This Mini-Track builds on the success of the preceding AMCIS mini-tracks
on Virtual Communities and Social Networking. During the last ten years
we have been gathering a community of researchers who are interested in
the field of Virtual Communities and Social Networking and related
issues. Please visit the Mini-Track website at

Virtual communities and social networking based on message boards, chat
rooms, user groups blogs and other web 2.0 technologies have emerged as
high activity domains on the Internet and more and more in the relam of
mobile devices and mobile internet usage. Virtual communities and social
networks are designed for a variety of purposes, ranging from
Communities of Interest, Communities of Relationship (Facebook, etc.),
Gaming Communities (e.g. in Wolrd of Warcraft, Second Life, etc.), and
Communities of Transaction to Peer-to-Peer Communities or Mobile
Communities. Web 2.0 Mechanisms are also boosting the development of
Virtual Communities and the role of user-generated content within
Virtual Communities. The significance of these communities is evident by
the impact they have on information generation and transmission, and
socialization. For example, today, blogs are quickly becoming a primary
source of information in a variety of domains. The dynamic and
interactive nature of these forums makes them very attractive for users
and operators. An additional value offered by many of these communities
is their ability to support socialization and offer an identity for the
participants. While most virtual communities share these
characteristics, it is also important to recognize that virtual
communities are not homogeneous; they differ significantly based on the
domain, purpose and benefits. Well-organized communities even expand
their power across various channels and into the Offline world.
Within the field of information systems researchers are interested in
studying interaction patterns, social structures and interactions,
transaction processes, management aspects, business models, and design
aspects of information systems and services for virtual communities.
Community members interact via digital media and contribute value in the
form of content, reviews, and recommendations. Related issues are trust,
network effects, transaction costs and the design of services as well as
the generation of innovations. "Wisdom of Crowds", "Collective
Intelligence" and "Crowdsourcing" are important new terms describing
mechanisms around user-generated content in Virtual Communities and
Social Networks.
This mini-track welcomes empirical, conceptual and theoretical work.
Despite the increasing popularity of virtual communities and social
networking, several questions relating to virtual communities and social
networking remain largely unexplored.

SCOPE:
Modern sensor and wireless networks have been becoming more and more
large-scaled and complicated. Due to their rapidly increasing scale
and complexity, the management and maintenance of sensor and wireless
networks have posed many grand challenges to both industrial and
academic communication communities. To overcome these challenges, it
is very necessary to find new levels of autonomy and intelligence in
deploying, managing, and maintaining sensor and wireless networks.
The purpose of the 2010 International Workshop on Intelligent Sensor
and Wireless Networks (IntelNet 2010) is to bring together scientists,

PAPER SUBMISSION:
Authors are invited to submit manuscripts reporting original unpublished
research and recent developments in the topics related to the workshop.
The length of the papers should not exceed 6 pages + 2 pages for overlength
charges (IEEE Computer Society Proceedings Manuscripts style: two columns,
single-spaced), including figures and references, using 10 fonts, and
number each page. Papers should be submitted electronically in PDF format
by sending it as an e-mail attachment to Xiaolong Jin
(x.jin(a)bradford.ac.uk).
All papers will be peer reviewed and the comments will be provided to the
authors. The accepted papers will be published together with those of other
workshops by the IEEE Computer Society Press.

Twentieth Anniversary Special Section: Information Systems Research
Information Systems Research is now twenty years old. Over these years, it has established its position as an elite journal that publishes research on important phenomena from diverse perspectives, including the technical, economic, behavioral and strategic aspects. As part of the celebration of its twentieth anniversary, we will publish a special anniversary section late in 2010. The pages for this will be funded by the Information Systems Society of INFORMS. This section will contain forward looking research commentaries on significant new directions and opportunities for research on information systems phenomena.
Research commentaries will focus on the following:
. Identifying and describing a significant phenomenon that should be the focus of future research. The desired phenomenon should either be emerging, or under researched, but likely to be significant and have important anticipated impacts on research and practice. In addition, the focus could also be on a phenomenon that is well researched, but is ripe for fresh perspectives that could provide new breakthroughs in our understanding about the topic. Therefore, the authors should explain the phenomenon, make a case for its importance, and provide convincing evidence that it has not received the required level of attention in existing research.
. Prescribing a research agenda by identifying a few important questions on the topic, why they are likely to be interesting, what their potential theoretical connections are, and how they might be studied.
. Providing directions for how researchers could study the phenomenon and produce important insights.
Research commentaries should not be longer than 25 pages, double spaced and should conform to all the other usual submission guidelines of the journal. The structure of a research commentary should be as follows:
. Description of the phenomenon and why it is an important topic worthy of future attention.
. Brief, but compelling literature review (with intelligent use of Tables) to demonstrate how and where current research does not address the topic.
. Speculations or prescriptions about important research questions and how they should be studied.
The purpose of this call is to invite proposals for submission of such research commentaries. The proposals are not the full-length commentaries as described above. Instead, they are a brief description of the intended phenomenon, why it is significant, and the authors' own competence in producing an insightful research commentary. The proposals should not be longer than five pages, double spaced. The proposals will be evaluated by the editorial board of the journal. After this preliminary review, a limited number of proposals will be invited for full-length submissions.
The deadline for proposals is February 15, 2010, though earlier submissions are encouraged. We particularly encourage junior scholars (i.e., those who have been active in research during the past ten years) to consider submitting proposals on interesting phenomena, perhaps in collaboration with other experienced colleagues. Proposals should be sent to the Editor-in-Chief at sambamurthy(a)bus.msu.edu.
After review, authors of the selected proposals will be notified by the March 15 and will be asked to submit their full-length papers by June 30. After review, authors will be notified about the acceptance of their work by September 15 and the final versions will be due by October 15.

