First Call for Papers
9th Workshop of the Multimedia Metadata Community (WMM'09)
with a special focus on context-aware mobile multimedia services
http://coresa2009.enseeiht.fr/#workshops
March 19th-20th
To be held in conjunction with CORESA'09
Invited speaker:
Timo Ojala, University of Oulu, Finland
Background:
It can be expected in the near future that the number of created digital
multimedia content will rise dramatically. Multimedia metadata is
currently the only way to cope with problems like semantics based
retrieval or organization of content and provides means to specify
adaptation and delivery constraints and rules. In addition, the
integration of accurate hand-held positioning within mobile phones, PDAs,
portable computer and the like have brought location-based services
directly to individuals, transforming the way we work, travel or play.
Therefore location has become an important element of the context when
using a mobile multimedia application. The usage context becomes richer
and provides new hints for search, delivery and consumption to individual
user's situations.
This workshop proposes to disseminate ideas on multimedia content
analysis, indexing and retrieval, multimedia semantics and in special on
the usage of location information for smart media acquisition and
multimedia content analysis.
Organization:
The Multimedia Metadata Community (www.multimedia-metadata.info) has
already organized a series of 8 successful workshops in the past taking
place in Aachen, Berlin, Graz and Klagenfurt.
The Multimedia Metadata Community welcomes and encourages submissions from
outside the core community to broaden aspects and extend the active and
successful community and network with new members.
The 9th meeting will be organized in Toulouse as a special session of the
13th French Multimedia Conference on Compression and Representation of
Audiovisual Signals (CORESA 2009). Both events will share joint panels and
sessions bringing researchers and industry experts to fruitful
discussions. On March 18th afternoon, an industrial session including LBS

CALL FOR PAPERS
"5th German Workshop on Experience Management"
http://www.km-conference2009.org/workshops/gwem09.php
within the 5th Conference "Professional Knowledge Management - Experiences and Visions"
March 25 - 27, 2009 in Solothurn/Switzerland
http://www.km-conference2009.org/
Motivation
==========
Efficient utilization of experience is gaining in importance since expertise, "know how", applied knowledge can be assessed as one of the most important resources and the key issue for successfully competing organizations in almost every sector of economy. In the context of this workshop as well as the workshops previously held in this series, 'experience' is mainly considered as a form of knowledge obtained during the solution of problems. Therefore, similar but not identical issues from approaches developed in Knowledge Management, all aspects of the whole lifecycle of 'experience' are in the focus of this workshop: Analyzing, modeling, storing, retrieving, developing, and reusing experience are major challenges to Experience Management (EM) and hence can be in the center of contributions to this workshop. Based on these lifecycle-oriented issues, aspects of applying EM in "real world" scenarios (e.g. in manufacturing industry, commerce etc.) coming from a variety of scientific communities are as well of great interest.
Hence, besides the traditionally strong focus of this workshop series on the design, development and integration of intelligent systems and methods for managing experience, subjects relevant in Experience Management may be contributed by different communities from computer science (e.g. aspects of collaborative/"Web 2.0" techniques in the development/use/distribution of experiences), mathematics (e.g. analysis and design of algorithms from machine learning, CBR, network analysis), social science (e.g. modeling and analysis of usage and development of experience in networks, acceptance of experience-based derived solutions), and business administration/economics (e.g. assessing the economic value of EM in enterprises).
The overall objective of this workshop is to provide an interdisciplinary forum where practitioners and researchers can exchange ideas, concepts and solutions concerning the design and implementation of Experience Management systems, present practical experiences from applications in any domain, and discuss future research directions.
Topics of Interest
==================
Submissions from all areas contributing to the development and application of intelligent EM systems are welcome. We explicitly encourage paper submissions which are not mainstream but from communities within mathematics, social sciences or economics in order to obtain a more interdisciplinary view on the subject.
Topics of interest include but are not limited to:
* modeling, representation, discovery, and use of experience
* retrieval techniques
* aspects of experiences lifecycles
* methods and approaches for integrating EM into organizations and their (business) processes
* software engineering issues of EM systems
* case studies for EM from any application domain (e.g. manufacturing industry, commerce, science)
* aspects of EM in organizations
Intended Audience
=================
The target group includes researchers and practitioners who are interested in developing, applying and analyzing EM systems and the scenarios they can be used in.

