GUEST EDITORIAL PREFACE
Recent Advances in the Economics of Open Source Software
Eric Darmon, Université de Rennes 1 and CREM-CNRS, France
Dominique Torre, GREDEG-CNRS and University of Nice - Sophia Antipolis,
France
In recent years, the development of free/libre open source software (FLOSS)
has attracted the attention of academics, practitioners, and policy-makers.
In a first step, these OS initiatives have been primarily launched by
communities of motivated user-developers. For FLOSS to sustain, a second
step is to diffuse to new populations of users (individuals, businesses,
government agencies). However, some motivations of these populations to
adopt FLOSS may however differ from those of initial user-developers. The
objective of this project is to study the consequences of the transition
towards this second step. The articles selected for this special issue
reflect the diversity of these topics. The articles relate OS production and
diffusion and discuss the competition between OS and proprietary software.

PAPER ONE
What Makes Free/Libre Open Source Software (FLOSS) Projects Successful? An
Agent-Based Model of FLOSS Projects
Nicholas P. Radtke, Arizona State University, USA
Marco A. Janssen, Arizona State University, USA
James S. Collofello, Arizona State University, USA
Within thehe last few years, there has been a rapid increase in the number
of free/libre open source software (FLOSS) projects. Some of these projects,
such as Linux and the Apache Web server, have become phenomenally
successful; however, for every successful FLOSS project there are dozens of
FLOSS projects that never succeed. These projects fail to attract developers
and/or consumers and never get off the ground. The aim of this research is
to better understand why some FLOSS projects flourish while others wither
and die. This article presents a simple agent-based model that is calibrated
on key patterns of data from SourceForge, the largest online site hosting
open source projects. The calibrated model provides insight into the
conditions necessary for FLOSS success and the use of scenario analysis in
future developments of FLOSS.

PAPER TWO
Open Source Software Governance Serving Technological Agility: The Case of
Open Source Software within the DoD
Thomas Le Texier, GREDEG CNRS and University of Nice - Sophia Antipolis,
France
David W. Versailles, EconomiX, University Paris 10 Nanterre, France
The development of open source software is currently arousing an increased
interest in the IT world. This research inquires some specific paths
enlarging the traditional view over open source software in inquiring the US
Department of Defense (DoD) and the dynamics associated its front- and
back-office activities. In this article, the authors explain how
distinguishing basic administration from operational constraints and weapon
R&D dynamics introduces specific governance concerns among public and
private stakeholders. By no longer defining open source solutions as mere
goods, but as services characterized by a flow of knowledge, the authors
highlight new emerging strategies of technological acquisition. The authors
analysis leads to revising traditional roles of focusing mainly on cost
issues and introducing open source software with distinctive properties
serving management innovation and technological agility at the level of
complex systems.

PAPER THREE
Innovation, Imitation and Open Source
Rufus Pollock, University of Cambridge, UK
An extensive empirical literature indicates that even without formal
intellectual property rights, innovators enjoy a variety of first-mover
advantages and that imitation is itself a costly activity. There is also
accumulating evidence that an open approach to knowledge production can
deliver substantial efficiency advantages. This article introduces a formal
framework incorporating all of these factors. The author examines the
relative performance of an open versus a closed (proprietary) regime and
explicitly characterizes the circumstances in which an open approach results
in a higher level of innovation.

PAPER FOUR
Consumer Welfare and Market Structure in a Model of Competition between Open
Source and Proprietary Software
Alexia Gaudeul, University of East Anglia, UK
In this article, the author considers a Vickrey-Salop model of spatial
product differentiation with quasi-linear utility functions and contrasts
two modes of production. The author discusses whether the proprietary
model, where entrepreneurs sell software to the users, or the open source
model, where users participate in software development, is more efficient
from a welfare point of view. This article measures the vulnerability of
entry by entrepreneurs in OS industries and proprietary industries.

PAPER FIVE
Open Source and Commercial Software Platforms: Is Coexistence a Temporary or
a Sustainable Outcome?
Eric Darmon, Université de Rennes 1 and CREM-CNRS, France
Dominique Torre, GREDEG-CNRS and University of Nice - Sophia Antipolis,
France
In this article, the authors consider the dynamics and competition between
two software platforms. Potential user-developers can adopt one of the two
platforms in order to develop and sell new applications based on the
platform. The authors consider the static issue first and then use a simple
dynamic system where the dynamics comes from the development efforts
(spillovers) made on each platforms. In this context, they first identify
the conditions for the two platforms to coexist in the long run and consider
different strategies for the editor from this baseline. In both cases, the
authors analyze whether a mixed industry may be sustainable in the long run.

