ICWL is an annual international conference on web-based learning. Since the
first ICWL was held in Hong Kong in 2002, it has been held in Australia
(2003), China (2004), Hong Kong (2005), Malaysia (2006), United Kingdom
(2007), and China (2008). The 8th ICWL 2009 will be held in Aachen, Germany,
a city with rich culture, high-tech research, and a truly European spirit.
ICWL 2009 will be jointly organized by Hong Kong Web Society, RWTH Aachen
University, and Max-Planck-Institute for Computer Science. The technical
program will feature keynote addresses, workshops, tutorials, in addition to
presentations of refereed papers.
Areas of interest include but are not limited to the following:

* Social Software and Web 2.0 for Technology Enhanced Learning
* Learning Resource Deployment, Organization and Management
* Design, Model and Framework of E-learning Systems

* Pedagogical Issues
Paper Submissions:
Authors are invited to submit original papers on research results or novel
applications in web-based learning. Papers for submissions should be
formatted in single column of no more than 10 pages in single line spacing
and in PDF format for review. All accepted papers will appear in the
conference proceedings. All accepted full papers presented in the conference
will be published as a volume in Springer Lecture Notes in Computer Science
(tentative). It is further planned that authors of the best papers will be
invited to submit their extended versions for special issues of relevant
journals.

* Conference background and goals
A new paradigm is sweeping the society, organisations and the business
environment. In fact, society and business world alike are moving from
its tangible bases to intangible ones based on knowledge and information
systems (IS) to support its management, use and sharing. In this
emerging paradigm, terms like information, communication, knowledge, and
learning have acquired a critical relevance to the understanding of the
nature of contemporary business. This led authors such as Drucker (1993)
to state that "we are entering the knowledge society in which the basic
economic resource... is knowledge".
In fact, since the mid-1980s, there has been a sudden avalanche of a new
kind of vocabulary. Corporations, which so far had been economic
entities, are being described as "information-based organizations",
"learning organizations", "knowledge-creating companies" or knowledge
intensive organisations. Instead of product-market strategies, the
fashionable business discourse invokes core competencies, intangible
assets, knowledge-based capabilities, intellectual capital, knowledge
management etc. Consequently, in this 21st century of ours, terms such
as intellectual capital, knowledge management, and knowledge mapping
have increasingly become part of the corporate landscape.
However, none of this apparent revolution would be possible without the
underlying technological support provided by IS. The IADIS Information
Systems Conference (IS 2009) aims to provide a forum for the discussion
of IS taking a socio-technological perspective. It aims to address the
issues related to design, development and use of IS in organisations
from a socio-technological perspective, as well as to discuss IS
professional practice, research and teaching.
* Format of the Conference
The conference will comprise invited talks and oral presentations. The
proceedings of the conference will be published in the form of a book.
The best paper authors will be invited to publish extended versions of
their papers in specific journals, and in the IADIS International
Journal on Computer Science and Information Systems.
* Types of submissions
Full and Short Papers, Reflection Papers, Posters/Demonstrations,
Tutorials, Panels and Doctoral Consortium. All submissions are subject
to a blind refereeing process.
* A set of key issues has been identified (see below). However, these do
not aim at being prescriptive, or set in stone, and any innovative
contributions that do not fit into these areas will also be considered.

Persuasive Technology is all about using Information and Communications Technology to change what we think and do. We are just entering the era of persuasive technology, of interactive computing systems designed to change people's attitudes and behaviors. Persuasive 2009 builds on the successful prior conferences held at Eindhoven, Stanford and Oulu. The Claremont conference will assemble people from all parts of the world interested in such technologies by sharing their insights into how video games, mobile phone applications, web sites and social networking sites can be designed to motivate and influence people.

and Humans seeks original manuscripts for a Special Issue on The

for a knowledge-based framework aimed at crossing the chasm from the
current Web of unstructured information resources to a Web equipped
with metadata and oriented to delegation of tasks to software agents.
In spite of the orientation of Semantic Web technology to machine
processing, a large part of useful Semantic Web applications require
the building of semantic user models, and semantic end-user
interfaces. The increasing popularity of open social systems has
contributed an additional dimension to the complex picture of
bringing semantics to the Web. Ontologies are the key piece of this
framework in that they provide shared semantics to metadata, thus
enabling a degree of semantic interoperability. The challenge of
building person- and social-oriented semantic systems requires the
integration of personal and social information models with domain and
commonsense ontologies. Also, there is a need to combine
metaknowledge on user interface and usability issues along with
models of social networks, which may result in hybrid systems. Going
a step further, cultural issues pervade the meaning of everyday�s
objects and communication, so that successful applications need to
consider these aspects. The special issue aims at helping in
communicating and disseminating relevant recent research in systems
engineering and human machine systems as applied to the context of
personal and social information in the Semantic Web. The scope of the
call includes systems engineering and human machine systems for
organizational applications, Semantic Web approaches to Information
Systems and Ontology-Based Information Systems research, as well as
the diverse underlying personalization aspects, as long as they touch
social, interface, cultural or personal issues. Papers dealing with
aspects that touch several of these aspects are especially
sought.Topics include, but are not limited to, the following:

pages. If the paper is accepted for publication, an over-length fee will
be charged to each of the over-length pages in the final camera-ready
version.

