Applications (ISPLC 2009)

It is our pleasure to announce that the 13th IEEE International
Symposium on Power Line Communications and its Applications will be held
at the premises of the Technische Universitat Dresden, from 29 March to
1 April 2009. Dresden is both the half million people baroque capital of
Saxony and the microelectronics center of Europe.
The Symposium focuses on research, application, and commercialization
aspects of the power line communication technology, in both broadband
and narrowband fields. Prospective authors are cordially invited to
submit original contributions describing completed or ongoing research
related to the power line communication area. The contributions should
address one of the following aspects:
Technology aspects
* Channel characterization (measurements and modeling of signal
propagation and noise/disturbance)
* Electro-magnetic compatibility/interference and coupling
(measurements and solutions)
* Modulation and coding techniques (among others: multi-carrier, OFDM,
spread-spectrum, UWB, and single carrier)
* Signal processing (frequency and phase synchronizations, symbol
timing synchronization, detection, equalization, etc)
* Cognitive issues: resource allocation, spectrum monitoring, and
spectrum allocation
* Error control (FEC, interleaving, ARQ, etc.)
* Multiple access techniques and MAC protocols
* Duplex and repeater techniques, routing, and autonomous network
functions (e.g. auto-configuration)
* Network planning and optimization
* Cross-layer optimization and service integration (PLC specific and
higher layers, traffic control,
from physical to network and application layers)
Implementation and deployment aspects
* Coexistence and interoperability
* Modem and LSI (Large Scale Integration) design
* Security
* Network and service management
* System architectures and solutions
* Power system applications (AMR, IMR, protection, smart grid, power
quality, management, control, monitoring,
sensor network, etc)
* Broadband and multimedia applications (home network, video on demand,
VoIP, games, IPTV, etc)
* Experimental systems, field trials, and commercial networks
* Standardization and regulation

HPCC-09 is the next event in a series of highly successful
International Conferences on High Performance Computing and

The HPCC-09 conference provides a premier forum for engineers and
scientists in academia, industry, and government to address the
resulting profound challenges and to present and discuss their new

Ubiquitous sensors, devices, networks and information are paving the way
towards a smart world in which computational intelligence is distributed
throughout the physical environment to provide reliable and relevant
services to people. This ubiquitous intelligence will change the
computing landscape because it will enable new breeds of applications
and systems to be developed and the realm of computing possibilities
will be significantly extended. By enhancing everyday objects with
intelligence, many tasks and processes could be simplified, the physical
spaces where people interact like the workplaces and homes, could become
more efficient, safer and more enjoyable. Ubiquitous computing, or
pervasive computing, uses these many "smart things/u-things" to create
smart environments.
A smart thing can be endowed with different levels of intelligence, and
may be context-aware, active, interactive, reactive, proactive,
assistive, adaptive, automated, sentient, perceptual, cognitive,
autonomic and/or thinking. Research on ubiquitous intelligence is an
emerging research field covering many disciplines. A series of grand
challenges exist to move from the current level of computing services to
the smart world of adaptive and intelligent services. Started in 2005,
the series of UIC conferences has been held in Taipei, Nagasaki, Three
Gorges (China), Hong Kong and Oslo. UIC-09 will include a highly
selective program of technical papers, accompanied by workshops, panel
discussions and keynote speeches. Established as a premier venue in the
area of ubiquitous intelligence and computing, UIC-09 will offer a forum
for researchers to exchange ideas and experiences in developing
intelligent/smart objects, environments and systems.

Accepted main conference papers are planned to be published by Lecture
Notes in Computer Science (LNCS, EI indexed). At least one author of
each accepted paper is required to register and present their work at
the conference, otherwise the paper will not be included in the
proceedings. Selected papers, after extension and further revisions,
will be published in special issues of prestigious journals. The length
of submitted papers should not exceed 15 pages in the LNCS style. The