Special Issue on Quantitative Research Methodology
In the course of conducting their research in information systems,
researchers must oftentimes investigate, design, and develop sound methods
or approaches to best conduct their research. Sometimes viewed as a
sidetrack topic, or as a byproduct of the main research, such learning
is often excluded from the journal literature and restricted to less
accessible works. The aim of this special issue is to provide a forum for
disseminating recently developed and advanced techniques for conducting
quantitatively oriented information systems research.
The intent is to provide a broad scope that includes a diverse spectrum of
quantitative research methods, ranging from exemplars to clearly written
descriptions of how new, improved or advanced approaches to quantitative
research have been carried out (e.g., a case study of quantitative
research methodology). The issue is also open to idealized, general
prescriptions for such approaches in comparison to existing ones (e.g.,
tutorials) as well as to literature reviews, philosophical essays, and
analytical research papers.
Topics may include, but are not limited to, the following:
Traditional quantitative IS methods versus new approaches,
 Strengths and limitations
 Merging and complimentary approaches
The applicability of various methods to the IS field

It publishes full-length research manuscripts, insightful research and practice notes, and case studies from all areas of organizational and end user computing.
JOEUC Coverage:
Topics should be drawn from, but not limited to, the following areas, with major emphasis on how to increase organizational and end user productivity and performance, and how to achieve organizational strategic and competitive advantage:
Organizational and end user computing (OEUC) productivity and performance; OEUC and how it affects organizational strategic and competitive advantage; OEUC and how it relates to information resources management; using and managing emerging OEUC technologies including electronic commerce; OEUC satisfaction; OEUC in various management functions; OEUC usage; OEUC privacy, security, and copyright issues; OEUC success factors; OEUC controls for security and privacy; OEUC risk factors; OEUC management; OEUC hardware and software; OEUC supports and training.
In general, the journal seeks contributions concerning any aspect of organizational and end user information processing including development, usage, satisfaction, performance, productivity, success, failure, policies, strategies, and management. The journal invites contributions from educators, researchers, and practitioners involved in research, management, and utilization of organizational and end user computing.
JOEUC Submissions:
All manuscripts submitted to JOEUC will undergo a two-way blind review. Authors are asked to submit electronically as an email attachment or mail four copies of their original, previously unpublished manuscript that satisfies the following conditions:
Ø Must not be currently under review by another journal.
Ø Must be written in APA (American Psychological Association) editorial style.
Ø Should not exceed 25 double-spaced typed pages.
Ø Must be accompanied by a cover page with author(s)' name, address, telephone number, and affiliation.
Ø Should be accompanied by a 150-200 word vita of author(s) on a separate sheet.
Ø Must be accompanied by a 150-200 word abstract on a separate sheet with appropriate key words for the papers.
JOEUC also invites significant and insightful research and practice notes, case studies, editorials, and book reviews from all areas of organizational and end user computing. Submitted pieces for this section should not exceed 15 double-spaced pages.
JOEUC Review process:
To ensure high quality of the published materials, JOEUC utilizes a group of experts to review submitted manuscripts. Upon receipt of a manuscript, two reviewers are selected from the Editorial Review Board of the journal to review the manuscript. The selection is based on the area of expertise of the reviewers, matched to the subject matter of the submission. An additional ad-hoc reviewer (usually an author who has previously published in JOEUC and who has expertise in the area) is also selected to review the manuscript. Each submission is, therefore, blind reviewed by at least three reviewers. If at least two reviewers make favorable recommendations on a manuscript, the author(s) are given an opportunity to revise the manuscript. The revised manuscript is blind reviewed by an associate editor (AE) and finally reviewed by the editor. Return of a manuscript to the author(s) for revision(s) does not guarantee an acceptance of the manuscript for publication but it is a step in the right direction. The final decision on a manuscript is made based on comments of the reviewers and AE, and the quality of the revised manuscript.

Introduction
Managers in commercial and other organizational environments often find
the
effective and efficient utilization of ICT resources a challenging
decision-making process, yet frequently a very supportive mechanism for
sustaining and creating a competitive advantage. Computer-based
developments over the last four
decades have facilitated managers with numerous collaborative tools to
support
various levels of enquiries within the environment of an organization.
Recently,
technological advances have resulted in the concept of Grid technology, a
term
originally coined by Foster in 1995. With regard to decision-making, Grid
technology aims to facilitate managers with the ability to analyze and
utilize data and instrumentation drawn from multiple pools encompassing
registered
distributed and heterogeneous (re)sources in a far more collaborative
manner.
The Overall Objective of the Book
The primary goal of the book is to demonstrate how Grid technology has and
could be applied to serve as the vehicle to empower intelligence in
decision-
making within one or many interconnected, separable or inseparable
businesses
or other type of organizations in a far more effective and efficient
collaborative setting. The book prompts further development for best
practices in identifying opportunities and provides future direction for
innovative and applicable decision making strategies by using Grid
technology. It aims to provide a practical guidance to IT and senior
managers of relevant organizations in developing effective and efficient
approaches, mechanisms, and systems with
using Grid technology to support their effective operation and competitive
advantage. In particular, the book aims to build a network of excellence
in
effectively and efficiently managing ICT related resource using Grid
technology
for senior management to identify applicable opportunities within their
organizations and ultimately lead them to sustain or even create a
competitive
advantage. The overall mission of the book is to introduce both technical
and
non-technical details of Grid technology demonstrating its feasible and
applicable arrangement within business and other organizational IT
infrastructures.
The Target Audience
The projected audience is broad, ranging from those currently working in
to
those interested in joining interdisciplinary and transdisciplinary
collaborative decision-making. Specifically, audiences who are:
researchers in the areas of Grid technology and collaborative ICT;
managers and practitioners in the industry; academics, instructors and
students in colleges and universities.

