*Scope*
Learning and adaptivity and are fundamental issues in developing and
implementing reasoning in agent-based applications. Relying on metaphors
of nature, these issues are inspired from the two-fold biological and
cognitive plausibility which is the basis for many computational models
such as neural networks, evolutionary computation, probabilistic
reasoning and many other softcomputing and machine learning models.
The intelligence of agents is largely attributed to their ability to
continually learn and self-adapt to the environment. This becomes
crucial when the environment dynamically changes over time. Therefore,
agents should self-adjust as new perceptions, facts and forces take
place in the system. Because of this dynamicity, agents evolving in a
multi-agent infrastructure are required to be not only individually
intelligent but also should contribute to the collective intelligence of
the system. That is, the collective behavior must emerge via mechanisms
of adaptation and self-organization.
The aim of this Special Session is to present the recent advances and to
discuss the new directions in this area of research. _Accepted papers
will be published either in a special issue or a book_.

SCOPE AND TOPICS:
The Third International Conference on RESEARCH CHALLENGES IN INFORMATION
SCIENCE (RCIS) aims at providing an international forum for scientists,
researchers, engineers and developers from a wide range of information
science areas. While presenting research findings and state-of-art
solutions, you are especially invited to share experiences on new research
challenges in these main topics:
Databases
Information Systems
WEB Systems
Business Process Modelling, Analysis and Design
Intelligent Agents
Knowledge Management
Ontologies
Knowledge Discovery from Data
Each of these topics areas is expanded on the conference web page
(http://www.farcampus.com/rcis/topics.php). Papers may address one or more
of the listed sub-topics, although authors should not feel limited by
them. Unlisted but related sub-topics are also acceptable, provided they
fit in one of the conference main topics.
CONFERENCE PUBLICATIONS AND BEST PAPERS
Papers that have already been accepted or are currently under review for
other conferences or journals will not be considered for publications at
RCIS�09. Authors are invited to submit papers in English using the paper
format indicated below. Each submitted paper will have to be associated to
one of the four following categories.
Technical solution papers present solutions which are novel or
significantly improve on existing solutions. A technical solution paper
must include a preliminary validation of the proposed solution. Results
must be stated clearly enough so that it is possible to validate them in
later research.
Evaluation papers evaluate existing problem situations or validate
proposed solutions with scientific means, i.e. by empirical studies,
experiments, case studies, simulations, mathematical proofs, etc. The
research method must be sound and appropriate.
Industrial practice and experience papers: present problems or challenges
encountered in practice, relate success and failure stories, or report on
industrial practice. The practice must be clearly described and its
context must be given.
Doctoral Papers are papers submitted by doctoral students (only) and are
related to research work in progress.
PAPER SUBMISSION
The manuscript must contain, in its first page, the paper title, the paper
category (Technical solution, Evaluation, Industrial or Doctoral), an
abstract and a list of keywords but no names or contact details are to be
included in any part of the file. Notification of paper
acceptance/rejection will be sent by email.
All the accepted papers will be published in the RCIS�09 electronic pre
proceedings. Only the papers which have been presented by their authors
during the conference will be published in IEEE post proceedings.
Since it is planned to publish the proceedings in the IEEE Conference
Publications Program, paper submissions must be formatted using the IEEE
2-column format (see http://www.ieee.org). They should be limited to a
maximum of 12 pages.
All paper submissions will be handled electronically (see
//www.farcampus.com/rcis/author.php).
By submitting a paper, authors implicitly agree that at least one of them
will register to the conference and present the paper. Submitted papers
will be reviewed by the RCIS�09 Program Committee based on originality,
significance, technical soundness, and clarity of exposition. A "blind"
paper evaluation method will be used. Therefore authors are kindly
requested to produce and provide the full paper, without any reference to
the authors.
The authors of papers that obtain the highest marks in the reviewing
process will be invited to submit an extended version to a journal.

