E-democracy, also referred to as digital or cyber-democracy, encompasses an expanding range of participatory acts: from the development of electronic voting to the transformation of citizen involvement in democratic and deliberative processes enabled and mediated by information and communication technologies (ICT) (Coleman, 2008; Gronlund, 2003). Unlike broadcast media that disseminates news and information to be consumed by citizens, e-democracy utilizes the Internet and social networking technologies to enable more interactive modes of engagement and multidimensional information flows.
The use of ICT for participation and engagement has a particular appeal to young citizens. Disenchanted with traditional politics, well-versed in ICT and immersed in the Internet in their everyday lives, young people are at the forefront of online activism. Yet this activism seems to be disconnected from conventional modes of political engagement centered on governments. Youth civic disengagement is presented in this viewpoint as a challenge for the future of democracy.
The special issue aims to engage in existing debates and also move significantly beyond them by:
* Re-examining online youth participation in political and civic affairs from multidisciplinary and trans-disciplinary perspectives
* Promoting and contributing to cross-fertilization between theory and practice of e-democracy and youth participation.
Recommended Topics
We therefore invite authors with different disciplinary backgrounds and authors from both academia and practice to jointly contribute to this special issue and submit research papers that focus on:
* Adoption of Web 2.0, social networking, and other technologies by young people and the opportunities and challenges for extending this adoption for their engagement in deliberative civic processes
* Assessing communicative and political action via the Internet from democratic theory perspectives
* Examples of youth online participation and innovative practices of youth engagement in political and civic matters by governments, political parties, non-government organizations or groups of young people
* How and why does technology enable/support one way of engagement rather than another: searching beyond technological and social determinism?
* How does technology ‘produce’ social interaction and young people as participants in online consultation and engagement processes or alternatively how the participants (perhaps at the same time?) socially construct technology to serve their interests?
* Reviews and critique of existing theoretical approaches, assumptions, and conceptualizations of e-democracy, youth online participation, and engagement in social matters; agendas for future research.
* Studies investigating social, political, cultural, technological, and other conditions stimulating or obstructing young people’s participation and engagement in online debates and actions
* Studies of practices and patterns of youth online activism, political action, and organizing as new emerging forms of e-democracy
* Technology as politics or “the question of technology” – what motivates and informs the development and adoption of the Internet, web-based and other social technologies for youth civic online participation and engagement?
* What is social technology and why does it matter in imagining and practicing e-democracy by young people?
* Young people s’ roles, behaviors, identities, interaction, and contribution in electronic spaces; exploration of creation of meanings, construction of individual and group identities and trust (communities?), (re)visions of citizenship and citizenship education, relationships with governments, etc.
* Youth engagement in e-democracy and the possibility of realizing theoretic (normative) proposals for democratic governance (e.g. Habermas’ public sphere)
Submission
All submissions must be original and may not be under review by another publication. A paper should be between 5,500 to 8000 words in length. All submitted papers will be reviewed on a double-blind, peer review basis. Papers must follow APA style for reference citations.

Workshop Description

Massive amount of data and information created by the collaboration and
competition of many individuals is available on
the Web. Collective Knowledge is generated in a process that includes
analysis and, in many cases, integration of
multiple data sources. However, integration of massive or multiple data
sources is just a prerequisite for creating
Collective Knowledge. As named by Tom Gruber, this is Collected Knowledge
(or Collected Intelligence). It becomes
Collective Knowledge when new levels of understanding of such knowledge
emerge, when "wisdom of the masses" creates new
values.
The focus of the workshop lies on how new knowledge can be discovered in
such datasets, which processes are to be used
to harvest the new knowledge, how and in which order the processes are to
be applied, and finally, how the resulting
Collective Knowledge can be represented.
Not all models and representations for Collective Knowledge are created
equal and what is easy and natural in one model
can be even impossible in the other one. Within the scope of the CKCaR
workshop we are specifically interested in the
processes that lead to the capturing and creation of this new knowledge
and models for representing it. We encourage the
presentation and exploration of original work in capturing and
representing collective knowledge and expect to stimulate
further research in this area.

