A1 or A2 vertical format. The Conference includes Work Sessions where these posters are presented and orally discussed, with a 5 minute limit per poster.
The authors of accepted full papers will have 15 minutes to present their work in a Conference Work Session; approximately 5 minutes of discussion will follow each presentation. The authors of accepted short papers and company papers will have 11 minutes to present their work in a Conference Work Session; approximately 4 minutes of discussion will follow each presentation.
PUBLICATION AND INDEXING
To ensure that a full paper, short paper, poster paper or company paper is published in the Proceedings, at least one of the authors must be fully registered by the 11th of January 2013, and the paper must comply with the suggested layout and page-limit. Additionally, all recommended changes must be addressed by the authors before they submit the camera-ready version.
No more than one paper per registration will be published in the Conference Proceedings. An extra fee must be paid for publication of additional papers, with a maximum of two additional papers per registration.
Full and short papers will be published in Proceedings by Springer, in Advances in Intelligent Systems and Computing Series. Poster and company papers will be published in Proceedings by AISTI.
Published full and short papers will be indexed by ISI, EI-Compendex, SCOPUS, DBLP and EBSCO, among others, and will be available in the SpringerLink Digital Library. Published poster and company papers will be indexed in EI-Compendex and EBSCO.
The authors of the best selected papers will be invited to extend them for publication in international journals and in edited books such as:

You are invited to submit a paper for presentation and discussion at the 2012 pre-ICIS Special Interest Group (SIG) eGovernment workshop, to be held on 15 December 2012, in Orlando, Florida.
The general objective of SIG eGovernment is to promote quality and relevance in eGovernment research. As previous SIG eGovernment pre-ICIS workshops, this workshop is dedicated to open discussions about the most important issues today, theoretical streams and different possible ways forward. The focus of the workshop is informed discussion.
Workshop Objective
This year, the workshop aims to focus on Open Data and Open Innovation in eGovernment. eGovernment has for many years been seen as a government activity, but today more actors are moving in. Governments increasingly provide open data for citizens to make use of and for companies and NGOs to develop services on. Moreover, there is an increasing number of interdepartmental and cross public-private sector initiatives. This workshop discusses the new perspective of eGovernment, including open service models and the changing roles for governments as well as citizens, businesses and organizations.
Questions to be examined include (but are not limited to):
- Open data in the eGovernment;
- Open innovation in eGovernment;
- eGovernment and eParticipation;
- Citizen-centric eGovernment;
- User-driven e-government design, management, and implementation;
- Transparency and openness in eGovernment services;
- Social media and eGovernment services;
- What is the relationship of eGovernment with new areas such as e-participation and old ones such as e-learning, e-commerce, and e-health;
- What is the relationship of eGovernment with the wider IS research area;
- Engaging stakeholders e-government research;
- Challenges of open-source and open-standard solutions in eGovernment;
Submission
We welcome full research papers, research in progress, and discussion papers. Full papers should be max 5000 words. Discussion papers may be short, just a few pages, but should clearly and distinctly address one or more issues pertinent to eGovernment research including research methods and quality as well as focus of studies. Papers should be designed to support in-depth discussions of one of these issues during the workshop. The workshop papers will be clustered and each session will discuss a small set of papers focusing on similar or related issues.
Each submission will be reviewed by the workshop co-chairs and at least one external reviewer. The submission will not be published as proceedings, and the authors will retain full authorship rights.

*DESCRIPTION*
Following our very successful pre-ICIS workshops in Paris,
Phoenix, Saint Louis, Shanghai and pre-ECIS and AMCIS
workshops and tracks, the 5^th Annual SIG GlobDev Workshop
will again provide a forum for discussion of practical
experience and research related to the diffusion and use of
information and communication technologies (ICT) in
developing regions of the world. The papers in this workshop
will also further knowledge of what we know about how ICT
enables the global economy by enabling local needs to be
met. Development is the improvement in the lives of people
and this is often made possible by ICTs.
A continuing problem in advancing the program of ICT for
social development is the shortage of expertise in many
developing countries. While many gains have been made, the
shortage of skilled ICT professionals, low levels of ICT
literacy and the 'brain drain' of ICT specialists to
developed regions of the world could undermine progress. In
addition, access to ICT resources and the ability to use
these resources have the potential to better the lives of
people. Innovations in ICTs have enabled access to services
such as mPESA that provide access to financial services
through cellphones, telecenters that enable innovative uses
of existing technologies to help communities access needed
resources. At the same time, people who are unable to have
access to the ICTs and the innovations associated with them
become marginalized.
In order to address these issues, human capital and capacity
building are seen to be important concepts in understanding
development. Human capital is seen to be a key driver of
development in that human capital is the knowledge, skills
and capacity that enable people to achieve their goals and
take the opportunities presented to them. The ability to
access and use ICT resources in innovative ways, requires
skill and literacy. In their editorial in the Information
Technology for Development Journal, Bada and Madon (2010)
state that changes in ICT and their applications have placed
new demands on the stock of human capital required to
function effectively in the changing global technological
and business environment. The collective stock of human
capital also effects the capacity of a region to grow from
ICT investments and infrastructure. Building capacity for
development involves harnessing human capital to enable the
innovative uses of ICT to bring about economic, human and/or
social development.
We invite papers, panel session proposals, and field studies
that can inform theory and provide guidelines to field
workers in developing economies. Both research and practice
papers are encouraged. Graduate student papers will be given
special consideration. Areas of interest for the 5^th Annual
GlobDev Workshop include but are not limited to:
1.The role of government policy in fostering ICT human
capital and capacity building
2.New frameworks and models for fostering ICT human capital
and capacity building
3.Critical and theoretical perspectives on the digital
divide and social inclusion
4.Challenges of ICT human capital and capacity building in
remote regions
5.Educational systems; content provision and delivery;
developing ICT skills
6.Mobile technologies as infrastructure for ICT human
capital and capacity building
7.Frugal Innovation and innovative ways in which
technologies are applied in developing regions.
Any combination of the above or aspects of human capital and
capacity building for development will be considered.
WORKSHOP PROCEEDINGS
These will be published in the AIS eLibrary.
FAST-TRACKING TO JOURNAL
Authors of selected workshop papers will be invited to
submit their papers for possible inclusion in a special
issue of Information Technology for Development

About Software-Cluster
The Objectives: Digital enterprises work in highly flexible, Internet-based business networks, and design their dynamic business models and processes to ensure that all data regarding processes, operating funds and resources is available at all times in precise real-time and dimensional resolution for planning, controlling and optimization. The Software-Cluster's goal is to enable the transformation of businesses into fully digital enterprises that use ICT as the key driver for product and process innovation. Studies predict 430,000 new jobs in Germany's software industry by the year 2030. Some of the Software-Cluster's other objectives include educating 5,000 skilled professionals in five years, launching 30 companies in the cluster's core area of expertise, and persuading leading foreign companies to establish a presence in the cluster region. According to recent numbers, at least €300 million will be invested in these efforts.
The means: The Software-Cluster will work on five projects to develop concepts, technologies and business processes for emergent software—an innovative leap in the area of enterprise software, which is a key contributor to the German national economy. Emergent software creates a dynamic and flexible combination of numerous components from various providers to meet the highly complex needs of digital enterprises.