The Digital Government Society of North America (DGSNA), with major support from the US National Science Foundation, presents the 11th International Digital Government Research Conference (dg.o 2010). The dg.o meetings are an established forum for the presentation, discussion and demonstration of interdisciplinary digital government research, technology innovation, and applications. Each year the conference combines:
* Presentations of effective partnerships among government professionals, university researchers, relevant businesses, and NGOs, as well as grassroots citizen groups, to advance the practice of digital government.
* Research on digital government as an interdisciplinary domain that lies at the intersections of computing research, social and behavioral science research, and the problems and missions of government.
The dg.o 2010 conference theme "Public Administration Online: Opportunities and Challenges" focuses on open government, information sharing, interoperability, distributed collaboration, and massive intelligence in government areas, as well as Web 2.0, and cloud computing. The theme encompasses issues related to the capabilities to be provided by such environments; user interactions and experiences with such online Digital Government resources and environments; and, the technical infrastructure needed to support such environments. Topics in Web 2.0 technologies, online collaboration environments, user adoption and adaptation, and use of cloud computing to support such environments are all relevant and pose interesting scientific questions. At the same time, governments around the world are being confronted with incredible challenges in privacy and policy issues, even as there are trends and pressures to make these data accessible via more platforms, e.g. mobile devices. An ad!
ditional important focus area of the conference is on policy issues related to the above topics.
The goal of this year's conference program is to encourage active discussions between practitioners and academics in order to provide insights into Digital Government issues leading to future innovations. In addition, we also welcome submissions from the broader domain of digital government research. More specifically, we invite research papers, management, policy and case study papers, student research papers, on-going research posters, and live demonstrations that address the impact of public administration online, use of cloud computing, and effectiveness of social networks as transformative technologies for G2G, G2C, C2C, and G2B interactions. We particularly encourage submissions on interdisciplinary and crosscutting topics addressing social computing in the context of broad government challenges. We also encourage the submission of panels, 'birds-of-a-feather' discussions, and pre-conference tutorials and workshops.
While the overall conference theme this year is "Public Administration Online", topics can also include, but are not limited, to the following,

* Information Values and Policies: such as accessibility, digital democracy and governance, digital divide, openness, privacy, public participation in democratic processes, security, transparency, trust, and universal access to information and services.

