Special Issue on General Theories of Software Engineering
(see also http://semat.org/?page_id=937)
Submission deadline: October 14, 2013
Most academic disciplines emphasize the importance of their general
theories. Examples of general theories include the Big Bang theory,
Maxwell?s equations, the theory of the cell, the theory of
evolution, the theory of demand and supply, but among the general
theories are also found theories with names such as the general theory
of crime and the theory of marriage, both well-established within their
respective fields. Few general theories of software engineering have,
however, been proposed, and none have achieved significant recognition.
The main consequence of a lack of theory is a craft, limited to problem
solving by trial-and-error and rules-of-thumb and in most cases only
related to a limited area of relevance. Its knowledge base cannot be
used for other than the most rudimentary predictions. This, in
turn, means that its innovations can only be tested in vivo, which in
addition to providing only little general insight can be both expensive
and painful. The long list of well-known software failures is a
testament to the tradition of trial-and-error. Theory addresses this
problem, because a theory is a system of rules that explain the real
world at some appropriate level of abstraction, but cheaply and without
pain. Theory can provide answers to questions that otherwise might be
prohibitively expensive or impossible to give. A general theory of
software engineering would ideally advise against costly error
before the trial begins.
This special issue, organized by the SEMAT initiative, aims to provide a
forum for discussing the concept of a general theory of software
engineering. The topics considered include the benefits, the
desired qualities, the core components and the form of a general theory.
Explicit proposals of general theories of software engineering are
equally welcome. The special issue follows the publication of an article
with the title ?Where is the Theory for Software Engineering?? in
September/October 2012 issue of IEEE Software, as well as two SEMAT
Workshops on a General Theory of Software Engineering (GTSE 2012
[http://semat.org/?page_id=561] and 2013
[http://semat.org/?page_id=760]), the most recent in conjunction with
the ICSE.

MISSION OF IJITSA:
Prospective authors are invited to submit manuscripts for possible
publication in the International Journal of Information Technologies and
the Systems Approach. The primary objective of IJITSA is to publish
research articles that are globally relevant for IT stakeholders and where
a systemic interdisciplinary and/or a multi-methodology research
perspective are considered. IJITSA improves scientific and technological
knowledge regarding the engineering and management of IT systems by
fostering the utilization of the Systems Approach.
INTRODUCTION TO SPECIAL ISSUE THEME:
While services ?as a type of business classification (Quinn, 1992)- and
service systems have been engineered, managed and studied from early past
century (Chase and Apte, 2007), their core re-foundations can be tracked
recently (Cook et al. 1999). Furthermore, the economic relevance of
service systems (or service sector in general) in the modern worldwide
economy is totally recognized. As Sheenan (2006) reports ?business
organizations focused on delivering help, utility, experience, information
or other intellectual content ? account for more than 70% of total value
added in the OECD?. Thus, service systems and service concept - as opposed
to the product concept or the single post-sale business activity - have
experienced fundamental changes, and acquired a high-practical business
and theoretical relevance. In this special issue, we pursue to advance our
scientific knowledge on the processes, methodologies, techniques and tools
for engineering and managing IT-based service systems under a Systems
Approach. The service-oriented paradigm has permeated several disciplines
(Chesbrough and Spohrer, 2006). IT-based service systems can be defined as
?? a value coproduction configuration of people, IT, other internal and
external service systems, and shared information (such as language,
processes, metrics, prices, policies, and laws.? (adapted from Spohrer et
al., 2007). Accordingly, a service can be defined ?in general- as ?? the
application of resources (including competences, skills, and knowledge) to
make changes that have value for another (system)? (idem, 2007). Service
paradigm has been identified as one of the relevant themes for IT in the
last decade (Demirkan and Goul, 2006; Rai and Sambamurthy, 2006;
Beachboard et al. 2007; Zhao et al. 2008). In particular, in this special
issue we are interested in advancing the scientific knowledge on how to
design IT-based service systems, as systems which comprise hardware,
software, network infrastructure, data, environment and people components
(Gallup et al., 2009). While models of processes for engineering and
managing IT-based service systems (like ITILv2, ITIL v3, CMMI-SVC, CobIT,
ITUP, MOF 4, ISO 20000) have been posed, their specific practices are
still unclear and few used by most IT practitioners. We consider such a
topic to be mandatory to foster a cost-effective and trustworthy
engineering and management of IT-based service systems (Buede, 2000).
Additionally, since IT-based service systems are also systems (Tien, 2008;
Alter, 2008; Mora et al., 2009) their essential and shared attributes for
general systems (Ackoff, 1971; Gelman and Garcia, 1989) should be
considered. Based on aforementioned issues for systems, service systems,
and IT-based systems, we believe that a Systems Approach (Ackoff et al.,
1962; Checkland, 2000) and a Systems Engineering view (Sage, 2000; Buede,
2000) can be helpful for this aim. A Systems Approach can be defined as
an answering and problem-solving system comprised of: (i) systemic
philosophical paradigms (P?s: an ontological, epistemological and
axiological stance on the world): (ii) systemic theoretical frameworks
(F?s: ideas-constructs, theories, and models); (iii) systemic
methodologies (M?s: methods, techniques, and instruments), and (iv)
situational areas identified as systems (A?s: natural, artificial or
social objects, artifacts and subjects under study). Similarly, a Systems
Engineering discipline, can be briefly defined as ?the interdisciplinary
approach and means to enable the realization of successful (cost-efficient
and trustworthy) systems?.

********************************************************************************
BESCHREIBUNG
(WI) seit vielen Jahren intensiv diskutiert.
u.a. in zahlreichen Veröffentlichungen zu IS Success und IS Adoption --
oftmals auf individueller Ebene -- wider. Komplementär nimmt der
Forschungsstrang zum Geschäftsnutzen von IKT (Business Value of IT)
quantitativ-empirische Studien handeln.

The 26th International Conference on Advanced Information Systems
Engineering
http://delab.csd.auth.gr/caise2014/
*** Information Systems Engineering in Times of Crisis ***
Real-time information systems and overly complex financial products have
been blamed as causes of recent financial crises. The IS Engineering
community is treating such phenomena as challenges, to be addressed through
research and improved practices. In particular, our community has begun to
address the role of information systems in predicting, preventing, and
reacting to crises of many different kinds: data-centric financial and
fiscal dependency analysis of the globalized financial systems, resilience
of critical infrastructures by information management, reaction to natural
disasters such as fires, floods, earthquakes, etc. Due to the very nature of
crises as unexpected events with broad and vast impact, IS Engineering
challenges traditional wisdom and methodologies, as well as interactions
between research and practice including stakeholders such as crisis victims.
CAiSE '14 will, as always, act as a forum of discussion that brings together
researchers and practitioners in the field of IS Engineering. It will be the
place to share mature research, ground-breaking ideas, and experience
reports in our discipline.

CALL FOR PAPERS
Multikonferenz Wirtschaftsinformatik (MKWI) 2014
26.-28.02.2014 in Paderborn
Website: http://www.mkwi2014.de/
Teilkonferenz: Adoption, Nutzung und Erfolg von Artefakten in der WI
Webseite: http://www.mkwi2014.de/Cfps/Details/1
********************************************************************************
BESCHREIBUNG
(WI) seit vielen Jahren intensiv diskutiert.
u.a. in zahlreichen Veröffentlichungen zu IS Success und IS Adoption --
oftmals auf individueller Ebene -- wider. Komplementär nimmt der
Forschungsstrang zum Geschäftsnutzen von IKT (Business Value of IT)
