PANEL DESCRIPTION
Open data strategies are being adopted worldwide as part of national and
international reforms that focus on the intensive and creative use of
information and technology to improve policy-making and governance.
These efforts cross various policy areas including education, public
health, transportation, environmental stewardship, economic development,
and many other areas. The explosive growth in data, computational power,
and technological capabilities has created both new challenges for
practice and new tools for research. Policy informatics is an
emerging area that explores how information technologies and
computational modeling techniques (such as agent-based, system
dynamics, data visualization or social network modeling) can support
policy making and governance. A basic assumption in policy informatics
is that more intensive and creative use of information and technology
can improve policy-making processes and lead to better policy choices,
especially under conditions of high complexity.
The complexity of public problems has not changed, what has changed is
our ability to obtain information, to manipulate it, and to disseminate
it. This panel welcomes contributions that use tools and techniques that
investigate the non-linear relationships and complexity inherent in
intractable public policy issues and management dilemmas to better
understand the impacts and consequences of technological, political,
policy, and managerial choices.

CONFERENCE OVERVIEW
CISSE 2012 provides a virtual forum for presentation and
discussion of the state-of the-art research on computers,
information and systems sciences and engineering. CISSE 2012
is the eighth conference of the CISSE series of
e-conferences. CISSE is the World's first
Engineering/Computing and Systems Research E-Conference.
CISSE 2005 was the first high-caliber Research Conference in
the world to be completely conducted online in real-time via
the internet. In 2005, CISSE received 255 research paper
submissions and the final program included 140 accepted
papers, from more than 45 countries. Last year, CISSE 2011
received more than 300 submissions and the final program
included 105 accepted papers, from more than 80 countries.
The virtual conference will be conducted through the
Internet using web-conferencing tools, made available by the
conference. Authors will be presenting their PowerPoint,
audio or video presentations using web-conferencing tools
without the need for travel. Conference sessions will be
broadcast to all the conference participants, where session
participants can interact with the presenter during the
presentation and/or during the Q&A slot that follows the
presentation. This international conference will be held
entirely on-line. The accepted and presented papers will be
made available and sent to the authors after the conference
both on a DVD (including all papers, PowerPoint
presentations and audio presentations) and as a book
publication. Springer, the official publisher for CISSE,
published the previous seven CISSE book proceedings.
Conference participants - authors, presenters and attendees
- only need an internet connection and sound available on
their computers in order to be able to contribute and
participate in this international ground-breaking
conference. The on-line structure of this high-quality event
will allow academic professionals and industry participants
to contribute their work and attend world-class technical
presentations based on rigorously refereed submissions,
live, without the need for investing significant travel
funds or time out of the office.
The concept and format of CISSE is ground-breaking. The
PowerPoint presentations, final paper manuscripts and time
schedule for live presentations over the web had been
available for weeks prior to the start of the conference for
all registrants, so that the participants can choose the
presentations they want to attend and think about questions
that they might want to ask. The live audio presentations
were also recorded and are part of the permanent CISSE
on-line archive - accessible to all registrants- which also
includes all the papers, PowerPoint and audio presentations.
Potential non-author conference attendees who cannot make
the on-line conference dates are encouraged to register, as
the entire joint conferences will be archived for future
viewing.
The CISSE conference audio room provides superb audio even
over low speed internet connections, the ability to display
PowerPoint presentations, and cross-platform compatibility
(the conferencing software runs on Windows, Mac, and any
other operating system that supports Java). In addition, the
conferencing system allowed for an unlimited number of
participants, which in turn granted us the opportunity to
allow all CISSE participants to attend all presentations, as
opposed to limiting the number of available seats for each
session.

European Workshop on software ecosystems 2012
We would like to invite European researchers in the field of software
ecosystems to come together in Walldorf, Germany on December 12, 2012 to
discuss their recent research. We will also invite practitioners to the
workshop to ensure discussion about the practical impact of research and
to give the presenters the opportunity to discuss with practitioners and
researchers alike. The unique location, the Partnerport in Walldorf,
Germany, with many software and software service companies having an
office on the same premises eases participation for practitioners.
Workshop style
The focus of the workshop is on discussing recent research. A 10 minute
presentation is followed by 20 minutes discussion with researchers and
practitioners. The workshop will be held in English.

