Cloud computing refers to computing with a pool of virtualized computer resources and is driven by economics of scale. A cloud can host a variety of different workloads, and allow workloads to be deployed and scaled-out quickly on-demand by rapid provisioning of virtual machines or physical machines. A cloud supports redundant, self-recovering, highly scalable programming models and allows workloads to recover from many unavoidable hardware/software failures. A cloud also monitors resource use in real time to enable rebalancing of allocations when needed. The idea is to move desktop computing to a service-oriented platform using server clusters and huge databases at datacenters. Cloud computing leverages its low cost and simplicity that benefits both users and the providers through providing cost-effective services and pay-per-use pricing model. In cloud computing, everything including software, platform, and infrastructure is as a service.
Cloud computing makes data truly mobile and a user can simply access a chosen cloud with any internet-accessible device. Cloud computing overlaps some of the concepts of cluster, distributed, grid, service, ubiquitous, utility and virtual computing; however it has emerged from these computing domains and now has its own meaning. In cloud computing, a user does not care much what is in the cloud or what goes on there apart from being able to receive service from it. Cloud computing is now associated with a higher level abstraction of the cloud. Instead of there being application software, routers and servers, there are now services. The underlying hardware and software of networking is of course still there but there are now higher level service capabilities available to build applications. Hidden behind the services are data and computer resources.
There have been many cloud computing platforms built so far including Google Cloud, IBM BlueCloud and Amazon Elastic Cloud. Programming models for cloud computing have been developed including MapReduce by Google and Hadoop by Yahoo group. Using these cloud computing models and toolsets, IT-related capabilities are provided as services, accessible without requiring detailed knowledge of the underlying technology. Of course, many mature technologies are used as components in cloud computing, but there are still many unresolved and open problems due to its unique characteristics which are different from distributed computing, cluster computing, grid computing, utility computing and service computing.
IJCC addresses the most innovative developments, research issues and solutions in cloud computing and its related technologies.

DESCRIPTION
Prelude:
Most of the conferences in the past have focused on technical issues relating to IS security. While our proposal includes an invitation for papers from these communities as it
relates to information systems, we feel that social, organizational, economic and political issues play a major role in information systems security development and implementation.
We have therefore proposed a track on security that is more inclusive and covers organizational issues along with technical issues. Our hope is that you would find this mini-track
attractive and would support it. We think that our proposal will be of interest to a much wider audience and attract a much broader interest group thus spurring research into new
areas that relate to security.
Motivation:
Over the past few years awareness of IS security problems has been at an all time high. To a large extent this is abetted by increased spending by corporations on a range of
security mechanism. Various researchers have indicated that perhaps one of the reasons for our inability to contain IS security breaches is the skewed emphasis on technical
controls (e.g. see Baskerville, 1993). In the literature, calls have also been made to study the socio-organizational aspects of IS security (Dhillon and Backhouse, 2001). It
therefore seems prudent to focus attention on socio-technical aspects of IS security. Further, important security issues also include economic aspects that deal with loss of
productivity relating to additional processes that now form part of the value chain. It is clear from the ramifications of security implementations that information systems should
deal with broader issues that are socio-technical and economic as well.
This broad theme serves to a much larger community and we hope to provide a forum for in this conference. It is our expectation that the range of papers that will be submitted to
this track will help in taking forward issues identified in previous research and set the stage of establishing an agenda for further research. The discussions afforded by this
track will also be the basis for sustaining a comprehensive research stream in this area and usher new ways and dimensions to dealing with security.

Submission Types and Guidelines:
(i) Full Length Submissions
Submissions must be no more than 5000 words, including references,
appendices and title page, with a maximum of 5 figures/tables.
Submissions must be original, and previously unpublished, conceptual
or
empirical research manuscript for review. All accepted papers will be
published in the conference proceedings in their entirety upon payment
of registration fees. Papers accepted and presented at the conference
will also be placed in the AIS e-Library. Papers not presented at the
conference, for any reason, will not be included in the AIS e-Library.
Highly rated papers by the reviewers will be considered for
publications
in selected Journals. Moreover, the paper that best represents, in
terms
of quality and suitability to the theme and ideals of the conference
will be awarded the "Best Paper" Award during the conference.
(ii) Research-in-Progress Submissions
Submissions of no more than 2000 words with a maximum of 3
figures/tables. All research-in-progress submissions will be published
in the proceedings as short papers.
(iii) Teaching Cases
We welcome submissions of teaching cases. The cases should be based on
real situations and targeted at specific learning objectives. Cases
should be no more than 5000 words and must be accompanied by
instructor
teaching notes (not included in the 5000 words). The teaching notes
will not be published.
(iv) Panel and Tutorial Submissions
Submissions of not more than 1000 words. Proposals should include the
objectives, issues to be covered and full details of all presenters.
Method of presentation is at the submitter's discretion; however, the
submitter has the responsibility for providing his/her own panel
members. All accepted proposals will appear in the conference
proceedings (Please note that all panelists and tutorial presenters
must
register for the conference).
Submissions of all types must be received by January 12, 2011. Details
of track descriptions and how to submit will be announced soon.

