Motivation
It is obvious that investment in information technology (IT) is
increasing, particularly to support e-business initiatives. At the same
time these investments must compete with other initiatives to secure
funding. E-business is a new frontier for IT investment. The complexity
of benefits from IT investment in e-business arises from a range of
issues such as the difficulty in isolating the benefits from other
initiatives, the lag effects from delayed payoff, indirect payoff from
investments made in the electronic infrastructure, and the need to
coordinate efforts among business partners. It is necessary for
e-business initiatives to objectively demonstrate the benefits received
by the organization. The purpose of IT Investment Payoff in E-Business
Environments special issue is to improve upon existing approaches for
measuring IT investment payoff that are applicable to e-business
initiatives as well as to find new innovative frameworks and methods for
addressing the value of emerging IT for e-business.
Recommended Topics
The special issue invites papers that address the payoff from IT
investment from e-business in any type of organization (business,
government, not-for-profit, military etc.). Both applied and theoretical
research will be promoted. We encourage submissions that relate payoff
approaches from an international perspective. Contributions to the
special issue may be in the form of research papers, surveys, tutorials,
industry papers on designs, solutions and experiences, case studies,
technical innovation papers, commentaries on the state-of-the-art and
discussions on open problems/potential initiatives.

An Adaptive Probe-Based Technique to Optimize Join Queries in Distributed

An adaptive probe-based optimization technique is developed and
demonstrated in the context of an Internet-based distributed database
environment. More and more common are database systems, which are
distributed across servers communicating via the Internet where a query at
a given site might require data from remote sites. Optimizing the response
time of such queries is a challenging task due to the unpredictability of
server performance and network traffic at the time of data shipment; this
may result in the selection of an expensive query plan using a static query
optimizer. We constructed an experimental setup consisting of two servers
running the same DBMS connected via the Internet. Concentrating on join
queries, we demonstrate how a static query optimizer might choose an
expensive plan by mistake. This is due to the lack of a priori knowledge of
the run-time environment, inaccurate statistical assumptions in size
estimation, and neglecting the cost of remote method invocation. These
shortcomings are addressed collectively by proposing a probing mechanism.
Furthermore, we extend our mechanism with an adaptive technique that
detects sub-optimality of a plan during query execution and attempts to
switch to the cheapest plan while avoiding redundant work and imposing
little overhead. An implementation of our run-time optimization technique
for join queries was constructed in the Java language and incorporated into
an experimental setup. The results demonstrate the superiority of our
probe-based optimization over a static optimization.
ARTICLE TWO:
A Metadata Oriented Architecture for Building Datawarehouse

Data warehouse is an intelligent store of data that can aggregate vast
amounts of information. A metadata is critical for implementing data
warehouse. Therefore, integrating data warehouse with its metadata offers a
new opportunity to create a more adaptive information system. This paper
proposes a metadata-oriented data warehouse architecture that consists of
seven components: legacy system, extracting software, operational data
store, data warehouse, data mart, application, and metadata. A taxonomy for
dataflow and metaflow is proposed for better understanding of the
architecture. In addition, a metadata schema is built within the framework
of the seven components. The architecture with its metadata component is
applied to a real-life data warehouse for a large medical center in order
to illustrate its practical usefulness.

The Development of Ordered SQL Packages to Support Data Warehousing

Data warehousing is a corporate strategy that needs to integrate
information from several sources of separately developed Database
Management Systems (DBMSs). A future DBMS of a data warehouse should
provide adequate facilities to manage a wide range of information arising
from such integration. We propose that the capabilities of database
languages should be enhanced to manipulate user-defined data orderings,
since business queries in an enterprise usually involve order. We extend
the relational model to incorporate partial orderings into data domains and
describe the ordered relational model. We have already defined and
implemented a minimal extension of SQL, called OSQL, which allows querying
over ordered relational databases. One of the important facilities provided
by OSQL is that it allows users to capture the underlying semantics of the
ordering of the data for a given application. Herein we demonstrate that
OSQL aided with a package discipline can be an effective means to manage
the inter-related operations and the underlying data domains of a wide
range of advanced applications that are vital in data warehousing, such as
temporal, incomplete and fuzzy information. We present the details of the
generic operations arising from these applications in the form of three
OSQL packages called: OSQL_TIME, OSQL_INCOMP and OSQL_FUZZY.

