"(Virtual) Community Informatics" lies at two cross-roads: bringing
together people concerned with Geo-Physical and Virtual or On-Line
Communities, and bringing together the researchers and practitioners
(developers, leaders and participants) in these two domains.
Community Informatics is the study of information technology to
support communities and their processes. Virtual Community
Informatics promotes the cross-fertilization found at this
cross-roads, bringing together researchers and practitioners from
such varied disciplines as Sociology, Social Services, Planning,
Computer Sciences, Information and Library Sciences, (Management)
Information Systems, among others.
(Virtual) Community Informatics is a new concept. We are conducting a
1/2 day workshop as part of the DIAC 2002 program. The workshop has
the following goals:
- developing a fuller understanding of (virtual) community informatics
- developing approaches for bringing together the fields of Virtual
Communities and Community Informatics
- developing approaches for bringing together researchers and
practitioners in these domains
- determining a research agenda for (virtual) community informatics as
field of study and practice
- identifying and synthesizing the "patterns" that may be common to
virtual and geo-physical community informatics as, for example, in
training, boundary identification and maintenance, decision making,
and problem solving
The workshop will include short presentations by invited speakers, a
panel discussion with a lot of audience participation, and a lot of
time for brainstorming and collectively developing the goals above.
Position statements are strongly encouraged but not mandatory. They
will be distributed at the workshop. Please email a position
statement to both Michael Bieber (bieber(a)homer.njit.edu) and Michael
Gurstein (gurstein(a)adm.njit.edu) by Tuesday April 30, 2002. We will
email people who have expressed an interest more information soon.

CPSR's 8th biannual "Directions and Implications of Advanced
Computing" (DIAC) symposium:
Shaping the Network Society: Patterns for Participation, Action, and Change
Seattle, May 16-19, 2002

A variety of events are planned ranging from invited speakers, panel
discussions, and pattern presentations to informal working sessions
-- both planned and spontaneous. Symposium topics include the
digital divide, human rights and privacy, cyberspace and economic
development, open content research, pattern language development,
community networks, wireless community networking, developing a civil
society charter for the UN Summit on the Network Society, virtual
communities, online activism, cross-border collaborations, and MORE!
Join 500 researchers, practitioners, activists, journalists,
educators, artists, policy-makers and citizens from around the world
to address critical questions and develop action plans.
Based on the insights of architect Christopher Alexander, DIAC-02 is
soliciting "patterns" that people use to create communication and
information technology that affirms human values. We will use these
patterns to craft a "pattern language" - a useful and compelling
"knowledge structure" based on the collective wisdom of our
community. Ideally our pattern language will help articulate -- and
promote interest in -- engaged and effective research and activism.
All patterns entered by May 1st will be reviewed at the symposium for
possible inclusion in the final pattern language.

ON
MATHEMATICAL/FORMAL METHODS IN INFORMATION RETRIEVAL

OBJECTIVE
The previous workshops (ACM SIGIR 2000 MF/IR 2000, Athens, Greece, and
ACM SIGIR 2001 MF/IR 2001, New Orleans, USA) showed that the
mathematical/formal results achieved in Information Retrieval (IR) could
be organized into a coherent theoretical framework, that they brought
new knowledge to IR, and that mathematical/formal research in IR can
stand as a specialized research area of IR. The increased attendance and
rising interest indicate that MF/IR is viable.
The purpose of the MF/IR 2002 workshop is, on the one hand, to continue
and enhance the results obtained so far, and on the other hand, to
present, discuss, analyze, integrate the newer/newest results. Therefore
MF/IR 2002 aims at promoting discussion and interaction among those with
theoretical and applicative research interests in mathematical/formal
aspects of Information Retrieval, and also at being a forum for the
presentation of both theoretical and applicative results (e.g.,
foundational issues; description and/or integration of models; retrieval
applications; mathematical/formal techniques, properties and structures
in IR; existing and/or new theories and theoretical aspects).

the paper should follow a usual format in IR publishing. All submissions
will be reviewed by two referees. All accepted papers will be made

included in a post-workshop book.

Dear colleagues,
I would like to invite you to write a paper for the JASS special issue on
"Living, Evolutionary and Tailorable Information Systems: Development
Issues and Advanced Applications".
Theme and Scope:
"Living systems" is a core research area in the Systems Sciences and has been
applied in disciplines ranging from biology to manufacturing and economics.
It is only recently, however, that the living aspect has been applied to
Information Systems (IS) and that dynamic concepts such as evolution and
tailorability have been researched. In timely fashion, this special issue
explores approaches to information systems development that promote the
ongoing design of systems and/or defer the design process. It is
increasingly recognised
that business organisations are emergent in the face of change driven by
technology, globalisation, deregulation, acquisition and merger, customer
relationship management and the like. That is, business organisations are
continually adapting to shifting environments never arriving at a
destination, but always in the process of the journey. Consequently, the aim
of information systems should be to remain sensitive to the dynamics of the
organisational situations and contexts in which they work.
Unfortunately, this runs counter to the predominant means and mechanisms of
information systems
development. The development process is generally portrayed as rational and
seeks to abstract the structures, processes and practices of organisations
with the underlying assumption that they are stable. This results in
information systems that fail to meet ongoing expectations the
consequences of which are well evidenced. In light of such evidence, this
special issue of JASS will bring
together original research, new theoretical foundations, techniques,
state-of-the-art surveys, and mainly advanced applications in the area of
living, evolutionary and tailorable information systems. Papers should be
written according to the Guidelines for Contributors of JASS, details of

Papers submitted to JASS should contain original materials not published in
nor submitted to other journals. All the submissions for this special issue

EM - Electronic Markets is a key forum for advancing
the understanding and practice of electronic markets
and commerce

