QUATIC proceedings are published by IEEE CPS and we expect that, as in

THEMATIC TRACKS:
The first part of the technical program will be organized on a series of
Thematic Tracks, each corresponding to a specialized topic, whose
program is selected by a program committee of experts on that topic,
thus ensuring a focused review exercise that will provide an optimized
feedback to authors and will guarantee the quality of the final program.
These tracks will run in parallel in a workshop-like fashion and are the

MAIN TRACK:
This track will occur after all technical tracks are over and will
include keynote speeches and the presentation of the best papers from
each track, so that all QUATIC participants can enjoy them. This track
will also include lively panels on hot topics. Two keynotes are already
confirmed, to be delivered by Joost Visser and Michaela Greiler.
Joost Visser is head of research at the Software Improvement Group (SIG)
in Amsterdam, The Netherlands, a consultancy company that audits
software systems and provides advice on aspects such as how to reduce
their maintenance cost or improve their energy efficiency. He is also a
Professor of “Large-Scale Software Systems” at the Radboud University
Nijmegen, The Netherlands. He recently co-authored the book "Building
Maintainable Software – Ten Guidelines for Future-Proof Code”. His work
on maintainability metrics is the most widely cited paper from all those
ever presented at the QUATIC conference.
Michaela Greiler is a researcher at Microsoft, where she support product
teams including Office, Windows, Exchange to optimize their software
development processes. Michaela especially focuses on optimizing
effectiveness of product-wide testing and code reviewing activities.
Before working at Microsoft, Michaela developed several reverse
engineering techniques and tools for large and complex software systems
to help developers understand complex code, especially test code.

PARALLEL EVENTS:
- SEDES
This parallel event will bring together Software Engineering PhD
students to present and discuss their work with a panel of professors
and experts on the field.
- Business Day
This event aims at fostering the dissemination of best practices and to
allow a lively discussion of hot topics and quality concerns in specific
application domains. During the Business Day conference sponsors will
share their knowledge and promote hands-on contact with new tools.

Recent reports show that more and more companies adopt social media to support knowledge management (KM). These companies experience considerable changes in the way they communicate and collaborate internally once they have implemented related technologies and platforms. In addition, the challenges of the digital age make transforming underlying work practices and organizational structures more urgent. While the organizational capacity to deal with social media is maturing, we are far from embracing those changes on knowledge practices. A number of questions is to be addressed: What does the emergence of social and related mobile media mean for KM initiatives in companies? Do they have to and how do they rethink their processes and strategies? What are the timely relevant research fields for academia? Which of our established KM models do still hold, where do we need new models or frameworks? This minitrack calls for contributions that take KM one step further in the light of these contexts.
Topics include but are not limited to:

* Appropriation and use of social and mobile media upon individual users, groups, businesses, and governments for KM

IEEE ISSPIT 2016 is the sixteenth in a series of international symposia that

INTRODUCTION
The workshop is framed in the main conference topics, being this an

specific area, healthcare. The main goal of this workshop is presenting

Intelligent Systems can contribute to improve the quality of the
decision process in healthcare. This workshops involves all the topics
associated to Business Informatics when applied to healthcare.
The Business goal in Healthcare is increasing the quality of services in
healthcare reducing costs. This objective contributes to improving the
quality of life of patients, in some cases reducing mortality and
morbidity. To achieve this goal, the use of intelligent system in the
decision process becomes essential.
This workshop is focused on demonstrating how to take advantages of
using Computer Intelligence, ensuring interoperability and security,
overcoming local and temporal barriers in order to support the society
needs and the development of innovative systems and applications to
support Healthcare decision support.
ISA'Health 2016 will bring together the researchers who are working in
the area of Intelligent System and Business Informatics. The
cross-domain integration and appraisal of different fields related to
Intelligent Systems and Applications provides an atmosphere to foster
variety of perspectives and opinions.