SCOPE
Scientific communities worldwide have constructed massive grids that
contain several tens of thousands of CPU’s and several PetaBytes of
storage. The complexity of grids has increased due to the large range of
dynamic resources involved: hardware and middleware, but also software
usage rights, sensors, etc. Grid applications taking advantage of those
resources have also increased in complexity. In addition, grid usage is
based on a sharing paradigm, which introduces the collective behaviour
of users as a new complicating factor. A major technical and societal
challenge for the immediate future is the stabilisation of production
grids. The control and maintenance of these complex systems to achieve
that remain a significant operational issue. Application optimization is
similarly challenging.
Autonomic Computing has emerged as a specific scientific domain, with
the strong involvement of industry. Autonomic computing is highly
relevant to grid systems at a time when production grids have become
critical scientific infrastructures and must move to sustainable models.
Considering the volume and structure of the manpower dedicated to the
day-to-day operations, Self-Optimization, Self-Healing and
Self-Configuration could provide immediate benefits.
At the core of the autonomic computing is the fact that high-level goals
should be exposed by the middleware and should be easily tuned by users
and system administrators. The Workshop will contribute to building
bridges between grid researchers on one hand and those in the autonomic
computing community on the other. The focus of the workshop is to
identify key scientific challenges related to the management and
evolution of grids as a specific category of complex large-scale
systems. The goal of the workshop is to promote community wide
discussion of, and collaboration on potentially high-impact ideas that
will influence and foster continued research in improving the
manageability and reliability of grids.
The workshop will feature invited presentations from major grid projects
and Autonomic Computing scientists as well as regular papers and
posters. The format will leave ample time for discussion
PAPER/POSTER SUBMISSION AND PUBLICATION
Full papers (a maximum of 8 pages in length) and posters (2 pages) are
invited. All manuscripts will be reviewed and judged on merits including
correctness, originality, quality of presentation, and relevance to the
workshop themes. Please see the conference web site for more information
on the submission process. It is expected that the proceedings will be
published by ACM.
ATTENDANCE
At least one author of each accepted submission must attend the
workshop. Registration fee to the workshop is in addition to the ICAC
2009 conference fee.

Mission
The mission of the Journal of Information Privacy and Security (JIPS) is to serve both academics and practitioners as a reliable source on issues of information privacy and security. The Journal is a high quality refereed journal that seeks support from academicians, industry experts and specific government agencies. The JIPS focuses on publishing articles that address the paradoxical nature of privacy versus security amidst current global conditions. It is increasingly important that various constituents of information begin to understand their role in finding solutions to achieve a delicate balance between security and privacy.
The JIPS will facilitate understanding of the information assurance technical framework as it pertains to government agencies, companies and individuals. The topics may include the information privacy and security issues pertaining to initiatives on counter-terrorism efforts around the world, the impact of U.S. federal regulation and compliance issues facing global corporations, the impact of privacy and security initiatives within small and medium enterprises (SMEs), and e-gambling.
Article submissions are encouraged from both academics and practitioners. Each issue will include high quality articles from academics and practitioners, case studies, book reviews, and industry interviews. The Journal addresses issues of privacy and security from a global perspective and will consider articles with a cross-functional focus. The Journal will include articles in the following areas:
- Information Assurance frameworks
- Network security and impact on corporate infrastructure
- Privacy laws and impact on information compliance issues
- The duality of privacy and security and impact on corporate operations
- Governmental regulations and changes on information security requirements
- Data transfer issues across nations, states, and corporations
- Privacy and security requirements in B2B and B2C information flows
- Cross-functional aspects of information assurance and requirements faced by various business functions within companies
- Web sites, portals and the issue of trust
- Information privacy and security as it relates to end-users
- Applications and case studies in privacy and security issues facing business organizations, government agencies and individuals
- Emerging topics such as biometrics, software utilities, and IT obligations and how they change the business environment
Review Process
Each article will be blind-reviewed by three members of the editorial review board. Reviewer recommendation will be considered by the Editor-in-Chief or an Associate Editor. For a revision and rewrite, a revised paper will be sent to one of the Editors for final approval. The final decision will be made by the Editor-in-Chief.