TOOLS EUROPE 2009 will be devoted to the combination of technologies
that have emerged as a result of object technology becoming "mainstream".
Like its predecessors, TOOLS EUROPE 2009 combines an emphasis on quality
with a strong practical focus.
Started in 1989, TOOLS conferences, held in Europe, the USA, Australia,
China and Eastern Europe, have played a major role in the development of
object technology field; many of the seminal concepts were first presented
at TOOLS. After an interruption of four years, the conference was revived
in 2007 to reflect the maturing of the field and the new challenges ahead
and has become a yearly event.
Contributions are solicited on all aspects of object technology and
neighboring fields, in particular model-based development, component-
based development, and patterns (design, analysis and other applications);
more generally, any contribution addressing topics in advanced software
technology fall within the scope of TOOLS. Reflecting the practical
emphasis of TOOLS, contributions showcasing applications along with a sound
conceptual contribution are particularly welcome. For a non-exclusive list
of potential topic areas see the conference Web page.
All contributions will be subject to a rigorous selection process -
maximum acceptance rate of 25% - by the international Program Committee,
with a stress on originality, practicality and overall quality. The
proceedings should be published in Springer LNBIP. For detailed submission

Purpose
IT Service Management has become an accepted good practice for internal and external service providers. The associated management disciplines focus providers on agreeing operational and financial performance standards with their customers and deliver services that reliably meet these objectives.
While the focus on operational performance was clearly helpful in the initial stages of IT service management and process outsourcing/offshoring, IT services now have the potential to become relevant strategic assets and impact entire business models. This requires a fresh perspective on IT service management from a strategic lens. For one, the ubiquity of IT in products and the growing use of information systems to support business services let IT service management become an integral part of the value delivery systems of many enterprises. For example, e-business systems and self-service systems on the web routinely extend IT services to many firm's end-customers. Likewise, the diffusion of remote services technology in many technology products pushes manufacturing firms into becoming providers of IT services. Managing the portfolio of IT services thus needs to integrate with the strategic planning and innovation processes of these firms.
Even more, the opportunities that come with the emerging Web-based service industries will lead to new business models, decreasing importance of regional and organizational boundaries and require new models of business-IT alignment. The vision of business networks based on interrelated service ecosystems in which entire business processes are composed out of available services now becomes reality. Firms are challenged in this environment with how they position themselves strategically, how to develop appropriate inter-organizational governance frameworks and how to source, aggregate, broker and channel a quickly growing number of highly innovative services.
Suggested Topics
This mini-track aims at accelerating high quality research in this fast developing domain and invites conceptual and empirical papers on completed research as well as research-in-progress papers. Possible contributions may include, but are not limited to the following:

- New business models for IT services, e.g. for service aggregation and brokerage
- IT service portfolio management / IT service product management
- Embedding of IT services in business products and services

MOTIVATION AND OVERVIEW
Healthcare delivery in the 21st century faces significant challenges as
demand for more and improved services continues to grow. Ageing
populations, the escalating incidence of chronic disease and higher
expectations of health all contribute to increasing pressure on health
services.
The advantages of using Information Technology to provide much needed
efficiencies within the health sector have long been recognised. Although
adoption and use of such technologies has often been slow and piecemeal
there have been significant advances and increasing maturity in e-health
applications. The coming of age of Health Information Systems brings new
challenges with the need to shift the focus towards dealing with the range
of issues that e-health has produced such as interoperability, standards
and innovation.
Advances in newer technologies are adding more opportunities to develop
innovative ways to improve the delivery of healthcare. The path to IT
maturity requires that mission critical systems become embedded in every
day work practices and new innovations are widely adopted in a sustainable
and effective manner. Research in this area has reached a new and
exciting stage and the proposed special issue invites research
contributions that focus on innovations in health information systems.
Topics include but are not limited to:
- The use of emerging technologies to increase efficiencies for both
health professionals and for non-clinical applications that support health
services.
- New models for improving communication between healthcare stakeholders
- Electronic health records
- Development of systems to enhance primary healthcare