HIGHLIGHTS
WI-IAT 2009 will be held in Milano, Italy’s business city, one of the
most famous places in the world for fashion, design and history. It will
be hosted by the University of Milano Bicocca, Italy. In addition to
presentations of regular research papers, workshops, tutorials, industry
track, a PhD mentory program, and a demo track will be organized.
WI 2009 will provide a leading international forum aiming at exploring
the fundamental interactions between AI-engineering and Advanced
Information Technology (AIT) on the next generation of Web systems and
services. Here AI-engineering is a general term that refers to a new
area, slightly beyond traditional AI: brain informatics, human level AI,
intelligent agents, social network intelligence and classical areas,
such as knowledge engineering, representation, planning, and data mining
and discovery are examples. WI research seeks to explore the most
critical technology and engineering to bring in the next generation Web
systems.
IAT 2009 will provide a leading international forum to bring together
researchers and practitioners from diverse fields, such as computer
science, information technology, business, education, human factors,
systems engineering, and robotics, to examine the design principles and
performance characteristics of various approaches in intelligent agent
technology, and to increase the cross fertilization of ideas on the
development of autonomous agents and multi-agent systems among different
domains.
The joint organization of IAT 2009 and WI 2009 will provide an
opportunity for technical collaboration beyond the two distinct research
communities.

Mission
The mission of the Journal of Information Privacy and Security (JIPS) is to serve both academics and practitioners as a reliable source on issues of information privacy and security. The Journal is a high quality refereed journal that seeks support from academicians, industry experts and specific government agencies. The JIPS focuses on publishing articles that address the paradoxical nature of privacy versus security amidst current global conditions. It is increasingly important that various constituents of information begin to understand their role in finding solutions to achieve a delicate balance between security and privacy.
The JIPS will facilitate understanding of the information assurance technical framework as it pertains to government agencies, companies and individuals. The topics may include the information privacy and security issues pertaining to initiatives on counter-terrorism efforts around the world, the impact of U.S. federal regulation and compliance issues facing global corporations, the impact of privacy and security initiatives within small and medium enterprises (SMEs), and e-gambling.
Article submissions are encouraged from both academics and practitioners. Each issue will include high quality articles from academics and practitioners, case studies, book reviews, and industry interviews. The Journal addresses issues of privacy and security from a global perspective and will consider articles with a cross-functional focus. The Journal will include articles in the following areas:
- Information Assurance frameworks
- Network security and impact on corporate infrastructure
- Privacy laws and impact on information compliance issues
- The duality of privacy and security and impact on corporate operations
- Governmental regulations and changes on information security requirements
- Data transfer issues across nations, states, and corporations
- Privacy and security requirements in B2B and B2C information flows
- Cross-functional aspects of information assurance and requirements faced by various business functions within companies
- Web sites, portals and the issue of trust
- Information privacy and security as it relates to end-users
- Applications and case studies in privacy and security issues facing business organizations, government agencies and individuals
- Emerging topics such as biometrics, software utilities, and IT obligations and how they change the business environment
Review Process
Each article will be blind-reviewed by three members of the editorial review board. Reviewer recommendation will be considered by the Editor-in-Chief or an Associate Editor. For a revision and rewrite, a revised paper will be sent to one of the Editors for final approval. The final decision will be made by the Editor-in-Chief.