Motivation
Depending on the extent of emergency situations the amount of actors
involved in crisis management increases gradually. In the
organisations involved, communication needs arise between various
actors and departments such as crisis management groups and different
operative staff groups on-site, all with different information needs,
information and communication cultures and views. In larger cases of
emergency such as infrastructure breakdowns (e.g. induced by storms,
floods etc.) which affect different organisations and organisational
forms (public and private) varying information needs and communication
and information cultures challenge inter-organisational cooperation
even stronger. Ethnographic approaches such as workplace studies have
proven to be very helpful in analyzing fine-grained information and
communication needs and in informing according user-centred systems
design. But in emergency response scenarios most task/activities are
incident-focussed, they happen spontaneously which makes it difficult
for ethnographers to capture them and for IT developers to evaluate
their concepts. In addition, systems design particularly for inter-
organisational crisis communication and management is still a big
challenge due to different information and communication needs,
practices and cultures.
Research Area
Big-scale infrastructure breakdowns may involve different
organisations and parties such as infrastructure providers (e.g.
electricity providers), local authorities, fire fighters, rescue
services and affected citizens. For researchers in the realm of
technology development for crisis communication and management support
there are many challenges to overcome: How do we deal on the
operational level with e.g. legal aspects of private-public
cooperation scenarios? How can ethnographic methods, such as e.g.
Participatory Design, (Business) Ethnography, help to consolidate the
varying information and communication needs, languages, cultures and
priorities? How can situatedness and spontaneity of work practices be
acknowledged sufficiently in these highly complex and dynamic
circumstances and be integrated in technology development approaches
such as End-user Development? How can ethnographic methods help to
investigate communication and information support in inter-
organisational cooperative contexts by means of ubiquitous
technologies? How can technology designers evaluate their concepts in
practice?
This special session aims at gathering methodological solutions for
ethnography and ethnographically-informed technology development, but
also related problems in investigating and technologically supporting
inter- and intra-organisational crisis communication and management.
Topics
Some non-exhaustive examples of topics that could contribute to this
session are
• Ethnographic studies of inter- and intra-organisational crisis
communication and management
• Studies of ubiquitous applications in inter-organisational crisis
communication and management and related development of ethnographic
methods such as “living lab”, user-modelling
• Ethnographic and participative approaches which help consolidating
different cultures, views and priorities and bring them to successful
technology development, such as Participative Design or (Business)
Ethnography
• Appropriate interplay of ethnographic methods and design approaches
to sufficiently acknowledge the situatedness in highly complex and
dynamic circumstances
Type of contribution:
We encourage both academics and practitioners to contribute to the
special session.
· Academic contribution: we invite researchers from academia or
research labs to present their research or research-in-progress
papers. Prospective presenters submit a regular research (or research-
in-progress) paper.
· Practitioner contribution: we invite practitioners to present
their practice or experiences in information systems development, use
or needs. Prospective presenters submit a short practitioner paper or
a Powerpoint presentation along with an abstract.

(3) one of the authors registers for the conference and pays the

ABOUT THE WORKSHOP
Information and Communication Technologies continue to rapidly transform how business is done. e-business technologies and applications are also enabling new business models and redefining relations and processes within and across organizations.
The purpose of this workshop series is to provide an open forum for e-business researchers and practitioners to share research findings, explore novel ideas, discuss success stories and lessons learned, map out major challenges, and collectively chart future directions of e-business.
The theme of this year's workshop is "Designing e-Business Systems: Markets, Services and Networks". The thematic emphases for the past workshops (2002 to 2007) were mobile commerce, Web services, dynamic and service-oriented e-business, Web-enabled business values, the real-world impact of e-Business research, and customer-centric information systems respectively. With this year's workshop being located in Europe, we feel that the increasing importance of the design science approach, which has a long tradition in the European IS research, should be reflected in the workshop theme. We thus hope to stimulate discussions on how to overcome the barriers to the full acceptance of this approach and how it should and can be advanced. Research submissions along these lines are strongly encouraged.