Guest Editor: Robert G. Picard, Turku School of Economics
Digital technologies are used in production throughout the
entertainment and media industries and are increasingly
providing opportunities for sale and distribution of
content through electronic commerce.
A wide variety of technological solutions are currently
available, are improving daily, and are leading to
consumer acceptance and adoption of equipment and services
that provide the ability and increase the desirability of
e-commerce involving media and entertainment products and
services.
This special issue of EM - Electronic Markets will focus
on issues surrounding the ability of content production and
ownership firms to effectively engage in e-commerce via the
Internet, mobile communications, cable and satellite
networks, and interactive television. It seeks papers that

In an increasingly connected world, documentation cannot be produced in
isolation. Our dependencies on other team members, and on expertise from
related disciplines, require both a broad understanding and a deep
appreciation of our industry and our place in it. This year's conference
will focus on making connections: with our peers in industry and academe,
between theory and practice, between writing and technology.
The host city for SIGDOC 2002 is Toronto, Canada: a center for arts, culture,
education, and industry, and the world's most multicultural city. The Toronto
Downtown Hilton is easy walking distance from a wide variety of restaurants
and attractions, at the heart of Toronto's entertainment district.
SIGDOC is the Association for Computing Machinery's Special Interest Group in
Documentation, a professional organization dedicated to advancing discussion
in documentation for and with computers. SIGDOC 2002 will be the 20th SIGDOC
conference, which shows a remarkable sense of restraint in our use of
numbers. In addition to recognizing this year's Rigo and Diana award
recipients, the SIGDOC 2002 program will include invited talks, panel
discussions, posters, demonstrations, and tutorials. Tutorial presenters
will be provided with an honorarium, and reimbursed for travel.
Papers, panels, and tutorials are solicited on, but not limited to, the
following subjects:
Connecting theory and practice
Connecting education and experience
Connecting technical communications and other disciplines, such as human
factors, information retrieval, and software engineering
Proposals are due April 6th, and papers for accepted proposals are due
June 8th. Both proposals and papers will be peer reviewed. Final acceptance
of papers for publication is contingent on registration for the conference.
Accepted papers will be published in the conference proceedings, as well as
considered for publication in the ACM's Journal of Computer Documentation.
If you are not able to present your paper, a publication fee equivalent to
your conference registration will be charged.

Papers can be submitted in two ways:
Full Research Papers. All submissions will be in English and will be limited
to 3,500 words. Each paper will be blind refereed by two reviewers. Papers
should be in Word format.
Discussion Papers. All submissions will be in English and will be limited to

PAPER SUBMISSION
Electronic submission will be used. The postscript or pdf version of the
paper (at most 12 double-spaced pages in fonts not smaller than 11pt, or at
most 3500 words) should be submitted to the WIDM'02 electronic review system
no later than July 5, 2002. To facilitate the assignment of reviewers, the
abstract of the papers should be submitted electronically by June 28, 2002
to the review system. All accepted papers will appear in the Proceedings
published by the ACM Press.

Machine learning methods are becoming increasingly important for
the development of several internet related technologies. Tasks
such as intelligent searching, organizing, retrieving, and
filtering information on the Web are extremely challenging and
still much too easy for humans than they are for computers, except
that humans are unable to scale up with the enormous amount of
available data. Explicit coding of rules in this domain is
typically very hard, and even if possible, would require
exceptional coordination efforts. In particular, the fast dynamics
of the information available on the Internet requires new
approaches for indexing. The organization of information in
Internet portals is becoming hardly manageable by humans. The
users' surfing of the Internet can be made easier by personalized
tools like search engines optimized for a specific Web community
or even for the single user. For example, finding relevant
documents by querying a search engine with a set of keywords may
be difficult unless a proper ranking scheme is used to order the
results. In this case, techniques based on user profiles, on topic
selection and on the use of the Web topology can help in defining
authoritative sources of information with respect to the given
query and interests.
Searching, organizing and retrieving information from the Web
poses new issues that can be effectively tackled by applying
machine learning techniques. Learning algorithms can be used to
devise new tools which improve the accessibility to the
information available on the Web. Learning is particularly useful
to automate those tasks in which it is quite easy to collect
examples while coding a set of explicit rules is impractical. For
example, the fast dynamics of the Internet can be faced by
designing new specialized search tools which cover only the parts
of the Web related to a given topic. These search tools focus
their exploration only on the portion of the Web which contains
the information relevant for this topic. Moreover, learning-based
search tools can feature a very high precision in retrieving
information and can reduce the need for human efforts for many
repetitive tasks (like organizing documents in Web directories).
Beside accessing information, understanding and characterizing web
structure and usage is essential for future development and
organization of new tools and services. In spite of several recent
efforts in measuring and producing mathematical models of web
connectivity, dynamics, and usage, no definitive answers have
emerged and learning may play a fundamental role for advancing our
understanding in this field.
Papers are invited on applications of machine learning to all
aspects of Internet technology. These include (but are not limited
to):
* Automated creation of web directories
* Automatic extraction of information from Web pages
* Automatic security management
* Categorization of web pages
* Design and improvement of web servers through prediction of
request patterns
* Focused crawling
* Information retrieval for the design of thematic search
engines
* Models and laws that characterize the web structure
* User modeling for the personalization of Web services
Submissions
Authors are requested to send an intention of submission (with
authors, title and abstract) as an email message in plain text to
acm-toit(a)dsi.unifi.it by May 1, 2002. Then, papers must be
submitted in electronic format as an attachment to the same email
address before May 15, 2002. Preferred formats are PDF and
PostScript (compressed with gzip or zip). Manuscripts must not
exceed 50 single-column, double-spaced pages (including figures
and tables) and must be written in English and set in 10 or 11
point font. Please do not send papers directly to guest editors'
email addresses.