IEEE 2009 International Conference on Cloud Computing
(CLOUD-II 2009)
September 21-25, 2009, Bangalore, India
http://www.thecloudcomputing.org/2009/2
or http://conferences.computer.org/cloud
Sponsored by the Technical Committee on Services Computing (TC-SVC), IEEE
Computer Society
2009 International Conference on Cloud Computing is the identified
hot-topic conference of the IEEE 2009 World Congress on Services (SERVICES
2009). CLOUD-II 2009 will be co-located with the 6th IEEE International
Conference on Services Computing (SCC 2009).
The theme of the 2009 International Conference on Cloud Computing
(CLOUD-II 2009) is Change We Can Lead.
Cloud Computing has become a scalable services delivery platform in the
field of Services Computing. The technical foundations of Cloud Computing
include Service-Oriented Architecture (SOA) and Virtualizations of
hardware and software. The goal of Cloud Computing is to share resources
among the cloud service consumers, cloud partners, and cloud vendors in
the cloud value chain. The resource sharing at various levels results in
various cloud offerings such as infrastructure cloud (e.g. hardware, IT
infrastructure management), software cloud (e.g. SaaS focusing on
middleware as a service, or traditional CRM as a service), application
cloud (e.g. Application as a Service, UML modeling tools as a service,
social network as a service), and business cloud (e.g. business process as
a service).
In the fast growing Services Computing community, we have launched a
series of events to promote and grow Cloud Computing in the past years. In
2002, we promoted Business Grid to share business processes and
applications. In early 2008, The IEEE Transactions on Services Computing
(TSC) has adopted Cloud Computing to be included in the taxonomy as a body
of knowledge area of Services Computing. In July 2008, the IEEE
International Conference on Services Computing (SCC 2008) has delivered a
keynote panel Business Cloud: Bridging The Power of SOA and Cloud
Computing and a keynote Cloud Computing. In September 2008, the 2008
IEEE International Conference on Web Services (ICWS 2008) has delivered a
keynote Web Services: Software-as-a-Service (SaaS), Communication, and
Beyond and a panel "Cloud Computing and IT as a Service: Opportunities
and Challenges" to further motivate the community members to define Cloud
Computing in various areas.
Based on the technology foundations and industry driving forces, the 2009
International Conference on Cloud Computing (CLOUD 2009) is created to
provide a prime international forum for both researchers and industry
practitioners to exchange the latest fundamental advances in the state of
the art and practice of Cloud Computing, identify emerging research
topics, and define the future of Cloud Computing.
CLOUD 2009 is jointly sponsored by IEEE Computer Society Technical
Committee on Services Computing (TC-SVC) and Services Society.
To discuss this emerging enabling technology of the modern services
industry, CLOUD-II 2009 invites you to join the seventh years gathering
that explores "Services" Science and Technology in the field of Services
Computing, which was formally promoted by IEEE Computer Society since
2003. From technology foundation perspective, Services Computing has
become the default discipline in the modern services industry.
CLOUD-II 2009 tries to attract researchers, practitioners, and industry
business leaders in all the following areas to help define and shape cloud
computing, and its related modernization strategy and directions of the
services industry. You are invited to submit research, engineering, and
business innovation papers to the following areas:
* Infrastructure Cloud
* Software Cloud
* Application Cloud
* Business Cloud
* Service-Oriented Architecture in Cloud Computing
* Vituralization of Hardware Resources
* Virtualization of Software Resources
* Cloud Computing Consulting Methods
* Design Tool for Cloud Computing
* Maintenance and Management of Cloud Computing
* Cloud Computing Architecture
* Cloud Applications in Vertical Industries
In addition, CLOUD-II 2009 organizes cloud computing related keynote
sessions, panel discussions, paper presentations, paper posters,
innovation show cases, Services University (Fall School), workshops, and
tutorials.
CLOUD-II 2009 also invites you to submit papers to participate the