Electronic submission will be used. The pdf version of the paper

You are cordially invited to submit a complete, original, unpublished
manuscript for the Information Systems Management Special Issue on
Servitizing IT.
IT's role in an organization is the cost-effective provision of IT
services that focus on delivery of high-quality, low-cost IT services,
and, hopefully, align with organizational strategy. IT Services have
emerged as a strategic focus for industry.
Private industry is active in this space, with IBM, HP, and others selling
both services and software to support IT services. Industry groups, such
as ITSMF-USA, have active academic groups that have sponsored three
academic fora at which academics learn about ITSM and how to develop
course materials for teaching ITSM.
There are three current types of research that fall under the definition
of IT Services: IT Service Management (ITSM) � focusing on spanning the
gap between operations and development; Services Computing � focusing on
technical delivery of software services, and Service Sciences Management
and Engineering (SSME) � focusing on organizational servitization.
The following topics are suggested but other related topics will be
considered:
� Theoretical underpinnings of IT Servitization
� Development and use of models for measuring IT Servitization
� Maturity of IT Servitization in industry
� The relationship between IT Servitization and ICT Governance
� Frameworks and standards for IT Service Management (e.g., ITIL, ISO/IEC

Modeling and simulation have benefited many of the traditional areas in
learning about system behavior, providing training, becoming a standard
practice for analyzing and developing complex systems/processes, and
helping to mitigate design flaws.
The healthcare domain, with all its potential, is making only first steps
in this horizon. Applying modeling and simulation as two complementary
methods in healthcare could facilitate a significant understanding of the
healthcare operational aspects, medical practices, treatment delivery, and
help to identify where potential human errors are most likely.
Due to its importance, sensitivity, complexity, security, informality, and
specific nature, healthcare requires unified modeling and simulation
approach, which creates an enormous potential for challenging research and
innovative applications.
With global transition to electronic medical records (EMR), simulation
could be used to study the IT impact on healthcare processes, redesigning
current healthcare processes to implement innovations in the delivery of
healthcare.
One of the main challenges and quality factors in healthcare delivery is
waiting time and traveling to medical centers. Medical resources
(physicians, advanced diagnostic equipments, operation facilities) are
constantly in high demand, which require innovative approaches to increase
their availability. Current trends in designing new medical facilities
require co-design of medical centers and healthcare processes - known as
process-centric spatial design. Simulating healthcare practices where
space and processes are jointly taken into account may significantly
increase resource utilization and healthcare productivity. Streamlining
procedures for traveling patients may result in high satisfaction as well
as reducing number of visits. Furthermore, simulation is immerging as an
asset in training, communication, and sharing among analysts,
practitioners, and professionals in the healthcare domain.

Description:
Collaboration technologies can be used in healthcare research, practice,
and management. Although managerial use of advanced collaborative
technologies in healthcare has been reported in the literature, the use of
the technology in research and clinical practice has not been studied
extensively. Geographically dispersed health professionals can use
collaboration technology to communicate with each other, review patient
records, manage workflows, and improve the delivery of patient care.
Similarly, geographically non-collocated researchers can collaborate with
each other. Besides some descriptive studies, most of the current studies
on collaboration technology in healthcare focus on the technological
architecture of collaborative healthcare systems.
This mini-track invites research papers on the use of collaboration
technology in healthcare. Two major directions of research on the use of
collaboration technology in healthcare are of interest to information
systems (IS) and healthcare professionals. The study of the conceptual
framework and technological architecture of collaborative systems in
healthcare can focus on the functional and social needs of the healthcare
teams, the supports for collaboration processes, the security of shared
medical records, and the efficient communication and processing of
information in the health network. Another strand of research can explore
the effects of the use of collaboration technologies on the delivery of
patient care. These can be empirical studies that can focus on the
healthcare tasks-technology fit, the effectiveness of collaborative
healthcare teams, and the organizational impacts of collaborative
technologies.
Suggested topics for the mini-track include, but are not limited to:

� Technical architecture of the collaborative systems for healthcare
� Processes of collaboration in healthcare teams
� Functionalities of technologies to support collaboration in healthcare
teams
� Task-technology fit of collaboration systems in healthcare systems

� Information and knowledge sharing in healthcare teams
� Shared data and knowledge repositories in collaborative healthcare teams
� Security of shared medical records
� Intelligent systems and collaborative healthcare
� Socio-technical issues in collaborative healthcare systems
� Empirical studies to assess the effectiveness of the use of

