Background:
E-government implementation efforts have now evolved from basic
information provisioning to more integrated and joined up service
offerings in most developed countries. Having successfully implemented a
number of transaction-based e-services by e-enabling front office and
customer facing processes, most developed countries are now working
towards realising transformational government (or T-Government). The
transformational phase is considered the highest level of maturity for
e-government programmes and encompasses redefining the delivery of
government services by providing a single point of contact to citizens'
that makes the government transparent to citizens and businesses. This
phase involves reengineering and e-enabling back office processes and
information systems to enable more joined-up and citizen-centric
electronic government services. However, public sector transformation is a
massive and complex undertaking involving distributed decision-making that
requires a good understanding and evaluation of the political context,
business processes and technology.
Also, from a demand perspective extensive efforts are required to increase
citizens' awareness about the transformation of the delivery of government
services and their online availability which would result in increased
e-participation. In order to prevent digital divide in terms of using
electronic government services, it is also necessary that citizens from
all facets of society are equipped with basic ICT skills as well as
private and or public access to high-speed internet connections. Yet,
despite the availability of innovative technologies, government agencies
are faced with many technical, organizational, and socio-economic
challenges and barriers that need to be addressed when developing,
adopting and diffusing electronic government systems and services.
Furthermore, from an organisational perspective t-government has
introduced an environment where most public institutions such as
healthcare, social services, education and employment have struggled with
the need to balance issues such as transparency and opaqueness, or social
inclusion and professionalism. Consequently, there has been increasing
pressure on the academic and practitioner communities for research that
focuses on bridging the gap between t-government theory and practice. The
aim of this workshop is to provide a common platform for academics and
practitioners to discuss and present original research highlighting issues
related with technical, organizational, managerial and socioeconomic
aspects of both (e) and (t)-government implementation and adoption.
Selected papers will be considered for publication in:

Following the success of the First International Information Systems Security Workshop held in Cape Town, South Africa, May 2009, the second workshop will continue efforts to advance the research discipline of information systems security through the creation, dissemination, and preservation of well-formed research. Through the active discussion in the workshop, participants will receive specific feedback on their papers and provide feedback to others.
While relevant for advanced practical development, our primary audience consists of researchers in this area. We value research products with highly reliable and validated theory, empirical data, or quantitative/qualitative social scientific methodology. Editors of EJIS and MISQ will screen potentially high quality papers that may be fast tracked to these journals after revisions. The workshop is also intended to nurture individual journal articles for submission to a wide variety of other management research journals. Selection for the workshop is competitive, and only authors of the accepted papers and working group members will be invited to participate.
Anchoring the workshop to information systems means the research will attend and extend the social, organizational, and managerial literature in this area. While we assume an effective foundation in information security technology, we regard information systems risks broadly, for example crime, employee misconduct, warfare, terrorism, error, accident, natural events, etc. We also address information systems security broadly, for example, privacy, awareness, policies, strategy, audit, planning and control.
Manuscripts will be pre-screened by the program chairs and members to ensure that all papers sent to reviewers are reasonably complete, well-formed and appropriate to the scope and mission of the workshop (e.g. information security management focused rather than information security science focused). Double blind reviews will follow for prescreened papers.

Tools for Program Development and Analysis
in Computational Science
at the
2010 International Conference on Computational Science (ICCS 2010)

The use of supercomputing technology, parallel and distributed processing,
and sophisticated algorithms is of major importance for computational
scientists. Yet, the scientists' goals are to solve their challenging
scientific problems, not the software engineering tasks associated with it.
For that reason, computational science and engineering must be able to rely
on dedicated support from program development and analysis tools.
The primary intention of this workshop is to bring together developers of
tools for scientific computing and their potential users. Paper submissions
by both tool developers and users from the scientific and engineering
community are encouraged in order to inspire communication between both
groups. Tool developers can present to users how their tools support
scientists and engineers during program development and analysis.
Tool users are invited to report their experiences employing such tools,
especially highlighting the benefits and possible improvements.
The following areas and related topics are of interest:
* Problem solving environments for specific application domains
* Application building and software construction tools
* Domain-specific analysis tools
* Program visualization and visual programming tools
* On-line monitoring and computational steering tools
* Requirements for (new) tools emerging from the application domain
In addition, we encourage software tool developers to describe use cases and
practical experiences of software tools for real-world applications in the
following areas:
* Tools for parallel, distributed and network-based computing
* Testing and debugging tools
* Performance analysis and tuning tools
* (Dynamic) Instrumentation and monitoring tools
* Data (re-)partitioning and load-balancing tools
* Checkpointing and restart tools
* Tools for resource management, job queuing and accounting