CALL FOR PAPERS
Rule Representation, Interchange and Reasoning in Distributed,
Heterogeneous Environments
Special Issue of IEEE Transactions on Knowledge and Data Engineering
Guest Editors: N. Bassiliades, G. Governatori, A. Paschke, J. Dix
===========================================================================
In recent years rule based technologies have enjoyed remarkable adoption in
two areas: (1) Business Rule Processing and (2) Web-Centered Reasoning. The
first trend is caused by the software development life cycle, which needs
to be accelerated at reduced cost. The second trend is related to the
Semantic Web and Service-oriented technologies, which aim to turn the Web
into a huge repository of cross-referenced, machine-understandable data and
processes. For both trends, rules can be used to extract, derive,
transform, and integrate information in a platform-independent manner.
While early rule engines and environments were complex, expensive to
maintain, and not very user friendly, the current generation of rule
technology provides enhanced usability, scalability and performance, and is
less costly. A general advantage of using rules is that they are usually
represented in a platform independent manner, often using XML. This fits
well into today’s distributed, heterogeneous Web-based system environments.
Rules represented in standardized Web formats can be discovered,
interchanged and invoked at runtime within and across Web systems, and can
be interpreted and executed on any platform.
This special issue solicits state-of-the-art approaches, solutions and
applications in the area of Rule Representation, Reasoning and Interchange
in the context of distributed, (partially) open, heterogeneous
environments, such as the Semantic Web, Intelligent Multi-Agent Systems,
Event-Driven Architectures and Service-Oriented Computing. We strongly
advise that solicited contributions should clearly identify the target

Electronic Government Research

A Special Issue of ISJ Reflecting on the Theories and Practices that have
shaped E-Government Research
Vishanth Weerakkody, Brunel University, UK
Yogesh K. Dwivedi, Swansea University, UK
Gurpreet Dhillon, Virginia Commonwealth University, USA
Ali Montazemi, McMaster University, Canada
Electronic government can be broadly viewed as the adoption of information
and communication technology (ICT) in government organisations to improve
public services. For many countries, e-government implementation efforts
began in the late 1990s. The e-government led implementation of ICT in
public administration during the last ten years has offered better, faster
and more transparent means for citizens and businesses to interact with
government. Equally, it has also created a platform for better
collaboration and information sharing between various government agencies.
Implementation efforts in most countries have now evolved from basic
information provisioning to more integrated service offerings that involve
cross agency process and information systems transformation to enable more
joined-up and citizen-centric e-government services. However, public
sector process transformation is a complex undertaking involving
distributed decision-making that requires a good understanding of the
political context, business processes and technology as well as design and
engineering methods capable of breaking through the traditional boundaries
that exist between public organisation units. Conversely, from a demand
perspective extensive efforts are required to increase citizens awareness
about the transformation of the delivery of government services and their
online availability. In order to prevent digital divide in terms of using
e-government services, it is also necessary that citizens from all facets
of society are equipped with basic ICT skills as well as private and or
public access to high-speed internet connections. Yet, despite the
availability of innovative technologies, government agencies are faced
with many technical, organizational, and socio-economic challenges and
barriers that need to be addressed when developing, adopting and diffusing
e-government systems and services. Furthermore, from an organisational
perspective e-government has introduced an environment where most public
institutions such as healthcare, social services, education and employment
have struggled with the need to balance issues such as transparency and
opaqueness, or social inclusion and professionalism. Consequently, there
has been increasing pressure on the academic and practitioner communities
for research that focuses on bridging the gap between e-government theory
and practice.
This special issue of the Information Systems Journal aims to reflect and
analyse the past ten years of global e-government adoption and diffusion
efforts by combining theory and e-government practice. The guest editors
seek for papers from around the world that combine technical, managerial,
organizational and/or socio-economic aspects of e-government. Contributed
papers may deal with, but are not limited to:
 The development, implementation, control and maintenance of e-government
projects
 Policy and strategy to create and disseminate successful e-government
services
 Theories and conceptual models that support e-government implementation
 Tools, methods, frameworks and guidelines for e-government adoption and
diffusion
 Different process, information systems and technology integration
approaches used in e-government projects
 IT-Governance, integrated service delivery and reengineering of the
public sector
 Enterprise architecture at various levels of government
 Barriers to awareness, adoption and diffusion of e-government services
 Evaluation of case studies
 Business strategy and technology alignments in e-government
 Innovative applications and best practices in e-government
 Overview studies; development within countries, policies, infrastructure
facilities and comparative studies (comparing countries)
 Role of high-speed internet in encouraging adoption and diffusion of
e-government services
 Role of socio-economic determinants in encouraging adoption and
diffusion of e-government services
 E-government and digital divide