SCOPE:
Services have become an impressive factor for growth and the creation of
jobs. 93% of the new jobs created in the U.S. between 1970 and 2000 are
jobs in services. Leading enterprises in the U.S. derive more than 50% of
their revenues from services. This applies not only to pure services, such
as transportation. but also to material products that are augmented by
services such as maintenance, consulting and training. Through these
services, enterprises stabilize their revenues. Therefore it is no
surprise that the scientific interest in services has grown rapidly and
has led to the creation of a services science. Furthermore,
service-oriented practice collections such as ITILV3 or standards such as
ISO/IEC 20000 have gained much influence in industry.
At the same time, services have become popular as modules for enterprise
architecture. An enterprise architecture defines the interaction between
business and information technology. It describes the elements of this
interaction and their possible aggregations. Thus, a service-oriented
enterprise architecture uses service to describe the interaction of
business and information technology. A service is defined as �the
application of specialized competences (knowledge and skills) for the
benefit of another entity, rather than the production of units of output�
. It is important to note, that services are much more than just �rpc
with a longer wire� as found in some interpretations of so-called
Service-Oriented Architectures (SOA).
Whereas services are the basic abstraction of service-oriented enterprise
architecture, service systems consider the context necessary to deliver a
service. A service system is defined �as a value co-production
configuration of people, technology, other internal and external service
systems, and shared information (such as language, processes, metrics,
prices, policies, and laws)�. Wikipedia defines a service system as �a
configuration of technology and organizational networks designed to
deliver services that satisfy the needs, wants, or aspirations of
customers�. Another approach in the context of service-oriented enterprise
architecture is Business Service Management. It is an approach for
aligning services provided by information technology with the business
strategy.
A service oriented enterprise architecture also requires a new class of
support systems service management systems. Comparable to a business
process management system, they have to support the creation,
administration and execution of services. Thus, they must be able to store
the service definitions and make them available for stakeholder in a
service catalogue. The same applies to the so-called service-level
agreements that define the quality of service agreed upon with customers.
Upon a service request from a customer, the process which produces this
service has to be instantiated according to the service level agreements
and provided to the customer. During process execution, the service
support system has to monitor the fulfilment of the service-level
agreements; remediation procedures contain so-called escalation
mechanisms. Based on the monitoring, improvement procedures shall be
established.
GOALS:
The goal of the workshop is to clarify the relationship between business
process management and service provisioning. The objective of this
workshop is twofold:
(i) To characterise the strong relationship existing between Business
Process Management and Service oriented Enterprise Architecture
(ii) To study and to develop concepts, methods and architectures in order
to manage the life cycle of services and of their support system
TOPICS OF INTEREST:
During the workshop we will discuss the following topics:
1. Design
- Which interdependencies exist between services and business strategy?
- Which concepts and methods are necessary to align services with the
business strategy?
- Which new potentials to reengineer business processes are created by
services?
- How are services aligned with compliance requirements?
- How are compliance and governance requirements enforced?
- Do we need new paradigms to cope with services?
- How is the lifecycle of service processes and their support systems
organized?
2. Deployment
- Which test methods exist for services?
- How is a service-system rolled out?
- Which methods exist to transfer a service system to production?
- Which change management procedures have to be applied?
3. Performance and QoS
- How are services monitored in operation?
- Which data should be collected for further analysis?
- Which benchmarks and key performance indicators should be applied to
services?
- Which information system architectures are adequate for services?
- Which triggers exist and what mechanisms should be applied for
escalation?
- How are service levels enforced during escalation?
- Which approaches exist for the continual improvement of services?
SUBMISSION:
Position papers of up to 3000 words are sought. Position papers that raise
relevant questions, or describe successful or unsuccessful practice, or
describe experience will all be welcome. Position papers will be assigned
a 20 minute presentation. Short papers of up to 1000 words can also be
submitted, and will be assigned a 10 minutes presentation. The paper
selection will be based upon the relevance of a paper to the main topics,
as well as upon its quality and potential to generate relevant discussion.

(http://www.sabre-conference.com/) for paper submissions to the workshop
(will be availaible in few days).
EXPECTED RESULTS:
All papers will be published in the workshop wiki
(https://pandora.informatik.htw-aalen.de/twiki/bin/view/CMSoEA/WebHome)
before the workshop, so that everybody can learn about the problems that
are important for other participants. The workshop will consist of long
and short paper presentations, brainstorming sessions and discussions. A
workshop report will be created collaboratively using the workshop wiki.
Workshop papers will be published in the LNI volume for SABRE workshops
(the targeted acceptance rate for the workshop papers is below 50%)