Editorial Preface from the current Issue:
This is the first issue of the Journal of Information Privacy & Security (JIPS) for 2008. This issue includes three articles, one interview, and one book review. The sensitivity associated with the protection of information and data systems continues to point to the importance of privacy and security. An organization needs to define necessary elements that can guarantee the continuance of operations in both private and governmental entities. Each article in this issue discusses this main concern from different perspectives.
The first article, “Responding to Critical Infrastructure Threats of Reliability and Security: Economic, Organizational and Technical Perspectives for a Next Generation US Electric Grid” by Elizabeth White Baker, discusses the existing vulnerability of the US electricity grid with regard to exogenous attacks and analyzes the current and future economic, regulatory and organizational factors that would ensure its reliability in the case of an emergency situation. Since a reliable power supply through an integrated electric grid keeps the nation secure, the US electricity grid is considered a critical fundamental infrastructure with a major role in the cyber security of the US. The author exalts that the issue with the protection of the US electric grid demands for better monitoring and management of the grid itself through focusing on improvements to both technical and organizational elements surrounding the grid. The author, therefore, proposes improving efficiency by changing the existing assessment and avoidance architecture to a cybernetic command and control architecture. The technical features of information systems to improve the emergency preparedness and daily operational functionality of the US electric grid are described, along with the economic, organizational, and regulatory initiatives necessary for such a system to be implemented.
The second article, “Managing Anti-Circumvention Technology for Digital Content” by Taeha Kim, Youngshin Kim, and Alex Talalayevsky, develops a framework for anti-circumvention technology for digital content based on a model that demonstrates how anti-circumvention technologies interact with a firm’s pricing strategy with respect to varying anti-circumvention rules and market parameters. The economic approach taken in this article focuses on how the combination strategies of implementing anti-circumvention technologies and pricing of digital content influences a firm’s profitability under varying market conditions, parameters and consumer attributes. The authors identify that optimal levels are reached under certain conditions at lower levels of technological protection and prices may possibly need downward adjustments in order to stimulate consumption. Furthermore it is enhanced that consumer’s behaviors toward anti-circumvention technologies may be a setting point for firms to define the technological protection to use, tolerance and sensitivity to any disutility will define the profit maximizing for firms. .
The third article, “An Empirical Investigation on Customer’s Privacy Perceptions, Trust and Security Awareness in E-commerce Environment” by Anil Gurung, Xin, Luo, and M. K. Raja, develops a model to study how users can use privacy protection strategies to relieve privacy concerns and take part in ecommerce. The authors conduct the study by empirically testing the relationships between privacy and Internet security measures using the theory of planned behavior to gauge and predict consumers’ behavioral intention to engage in e-commerce transactions. The findings of this study reveal that consumers enhance their online experience by using privacy protection strategies. The results also indicate that to a significant extent, trust may lower the risk beliefs induced by privacy concerns, therefore influencing consumers to engage in e-commerce transactions.
In the Expert Opinion section conducted by Nathaniel J. Melby, Peter B. McCarthy, Assistant Secretary for Management and CFO, United States Department of the Treasury, provides an insight to the core functions of the key government entity in alliance with the role that information technology management plays within it; furthermore defining the future challenges for the protection of privacy and security in government organizations. This interview highlights the importance of the efforts in privacy and security matters in order to protect vast amounts of personal data and direct sensitive communications through secure channels.
In the Book Review section, Joseph S. Mollick reviews the book entitled Management of Information Security by Michael E.Whitman and Herbert J. Mattord. According to Mollick, this is a helpful book for students and professionals in the area of information security management. He comments that since the book does not adequately reference some of the leading research articles in the security area, better academic balance may be achieved when combining this book with academically rigorous articles.

The 10th Annual Global Information Technology Management Association (GITMA) World conference will be held in Mexico City, Mexico on June 14, 15 and 16, 2009. Submission deadline is November 15, 2008.

Mission
-------
Service-oriented computing has emerged as the most promising design paradigm for distributed information systems. The vision of service-oriented computing is to capture business relevant functionalities of existing software systems as services and use service composition to form composite applications. While this vision has yet to be achieved in practise, in particular the application of intelligent systems and techniques promises significant advancements for an adaptive and reliable construction and management of service-oriented applications and systems.
The purpose of the workshop is to present and discuss recent significant developments at the intersections of service-oriented computing and intelligent systems and technologies, and to promote cross-fertilization of ideas and techniques between these fields. In particular, the workshop focuses on techniques from multi-agent systems and artificial intelligence research for an automated construction and management of service-oriented applications/composite services. This includes critical challenges such as agent-based service composition management, self-managed service compositions, intelligent management of service quality concerns, adaptive and reliable evolution and optimization of services.