Machine Learning and Network Analytics in Finance Minitrack
at Hawaii International Conference on System Sciences HICSS-50: January

This minitrack covers contributions on the use and extension of machine
learning and network analytics in financial and econometric analysis.
Advanced analytics has been present in the finance literature for decades.
However, as a result of developments in the last 15 years, such as the
emergence of technological advances and the 2008 financial crisis, the
importance of contributions utilizing these techniques have increased
significantly. In recent years, it has become crucial to be able to tackle
problems in the financial context involving an unprecedented amount of both
structured and unstructured data. Likewise, the past financial turmoil with
global repercussions has stimulated an interest in advanced approaches for
systemic risk measurement. Machine learning and network analysis techniques
offer tools for the analysis of a wide range of topics in interconnected
financial markets. The purpose of this minitrack is to disseminate
significant results on new models relying of machine learning and network
analytics, together with relevant and important applications of these
models. The scope of the potential contributions to the minitrack is broad
and covers most recent advances in analytics, big data, visual analytics,
soft computing and network analytics in a financial context.
The topics covered by the minitrack include (but are not limited to):
- Predictive analytics including firm and country-level early-warning
indicators and models
- Network analysis, contagion models and topology hierarchies in
financial markets
- Systemic risk measures and financial stress indices
- Stress-testing, scenario analysis and simulation
- Text analytics for semantic and sentiment analysis
- Machine learning in portfolio optimization, value at risk and overall
risk management

The public sector is data-intensive by its very nature and trends like the opening of data and the Internet of Things (IoT) results in the availability of even more data. Datification refers to sensing and the subsequent collecting of all kinds of data using machine-readable data formats. Datafication is rapidly becoming a mainstream activity of public organizations. In addition public organizations are opening more and more of their data to the public. Open data can be combined with all kind of data sources to infer and generate value. This can results in recommendations for improving the public sector, business model innovation and the creation of transparency. These developments are resulting in drastic changes of the public sector.
The rise of all kinds of data has resulted in the demand for new approaches for organizing, storing, processing, curation, linking and visualization result of data. Data pipelines are created in which data is combined in real- time for creating new applications. Cloud services are changing the ways of providing and processing data, based on virtualized resources meeting requirements like security, privacy and scalability. Although there is a huge potential how this should be accomplished and what the impact of public organizations is not understood. All these developments impact the operation of governments, their relationship with the public and there are changes at the technical, organizational, managerial and political level impacting the capabilities needed, the making of policies and traditional institutional structures.
This minitrack is aimed at discussing theories, methodologies, experience reports, literature and case studies in the field of Open Data, Information Processing and Datification in Government. We solicit for papers covering both organizational and technical aspects and combining theory and practice. Papers taking interdisciplinary approaches and covering a multitude of aspects are strongly encouraged. Furthermore we promote a diversity of research methods to study the challenges of this multifaceted discipline including best practices, case studies, design approaches, literature reviews and interviews.

SUBMISSION
Full papers will be included in the Conference Proceedings published by the IEEE Computer Society and maintained in the IEEE Digital Library. HICSS publications account for the top 2% downloads of all IEEE conferences, and have been consistently ranked as the most cited papers in top journal publications.

April 1: Paper Submission and Review System for HICSS-50 goes live.
June 15 (11:59 PM, Hawaii Time): Deadline to submit full manuscripts for review.
August 16: Acceptance/Rejection notification will be sent to authors.
September 4: Submission deadline for AM papers.
September 15: Deadline for submitting final manuscript for publication to the Publication System.
October 1: At least one author of each paper should register by October 1 in order secure publication in the Conference Proceedings.

About the Workshop
Our society needs and expects more high-value services. Such
”knowledge-intensive” services can only be delivered if the necessary
organizational and technical requirements are fulfilled. In addition,
the cost-benefit analysis from the service provider point of view needs
to be positive. There is a large and rapidly increasing literature on
how artificial intelligence might be used to develop more “intelligent”
information systems. The proposed workshop will address all possible
research in the Intelligent Information Systems. The workshop will

pages total in length in the IEEE format.