The ICSOC conference is the prime forum for academics and industry researchers and developers to report and share ground breaking work in service oriented computing. The conference provides cross-community scientific excellence by the gathering of experts from various disciplines, such as business process management, distributed systems, computer networks, wireless & mobile computing, grid computing, networking, service science, management science, and software engineering. ICSOC 2012 emphasizes on results that solve open research problems and has significant impact on the field of service-oriented computing and also in particular cloud services.

"Personal data is the new oil of the Internet and the new
currency of the digital world." With these words, Meglena
Kuneva, Europe's Consumer Commissioner, described an
economic development increasingly manifest on a global
scale. Personal data is a new asset class. Every day,
individuals around the world send about 47 billion
(non-spam) e-mails, submit 95 million tweets on Twitter, and
share 30 billion pieces of content on Facebook (World
Economic Forum 2011). Much of this user-created information
does not go unused by third parties: firms collect and use
personal information to enhance consumer experience as well
as for their own profit. Search engines such as Google and
Bing, or social networks such as Facebook, grow equity
mainly by using individuals' information to personalize
advertisements. Data aggregators such as Acxiom, Rapleaf,
Acurint, Choicepoint, or Spokeo sell access to personal and
household information. Not only is personal data used for
advertising - it can also help companies to understand
insurance risks, credit worthiness, employability, and so
forth. And technological innovation seems to create ever-new
opportunities to tap the data resource, accompanied by novel
business models trying to exploit and monetize its wealth.
Economists have for long debated the economic implications
of abundant consumer information and the trade-offs between
privacy and disclosure. Designing markets where personal
data is openly traded between data subjects and data
holders, and assigning individuals ownership rights over
their data, emerged in the last two decades as solutions to
the privacy debate alternative to both pure regulation and
pure self-regulation. Over these years, the debate over the
technical, legal, economics, and behavioral feasibility,
efficiency, and ethicality of such markets for personal data
(or related concepts such as personal information
warehouses, personal data vaults, and propertization of
personal data), has continued - with dedicated firms
providing related services emerging in the past few years.
Many aspects of this debate remain unsolved: How do we
properly price personal data? Can individuals whose data is
traded and used become active participants in this market
and demand fair price for their data? What technologies can
help them to manage their personal data and enable them to
actively participate in trading this asset class if they
want to, while protecting their privacy if they need to?
Would they actually want to at all? This special issue seeks
to contribute to the theoretical understanding and empirical
investigation of personal data markets from an
interdisciplinary perspective. We particularly welcome
research that discusses ways to resolve potential clashes
inherent in these markets, in particular when it comes to
the maintenance of people's privacy. Submissions may treat
personal data markets from a general perspective or they may
relate to specific industries, such as the retail, health,
insurance or banking industry.

Call for Papers: RFID: towards Ubiquitous Computing & the
Web of Things
The Journal of Theoretical and Applied Electronic Commerce
Research is planning a special issue on RFID: towards
Ubiquitous Computing & the web of Things.
Guest editors; Ygal Bendavid, Samuel Fosso Wamba, and Joseph
Barjis
Continuous improvements in technological performance,
combined with maturing applications and decreasing prices
have contributed to the pervasive adoption of Automated
Identification Technology such as bar codes and Radio
Frequency Identification (RFID) technology. Following its
incubation period, today RFID technology adoption can be
seen in various domains making its diffusion global and
cross industries and national borders. Over the last 10
years, RFID application is witnessing a significant growth
in almost each sector. RFID Item-Level Tagging (ILT)
initiatives are extensively deployed in sectors such as
apparel and footwear - with companies such as Gerry Weber
International, American Apparel, Macy, JC Penney, and
Wal-Mart leading the movement. Adoption of RFID is closely
related to various concepts such as Ubiquitous computing
(Ubi-comp), the Internet of Things (IoT), and Web of Things
(WoT) or the Web of Things and People (WoTaP), where a
tagged object can communicate electronically, in real time,
with its environment through the global infrastructure of
wireless Internet. As sensors and intelligence are added to
physical objects, this opens the way to innovative
electronic commerce business models and transformation of
modern enterprises and their relationship with their
constituencies. Effective application and adoption of these
new models and technologies pose a host of research
questions requiring scientific intervention.
This special issue of JTAER aims to gather new theoretical
and/or qualitative-empirical results addressing some of
these research questions. While contributions in the domain
of e-commerce/e-business are welcome, technical aspects of
RFID (e.g., RFID circuit or antennas designs, modulation
schemes for RFID, RFID electromagnetic field measurements)
are not within the scope.

