Over the last decade IT organizations have seen a significant increase
in their service management cost. Juxtaposed with fairly constant costs
for the actual physical IT infrastructure, the main challenges of IT
departments and data centers can only be addressed by effective
processes and technologies to reduce the efforts required to manage
applications and services. In the past few years, we could observe how
software-as-a-service providers such as Google or Salesforce.com provide
standardized services to millions of users. This is only possible due to
highly automated and effective IT service operations.
The operations of traditional data centers and IT departments are
different. They provide a large variety of heterogeneous applications to
a comparatively small number of users. Furthermore, IT service
management processes such as capacity, change, or service level
management are often performed manually. Infrastructure-as-a-service
providers such as Amazon EC2 have started to use virtualization
technology and leverage economies of scale and IT automation, resulting
in very competitive prices for service provisioning.
Up until now, little academic literature deals with effective processes
for IT service operations. Compared to established areas in IS and
operations management such as data engineering, production and inventory
management, IT service operations management does not yet have a solid
body of methods and quantitative models for the management and
automation of IT service operations.
This special issue draws on research in computer science, information
systems, and operations management. We are interested in new
technologies, methods, and models for effective processes and efficient
resource allocation in IT service operations.
Papers that build quantitative methods and models and/or describe
innovative, generalizable solutions in this area are welcome. Authors
should employ a rigorous research methodology, including analytical
modeling, simulation, and empirical work. Given the nature of the
special issue, it is desirable for papers to demonstrate relevance to,
and practicability for, IT service providers.

Recommender Systems (RS) are software applications that suggest useful
and interesting items to users in their decision-making while
interacting with large information spaces. They recommend items of
interest to users based on preferences they have expressed, either
explicitly or implicitly. The ever-expanding volume and increasing
complexity of information on the Web has therefore made such systems
essential tools for users in a variety of information seeking or various
e-applications. RS help overcome the information overload problem by
exposing users to the most interesting items, and by offering novelty,
surprise, and relevance. Recommender technology is hence the central
piece of the information seeking puzzle. Computational Intelligence (CI)
paradigms reveal to be potential tools to face the Web uncertainty. In
particular, CI techniques may be properly exploited to handle Web usage
data and develop Web-based applications tailored on users' preferences.

ABOUT THE EDITOR
Aimilia Tzanavari is Associate Professor at the Department of Design and Multimedia, University of Nicosia, Cyprus. She holds a Ph.D. in Human Computer Interaction from the University of Bristol, United Kingdom. She has worked as a Special Scientist (2006-2008) and a Visiting Lecturer (2002-2004 and 2005) at the Department of Computer Science, University of Cyprus, Cyprus and as a Visiting Assistant Professor (2001-2002) at Miami University, OH, USA. She conducts research and publishes in the areas of human-computer interaction and e-learning and has served as program committee member and reviewer in various European and International workshops and conferences. She has participated in numerous research projects supported by the European Commission holding research and management positions.
Nicolas Tsapatsoulis graduated from the School of Electrical and Computer Engineering (ECE), the National Technical University of Athens (NTUA) in 1994 and received his Ph.D degree, in Image Analysis and Synthesis, in 2000 from the same University. He has worked at the School of Electrical and Computer Eng. of the National Technical University of Athens (2000-2002) as a Research Assistant, being responsible for the project "ORESTEIA" IST-2000-26091, and at the Institute of Communications and Computer Systems (ICCS), Athens, Greece, being a Class C' Researcher (2002-2003). During the academic period 2003-2004 he was with the Computer Science department (CS-UCY). of the University of Cyprus (UCY) being a Visiting Lecturer. The academic period 2004 - 2005 he served as a Visiting Assistant Professor at the same department. During the period September 2005 - January 2008 he worked at the University of Peloponnese (UOP), Department of Telecommunications Science and Technology (TST!
) as an adjunct (PD407 / 80) Lecturer (2005-2006) and Assistant Professor (2006-2008). The same period he was also a Collaborating Researcher in the Computational Intelligence Laboratory (CIL), at the Institute of Informatics and Telecommunications (IIT), of the National Center for Scientific Research ( "DEMOKRITOS"), working for the European project BOEMIE, Bootstrapping Ontology Evolution with Multimedia Information Extraction. Since January 2008 is an Assistant Professor at the department of Communication Science and Technology (CIS) of the Cyprus University of Technology (CUT). He is a member of the Technical Chambers of Greece and Cyprus and a member of IEEE Signal Processing and Communication societies. He has published more than 85 papers in international journals, book chapters and proceedings of international conferences. His research has been recognized by the international research community through more than 330 independent citations (Scholar Google).

