Social and economic computing focuses on the development of computing
technologies that consider social and economic contexts. Social computing
can be broadly defined as the computational facilitation of social studies
and human social dynamics as well as the design and use of computing
technologies that consider social context. Economic computing is concerned
with the development of computational theories, models, and tools that
facilitate economic studies and the design, development, and evaluation of
economic systems using computational ideas and techniques. To facilitate
the design of social and economic systems, social and economic computing
must learn from disciplines such as sociology and economics, and integrate
psychological, organizational and communication theories into
computational thinking.
Services computing, and social and economic computing, are closely related
and benefit from each other. Social computing techniques enable and
support communication and collaboration between service providers and
consumers. Social and economic computing applications are typically built
upon and delivered through services computing principles and techniques.
This IEEE TSC special issue seeks innovative contributions to social and
economic computing research and development in the context of services
computing science, engineering, and applications. Multidisciplinary
research with substantive findings at the intersection of social and
economic computing and services computing is strongly encouraged.
This special issue is expected to cover representative research findings
to provide an integrated and synthesized view of the current state of the
art, identify key challenges and opportunities for future studies, and
promote community-building among researchers and practitioners in the
related fields.
Areas of interest include but are not limited to the following topics:
? Service-based theories of social and economic computing
? Service-oriented design and architectures of computational social and
economic systems
? Computational social and economic modeling, agent-based computational
economics in services
? Social media analytics, social learning, social network analysis and
mining in social and economic contexts, Web-enabled service-oriented

security-related services computing in social and economic contexts
? Services, methodology, infrastructure, management and experimental
studies in social and economic computing related applications
? Emerging services computing applications with social and economic

and public policy evaluation.

ECSCW 2011 calls for submissions reporting on investigations into
cooperation in real world settings, designs of innovative technologies
to support collaboration, and studies dealing with the appropriation of
these technologies. Conceptual work related to theory building is
encouraged, as well.
ECSCW is interested in cooperative settings in the workplace, in
everyday life, and the civic society, and across boundaries between
these spheres of life. Submissions should address the unfolding
practices of everyday work and life, and the application of computing
technologies in these practices. Papers may also focus on design of such
technologies or on historical accounts of use. With design is meant
processes, methods, and outcoming artefacts. ECSCW solicits reports
reflecting a rich variety of quantitative and qualitative research
methods, including field studies and participatory approaches.
The conference is soliciting high quality contributions that report:
- novel techniques and technologies relevant to CSCW,
- empirical studies of work that contribute to the design space of CSCW,
- enhancement of the conceptual foundations of CSCW.
In particular, the conference welcomes contributions that focus on:
- Empirical studies of collaboration in settings ranging from work to
civic engagement and everyday life.
- Comparative analyses of empirical studies that contribute to a deeper
understanding of domain specific or more general CSCW principles.
- Empirical studies on the appropriation of innovative technologies.
- Innovative technologies, applications, or functionality in support of
collaborative work.
- Investigations into the usage and design of coordination artifacts as
well as webs of technology (infrastructures).
- New technology-enabled forms of organization and virtual organizing.
- Collaboratories, distributed scientific work, and CSCW aspects of
e-science.
- Studies dealing with the technology induced reshaping of the division
of labor between customers and producers and within the supply chain,
e.g. prosuming phenomena.
- Studies of intercultural cooperation, such as in globally engaged
enterprises, multinational organizations, international NGOs, networks
of the civil society, and off-shoring relationships.
- Studies on collaborative work in emergent and developing economies.
- Conception, construction and use of CSCW technologies in complex and
demanding settings, like manufacturing, software engineering,
healthcare, care giving, security, and control systems.
- Ubiquitous and mobile computing in collaborative settings: empirical
research of use, studies of integration with other CSCW technologies and
applications.
- Integration of CSCW technologies with existing infrastructures, such
as information systems, production systems, decision support systems,
and knowledge management systems.
- Conception, construction, and use of innovative interaction modes for
CSCW applications, e.g. interfaces and supportive functionalities for
universal access.
- Architectures supporting CSCW technologies with quality requirements,
such as flexibility, tailorability, and adaptability.
- Innovative use of social media to support collective action.
- Studies of collaboration across time, including knowledge management
and expertise sharing.
All contributions will be rigorously evaluated in terms of their
novelty, significance, quality, and contribution to the discipline.
Accepted research papers and notes will be included in the conference
proceedings published by Springer and freely available at the ECSCW
website at: www.ecscw.org. They will also be indexed in and available
through the ACM digital library.
ECSCW 2011 requires that submissions have not been published previously
and that papers submitted are not under simultaneous review for any

Activity-Based Costing in Public Administrations: A Business Process
Modeling Approach