We invite you to submit a full paper of up to 10 pages (A4), describing new
and original results, for publication and oral presentation. The submitted
paper must be camera-ready and formatted according to the rules of Procedia

Let me kindly inform you that the POSITION PAPER submission deadline for CSEDU 2010 (International Conference on Computer Supported Education) has been EXTENDED to DECEMBER 22nd. CSEDU 2010 will be held in Valencia, Spain next year, on 7 - 10 April, 2010.
A position paper presents an arguable opinion about an issue. The goal of a position paper is to convince the audience that your opinion is valid and worth listening to, without the need to present completed research work and/or validated results. It is, nevertheless, important to support your argument with evidence to ensure the validity of your claims. A position paper may be a short report and discussion of ideas, facts, situations, methods, procedures or results of scientific research (bibliographic, experimental, theoretical, or other) focused on one of the conference topic areas. The acceptance of a position paper is restricted to the categories of "short paper" or "poster", i.e. a position paper is not a candidate to acceptance as "full paper".
Submitted papers will be subject to a double-blind review process. All accepted papers will be published in the conference proceedings, under an ISBN reference, on paper and CD-ROM support. The proceedings will be indexed by several major international indexers, including INSPEC, DBLP and we are awaiting the confirmation of indexation by EI and Thomson Reuters Conference Proceedings Citation Index.
All published papers will be also available at the INSTICC's Digital Library, which will be made available shortly.
Best paper awards will be distributed during the conference closing session.
The conference program will include a number of Keynote Lectures delivered by distinguished world-class researchers. Their names are announced at the conference website and available below.

We would like to invite you to submit a paper to ICINCO 2010 (the 7th
International Conference on Informatics in Control, Automation and
Robotics - http://www.icinco.org).
ICINCO 2010 will be held in Funchal, Madeira - Portugal on June 15 - 18,
2010 and it is organized by INSTICC, co-sponsored by the International
Federation of Automatic Control (IFAC) and in cooperation with the
Association for the Advancement of Artificial Intelligence (AAAI), the ACM
Special Interest Group on Artificial Intelligence (ACM SIGART), the
Workflow Management Coalition (WfMC) and the Portuguese Association for
Automatic Control (APCA).
The deadline for regular paper submission is set to January 13, 2010. We
look forward to receiving your paper submission with innovative
contributions in any of the following main topic areas:
1. Intelligent Control Systems and Optimization
2. Robotics and Automation
3. Signal Processing, Systems Modeling and Control
Submitted papers will be subject to a double-blind review process. All
accepted papers will be published in the conference proceedings, under an
ISBN reference, on paper and CD-ROM support.
A short list of presented papers will be selected so that revised and
extended versions of these papers will be published by Springer-Verlag in
a LNEE Series book.
The proceedings will be indexed by several major international indexers,
including INSPEC, DBLP and Thomson Reuters Conference Proceedings Citation
Index, and we are awaiting the confirmation of indexation by EI.
Best paper awards will be distributed during the conference closing
session.
All published papers will be also available at the INSTICC's Digital
Library, which will be made available shortly.
Workshops and special sessions are also invited. If you wish to propose a
workshop or a special session, for example based on the results of a
specific research project, please send a proposal to the ICINCO
secretariat. Workshop chairs and Special Session chairs will benefit from
logistics support and other types of support, including secretariat and
financial support, to facilitate the development of a valid idea.
