This special issue welcomes contributions on information systems as enablers of innovation in the public sector, at the municipal, state or federal level, in any nation, and even between countries. Information systems are the catalysts for IT-enabled innovations that are transforming the nature of public agencies, the manner in which they design, implement, and evaluate public policy, and the governance of public goods. The goal of this special issue is to advance the state-of-the-art by encouraging groundbreaking, thought-provoking, and novel papers that examine all facets of information systems-enabled innovation in the public sphere.
We are specifically interested in papers that push the frontiers on how the implementation of new information systems in the public sector enable strategic innovation. New public sector initiatives around the world include the adoption of IoT in Smart Cities, the use of cloud computing and data analytics for improved decision-making and policy development, the implementation of blockchain to license government assets and transmit records securely, or the incorporation of artificial intelligence applications for the delivery of e-services. In this context, the aim of this special issue is to compile theoretically-grounded and empirically-valid assessments of these initiatives.
Papers of interest can be conceptual or empirical, but must advance our understanding of innovation dynamics in the public sphere.
Submissions may address any the following topic areas but are not be limited to these:

MINITRACK DESCRIPTION
E-Government is an emerging paradigm to deliver government services to citizens, businesses, and other stakeholders through the use of Internet and information and communication technologies (ICTs). Over years, e-Government development has transitioned from cataloguing, transaction processing to vertical and horizontal integration in both developed and developing nations. The objective of this mini-track is to provide a forum for discussion and presentation of original research highlighting current issues related to technical, organizational, managerial and socio-economic aspects of e-Government adoption, evolution, implementation and impact. We seek to invite papers that address various aspects of e-Government projects from a theoretical, conceptual, or empirical perspective to set the stage for future research direction in e-Government. Both quantitative as well as qualitative studies on e-Government from developed and developing countries perspectives are encouraged.

We invite submissions to the Dark Side of Information Technology Use
mini-track at the Americas Conference on Information Systems (AMCIS) 2018
to be held in New Orleans, LA, August 16-18, 2018.
Information systems (IS) research traditionally emphasizes the positive
values and outcomes (e.g., productivity and enjoyment) of information
technology (IT) use. The dark side of IT use (e.g., technology addiction,
technostress, information overload) remains an under-explored area of
research. Emerging IS research has begun to examine the dark side of IT use
that harms the individuals, organizations, and societies. While the dark
side of IT use has attracted increasing scholarly attention, the continuous
advancement of IT has dramatically increased the scope and intensity of the
phenomena. This mini-track provides a forum for the exchange of research
ideas and best practices related to the dark side of IT use. It aims to
raise awareness of the emerging negative aspects of IT use, and address the
challenges of maintaining a productive, enjoyable and healthy use of IT.
We invite both completed and research-in-progress papers. Topics of
interest include, but are not limited to:
- Theoretical models explaining relationships between the antecedents and
negative outcomes of IT use
- Conceptualization and operationalization of the concepts related to dark
usage of IT (e.g., misuse, obsessive use, compulsive use, and addictive use)
- Theoretical models explaining dark usage of IT
- Negative outcomes of IT use in different levels (individual,
organizational, societal levels)
- Relationships between positive and negative outcomes of IT use
- Technological designs and negative outcomes of IT use
- Cultural differences and negative outcomes of IT use
- Measurements of negative outcomes of IT use
- Prevention and intervention programs for reducing levels of negative
outcomes of IT use
- Legislation for alleviating negative outcomes of IT use
- Novel methodological approaches for studying negative outcomes of IT use
- Future trends of research on negative outcomes of IT use

For its 2018 edition, KR will solicit proposals for both the Tutorial and Workshop tracks. Tutorials and workshops will be held from 27 to 29 October 2018, prior to the KR main technical program, which will run from 30 October to 1 November 2018. The attendance of tutorials is complimentary to all KR registered participants. Workshop attendance will be subject to payment of a workshop fee, which is separate from that of the main conference.
** SUBMISSION INSTRUCTIONS **
Each proposal (tutorial or workshop) should be in English and must be submitted electronically using the following submission forms:

For all accepted proposals, KR will take care of all local arrangements.
* SUBMISSION REQUIREMENTS FOR TUTORIAL PROPOSALS *
Each tutorial proposal should contain the following information:
- A short title of the tutorial.
- A two-paragraph description of the tutorial.
- Proposed length of the tutorial (half day is the default and recommended length, but an argument can be made for a full day tutorial).
- A detailed outline of the tutorial.
- The potential target audience for the tutorial and prerequisite knowledge.
- A brief resume of the presenter(s) including:
. Name,affiliation, and email address.
. Evidence of scholarship in the area, including a list of publications.
. Evidence of teaching experience.
The main duties of the tutorial organizers are:
- Setup a web-site for the tutorial, which should include, at least, title and abstract of the tutorial, presenters? details, outline, tutorial notes and related reading material.
- Deliver the tutorial at KR 2018.
* SUBMISSION REQUIREMENTS FOR WORKSHOP PROPOSALS *
Each workshop proposal should contain the following information:
- Title of the workshop and acronym.
- Names, affiliations, and contact details of the organisers.
- Short description and format.
- History of the workshop (if applicable) and related events.
- Size of the workshop and duration.
- Tentative list of PC members with their respective affiliations.
- Experience of the organisers.
- Tentative call for papers.
The main duties of the workshop chairs are:
- Set up a website for the workshop.
- Advertise the workshop and distribute its call for papers.
- Coordinate the peer-reviewing of submitted contributions.
- Organise a schedule for the workshop in collaboration with the local organisers and the Workshop Co-Chairs.
- Coordinate and moderate the workshop participation and content.
Each accepted proposal will be waived two workshop registrations to be used at the discretion of the organisers (e.g., to cover the registration of an invited speaker).
KR reserves the right to cancel a workshop if it does not have enough participants to cover its running costs.

The International Conference on Advances in Big Data, Computing and Data Communications Systems (icABCD) is aimed to be an annual conference for researchers, academicians and industry persons in the field of Computer Science, Information Systems & Communication Technologies, Engineering and related fields. icABCD2018 will be organised in Durban, South Africa with technical support from the IEEE South Africa Section on 6-7 August 2018. We hope that this conference will attract a large number of delegates from all over the world.
This 2-day conference will include invited keynotes and oral presentations. icABCD 2018 will provide a forum for researchers from both academia and industry to exchange the latest innovations and research advancements in mobile & data communication systems, big data & soft computing, green IT & energy, computer security and ICT for Development. We hope that the conference will consist of many high quality technical sessions. Two half-day workshops on Cryptography & Cryptocurrencies and Introduction to Machine Learning will be offered for free to conference participants. Workshop participants are expected to bring their laptops.
Authors are invited to contribute original research papers which can be submitted electronically via the conference website. The papers accepted after the review and presented in the conference will be submitted for potential inclusion in the IEEE Xplore Digital Library. All papers will be double-blind reviewed by at least two independent reviewers. At least one of the authors of each accepted paper must register and attend the conference, in order for the paper to appear in the conference proceedings and IEEE Xplore.

Session‘s details and aim
We are delighted to invite contributions to the Invited Session - Digital Architecture and Decision Management - within the 10th International Conference on Intelligent Decision Technologies, which is co-located under the KES Smart Digital Futures 2018 umbrella.
Digitization profoundly changes our society and economy and thus the way we live, work, learn, communicate, and collaborate. The interaction of digitally integrated customers, products and services provides new ways of value creation. Digitization is the creation of digital architecture and the use of decision management for enabling innovative business models and transforming existing business models and processes.
The session –Digital Architecture and Decision Management – covers fundamental and practical aspects to support the digital transformation of products, services and processes. This disruptive change interacts with all information processes and systems, which are important business enablers for digitization since years. Digital architectures enable the intense interaction with customers and products. The customer is closely integrated with business processes and interacts like a co-worker by using implicit touch points, which are provided by mobility and wearable systems and the Internet of Things.
The data collected by these interactions allow to automate decisions impacting the customer. Digitized products and services have dynamically extendable capabilities by accessing external services. Using them they are able to autonomously make decisions hitherto reserved to human beings.
Decision Management considers decisions as first- class citizens in management equal to
service and processes. It supervises and controls the identification, development, deployment, operation and optimization of decisions and their components. Decision components may be data sources, decision models and decision foundation. By handling decisions separately from processes and services, decision management takes into account that decisions, processes and services evolve at different speeds.
Furthermore, decision management increases reuse and consistency of decisions by enabling centralized repositories that provide decisions to services and processes.
Our aim is to provide a platform for researchers and practitioners to discuss both technological and business aspects of the digital transformation and to have a deep look into the flexible digital architecture and decision management mechanisms in the context of technologies, platforms, services, and applications, fostering customer experience