International Journal on E-Government: Past, Present, and Future

The objective of this special issue of Electronic Government journal is to
provide an outlet for publishing original research highlighting current
issues related to technical, organizational, managerial and socio-economic
aspects of e-Government adoption, evolution, implementation and impact. We
seek to invite papers that address various aspects of e-Government
projects from a theoretical, conceptual, or empirical perspective to set
the stage for future research direction in e-Government. Both quantitative
as well as qualitative studies on e-Government from developed and
developing countries perspectives will be encouraged.
E-Government is an emerging paradigm to deliver government services to
citizens, businesses, and other stakeholders through the use of Internet
and information and communication technologies (ICTs). E-Government is an
extension of e-business applications to the public sector. Increased
adoption and application of e-Government across countries is being
propelled by its potential to offer not only a convenient service to
citizens but also related benefits such as reduced transaction costs and
enhanced operational efficiency. Further, e-Government can help to improve
e-Governance. Consequently, e-Government is being increasingly regarded as
a panacea for overcoming many of the shortcomings of the traditional
government set-up.
Over years, e-Government development has transitioned from cataloging,
transaction processing to vertical and horizontal integration in both
developed and developing nations. The evolution of e-Government from the
informational interfaces of the yester years to the transformational
applications of today has in large measures been influenced by many of the
contingent environmental factors. The development of e-Government has not
been uniform across the world. For example, there are only a few countries
like Singapore, Canada and the U.S.A. which lead the e-Government
initiatives across the world. Most nations are still struggling with their
e-Government programs. Despite their tremendous transformational
potential, the evidence about the success of e-Government efforts across
various countries is mostly sporadic and diffused. Consequently, the full
potential of e-Government remains largely unexploited.
Almost a decade after the first e-Government implementations in the world
were initiated, it is an opportune time to reflect on the past and present
so that the future of e-Government can be charted out. There is a need to
examine issues surrounding e-Government today and challenges for the
future. The e-Government evolutionary models of the past may have become
redundant in the face of rapidly changing technological options.
Some of the suggested topics include, but are not limited to, following
topics:

� Effect of socio-economic factors in e-Government implementation and

Review Process:
Each submitted paper is subject to the following review procedures:
1.It is reviewed by the guest editors for general suitability for this
publication.
2.If it is judged suitable, two reviewers are selected and a double-blind
review process takes place.
3.Based on the recommendations of the reviewers, the guest editors then
decide whether the particular article should be accepted as it is, revised
or rejected.

*Motivation und Ziele*
Das Internet hat eine Evolution hinter sich. Die Nutzer haben sich von
reinen Konsumenten zu Produzenten entwickelt, die Inhalte nicht mehr nur
lesen, sondern diese selbst bereitstellen, editieren, bewerten und
kommentieren. Das Stichwort lautet Partizipation bzw. Beteiligung der
User (Zerfaß/Welker/Schmidt 2008). Diese freiwillige und aktive
Mitwirkung eines großen Benutzerkreises ohne Zwänge von Organisationen,
Prozessen, Technologien oder bestimmten Plattformen stellt das
Hauptcharakteristikum des "Web 2.0" (O’Reilly, 2005) oder auch "Social
Web" (Ebersbach/Glaser/Heigl 2008) dar.
Die unkomplizierte Möglichkeit, etwas zum großen Ganzen beizutragen,
kann viele Wissensmanagement-Ansätze bereichern. Auf Firmenebene hat man
dies vielfach erkannt und stellt sich nun die Frage nach den
Einsatzpotenzialen des "Web 2.0 in Unternehmen" (Back/Tochtermann/Gronau
2008) bzw. des „Enterprise 2.0“ (Koch/Richter 2008, McAfee 2006). Im
Gegensatz zum privaten Internet, das eher durch informelle Strukturen
gekennzeichnet ist (Jahnke 2009), müssen die Beteiligten in den
Unternehmen allerdings verschiedene unternehmensspezifische
Herausforderungen meistern, wie z.B. die Einbeziehung von
Organisationsstrukturen und -Prozessen. Werden diese Spezifika bei der
sozio-technischen Systemgestaltung der Werkzeuge berücksichtigt, bieten
sie gegenüber anderen Diensten bessere Möglichkeiten, implizites Wissen
(„tacit knowledge“) und Best Practices unternehmensweit verfügbar zu
machen.
Vor diesem Hintergrund ist es unser Ziel, auf der Mensch und Computer
2009 in Berlin einen multidisziplinären Workshop zu veranstalten.
Vertreter aus Soziologie und Psychologie, Betriebswirtschaftslehre und
Informatik sind herzlich eingeladen das Thema aus ihrer jeweiligen
Fachperspektive zu diskutieren und dabei kulturelle, organisationale
sowie technologische Aspekte zu beleuchten. Der Workshop richtet sich an
Teilnehmer aus der Wissenschaft sowie aus der Unternehmenspraxis.
*Zentrale Fragestellungen des Workshops sind*
Aus Sicht der Wirtschaftsinformatik:
* Wie lässt sich Social Software in bestehende IT-Infrastrukturen
integrieren?
* Welches sind Erfolgsmodelle um das Spannungsfeld zwischen
Selbstorganisation und Fremdorganisation zu überbrücken?
* Was sind mögliche Gestaltungsparameter für den Einsatz von Social
Software in Unternehmen?
* Wie können Wissensaustauschprozesse und -netzwerke bewertet werden?
Aus Sicht der Psychologie und der Soziologie:
* Welche Motivation haben Mitarbeiter eines Unternehmens Social
Software zu nutzen und welche Barrieren aus individueller Sicht
sind beim Einsatz von Social Software in Unternehmen zu überwinden?
* Was können wir aus empirischen Untersuchungen zur Nutzung von
Social Software im Internet lernen?
* Wie können Communities of Practice und deren Bildung durch Social
Software unterstützt werden?
* Welche Auswirkung hat die Einbeziehung von Personen, die sich
außerhalb der Communities of Practice befinden (weak ties) auf die
Arbeitsprozesse?
* Wie lassen sich kreativitätsförderliche (Lern-)Kulturen und
"Flow-Erlebnisse" (Spaß machende Erlebnisse beim Wissensaustausch)
integrieren und somit evt. neue Erkenntnisse zu Web 2.0 in
Unternehmen erhalten?