transforming and redefining business models and operations. Articles
published in this special issue will present current, state-of-art
research and critical thinking, designed to transfer to academics and
professionals alike the necessary knowledge in the specific area of the
use and management of Web 2.0 applications by travel and tourism firms.
Web 2.0 is fundamentally changing the way travellers and tourists search,
find, read and trust as well as (collaboratively) produce information
about tourism suppliers and destinations. Moreover, web 2.0 applications
(such as collaborative trip planning tools, three dimensions virtual
spaces) empower travellers to engage in the design, production and
promotion of tour packages, cultural events, hotel rooms and other
travel-tourism products and services. Travellers 2.0 become and they
expect to be active prosumers (producers and consumers) and marketers of
personalised travel experiences. As a result, travel and tourism companies
need to change and redefine their business models and operations in order
to incorporate travellers and their social networks as well as to manage
and exploit travellers' social intelligence and user-generated content in
value creation activities.
This special issue of the Journal of Enterprise Information Management
aims to advance the evolution, use and management of web 2.0 applications
and innovative e-business models in travel and tourism that exploit and
incorporate travellers and their intelligence within business operations
and customer value creation activities.
The objectives of the special issue are to publish findings and exchange
knowledge on the development of new research theories, methodologies and
applications. Thus, theoretical, empirical, experimental, case studies and
policy-oriented contributions are welcome, but all contributions should
clearly address the practical implications of the research reported.
Topics
This special issue seeks leading-edge research investigating the use and
management of web 2.0 applications and tools transforming and redefining
the business models and operations of travel and tourism firms.
Topics of papers may include (but they are not limited):

Dear Colleague,
This is to invite you to submit abstracts (up to 250 words) for the
Information Systems Stream in Young OR 16 (YOR16) conference, which is
to take place at 24-26th March at Warwick Business School, University of
Warwick, United Kingdom
http://www.orsoc.org.uk/orshop/(mhsooivbjxjzocbubsxy1w55)/orcontent.aspx?in….
Todays organisations increasingly plan and invest on new Information
Systems (IS) to better compete and align their business strategy and
applications.
Organisations are also increasingly presenting themselves as part of
dynamic networks. IS assists in the development of such networks, which
emerge connecting customers with suppliers, suppliers with suppliers and
customers with customers in innovative ways. This perspective provides a
wider space for the discussion of development, implementation and adoption
of IS as, for instance, various issues related to stakeholders, culture,
power, organisational change underpin the process of introducing IS in an
organisation. Additionally, the characterisation of IS and organisational
landscape by network dominance and increasing complexity may state the
need for a paradigm shift in the IS community towards, for instance,
complexity science and the shift it can provide in the IS discipline and
its re-positioning in the management field.
The stream intends to draw knowledge from academia and industry. It aims
to allow young academics and practitioners to present their research and
use of IS. The scope of the stream is to enhance our understanding with
regard to issues arising from research in IS implementation and adoption
in public and private organisations. Furthermore, it is the intention of
the stream to promote insightful discussions in respect to the impact of
IS on organisational networks and the interactions of organisations with
their strategic partners, as well as their impact in their performance.
Finally, the stream aims to offer views on possible paradigm shifts
towards the study of IS implementation and adoption towards a more
dynamical theoretical and methodological platform better suited for
studying IS dynamics at the dawn of the 21st century.
Submission deadline is 27th October. For further details please contact
Thanos Papadopoulos (Athanasios.Papadopoulos05(a)phd.wbs.ac.uk).
See you in Warwick!