Information technology (IT) projects continue to suffer
from frequent cost and time overruns and failure to fully
deliver on the expected benefits to the users or the
organization. Furthermore, what determines the success or
failure of information technology implementations and use
in developing and emerging economies may differ
substantially from generally accepted success factors in
highly developed countries. Developing economies are
defined by low gross national income per capita, and are
generally characterized by low standards of living, a weak
industrial and commercial base, and a poor infrastructure.
Still developing economies that exhibit robust, continual
economic expansion, resulting in fast growing per capita
income, and which have administrations that are dedicated
towards developing the commercial base and improving the
infrastructure are termed emerging economies. IT is
generally considered to be a prime factor in the economic
and national development of these regions.
The aim of this special issue is to provide a forum for
research and practice specifically directed at the factors
and models that contribute to the success (or failure) of
IT implementation and use for economic and national
development in developing and emerging economies.
Submitted papers, while focusing on specific success
factors or exemplary models, must explain how the work
makes a contribution to better understanding the role of
IT in economic or national development, affecting people's
lives and their communities, Submitted work will be
evaluated for methodological soundness, empirical
completeness, and academic rigor, as well as originality
and interestingness. Possible contributions may include,
but are not limited to the following:
- Organizational culture and IT success factors in
developing or emerging economies
- Factors and models that contribute to (or may inhibit)
technology bringing about economic development
- Case studies looking at successful (or failed) models of
IT use in developing or emerging economies
- Critical success factors in Web service adoption in
developing or emerging economies
- Differences in success perception of IT between
developing/emerging and developed countries
- Cultural factors and models in successful IT adoption
and use in developing countries
- Factors and models that may make IT a successful tool
for achieving global competitiveness

THREE ITEMS:
1. CFP: The journal continuously seeks quality manuscripts from all
parts of the world. Submissions need to be made electronically. Send as
a Word attachment to: pcpalvia(a)uncg.edu <mailto:pcpalvia@uncg.edu>.
Besides being quality work, at a minimum each submitted article should
have the following three components: an MIS topic, an international
orientation (e.g., cross cultural studies or strong international
implications), and strong evidence (e.g., survey data, case studies,
secondary data, etc.).
2. Special Issue: If you or your colleagues would like to propose a
special issue of JGITM, please contact the Editor in Chief (EIC) with a
proposal. You will have much guidance and assistance in preparing the
special issue from the EIC. Each issue typically requires three fully
referred articles, an editorial, a professional interview, and a book
review. The usual lead time for a special issue is 12-15 months. The
theme of the special issue must be in global IT, e.g., a topic area or
focus on a world region.
3. ERB: We have a few vacancies on the Editorial Review Board,
especially for scholars from outside USA. If you have an interest and
credentials in global IT and would like to serve on the Board, please

MISSION: The Journal of Global Information Technology Management (JGITM)
is a refereed international journal that is supported by Global IT
scholars from all over the world. JGITM publishes articles and reports
related to all aspects of the application of information technology for
international business. For example, it reports on information resource
management, managerial and organizational concerns, and innovative
applications related to global IT. Very important to the journal is its
emphasis on quality and relevance. Furthermore, the journal will
disseminate this knowledge to researchers, practitioners, academicians,
and educators all over the world on a timely basis. Finally, the journal
is international in all respects: content, article authorship,
readership, and the editorial board.
SCOPE AND COVERAGE: The journal's scope is multidisciplinary. It will
publish research and applied articles from all areas of MIS as well as
functional IT applications that have international focus. The journal
will also consider a variety of methodological approaches. The journal

today assume that components will be added dynamically and that they
will be autonomous (serve different users or providers and fulfill

Intelligent agent and semantic technologies have been one of the most
important and rapidly advancing areas in Information Technology. There
is a tremendous explosion in the development of multi-agent systems and
semantic web applications in a variety of fields such as electronic
commerce, supply chain management, intelligent manufacturing, mass
customization, information retrieval and filtering, decision support,
simulation, and healthcare. While research on various aspects of
intelligent agent and semantic technologies is progressing at a very
fast pace, this is only the beginning. There are still a number of
issues that have to be explored in terms of the design, implementation
and deployment of multi-agent systems and semantic technologies. For
example, salient characteristics of agents in different domains, formal
approaches for agent-oriented modeling, ontology based information
system, ontology engineering, semantic web for e-learning, and
organizational impact of agent-based systems & semantic technologies are
some of the areas in need of further research. The purpose of this
mini-track is to provide a forum for academics and practitioners to