Submissions must not exceed the maximum number of pages specified for each type of submission in camera-ready ACM Proceedings format (double column, single spaced pages). Please do not use page numbers. Paper titles should be on the first page of text, rather than on a separate cover page.
Research and Policy track papers will be reviewed through a double blind review process. Therefore, author names and contact information must be omitted from all submissions. Authors must identify the topic(s) being addressed by the paper to assist the program committee in the review process.
All other submissions should follow the same ACM proceedings camera-ready format with author names on the paper.
All accepted submissions will appear in the proceedings, and authors are expected to present their work. At least one author for each accepted paper must register before the camera ready version is due in order to be included in the proceedings.
Research papers (maximum 10 pages) - blind review
These submissions report innovative digital government research results in the form of a formal scholarly paper. Papers on any digital government topic and all research methodologies are welcome. Relevance to digital government problems, goals, or policies must be explicit.
Management, case study, or policy papers (maximum 6 pages) - blind review
These submissions describe and evaluate practical digital government projects or initiatives, discuss major policy themes, or present and evaluate management approaches to digital government initiatives and programs.
Student research papers (maximum 10 pages) - blind review
Digital government research papers authored solely by students should be submitted to this track. Student papers will also receive a double blind review organized and administered by the student program committee.
Panels (maximum 4 pages)
Proposals should include the theme and goals of the panel, a summary of the digital government issues or questions that the panel will address, statements about the value of the discussion to conference attendees and how well suited the topic is to a panel discussion. In addition, the proposal should include information about the expertise of the moderator and panelists in the selected issues. Please include names, institutional affiliations, addresses, email, and phone contact numbers of the contact person, moderator, and presenter(s).
Posters (maximum of 2 pages)
The poster session, held in conjunction with the system demonstrations, allows presenters to discuss research in progress, application projects, or government policies and program initiatives in one-to-one conversations with other participants at the conference. The 2-page summaries should outline the nature of the research, policy, or project and describe why the work will be of interest to dg.o attendees. Posters prepared for the conference should measure approximately 36" x 48." Each poster station is provided a table and an easel. Selected poster submissions may be asked to give an oral presentation in the conference sessions.
System Demonstrations (maximum 2 pages)
System demonstrations are held concurrently with the poster session to the accompaniment of good food and professional fellowship. The 2-page summaries should outline the nature of the system and describe why the demonstration is likely to be of interest to dg.o attendees. Demonstrations of interest include systems under development or in active use in research or practice domains. Submissions should include authors' names and contact information according to that format. Each station is provided a table, an easel, and Internet access. Monitors will be available for rent. Selected demo submissions may be asked to give an oral presentation in the conference sessions.
Doctoral Colloqium (maximum 10 pages, not including references, tables and figures).
PhD students can submit papers describing their planned or in-progress doctoral dissertation covering any research areas relevant to digital government. Ideally, student participants will have completed one or two years of doctoral study or progressed far enough in their research to have a structured proposal idea and perhaps some preliminary findings, but have not reached the stage of defending their dissertations. We expect students at this stage of study will gain the most value from feedback on their work and from the more general discussions of doctoral programs and scholarly careers. See the detailed announcement for complete information on the colloquium and how to submit an application.
Birds-of-a-Feather Discussion Sessions (maximum 2 pages)
Birds-of-a-Feather discussions provide an opportunity for participants to connect around selected topics. Proposals should identify the conveners, the intended participants, and key discussion questions. These conversations generally take place during lunch on one of the conference days.
Pre-conference Tutorials (maximum 2 pages)
dg.o tutorials are half- or full-day presentations offering deeper insight into the scientific and government domains, research topics or methods, technologies or field experience of veteran digital government researchers and practitioners.
Pre-conference Research or Management Workshops (maximum 2 pages)
We invite workshop proposals on any digital government research or management topic. Individuals proposing workshops will assume the responsibility of identifying and selecting participants for the workshop and for conducting workshop activities.
OUTSTANDING ACHIEVEMENT AWARDS
* All accepted management or policy papers, research papers, student papers, panels, posters, and system demonstrations will be published in the printed proceedings and included in the ACM digital library. Selected papers may be invited for a journal special issue.
* Outstanding achievement awards will be presented in the categories research papers, management and policy papers, posters, and systems demonstrations. Papers that reflect the theme of the conference, a cross-boundary partnership linking government, citizens and data will be preferred. Other selection criteria include the interdisciplinary and innovative nature of the work, its contribution to and balance between theory (rigor) and practice (relevance), the importance and reach of the topic, and the quality of the writing for communicating to a broad audience.
Journal Publications
Selected high quality papers will be invited for submission to journal publications.

INTRODUCTION:
Information and Communication Technologies (ICTs), specifically emerging
Internet-based technologies, increase the potential for e-Business to
help alleviate poverty. First and foremost, it can get
much needed information to the people in the form of market information,
health information, and government service information. This information
can help people improve their economic status. For
example, farmers using an SMS service can get real-time market prices
for their goods and with that information, they can negotiate better
price through their intermediaries. Second, e-Business can open up
markets by increasing access. Farmers can be linked to world commodity
markets and artisans to international buyers through e-commerce sites.
While traditional methods of poverty alleviation rely on job creation
through temporary employment, job creation through internet-based
initiatives could be strengthened. In addition, market expansion
through the Internet can help create more jobs.
Government initiatives that embrace use of the Internet can also help
alleviate poverty. Online access to government provides a singlesource
for services. Thus, people seeking these services do not have to travel
from one government department to another to get help. These government
initiatives can also increase government transparency, which can fight
corruption and break down barriers to job creation. In both developed
and developing nations, alleviation of poverty involves redistribution
of wealth to improve conditions of underserved populations. While the
intrinsic objectives of this notion are altruistic in nature, the
politics surrounding redistribution of wealth is an important political
issue. While there is much potential for e-Business to alleviate
poverty, research linking the two is scarce.
OBJECTIVE OF THE SPECIAL ISSUE: The objective of the special issue is to
seek research papers that focus on the topic of E-Business and the
Politics of Poverty Alleviation. Topics to be discussed in this special
issue include (but are not limited to) the following:
. Applications and technologies (mobile telephony, PCs, the Internet)
that are effective in reducing poverty
. Behavioral issues (of different stakeholder groups) regarding
e-Business and poverty alleviation
. Case studies on e-Business and poverty alleviation
. Critical success factors for e-Business and poverty alleviation
. Education or awareness-increasing mechanisms
. Evaluation or metrics to measure e-Business and poverty
alleviation programs
. Governance and regulation surrounding e-Business and poverty
alleviation
. Impact of national cultures on e-Business and poverty alleviation
. Impact of politics on strategies for e-Business and poverty
alleviation
. Political dynamics of stakeholders involved in e-Business
poverty alleviation
. Process-centric vs. customer-centric approaches to poverty