Issues in Transaction-Time Temporal Object Database Systems

Object database systems (ODBs) are an attractive alternative to relational
database systems, especially in application areas where the modeling power
or performance of relational database systems is insufficient. These
applications typically maintain large amounts of data. Frequently, some of
the data is temporal data. For the temporal data, the whole history of the
individual objects is kept, and data is never deleted. The area of temporal
ODBs is still immature, and there are many design issues that need to be
solved in order to be able to achieve the desired performance. In this
paper, we discuss some temporal ODB research issues and possible solutions
related to object storage, object management, main memory buffering, and
language bindings.

TOPICS:
The PADS workshops provide a forum for presenting recent work that
enhances the understanding of parallel and distributed simulation
techniques (including optimistic, conservative, real-time and
interactive synchronization, synthetic environments, virtual reality,
DIS and HLA, and web-based simulation) and their use in real-world
situations.
Papers on a diversity of topics are welcomed, particularly those
that indicate and explore new directions; the scope of PADS 2002
is by no means limited to the topics explicitly mentioned here,
nor to those discussed at previous meetings.
We invite RESEARCH CONTRIBUTIONS that present new formulations,
theoretical models, architectures, algorithms, protocols, data
structures or other implementation techniques; in short, anything that
advances the state of the art or provides deeper insight into its
fundamental nature. Papers describing languages, systems, libraries,
tools or techniques that facilitate the development, interoperation,
re-use and validation of parallel simulation models are also sought,
as are contributions towards predicting their performance.
We also solicit APPLICATION STUDIES AND EXPERIENCE REPORTS from
practitioners who have tried to apply these techniques in real-world
applications. Success stories that demonstrate the practical benefits
that parallel, distributed, and web-based simulation can offer are
obviously welcome, but we would also encourage those for whom these
techniques did not prove successful to characterize those aspects of
their problem that caused the most difficulty and thereby frame
challenges for future research. (Naturally, deeper analysis than
just ``we tried this and it did/didn't work'' would be preferred!)
SUBMISSIONS:
Papers must be written in English and should not exceed 5000 words.
Authors should identify clearly the contribution of their paper,
explain its significance, and show how it relates to previous work.
Papers must not have been previously published, nor may they be under
consideration for publication elsewhere.
All submissions will be reviewed using a double-blind review process
--- the identities of authors and referees will not be revealed to
each other. To ensure blind reviewing, authors' names and
affiliations should not appear in the submission, and bibliographic
references should be modified so as not to reveal the identities of
the authors.
Authors are encouraged to submit their papers in electronic form.
Further guidelines regarding submissions will be made available on
the PADS 2002 web site in due course.
SCHEDULE:
Electronic submissions (PostScript only) be sent to the program
co-chairs by 5 OCTOBER 2001. Papers may also be submitted as
hard copy, but in this case SIX copies must be received by the earlier
date of 28 SEPTEMBER 2001. Notification of acceptance will be made by
20 DECEMBER 2001. Camera ready final versions of accepted
papers will be required approximately mid FEBRUARY 2002.

Following my recent posting about responses to the question,
"What is a peer-reviewed journal?", I received the attached
message below from Lee Giles. He referred me to an empirical
study in Nature magazine that argues that articles available
online are cited more frequently.
This is rather fascinating, especially in light of Jeimy
Cano's recent posting (August 31) introducing us to the
Public Library of Science

My colleague Steve Sawyer forwarded me some of your
comments.
One issue that you might want to consider is how
peer-reviewed journals are rated and/or compared. A debated
useful measure is impact factor. There are many ways of
doing this - number of citations (NC) to the journal for a
period of time, say a year; NC/(number of articles
published), etc. The second measure attempts to normalize
ratings over all journals. A journal
with few cites is for a select and focused community. A
journal with many is for a large and diverse community.
Authors usually want to publish in high impact journals. How
does a journal have a greater impact?
A colleague of mine showed that online papers are cited more
than those not online. Would the same be true of a journal?