The traditional way of budgeting in public administrations is
input-oriented; however, this system does not meet actual methods of
efficient budget controlling as a mapping of output parameters. Due to
challenges, such as the need for cost reduction because of decreasing
tax revenues, pressure for controlling mechanisms is rising.
Furthermore, Europe Pan-European directives foster process harmonization
and introduction of IT-supported and optimized business processes in the
public sector. In this regard, activity-based costing can be a useful
instrument for efficiency measurement of public administrations output.
Through the introduction of new public management and double-entry
accounting public administrations, the opportunity to use cost-centered
accounting mechanisms to assess process performance while evaluating
their activities in a holistic concept is accomplished. Process modeling
can be a useful instrument to help public administrations to capture
relevant process knowledge and thus create the data basis for
activity-based costing.

Knowledge Interoperability among Parliaments and Government

Parliaments possess huge amounts of valuable knowledge on public
policies which concerns social needs, problems, and interventions for
addressing them. This knowledge is highly useful to other parliaments
and also to government agencies of various layers. However, this
valuable knowledge is hidden in numerous text documents so that it
cannot be efficiently exchanged and exploited. In this regard, it is
highly important to extend the concept of interoperability among
information systems (IS) of Parliaments and Government Agencies so that
it covers not only the ‘operational level’, but also the ‘knowledge
level’. This paper presents a methodology for achieving higher level
interoperability among IS of parliaments and government agencies with
respect to the exchange of public policy related knowledge. It is based
on the use of the complex problems representation ontology provided by
the ‘Issue-Based Information Systems’ (IBIS) framework for codifying
public policy related knowledge. An application of the proposed
methodology is presented for the case of the law on the ‘Contracts of
Voluntary Cohabitation’, which has been recently passed by the Greek
Parliament. The evaluation of this application gave encouraging
conclusions as to the usefulness of this methodology and resulted in the
development of a refinement of the IBIS ontology.

Investigating the Landscape in National Interoperability Frameworks

Openness, accountability, and transparency have attracted researchers’
and practitioners’ interest as open data and citizen engagement
initiatives try to capitalize the wisdom of crowds for better
governance, policy making, or even service provision. In this context,
interoperability between public organizations, citizens, and enterprises
seems to remain the center of interest in the public sector and national
interoperability frameworks are continually revised and expanded across
the globe in an effort to support the increasing need for seamless
exchange of information. This paper outlines the current landscape in
eGovernment interoperability, analyzing and comparing frameworks that
have reached a certain degree of maturity. Their strengths and
weaknesses at conceptual and implementation level are discussed together
with directions for reaching consensus and aligning interoperability
guidelines at a country and cross-country level.

Examining the Role of Stakeholder’s in Adopting Enterprise Application
Integration Technologies in Local Government Domain

The realisation of innovative technological transformation in providing
electronic services (e-Services) has often been associated with the
presence of a number of prime stakeholders who perform their requisite
functions in the organisation. In context of this research, the authors
examine the potential role of key stakeholders involved in the
Enterprise Application Integration (EAI) adoption process. Literature
exemplifies that EAI technologies are large, comprehensive solutions
that are complex to adopt and manage. Similar to adopting other
technologies, there are several stakeholders involved with adopting EAI
solutions, each with specific domain knowledge and expertise that are
crucial to the success of EAI projects. In this regard, it would be
judicious to give greater contemplation to research examining the role
of stakeholders in the EAI adoption process in Local Government
Authorities (LGAs). This paper applies concepts of the stakeholder
theory to analyse the importance of stakeholders during the EAI adoption
process with regards to EAI adoption factors. To conduct this research,
the authors follow a qualitative multiple case study approach. Empirical
findings highlight that each stakeholder involved in the EAI adoption
process has a significant role utilising their expertise by contributing
towards the success of EAI projects.

Understanding Shared Services: An Exploration of the IS Literature

In a competitive environment, companies continuously innovate to offer
superior services at lower costs. ‘Shared Services’ have been
extensively adopted in practice as a means for improving organizational
performance. Shared Services are considered most appropriate for support
functions and are widely adopted in human resource management, finance
and accounting, and more recently employed as an information systems
(IS) function. As computer-based corporate information systems have
become de facto and the backbone of administrative systems, the
technical impediments to sharing have come down dramatically. As this
trend continues, CIOs and IT professionals need a deeper understanding
of the Shared Services phenomenon. Yet, analysis of IS academic
literature reveals that Shared Services, though mentioned in more than
100 articles, has received little in depth attention. This paper
investigates the current status of Shared Services in IS literature. The
authors present a detailed review of literature from main IS journals
and conferences. The paper concludes with a tentative operational
definition, a list of perceived main objectives of Shared Services, and
an agenda for related future research.