CALL FOR PAPERS
*/CKME09 - 2nd Workshop on the Convergence of Knowledge Management and
E-Learning/*
http://users.jyu.fi/~japawlow/km2009.html
<http://users.jyu.fi/%7Ejapawlow/km2009.html>
within the /5th Conference Professional Knowledge Management -
Experiences and Visions/
March 25 - 27, 2009 in Solothurn/Switzerland
http://www.km-conference2009.org/
*Background and Motivation of the Workshop*
===========================================
Convergence is one of the main trends of this decade: Systems,
technologies are merged or developed in a common direction. This trend
leads to a variety of changes for organizations and individuals.
After the very successful first CKME Workshop 2007 in Potsdam, we would
like to proceed on this current topic. Thereby, we would like to keep up
the discussion concerning the integration of concepts, processes, and
systems for the fields of knowledge management and e-learning.
Convergence can be observed on different levels, i.e., cultural level,
organisational / process level, system's level, and technological level.
The workshop mainly focuses on two issues: a) how can knowledge,
learning and business processes be integrated, and b) how can the
related systems be integrated to enable an efficient workflow.
Currently, even less learning environments take the context and the
environment into account. Using mobile and ambient technologies can lead
to a paradigm shift in the construction of such environments: from
static to highly contextualized knowledge experiences.
With regard to recent research and application projects the second CKME
Workshop will moreover focus on the adoption and diffusion of
corresponding approaches. How can knowledge, learning and business
processes as well as the related systems be designed and interrelated
for successful adoption and diffusion? This is the leading question for
this workshop.
*Topics of Interest*
==================
We appreciate submissions from all areas contributing to the development
and application of convergent systems especially targeting the above
mentioned levels of convergence. Thereby, we encourage contributions
addressing technology-oriented as well as human-oriented approaches.
Topics of interest include but are not limited to:
* Convergence of processes and systems
* Implementing and Establishing convergent solutions
* Contextualisation (e.g., location-based services, mobile solutions,
internationalisation)
* Tools and implementations
* Prototypes / Cases Studies
The workshop should lead to comprehensive insights into integrated
knowledge and learning solutions.
*Addressed Audience*
=====================
The workshop brings together researchers and practitioners that are
interested in combining findings from two different fields: knowledge
management and e-learning. Thereby, the content ranges from recent
scientific approaches via prototypical implementations up to field
reports about the convergence of knowledge management and e-Learning.
Although authors are strongly encouraged to submit their paper in
English language, papers in German language were accepted equally. The
workshop will be held either in English or in German language -
depending on the participants.
*Deadlines and Submission*
===========================
* 31.10.2008: Full Paper Submission
* 15.12.2008: Notification
* 16.01.2009: Final Submission
The publication information will be updated regularly on the conference
website.
* For each workshop, there is space in the conference proceedings.
* All papers in the conference proceedings have to be formatted
according to the following instructions:
http://www.gi-ev.de/service/publikationen/lni/
* Paper accepted for being published in the conference proceedings
should not exceed 10 pages.
* For papers only accepted as a presentation, we will provide handouts
to attendees of the workshop which
includes all those papers which did not manage to be published in the
conference proceedings but got
still accepted for the workshop.
* Submission can be effective via the conference tool.