Notes for Intending Authors
Authors are invited to submit original and significant
research contributions in the aforementioned areas. Papers
should not be previously published, or currently submitted
for consideration elsewhere. Accepted manuscripts must
conform to the journal format (see http://www.jtaer.com/).
All submissions will be reviewed according to the journal
peer-review policy. The special issue is tentatively planned
for print in August 2013.

Prof. Jon Kleinberg
(http://www.cs.cornell.edu/home/kleinber/) is the Tisch University
Professor in the Computer Science Department at Cornell University. His
research focuses on issues at the interface of networks and information,
with an emphasis on the social and information networks that underpin
the Web and other on-line media. He is a member of the US National
Academy of Sciences, the US National Academy of Engineering, and the
American Academy of Arts and Sciences, and the recipient of MacArthur,
Packard, and Sloan Foundation Fellowships, as well as awards including
the Nevanlinna Prize from the International Mathematical Union and the
ACM-Infosys Foundation Award in the Computing Sciences.
Prof. Dr. Luis von Ahn
(http://www.cs.cmu.edu/~biglou/ <http://www.cs.cmu.edu/%7Ebiglou/>) is
an entrepreneur and an associate professor in the Computer Science
Department at Carnegie Mellon University. He is known as the pioneer of
the idea of "Human Computation", sometimes called crowdsourcing. His
latest project is DuoLingo, which allows people tolearn foreign
languages online for free, while contributing to translate the Web. He
is also the founder of the company reCAPTCHA, which was sold to Google
in 2009. As a professor, his research includes CAPTCHAs and human
computation, and has earned him international recognition and numerous
honors. He was awarded a MacArthur Fellowship (a.k.a., the "genius
grant") in 2006,the David and Lucile Packard Foundation Fellowship in
2009, a Sloan Fellowhip in 2009, and a Microsoft New Faculty Fellowship
in 2007. He has also been named one of the 50 Best Brains in Science by
Discover Magazine, and has made it to many recognition lists that
include Popular Science Magazine's Brilliant 10, Silicon.com's 50 Most
Influential People in Technology, Technology Review's TR35: Young
Innovators Under 35, and FastCompany's 100 Most Innovative People in
Business.

Play the game! Exciting web-based game enters in the second phase
The WWW2013 invites you to join the Virtual Agency created to solve
mysteries over the web. This agency, called 3WA, has the purpose of
saving the web from virtual criminals.
The first case began in the WWW2012 in Lyon. A virtual criminal is
hidden in somewhere in the world. He is in charge of virtual attacks to
our ally's network.
During the www2012 conference, the agents found a cellphone in the
WWW2013 booth. They believe that this cellphone belongs to the Virtual
Criminal that they are looking for. Security cameras recorded some
participants talking with somebody very suspicious.

About WWW2013 Conference
The city of Rio de Janeiro will host the 22nd edition of the
International World Wide Web Conference - WWW. The event, which will
happen on May 13 to 17, 2013 will be hosted for the first time by a
Latin American country. Check the promotional video

The WWW conferences are promoted by the IW3C2 (http://www.iw3c2.org/),
and the group in charge of hosting the 2013 edition in Rio de Janeiro is

The event gathers renowned Web experts and was created in 1994. Its goal
is to be the main forum for debate and discussions on the evolution of

The preliminary call for papers is on! The main conference program of
WWW 2013 will have 12 tracks (or themes) for refereed paper
presentations and we invite you to submit your cutting-edge, exciting
new breakthrough work. In addition to the main conference, WWW2013 will

INTRODUCTION
Post 9/11 world has an enhanced focus on homeland security and as a
result huge investments have been done by governments to enhance the
public security. Advanced technological systems have been designed in
countries to improve monitoring, security, and control against a
possible terrorist attack. The focus of the proposed special issue is to
analyze the political implications of technology adoption for homeland
security and emergency management mechanisms. The aim is to consider all
relevant aspects of technology implications such as citizen's rights and
privacy. The special issue explores implications and issues with a view