SCOPE AND OBJECTIVES
Information-integrated collaboration networks have become an important part of today’s complex enterprise systems – this becomes obvious if we consider, as a prominent example, the high dynamics of network-centric systems, which need to react to changes at the level of their information and communication space by providing flexible mechanisms to manage a wide variety of information resources, heterogeneous, decentralized, and constantly evolving. Semantic technologies promise to deliver innovative and effective solutions to this problem, facilitating the realization of information integration mechanisms that allow collaboration systems to provide the added value they are expected to.
Two fundamental problems are inherent to the design of integrated collaboration solutions: (i) semantic inaccessibility, caused by the failure to explicitly specify the semantic content of the information contained within the subsystems that must share information in order to collaborate effectively; and (ii) logical disconnectedness: caused by the failure to explicitly represent constraints between the information managed by the different collaborating subsystems.
Mainstream EAI technologies deal with information and information management tasks at the syntactic level. Data protocols and standards that are used to facilitate seamless information exchange and ‘plug and play’ interoperability do not take into account the meaning of the underlying information and the view of the individual stakeholders on the information exchanged. What is lacking are mechanisms that have the ability to capture, store, and manage the meaning of the data and artifacts that need to be shared for collaborative problem solving, decision support, planning, and execution.
Semantic information sharing and integration technologies will provide an important collaboration enabling mechanism for the emerging net-centric systems and the information grid. Further, it is likely that advances in this area will support multiple modes of collaboration with disparate and cross-cutting technologies. This workshop, held as part of CTS 2011, will bring together researchers and experts interested in bridging the gaps between the different technologies, and between technologies and applications. We invite original contributions on the technology practice and user experience for these emerging and important areas from researchers in academia, industry, and research institutions.
The workshop topics include (but are not limited to) the following:

PAPER SUBMISSION
You are invited to submit original and unpublished research works on above and other topics related to semantic technologies and information-integrated collaboration. Submitted papers must not have been published or simultaneously submitted elsewhere. Submission should include a cover page with authors' names, affiliation addresses, fax numbers, phone numbers, and email addresses. Please, indicate clearly the corresponding author and include up to 6 keywords from the above list of topics and an abstract of no more than 450 words. The full manuscript should be at most 8 pages using the two-column IEEE format. Additional pages will be charged additional fee. Please include page numbers on all preliminary submissions to make it easier for reviewers to provide helpful comments. Given the emerging global Information-centric IT landscape that
has tremendous social and economic implications, effectively
processing and integrating humongous volumes of information from
diverse sources to enable effective decision making and knowledge
generation have become one of the most significant challenges of
current times. Information Reuse and Integration (IRI) seeks to
maximize the reuse of information by creating simple, rich, and
reusable knowledge representations and consequently explores
strategies for integrating this knowledge into systems and
applications. IRI plays a pivotal role in the capture, representation,
maintenance, integration, validation, and extrapolation of
information; and applies both information and knowledge for
enhancing decision-making in various application domains.
This conference explores three major tracks: information reuse,
information integration, and reusable systems. Information
explores theory and practice of optimizing representation; information
integration focuses on innovative strategies and algorithms for
applying integration approaches in novel domains; and reusable
systems focus on developing and deploying models and corresponding
processes that enable Information Reuse and Integration to play a
pivotal role in enhancing decision-making processes in various
application domains.
The IEEE IRI conference serves as a forum for researchers and
practitioners from academia, industry, and government to present,
discuss, and exchange ideas that address real-world problems with
real-world solutions. Theoretical and applied papers are both included.

*OBJECTIVE OF THE SPECIAL ISSUE*:
This special issue explores the tenuous terrain of visual
culture and image capture facilitated by new forms of
information and communication technologies. How have new
multimedia platforms, image capture and recording
technologies facilitated event creation and the
communication of politics in the digital age? The
convergence of technologies and the ability to capture and
upload images on the move makes the body a site for image
capture, surveillance and witnessing. This conjoining of the
corporeal body and mobile telephony provides new ways to
communicate images and to circulate them to a wider audience
on the internet. The pervasive circulation of still and
moving images on the internet with multimedia platforms and
the creation of counter-sites of visual pleasure calls for a
re-examination of this visual culture where notions of the
private and public are re-configured and where consumption
of images and videos can be de-contextualised from the
context of production providing a stage for new forms of
ritualization and commemoration. The issue will explore the
social, political and cultural impacts of this visual

The mission of the *International Journal of E-Politics
(IJEP)* is to define and expand the boundaries of e-politics

INSTRUCTIONS FOR PAPER SUBMISSION
The proceedings will be published by Springer in the LNCS Series. All
submissions should follow the LNCS template from the time they are
submitted. They should be at most 16 pages (using 11-point font),
excluding the bibliography and well-marked appendices. Committee members
are not required to read the appendices, so the paper should be
intelligible without them. All submissions must be written in English.
Authors must submit their papers by March 21, 2011, using the symposium
web site and following the requirements stated there.
All accepted papers should be presented at the Symposium; therefore,
their authors must be prepared to sign a copyright transfer statement.
At least one author of each accepted paper must register to the
symposium, by the early date indicated by the organizers, and present
the paper.
