Over the past decade “new” IT sourcing models, such as offshore outsourcing or crowd and open sourcing, have become well-established practices. By going beyond borders and boundaries, these models challenge existing conceptualizations and theories of IT governance: (1) Offshore outsourced IT projects span national borders, bridge organizational boundaries and highlight the intersection ofcultures. (2) Crowd- and open-sourced projects not only challenge organizational boundaries, but also traditional ideas about ownership of resources, tasks and outputs. (3) Cloud services may make the IT artifact seemingly disappear; but while the IT resources have moved outside of the organization’s boundaries, the efforts of molding organizational routines, usage practices, and IT resources have not disappeared and still have to be controlled. (4) In addition, where more “traditional” technologies and organizational arrangements are still dominant, such as for example with ERP packages, the challenges of exercising governance over development and implementation efforts remain highly important and complex. IT sourcing initiatives are often organized in the form of projects. To advance such projects towards their goals, governance and control mechanisms are needed to regulate the actions of stakeholders, to motivate participants, and to ensure that their capabilities are fully brought to bear on the task. As such, the term IT project governance emphasizes notonly the control of an individual project, but also the organizational governance mechanisms for monitoring and overseeing IT projects, which are enacted in each individual project. This includes for example the use of project management offices (PMOs), the role of the board of directors, project portfolio management practices, and the coordination of related IT projectsthrough “change programs” or other coordination mechanisms. The objective of this track is to foster and promote research on IT (project) governance and sourcing by providing deeper, richer, and more nuanced insights into the topic. The track particularly tries to bring together researchers studying governance issues in different sourcing contexts (e.g., outsourcing, offshoring, agile and open source software development, etc.), from different stakeholder perspectives (e.g., client vs. vendor, business vs. IT), as well as using innovative research methods. We thus particularly welcome papers that address the overall conference theme “/Beyond Borders/” by addressing IT governance and sourcing at the intersection between hierarchical, organizational, national, and cultural borders. We also welcome contributions that venture beyond the boundaries of current conceptualizations and theorizations of IT governance and sourcing. It covers all relevant topics of IS engineering such as methodologies and approaches for IS engineering, innovative platforms, architectures and technologies, and engineering of specific kinds of IS. CAiSE conferences also have the tradition of hosting several workshops in its area. Workshops are intended to focus on particular topics and provide ample room for discussion of new developments. CAiSE'13, the 25^th instantiation of the CAiSE series, invites proposals for workshops to be held in conjunction with the conference, related to the CAiSE topics, covering new emerging topics and targeting ground breaking papers in the special focus area. Two kinds of workshops are invited: -Presentation-oriented workshops: these will concentrate on presentations of accepted papers and discussion about these papers. The proceedings of these workshops are intended to be published in one volume in the Springer LNBIP series. According to Springer standards, the acceptance rate of full papers (12 pages) should not exceed 45%-50%. However, it is also possible to additionally accept short papers (6 pages) that will appear in a designated section of the proceedings. -Discussion-oriented workshops: these will emphasize discussions facilitated by paper presentations. Since the main criterion for paper acceptance in such workshops is relevance and potential for raising discussion, they are not expected to have their proceedings in the LNBIP volume. The workshop organizers are expected to manage their own proceedings (e.g., using CEUR series). Key-note Speaker: Geoff Walsham, Emeritus Professor, Judge Institute, Cambridge University Despite decades of research and the accumulation of a substantial knowledge-base, the failure rate of information systems initiatives continues unabated. The recent abandonment of a multi-billion dollar project to computerize health records in the UK provides just one spectacular example. Why is this so? Is the fault one of theory and inadequate understanding? Or is the problem one of knowledge transfer, the failure to embed research knowledge in the working practices of managers and policy-makers. The aim of this conference is to move forward our understanding of the success and failure of technology-based innovation and on the factors influencing the uptake of research knowledge in the practitioner community. Perhaps our theoretical base is too narrow. It is arguable that some theories, such as diffusion theory and the ubiquitous TAM, have been over-represented in our work. Or maybe we have become too infatuated with theory, making our work inaccessible to practice? Papers addressing theory in a critical way are therefore very welcome, presenting and illustrating alternative conceptual lenses and standpoints. Whilst grand successes and failures are important, papers addressing smaller initiatives will be just as welcome; indeed, perhaps there is much to be learned from considering questions of scale. Extending the variety of research methodologies is another area where innovation could assist progress. Finally, there are organisational and sectoral contexts that have also been relatively neglected. The bulk of our work has concentrated on commercial enterprises, yet the degree of contemporary IT-enabled change in the non-profit sectors is at least as great, and the challenges arguably stiffer. Based on