It is a major international forum for academia, industry, and government to discuss research results and advancements, emerging challenges, and future trends in computer and software technologies and applications. The theme of COMPSAC 2019 is Data-Driven Intelligence for a Smarter World. In the era of “big data” there is an unprecedented increase in the amount of data collected in data warehouses. Extracting meaning and knowledge from these data is crucial for governments and businesses to support their strategic and tactical decision making. Furthermore, artificial intelligence (AI) and machine learning (ML) makes it possible for machines, processing large amounts of such data, to learn and execute tasks never before accomplished. Advances in big data-related technologies are increasing rapidly. For example, virtual assistants, smart cars, and smart home devices in the emerging Internet of Things world, we think, make our lives easier. But despite the perceived benefits of these technologies/methodologies, there are many challenges ahead. What will be the social, cultural, and economic challenges arising from these developments? What are the technical issue related, for example, to the privacy and security of data used by AI/ML systems? How might humans interact with, rely on, or even trust AI predictions or decisions emanating from these technologies? How can we prevent such data-driven intelligence from being used to make malicious decisions? COMPSAC 2019, organized as a tightly integrated union of symposia, will focus on technical aspects related to these kinds of issues as part of the ”Intelligence” theme of the conference. The technical program will include keynote addresses, research papers, industrial case studies, fast abstracts, a doctoral symposium, poster sessions, and workshops and tutorials on emerging and important topics related to the conference theme. Highlights of the conference will include plenary and specialized panels that will address the technical challenges facing technologists who are developing and deploying these data-driven intelligent systems and applications. Panels will also address cultural and societal challenges for a society whose members must continue to learn to live, work, and play in the environments the technologies produce. Authors are invited to submit original, unpublished research work, as well as industrial practice reports. Yet the security of information systems and the privacy offered by them depends on more than just technology. Each requires an understanding of the incentives and trade-offs inherent to the behavior of people and organizations. As society’s dependence on information technology has deepened, policy-makers have taken notice. Now more than ever, careful research is needed to characterize accurately threats and countermeasures, in both the public and private sectors. The Workshop on the Economics of Information Security (WEIS) is the leading forum for interdisciplinary scholarship on information security and privacy, combining expertise from the fields of economics, social science, business, law, policy, and computer science. Prior workshops have explored the role of incentives between attackers and defenders of information systems, identified market failures surrounding Internet security, quantified risks of personal data disclosure, and assessed investments in cyber-defense. The 2019 workshop will build on past efforts using empirical and analytic tools not only to understand threats, but also to strengthen security and privacy through novel evaluations of available solutions. We encourage economists, computer scientists, legal scholars, business school researchers, security and privacy specialists, as well as industry experts to submit their research and participate by attending the workshop. Suggested topics include (but are not limited to) empirical and theoretical studies of: Optimal investment in information security Models and analysis of online crime (including botnets, ransomware, and underground markets) Cyber-risk quantification and cyber-insurance Security standards and regulation Vulnerability discovery, disclosure, and patching Incentives for information sharing and cooperation Cyber-security policy Economics of privacy and anonymity Behavioral security and privacy Incentives for and against pervasive monitoring threats Cyber-defense strategy SUBMISSION Submitted manuscripts should represent significant and novel research contributions. WEIS has no formal formatting guidelines. Previous contributors spanned fields from economics and psychology to computer science and law, each with different norms and expectations about manuscript length and formatting. This year, authors have the option to submit their manuscripts in anonymized form for double-blind review. Advisable rules of thumb include: using past WEIS accepted papers as templates and adhering to your community’s publication standards. The paper that best represents, in terms of quality and suitability, the theme and ideals of the conference will be awarded the "Best Paper Award" during the conference. Research-in-Progress Submissions Submissions must be no more than 7 pages. All research-in-progress submissions will be published in the proceedings as short papers. Teaching Cases We welcome submissions of teaching cases. The cases should be based on real situations and targeted at specific learning objectives. Cases should be no more than 12 pages and must be accompanied by instructor teaching notes (not included in the 12 pages). The teaching notes will not be published. Workshop, Panel, and Tutorial Submissions Submissions must be no more than 3 pages. Proposals should include the objectives, topics to be covered and the full details of all presenters. Method of presentation is at the submitter's discretion; however, the submitter has the responsibility for providing his/her own panel members. All accepted proposals will appear in the conference proceedings. IMPORTANT NOTES: 1. While the primary language of the conferences is English. Tracks 5 & 6 will accept papers in Portuguese and Spanish, as well as English. 2. The number of submissions by an author (including joint authorship) is strictly limited to a maximum of two. 3. Authors of accepted papers (at least one person per submission) and all panel members and tutorial presenters MUST register AND attend the conference. 4. The dg.o conference is an established forum for the presentation, discussion and demonstration of interdisciplinary digital government research, technology innovation and applications. Traditional forms of service provisioning, policy-making and enforcement are changing due to the inclusion of AI algorithms, mechanisms and techniques. In addition, papers introducing recently started research projects or summarizing project results are welcome as well. We encourage researchers and practitioners to submit a late-breaking work as it provides a unique opportunity for sharing valuable ideas, eliciting useful feedback on early-stage work, and fostering discussions and collaborations among colleagues. Late-Breaking Results papers have a length of 4 to 6 pages in the ACM SIG proceedings template and will be presented to the conference as posters. SUBMISSION AND REVIEW PROCESS Submissions (demos and late-breaking results) must adhere to the ACM SIG Standard (SIGCONF) proceedings template.