E-government implementation efforts have now evolved from basic
information provisioning to more integrated and joined up service
offerings in most developed countries. Having successfully implemented a
number of transaction-based e-services by e-enabling front office and
customer facing processes, most developed countries are now working
towards realising transformational government (or t-Government). The
transformational phase is considered the highest level of maturity for
e-government programmes and encompasses redefining the delivery of
government services by providing a single point of contact to citizens'
that makes the government transparent to citizens and businesses.
T-Government involves reengineering and e-enabling back office processes
and information systems to enable more joined-up and citizen-centric
electronic government services. However, public sector transformation is
a massive and complex undertaking involving distributed decision-making
that requires a good understanding and evaluation of the political
context, business processes and technology.
Also, from a demand perspective extensive efforts are required to
increase citizens' awareness about the transformation of the delivery of
government services and their online availability which would result in
increased e-participation. In order to prevent digital divide in terms
of using electronic government services, it is also necessary that
citizens from all facets of society are equipped with basic ICT skills
as well as private and or public access to high-speed internet
connections. Yet, despite the availability of innovative technologies,
government agencies are faced with many technical, organizational, and
socio-economic challenges and barriers that need to be addressed when
developing, adopting and diffusing electronic government systems and
services. Furthermore, from an organisational perspective t-Government
has introduced an environment where most public institutions such as
healthcare, social services, education and employment have struggled
with the need to balance issues such as transparency and opaqueness, or

Bereits seit mehreren Jahren finden verschiedene
IT-Werkzeuge, welche sich im Web 2.0 durch eine stetig
ansteigende Nutzung privater Art auszeichnen, auch in der
Unternehmenspraxis zunehmend Anwendung. Dabei sind nicht die
Werkzeuge an sich das Neue, sondern die Paradigmen, die
hinter dem Web 2.0 stehen (und die durch die Werkzeuge
ermöglicht bzw. umgesetzt werden): Als zentrales Element von
Web 2.0 ist dabei der Wandel der Benutzer von reinen
Konsumenten von Informationen zu Produzenten von Inhalten zu
nennen (z.B. O-Reilly 2005, Zerfaß et al. 2008).
Unternehmensinterne Anwendungen, welche auf den Prinzipen
des Web 2.0 aufbauen, stellen die Beteiligten dabei vor
spezifische Herausforderungen, wie z.B. die Einbeziehung von
Organisationsstrukturen und - prozessen. Diese gehen über
die Anforderungen des öffentlichen Web hinaus, welches
primär durch informelle Strukturen gekennzeichnet ist
(Jahnke 2009) und müssen bei der sozio-technischen
Gestaltung von Web 2.0 im Unternehmen (z.B. Back et al.
2009) bzw. von Enterprise 2.0 (z.B. Koch und Richter 2009)
berücksichtigt werden. Vor diesem Hintergrund wurde in
explorativen Studien bereits eine Vielzahl einzelner Aspekte
im Enterprise 2.0, wie etwa der Nutzen für Individuum und
Organisation (Stocker 2010) oder die Aneignung der
Plattformen durch die Nutzer (Richter 2010), untersucht.
Auf diesen ersten Ergebnissen aufbauend fanden auf den
Tagungen 5. Konferenz Professionelles Wissensmanagement (WM
2009) und Mensch und Computer in 2009 und 2010 bereits
mehrere von uns veranstaltete multidisziplinäre Workshops
statt, in denen Vertreter aus Soziologie und Psychologie,
Betriebswirtschaftslehre und Informatik das Thema aus ihrer
jeweiligen Fachperspektive diskutierten und dabei
kulturelle, organisationale und technologische Aspekte
beleuchteten. Basierend auf sechs Aspekten (Zielsetzung -
Definition, Enterprise 2.0 in der Organisation,
Funktionalitäten, Motivation, Nutzung und Daten) wurde
zuletzt eine Forschungsagenda entworfen, die auf die
Identifikation zukünftig relevanter Forschungsfelder im
Umfeld von Enterprise 2.0 abzielt. Diese Forschungsagenda
wurde vor kurzem auf der MKWI 2010 vorgestellt (Richter und
Bullinger 2010).
Ziel dieses Workshops ist es, auf der Tagung 6. Konferenz
Professionelles Wissensmanagement (WM 2011) einen Aspekt aus
dieser Agenda herauszugreifen und im Detail zu untersuchen:
Zielsetzung und Zielerreichung des Einsatzes von Enterprise
2.0. Autoren werden ermuntert, in ihren Beiträgen den
Nutzen, Erfolg und Mehrwert von Enterprise 2.0 zu
diskutieren. Dies umfasst sowohl empirische Fallstudien und
Umfragen, welche den Erfolg von Social Software im
Unternehmenskontext messen, als auch konzeptionelle
Arbeiten, welche Modelle und Metriken zur Erfolgsmessung von
Enterprise 2.0 entwerfen oder bestehende Modelle wie
beispielsweise das Technology Acceptance Model (TAM) (Davis
1989) oder das IS Success Model (DeLone und McLean 1992) für
Forschungsarbeiten im Enterprise 2.0 adaptieren. Vertreter
aus Wissenschaft und Unternehmenspraxis sind herzlich dazu
eingeladen diese Fragestellungen gemeinsam zu diskutieren.