Dieser Workshop soll als ganztägige Veranstaltung eine Diskussion aus
einer wissenschaftlichen sowie einer praxisnahen Perspektive beleuchten.
Speziell von Interesse sind Beiträge zu den folgenden Themen:
* Methoden, Modelle und Technologien für Wissens- und
Innovationsmanagement mit Social Software
* Prozeduren und Praktiken für effektives Wissensmanagement mit
Social Software
* Web-2.0-Anwendungen und ihr Nutzen für die individuelle und
kollaborative Wissensarbeit
* Kulturelle, soziale und technische Aspekte des Web 2.0
* Kosten/Nutzenanalysen zum Einsatz von Social Software in Unternehmen
* Empirische Studien mit explorativem, deskriptivem oder erklärendem
Charakter
Neben kurzen Präsentationen von Ergebnissen/Erkenntnissen zu obigen
Themen durch die aktiven Teilnehmer wollen wir auf dem Workshop
hauptsächlich interaktiv am Zusammenbringen der isolierten Erkenntnisse
und Erfahrungen aus den unterschiedlichen Disziplinen arbeiten.
Wir laden Sie herzlich dazu ein mit einer Einreichung für den Workshop
an diesem Austausch teilzunehmen.

besprechen (und damit einen Beitrag für die Diskussion im Workshop
liefern).
*Workshop-Band / Format*
Die für den Workshop akzeptierten Beiträge werden in einem gemeinsamen
Workshop-Band der Tagung Mensch & Computer veröffentlicht und sollen im
Logos-Verlag Berlin erscheinen (http://www.logos-verlag.de).
Um ein einheitliches Erscheinungsbild innerhalb des Bandes zu
gewährleisten (und zugleich den Transfer von bei der Haupttagung
abgelehnten Beiträgen zu einem thematisch passenden Workshop zu

AIS SIGED: IAIM will hold its annual International Conference on December
12 - 14, 2009 � in Phoenix, Arizona, USA
The AIS Special Interest Group for Education: International Academy for
Information Management (SIGED: IAIM) is dedicated to promoting excellence
in Information Systems education, practice, and research. The objective of
SIGED is to provide a forum in which interdisciplinary researchers and
educators in information systems can exchange ideas, techniques, and
applications. SIGED sponsors an International conference in December at
which competitively selected peer-reviewed papers, tutorials and panel
discussions are presented. A Best Paper Award is announced and all papers
presented are published in either SIGED's on-line journal (for high
quality completed papers) or the conference proceedings produced on
CD-ROM. Authors of highly rated papers will have the option of having
their paper fast-tracked to the Journal of Information Systems Education
(JISE) for expedited review.
You are invited to submit theoretical, empirical, or descriptive papers
(case studies), tutorials, and panel proposals related to the education
theme of SIGED's conference. Suggested topics include, but are not limited
to: Pedagogical Issues, Education Technology, Curriculum Issues and
Ethical Issues, Social Issues, Enrollment Issues, etc.