these general areas, some indicative themes might include: • Theoretical alternatives to diffusion theory: institutional theory, actor-network theory, contextualism, critical theory, complexity theory etc. • Empirical studies of “evidence-based management” , highlighting barriers and facilitators to the adoption of IS theory. • Studies of emergent risk factors in high complexity projects, such as inter-organizational systems • The influence of organisational culture and climate on innovation uptake, including the interaction between multiple organisational contexts • Developments in diffusion theory to address organisational innovation as opposed to individual adoption decisions • Ethnographical studies of change, and other intensive longitudinal investigations (e.g. historical studies) • Studies using mixed method approaches • Action research investigations emphasising partnership with practice, including the pitfalls of such joint endeavours • E-government and public sector reform, emphasizing the role of IT as an enabler and the specific features of innovation in this domain • Exploring novel intra-organisational contexts, such as non-mandated innovation at middle management tiers & the front line (e.g. skunk works) • Success and failures of IS in the development context Types of submission Papers addressing any aspect of the conference theme will be welcome but this does not preclude general submissions that are relevant to the work of the Working Group. As well as full length research papers presenting mature investigations (approx. 7000 words), we would also welcome shorter position papers (1500 words max.) of a more polemical nature. Bridging the gap with practice is an important aim of WG8.6. Practice reports (3000) from practitioners will thus be particularly welcome (e.g. case studies). Panel proposals and posters may also be submitted. The former should outline the aims of the Panel with details of participants; for posters, a short abstract (300 words) should be provided. Publication All accepted papers will be published in book form in Springer’s Journal series: IFIP Advances in Information and Communication Technology. We also have agreement with the Journal of Strategic Information Systems (JSIS) to have selected papers reviewed for further development and possible publication in the Journal. Papers will be selected and developed in collaboration with the Editors of the Journal. Those that are ultimately accepted will appear together as a mini “Special Issue”. Papers selected will be in terms of their strategic focus and potential impact on research and practice, and for acceptance will need to meet the Journal's normal high acceptance criteria. Doctoral Consortium The conference will be preceded by one day doctoral consortium, to be chaired by Professor Jan Pries-Heje (Roskilde University, Denmark). This is intended for researchers undertaking a PhD or Professional Doctorate in areas broadly aligned with the main themes of the conference. Researchers may present work at any stage of their studies. The consortium aims to provide: an opportunity for small group in-depth discussions, supervised by senior IS faculty; appreciation of work in progress of other doctoral researchers; identification of cognate research related to participants’ interests. Candidates are invited to submit a 500 - 1000 word abstract summarizing the aims, method and relevancy of their work, together with a brief overview of results if appropriate. For example, open strategies of businesses may encompass open innovation approaches that look across organizational boundaries for finding suitable combinations of ideas and capabilities for product development with the help of IS/IT. Others have extended IS/IT-enabled open strategies to other parts of the "value chain" of their business: Many businesses now rely on IS/IT-based open and social approaches for marketing their product and for providing costumer support. In addition, many governments and non-for-profit organizations use or investigate open strategies. The recent trend of opening up government and private data in societies may transform both the supply and the demand of data. We can see new services and applications in many areas (e.g., traffic, news, general media) as the available amount of open data grows. Governmental units and other authorities open vast data resources concerning legal documents, catalogues, governmental statistics, geographical data, traffic data, health data, etc. Until recently, research on open data related "hackerism" and service development has been the domain of computer science, focusing on technical availability and data format standards. Yet, we are moving into an era of consuming open data that is creating novel opportunities and challenges for new services and businesses. This calls for research in information systems to better understand these opportunities and challenges. A major proportion of Internet users participate in digital social networks and/or co-creation activities such as the creation of open content (e.g., Wikipedia), meta-content (e.g., social bookmarking), and open source software. Organizations increasingly adopt similar strategies to promote "internal openness" through using wikis, social software, and collaborative development environments within Intranets as well as promoting "external openness" through using co-creation and crowdsourcing platforms. The strong research interest regarding the open phenomena is evident in the large number of special issues on open source development and social media in the top tier journals of the IS field. However, many facets of IS/IT-driven open strategies remain underexplored, theoretical conceptualizations of openness need to be developed, and only few IS curricula have fully incorporated "open and social" components into IS/IT teaching. The aim of this track is to provide a forum for the most recent research in this domain. We invite you to submit your best theoretical and empirical work that significantly contributes to our knowledge of IS/IT strategies based on open data, models, platforms, and