SUBMISSION PROCEDURE:
Researchers and practitioners are invited to submit papers for this
special theme issue on e-Business and Poverty Alleviation on or before
April 2, 2010. All submissions must be original and may not be under

The scope of the ePart 2010 covers the whole range of research in
eParticipation. Its principal aim is to review research advances in both

Call for Papers
The Europe-based Annual International IFIP e-government conference is
one of three core conferences, which present the state of the art in the
study domains of eGovernment and eGovernance. Over the years, through
the organisation of its Europe-based conferences, the EGOV community has
provided important guidance for research and development in this
fast-moving domain of study. The different conferences thereby play an
important role. This time for the first time, the conference will be a
full IFIP working conference organised by the IFIP working group 8.5
(pending IFIP approval).
The IFIP e-government conference b rings together leading researchers
and professionals from across the globe and from a number of
disciplines. Over the years, the interest in this domain of study has
steadily increased. The 2009 EGOV conference - within the DEXA
conference cluster - has attracted more than 130 participants from 32
countries including developing countries, with 35 contributions in
completed research, 25 contributions in ongoing research, 7 projects
contributions and 3 workshops.
eGovernment research has demonstrated its relevance to practice and
consequently has influenced and even shaped government strategies and
implementations. Conversely, eGovernment practice has inspired
eGovernment research. A wide range of topics has received scholarly
attention. In recent years, the assessment and evaluation of eGovernment
projects, the foundations of eGovernment as a research discipline,
integration and interoperation in government, and the role of
information and communication technology for developme nt rank among
leading topics on the research agenda.
Topics at the IFIP e-government conference 2010 include but are not
limited to:

The IFIP e-government conference 2010 hosts four distinct formats of
contributions:
* Completed research papers (max 12 pages, published in Springer)
* Ongoing research and innovative projects (max 8 pages, published
in Trauner)
* Workshops and panels on pertinent issues
* PhD colloquium submission.
These formats encourage scientific rigor and discussions of state of the
art in the study domain, but also welcome innovative research
approaches, work in progress, and studies of practical eGovernment or
eGovernance projects, as well as reports on systems implementation.
Prior to the conference (August 29 and 30) a PhD student colloquium will
be held providing doctoral students with an international forum for
presenting their work, networking opportunities and cross-disciplinary
inspiration.
We seek innovative and scholarly sound contributions. Accepted papers of
completed research will be published in Springer. Ongoing research and

The IFI P e-government conference will be co-located with ePart, the
new International Conference on eParticipation, which will be dedicated
to topics on eParticipation and eDemocracy. ePart will take place in
parallel to the IFIP e-government conference at the same venue.

FIRST PhD Autumn School on Modal Logic

The goal of the Autumn School on Modal Logic is to prepare PhD
students and other researchers for participation in the sixth workshop
Methods for Modalities (M4M-6) which takes place November 12-14 2009
in Copenhagen. The workshop Methods for Modalities aims to bring
together researchers interested in developing proof tools and decision
methods based on modal logics. Here the term "modal logics" is
conceived broadly, including description logic, guarded fragments,
conditional logic, temporal and hybrid logic, etc. The first M4M
workshop took place in Amsterdam in 1999. Since then, M4M workshops
have taken place in 2001 (Amsterdam), 2003 (Nancy), 2005 (Berlin), and
2007 (Paris). See

modal logic is important for computer science. A goal of having M4M
in Denmark is to strengthen Danish research in reasoning methods for
modal logics, which is a growing area of foundational and increasingly
computational importance.
The Autumn School on Modal Logic is open to anyone interested. The
intended participants will have a general background in theoretical
computer science, but wish to obtain more concrete knowledge on modal
logic and its computational aspects. Besides a working knowledge of
English, prerequisites are a basic knowledge of logic and mathematics
that is usually covered in undergraduate classes on discrete
mathematics.