Special Issue on "Using Strategic Information Systems to Manage Change:
A focus on Healthcare Management Systems"
The progression and development of many first world and emerging market
economies is leading to an increasing dependency upon the healthcare
industry to provide accessible, immediate and relevant support to those
who require medical and health-issue related or attention. History as well
as experience informs us that private as well as public healthcare
programmes and organizations are burdened by the dual weight of
legislature and the effective delivery of services to patients. The pace
and breadth of change within the public sector at large, has also placed
inordinate demands upon those actors within the healthcare sector: namely
policy makers, managers, medical and clinical staff, administration,
support staff, patients and ancillary service providers (such as transport
services, care services, charities and voluntary organizations � right
through to pharmaceutical companies and equipment manufacturers). In fact,
all of those who are involved within the extended supply and value chain
in this sector. An underlying component of all of these factors is the
manner by which IS and ICT systems integrate with health-oriented
processes and operations. As such, this special issue seeks to focus on
the nexus of IS, Change and Supply Chain Management in Healthcare, with
reference to how healthcare systems can be strategically designed,
implemented and managed (be they IS or otherwise-driven).
Papers are welcome on any of the following facets listed below:
� Management and implementation of Change as it impacts IS in Healthcare
organizations
� IS design in Healthcare (patient record systems, patient care and
pathways, patient and resource management): focusing on the health of
individuals and / or populations
� Management and Executive Information Systems in Healthcare-oriented
settings (for monitoring and control)
� Management of Knowledge and transfer of information across the
provider-supplier-consumer divide
� Management of Risk and operational contingencies supported by IS
� Socio-technical aspects of stakeholder-driven healthcare IS (at the
organization and individual level): participation, uptake and engagement
in strategic change decisions
� Procurement and auction-based systems (effective purchasing and
distribution of business resources and equipment)
� Database and data warehouse intelligence applications for healthcare
� Customer Relationship Management systems
� Services Design and Services Science relating to patient care pathways
(at populace and individual level)
� Benchmarking and performance management of Strategic Healthcare IS
� Electronic Government (e-Government) and Transformational Government
(t-Government) policies, practices and experiences at the healthcare level
(shared ICT provision and development of IT staff)
In addition, papers are requested to include a clear methodological basis
in terms of the interplay between IS and organizational theory � for
example, the Technology Acquisition Model, Resource-Based View of the
Firm, Granovetter�s Strength of Ties, Institutional Theory, Actor-Network
Theory � to name a few. Researchers as well as practitioners in the
associated fields of Healthcare, IS, Operations / Supply Chain Management
and Organizational Behavior are welcome to submit research and case
experiences along the above lines, and practice-based or empirical work
based upon Quantitative, Qualitative or Mixed-Methods approaches with a
view to interdisciplinary perspectives is particularly encouraged.
Furthermore, respondents to this call may also wish to address the
following thematic challenges as well:
� Identifying underlying factors which make IS-led change management
initiatives �stick�
� The effect of Healthcare policies on the implementation of healthcare IS
(i.e. Government or Agency-driven change)
� Provision and analysis of local and national healthcare systems (e.g.
planning and patient care pathway design using IS techniques and tools):
how might IS be designed/implemented to support patient-driven health
care, via strategic IS for the co-ordination of healthcare and medical
informatics from and to the patient.
� Addressing the Strategic IS triad of People-Process-Technology (or its
counterpart, Resources-Time-Effort)
� Balancing Corporate Culture, Corporate Responsibility and Corporate
Governance objectives with IS goals in Healthcare-focussed organizations
(public-private partnership considerations)
� Designing and evaluating IS to meet strategic healthcare supply chain
needs (i.e. systems to support the information and logistics relating to
healthcare products and services, directly to all stakeholders)
� Business Process Improvement / Re-engineering of healthcare sector IS
(reducing clerical, medical and administrative errors)
� Managing and improving performance of organizational and strategic
healthcare IS (patient record systems, diagnosis databases, planning and
resource modeling tools)
� Development and management of IS management and professionals to address
healthcare sector challenges
� How might IS be designed to support healthcare delivery in the private
healthcare sector (e.g. patient-centered medical homes)?
� The effect of trust in the usage of IS in healthcare contexts
(healthcare professionals, patients, support staff and carers)
� How might IS be used to deal with/manage health in aging populations?
� Improvement of existing and new (de)centralized patient record systems
to inform and direct the design of healthcare policy, processes and
systems (extending to a comparison of nationalized versus privatized
medical record databases)
� The Bottom Billion: provision of healthcare services and systems to
third world and emerging market economies (identifying strategic IS
priorities to kick-start effective healthcare supply and value chains, via
governmental, private sector and voluntary-aided organizations).
Thus, the special issue will ultimately try to address how tried and
tested methods of managing change within Healthcare needs to involve and
evolve the input of IS and Operations Management factors. This is because
this industry encapsulates an environment where change is ever emergent
and where organisational stakeholders need to be proactively involved
across many dimensions of product / service delivery.