sources. Authors should consider submitting papers to the track that focus on (a) the role of openness in organizational IS/IT development, acquisition, deployment, and management or (b) the role of IS/IT in supporting open strategies and approaches in businesses, organizations, and governments. We encourage papers with a strong IS/IT focus rather than papers on general business strategy. Introduction Increasingly connected citizens and stakeholders are demanding that governments be more transparent and deliver services more rapidly and efficiently. Ready access to information of public value, increased transparency in government operations and a greater willingness to listen to citizens and secure their involvement: these are pivotal requirements for efficient, open and responsive government. In recent decades, governments around the world have been faced with rapidly growing challenges on how to make public service and administration transparent, effective and efficient. The implementation of the Information and Communication Technologies (ICT) has helped meet, enabling greater accessibility to public information and services, together with greater interaction and individual participation in public management and greater information transparency. In this context, the question of e-Government has become one of the most important issues on political agendas today, and is a concept which seems to be constantly developing. This tendency is understood to be one of the forms of expression of the information society, in addition to being a central part of the process of the modernization of public administration, allowing a strategic and intensive use of ICT, both in the internal relations of public administrations, and in terms of the relationship with citizens and with companies in the private sector. This recent interest in e-Government has been reflected in the large amount of research studies and projects reported in diverse academic disciplines and journals, including articles highlighting the usefulness of e-Government as a method to reduce corruption in government through a greater transparency in information and public functions, as a means of improving current public services, and as an instrument to enhance performance regarding the accurate, efficient provision of services. In sum, these studies have sought to highlight the possibilities of e-government implementations and to show different experiences about e-government projects. Nonetheless, these e-government implementations are usually not justified from an efficient analysis point of view by both Governments and researchers, and it is difficult to know if these implementations are meeting stakeholders' demands regarding information transparency, rendering of online public services or citizens' participation in public sector management. 2. Objectives This book will be a convenient source of information on important developments regarding e-government around the world and its effects on the meeting of stakeholders' needs and on the work of public managers/politicians. Its focus will be split between perceptions about efficiency of e-government technologies by public sector officials and politicians and perceptions about efficiency of e-government technologies by stakeholders. Therefore, the proposal of the book would explore if e-government applications are introduced as a fad or they are introduced according to real demands from the citizenry. In this regard, this book would analyze if public managers and policy-makers think that e-government policies have improved their management and decision-making process through the engagement of the citizenry or else they are only a procedural improvement through the introduction of new ways of delivering public services or disclosing public sector information. Therefore, this book seeks to contribute to the literature by filling the existing void and expanding knowledge in the field of the accomplishment of expectations about E-government applications for both public administrations and stakeholders, making it of interest to both academics and policy-makers. In brief, the aim of this book is to make a critical view of e-government developments from the perception point of view of stakeholders about e-government projects and their effects. Based on opinion surveys driven to different stakeholder groups as well as public managers and politicians, this book seeks know the achievement of expectations created by public managers, policy-makers and stakeholders in the implementation of E-government policies and applications. 3. Intended Audience and Potential Uses * Politicians and public sector officials (public managers and civil servants) who need a convenient source of information on the efficiency of e-government initiatives and on the stakeholders' perception on those initiatives. * Private company executives, leaders and consultants who frequently liaise with government agencies to carry out e-government projects. * Practitioners desirous of implementing new technologies efficiently for their Government clients. * Citizenry and public, on the whole, in order to know the efficiency of e-government projects to meet stakeholders' needs and to evaluate the efforts and investments of governments into e-government projects. * Academicians, researches and students interested in the e-government field. * E-Government professionals involved with technology procurement, management of technology projects, consulting and advising on technology issues and management. 