ISM'09 encourages a multidisciplinary perspective and welcomes papers that address intelligent management of service-oriented applications and systems in general or in the context of specific domains. Workshop topics of interest include, but are not limited to the following:
* Intelligent techniques for determining quality requirements for SOA-based systems
* Intelligent deployment, monitoring, control and exception-handling for service execution and delivery
* Agent-based negotiation and management of service quality aspects
* Intelligent Service Level Agreement lifecycle management mechanisms (development, negotiation, deployment, monitoring, compliance evaluation, termination)
* Agent-enabled adaptation, evolution, and optimization of services and processes
* Intelligent management frameworks and platforms for service-oriented computing
* Agent-based service composition, orchestration, and choreography
* Self-managed service compositions and processes that exhibit intelligent adaptive and autonomic properties
* Integration and management of agent-based services and service-oriented agents
* Resource models for intelligent management of specific QoS requirements
* Intelligent management of the QoS mapping between business processes and the underlying SOA-based systems
* Autonomic and intelligent QoS management in SOA-based systems

Submission and publication

Authors are invited to submit original, previously unpublished research papers. Papers should be written in English and must not exceed 12 pages, strictly following Springer LNCS style (http://www.springer.de/comp/lncs/authors.html) including all text, references, appendices, and figures. Please, submit papers via the SABRE conference management tool in PDF format.
For submission, authors are supposed to register with the SABRE conference management tool, create an entry of their intended full paper submission, and upload their paper until paper submission deadline (05 December 2009).
All submissions will be peer-reviewed by members of the international program committee. Paper acceptance will be based on originality, significance, technical soundness, and clarity of presentation. Accepted papers will be included in the workshop proceedings, and circulated to participants prior to the event. Workshop proceedings are planned to be published in a Springer LNCS volume subject to the quality of submissions. A selection of best papers will also be invited to submit extended and enhanced versions of the papers to a special issue of a major international journal.
At least one author of an accepted paper must register and participate in the workshop. Registration is subject to the terms, conditions and procedure of the SABRE conference to be found on their website http://www.sabre-conference.org/.

Social Mediating Technologies: Developing the Research Agenda
Are you interested in /researching Social Networking Sites, e-Communities,
other collaborative Internet Technologies ? Do you want to discuss the
complex reasons why these technologies are a run away success with leaders
in the field ? If so read on..
The popularity of social networking sites such as MySpace, Facebook and
Bebo, and online communities like Wikipedia and Flickr, has launched a
debate about the social impact of these technologies. This workshop will
review the current state of the art in social networking technologies and
develop a deeper, theory-based understanding of these socio-technical
phenomena.
Workshop Goals
This workshop will survey, discuss and synthesise current knowledge on
Social Mediating Technologies (SMTs) usage to develop a research agenda for
future studies. It will also provide a forum for researchers from academia
and industry to exchange insights into how these technologies are being used
in society and industrial organisations.
(i) to bring together researchers in academia and industry, and from
diverse backgrounds (psychology, sociology, computer science, etc.) who are
interested in understanding the impact of social mediating technologies;
(ii) to create a road map for future research directions.
The immediate goals are to survey current knowledge of SMT research and
develop a deeper understanding of these phenomena from both a social and
technological perspective. The workshop aims to develop a road map of issues
to conceptualise the SMT research space and set the future research agenda
in this field, to look beyond the current investigations and descriptive
studies to more theory-led research.
Participation- Submissions
To participate please submit either a position paper (1,500-2,000 words) or
an extended paper (up to 8,000 words) reporting more substantial research,
on the following topics:
. Empirical and ethnographic studies into the use of social-mediating
technologies (e.g. e-communities, SNS, CMC sites).
. Social network analysis in social mediating technologies.
. Comparative surveys of use of social technologies, ranging from
e-mail to Internet SNS.
. Computational models and simulations of social technologies.
. Critical evaluations of social technologies, design affordances,
usability problems, etc.
. Theories, models and frameworks of technology-mediated
socialisation.

Key Questions
Research questions which could be addressed range from theoretical
connections to pragmatic analyses of use and assessment of the design
features of current technologies, as well as looking forward to the next
generation of SMTs:
. How do SMTs foster the formation of new relationships, or is most
usage simply maintenance of existing face-to-face relationships?
. How do SMTs contribute to the identity of communities and groups?
. Do people change their behaviour online? Evidence suggests that
people are less security-conscious online, so the deeper question is, why?
. How good are people at detecting bogus usage in social technologies,
e.g. advertising; alternatively, do they see advertising as legitimate?
. Which design features of SMTs afford the formation and maintenance
of relationships?
. Which design features of SMTs help group and community identity, and
maintenance of diaspora relationships?