BACKGROUND AND MOTIVATION OF THE WORKSHOP:
Information systems supporting knowledge management (KM), in brief
knowledge management systems (KMS), are subject of research and practical
application since more than a decade. Nevertheless, analyses show that user
acceptance and usage of KMS vary significantly in different settings,
ranging from high utilization to complete rejection. Empirical findings
suggest that integration is a key success factor for the adaptation and
efficient usage of KMS. Integration in this context has several dimensions:
Firstly, it means to arrange and connect the different technical
functionalities of a KMS or its components to deliver a consistent and
integrated user experience. In addition to this, the KMS should be
integrated soundly into the application landscape of the respective
organization. Secondly, it means to embed a KMS into the business processes
as seamlessly as possible so that users perceive it as a helpful, daily
used tool (instead of a separate, isolated system). Thirdly, in a networked
economy integration means to connect KMS across organizational boundaries.
The ideally integrated KMS offers a rich set of well orchestrated
functionalities, is imperceptible as a separate system because it is fully
embedded into daily work processes and is seamlessly connected within value
network surrounding its host organization. The workshop aims to provide a
forum to discuss issues and exchange experiences about the successful
implementation of KMS, where integration is one important line of thought
which can be complemented by other important success factors.
TOPICS:
Topics of papers submitted can be, but are not limited to:
- Integration of different kinds of information and application systems
within KMS
- Comparison of traditional systems supporting knowledge management with
social software applications
- Integration of social media applications and Web 2.0 technologies within
KMS as well as for community management
- The role of personalization and search as integrating technologies
- The integrating role of semantic technologies
- Usage of modern software technologies (e.g., SOA, Web-Services) to
integrate KMS
- The interplay of KMS applications and generic KM processes
- Embedding of KMS into business processes
- Modeling KMS as socio-technical systems aiming at an holistic knowledge
management solution
- Establishing knowledge-intensive corporate cultures as a prerequisite for
successful KMS
- User-generated content and services in KMS
- User-driven semantic integration of KMS (collaborative semantic tagging)
ADDRESSED AUDIENCE:
The target group includes researchers and practitioners in the fields of
knowledge management systems. Besides paper presentations, this workshop
offers organized and open spaces for targeted discussions. It aims at
offering a forum for the presentation and discussion of new directions and
interesting work in progress.

Half-day workshop
IMPORTANT DATES:
7th of November 2010 - Submission of workshop papers
30th of November 2010 - Notification of authors about acceptance/rejection
31st of December 2010 - Submission of camera-ready papers
SUBMISSION:
This workshop solicits full research papers that discuss innovative
problems from one of the areas sketched above. The format of a full paper
is max. 10 pages following the LNI formatting guidelines
(http://www.wm-konferenz2011.org/authors.html). Only electronic submissions
(PDF format) to the EasyChair online conference management system (please
refer to http://www.wm-konferenz2011.org/authors.html for further
information) will be accepted. Submission languages are German and English.
At least one author of an accepted paper must register for the WM2011
conference before the deadline for camera-ready-copies of the papers (31st
December 2010). Otherwise, the paper will not be published. All workshop
participants must be registered for the conference.
REVIEW PROCESS:
All submissions will be subject to review by the IKMS2011 Program
Committee. The workshop organizers have final authority over the review
process and all decisions relating to acceptance of papers. Review criteria
include originality of ideas, technical soundness, significance of results,
and quality of presentation. It is intended to have two to three reviews
per submission. Notification of acceptance or rejection of submitted papers
will be emailed to the corresponding author.

The AMCIS 2011 IS Curriculum, Education and Teaching Cases
Track will provide a forum for AIS members to present,
discuss, and explore a wide range of issues related to IS
education. As educators we have a special role in assisting

others grow their ideas, become inspired, and develop a new
way of thinking about how things can happen through IS/IT
innovations. How we educate, what we teach, and who we

The 5th International Symposium on Information Technologies
in Environmental Engineering ITEE 2011 will be held in
Poznan, Poland from 6-8July 2011. Recent success stories and
new ideas in ecoinformatics, sustainable development,
interdisciplinary approaches, where computing science offers
the infrastructure for environmental data collection and
management, scientific simulations, decision support and
reporting will be discussed among computer scientists,
environmental engineers, economists and social scientists,
demonstrating new paradigms for problem solving and decision
making.