4. Recommended Topics and Themes The book seeks to answer some research questions such as: a) How do stakeholders perceive the developments made in E-government projects?. b) Do stakeholders think that e-government projects change the way in which public managers and politicians face their relationship with them? Or do stakeholders think that e-government is only the application of New Technologies to the traditional relationship with them?. c) Do public managers think that e-government is positive for their work? Do they think that, under the e-government framework, they keep the power in the relationship with their stakeholders? Can they manage the relationship with stakeholders with tools like Web 2.0 applications?. d) Do politicians think that they keep the ability of driving e-government policies in the areas they are interested? Or do they think that they are forced to introduce some e-government policies or applications due to the citizenry pressures and they aren't able to drive the development of e-government implementation to the appropriated direction? e) In this regard, should the development of e-government be in a similar way in different contexts, countries, etc..? or should there be different models of e-government, all of them valid, for different contexts? Therefore, the proposed book intends to include, but is not limited to, chapters in the following broad topics and themes: 1. Theories and applications on measuring e-government efficiency. It focuses on understanding how e-government efficiency could be measured. 2. Studies on perception of politicians on e-government developments regarding the improvement of government efficiency and the interaction with stakeholders. 3. Studies on perception of public managers regarding the efficiency in the rendering of public services or in the information transparency. 4. Studies on perception of politicians and public managers regarding the legitimacy of the actions taken by public administrations. 5. Studies on perception of stakeholders like citizenry, financial institutions, trade unions, etc. in e-government developments regarding the improvement of public sector services, participation or information transparency. 6. Analysis about the reasons why public managers and politicians are undertaking e-government projects, as well as why stakeholders could be forcing public administrations in order to undertake e-government projects. 7. Comparative studies on e-government efficiency and the possible reasons for differences. It seeks to know why similar e-government initiatives could obtain different outcomes under different contexts. 8. Analysis about the power in the relationship between government and their stakeholders under the implementation of new technologies such as web 2.0 applications. 9. Measurement of the improvement of government interoperability, government e-service innovation and management. 10. Regulations and public policies frameworks used for driving efficient e-government projects. Submission Procedure Researchers and practitioners are invited to submit on or before December, 1st, 2012, a 2-3 page chapter proposal clearly explaining the mission and concerns of his or her proposed chapter. Authors of accepted proposals will be notified by January 15th, 2013 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by April 1st, 2013. All submitted chapters will be reviewed on a double-blind review basis. Over the past decade ?new? IT sourcing models, such as offshore outsourcing or crowd and open sourcing, have become well-established practices. By going beyond borders and boundaries, these models challenge existing conceptualizations and theories of IT governance: (1) Offshore outsourced IT projects span national borders, bridge organizational boundaries and highlight the intersection ofcultures. (2) Crowd- and open-sourced projects not only challenge organizational boundaries, but also traditional ideas about ownership of resources, tasks and outputs. (3) Cloud services may make the IT artifact seemingly disappear; but while the IT resources have moved outside of the organization?s boundaries, the efforts of molding organizational routines, usage practices, and IT resources have not disappeared and still have to be controlled. (4) In addition, where more ?traditional? technologies and organizational arrangements are still dominant, such as for example with ERP packages, the challenges of exercising governance over development and implementation efforts remain highly important and complex. IT sourcing initiatives are often organized in the form of projects. To advance such projects towards their goals, governance and control mechanisms are needed to regulate the actions of stakeholders, to motivate participants, and to ensure that their capabilities are fully brought to bear on the task. As such, the term IT project governance emphasizes not only the control of an individual project, but also the organizational governance mechanisms for monitoring and overseeing IT projects, which are enacted in each individual project. This includes for example the use of project managementoffices (PMOs), the role of the board of directors, project portfolio management practices, and the coordination of related IT projects through ?change programs? or other coordination mechanisms. The objective of this track is to foster and promote research on IT (project) governance and sourcing by providing deeper, richer, and more nuanced insights into the topic. The track particularly tries to bring together researchers studying governance issues in different sourcing contexts (e.g., outsourcing, offshoring, agile and open source software development, etc.), from different stakeholder perspectives (e.g., client vs. vendor, business vs. IT), as well as using innovative research methods. We would like to highlight the presence of Dr. Emer Coleman, United Kingdom as our first keynote lecturer. WEBIST is interested in promoting high quality research as it can be confirmed by last year acceptance rates, where from 184 submissions, 14% were accepted as full papers. Additionally, 31% were presented as short papers and 17% as posters. Submitted papers will be subject to a double-blind review process. All accepted papers (full, short and posters) will be published in the conference proceedings, under an ISBN reference, on paper and on CD-ROM support. GVLZ A short list of presented papers will be selected so that revised and extended versions of these papers will be published by Springer-Verlag in a LNBIP Series book. The proceedings will be submitted for indexation by Thomson Reuters Conference Proceedings Citation Index (ISI), INSPEC, DBLP and EI (Elsevier Index).