Digital Transformation - an imperative for today's business markets
Nowadays, digital technologies transform the way the business is made,
the companies grow, the links between people are created and evolve,
as well as many other domains. The digital transformation means that
digital usages inherently enable new types of innovation and creativity
in various domains. In general, Digital Transformation can be defined
as an integration of digital technology into all areas of business,
resulting in fundamental changes to how businesses operate and how they
deliver value to their customers. The BIS Conference traditionally has
focused on actual trends of development, implementation and application
of business information systems in different domains. Thus, to continue
this tradition, the upcoming edition of BIS will focus on the Digital
Transformation that affects both individual businesses and whole
domains, such as e.g. administration, communication, art, medicine,
healthcare, finance and science.
The Digital Transformation is described as "the total and overall
societal effect of digitalization". Digitization has enabled the
process of digitalization, which resulted in transformation of existing
business models, socio-economic structures, legal and policy measures,
organizational patterns, cultural barriers, etc. There are a number of
reasons why businesses undergo Digital Transformation. The main
argument is that they simply have to. With the evolving business
markets, companies that want to succeed must understand how to apply
technology to support strategical decisions and realise the visions.
However, there are many ways how it may be achieved. Thus, the BIS 2018
Conference wants to drive the discussion of Digital Transformation
related to problems, challenges and opportunities for today's business
markets. We invite researchers and business practitioners to present
and publish their latest research results. Our goal is to enable
sharing theoretical and practical knowledge of ongoing Digital
Transformation activities and thus to inspire researchers to think

This is the *First*call for papers for the *17th European Conference on
e-Learning (ECEL 2018)* being co-hosted by *Hellenic Air Force Academy
(HAFA) *and the *Technological Educational Institution (TEI) of Athens,
Greece,*1-2 November 2018.
This call will *close*on *the 12^th April 2018.*
At ECEL 2018 we want to establish what really matters in e-learning.
Increasingly e-learning is taking a logical place in the design of
learning materials. It is often integrated in the design process of
learning. A blended learning design cycle sets goals, works out how
these goals are best achieved, and then fills out the appropriate
methods of learning. In this way, e-learning can be chosen as a method
of learning, and can be selected for its true value. We are expecting
examples of great course design as well as examples of good practice,
showing the real value of e-learning innovations. By investigating the
design and rationale behind good practice individuals will be better
able to apply e-Learning applications in their own setting.
*We invite contributions of**empirical and experiential research, and
case studies and work-in-progress/posters are also welcomed approaches.
PhD Research, proposals for roundtable discussions, non-academic
contributions and product demonstrations based on the main themes are
also invited.***

The 38th IEEE International Conference on Distributed Computing Systems (ICDCS 2018, http://icdcs2018.ocg.at/) solicits Workshop proposals. Workshops provide opportunities for focused discussion on selected topics related to Distributed Computing Systems in a group setting.
A workshop proposal submission consists of a descriptive proposal that is not more than 3 pages in length and contains the following information:
* Title of the workshop
* A brief technical description of the workshop, identification of specific technical issues, focus, and justification of its timeliness
* A brief description of the review process
* Names and contact information of the organizer
* The names, postal addresses, phone numbers and e-mail addresses of the proposed workshop organizing committee. This committee should consist of at least two persons knowledgeable in the technical issues to be addressed by the workshop
* Primary contact of the organizing committee
* Estimated number of participants, length, and timetable of the workshop
* Resources required, such as one day or half day workshop, expected number of attendees (room size), whether a panel setup is needed, etc.
* A tentative call for papers with important dates (submission of papers, notifications etc.)
* Information about the previous edition of the workshop (if any) including:
* History and frequency of the workshop
* Previous conference co-locations
* URLs, if available
* Approximate attendance
Acceptance will be based on an evaluation of the workshop’s potential for generating useful results, the timeliness of and the expected interest in the topic, and the proposers’ ability to lead a successful workshop.
Organizers are expected to perform any additional advertising in related communities outside the main ICDCS community, to create and maintain the workshop website, arrange for the collection and refereeing of submissions, and to co-ordinate the collection and delivery of camera ready material and IEEE copyright transfers.

This minitrack solicits papers using social theory to critically examine ICTs and their roles in enabling and constraining social inclusion. What can be done to improve access to computing for underrepresented groups? In what ways do new technologies impact digital divides? What are the social, cultural, political, and economic implications of the Internet of things? These are examples of the kinds of questions we are interested in exploring in this minitrack. We are particularly interested in completed or emerging research using social theory to address the conference theme, Digital Disruption, critically examining the ways in which emerging technologies are changing the sociotechnical landscape in ways that narrow or widen the digital divide.
This will be the 18th consecutive year for STIR, and we hope to continue a tradition of high quality papers, and thought-provoking and lively discussion for IS researchers using social theory in their work.
In addition to research aligned with the conference theme we are also interested in high quality empirical and conceptual work that uses social theory to investigate issues such as (but not limited to):
• Improving access to computing for underrepresented minorities
• Reengineering the pipeline in STEM education for greater inclusiveness and diversity
• Critically assessing the ways in which ICTs and information systems can be used to privilege some and exclude others
• Understanding the impacts of the Internet of Things on the digital divide
• Assessing the unintended consequences of technology implementation and use in organizations and in social life
• Reflection on the ways in which ICT assemblages support and challenge political, cultural, and economic hegemonies.