OBJECTIVE OF THE SPECIAL ISSUE
The objective of the proposed Special Issue is to highlight technology
design implications, user experiences and political implications of
technology usage for homeland security and emergency management.
Research contributions in this special issue will provide guidelines for
government agencies to better understand the citizen's perspective. The
contents in this special issue are of interest for researchers working
in the domains of information systems, human computer interaction,
emergency management, organizational science, and political science
RECOMMENDED TOPICS
Topics to be discussed in this special issue include (but are not
limited to) the following:
* Cost benefit studies of technology adoption for homeland
security
* Digital divide and technology adoption for citizen security
* Global politics and homeland security
* IT and effectiveness of security organizations
* Limitations, challenges and barriers to ICT adoption for
government bodies
* Political, ethical, security, privacy, and legal issues
* Politics of the IT function and role in security
organizations
* Precision and accuracy of homeland security IT
infrastructure
* System design for homeland security applications
* User experiences with homeland security systems (e.g., body
scanners, etc.)
* IT and emergency management preparedness
SUBMISSION PROCEDURE
Researchers and practitioners are invited to submit papers for this
special theme issue on Information Technology and Homeland Security on
or before November 1, 2012. All submissions must be original and may not
be under review by another publication. INTERESTED AUTHORS SHOULD

WORKSHOP AIM
Component-based software design has received considerable attention in
industry and academia in the past decade. In recent years, the growing
need for trustworthy software systems and the increased relevance of
systems quality properties (e.g. reliability, performance, and
scalability) have stimulated the emergence of formal techniques and
architecture modelling approaches for the specification and
implementation of component-based software architectures. Both have to
deal with an increasing complexity in software systems challenging
analytical methods as well as modelling techniques.
FESCA aims to address the open question of how formal methods can be
applied effectively to these new contexts and challenges. FESCA is
interested in both the development and application of formal methods in
component-based development and tries to cross-fertilize their research
and application.
TOPICS
One strength of FESCA is the link established between the formal methods
community and the software engineering community by exploring how formal
approaches can be exploited for the analysis of large software
architectures.
We encourage submissions on formal techniques and their application that
aid reasoning, analysis and certification of component-based
applications. In this context, the following topics are of particular
concern:
* Architecture as a language: Building Domain-Specific Languages (DSLs)
o Modelling formalisms for the analysis of concurrent,
embeded or model-driven systems assembled of components;
o Modelling formalisms in prediction, analysis and
measurement of software quality attributes such as reliability,
performance, or security;
* Properties of component-based models
o Temporal properties (including liveness and safety) and
their formal verification;
o Interface compliance (interface-to-interface and
interface-to implementation) and contractual use of components;
* Formal methods in Component-Based Software Development
o Techniques for prediction and formal verification of system
properties, including static and dynamic analysis;
o Instrumentation and monitoring approaches, runtime
management of applications;
o (Semi-) automatic inference of analytical models for
existing software systems;
* Formal methods in Model-Driven Software Development
o Abstraction level in modelling formalisms;
o Safer MDA through integration with formal methods;
o Correctness of model transformations;
* Industrial case studies and experience reports.
Submissions concentrating on specification techniques should involve an
evaluation of the practical merit of their research and clearly state
the analysis and reasoning techniques they enable. We also appreciate
work of a formal nature with immediate value to the industrial context.
We encourage not only mature research results, submissions presenting
innovative ideas and early results are also of interest.
SUBMISSIONS
Three kinds of submissions are considered:
* Regular papers (up to 15 pages in ENTCS format), presenting
original and unpublished work related to the workshop topics.
* Position papers (up to 10 pages in ENTCS format) presenting
ideas and directions of interesting ongoing and yet unpublished
research related to the workshop topics.
* Tool demonstration papers (up to 5 pages in ENTCS format),
presenting and highlighting the distinguishing features of
a topic-related tool (co-developed by the authors).
PROCEEDINGS
* Regular and position papers will be published in a special
issue of the Electronic Notes in Theoretical Computer Science
(ENTCS) after the workshop.
* All regular, position and tool demonstration papers will
appear in electronic pre-proceedings distributed at the
workshop.
