Information Technology & People announces a new Special Issue on
Organizational Implications of Knowledge Management Systems.

The use of information technology for knowledge management, termed knowledge
management systems (KMS), is a rapidly growing area of interest for
information systems researchers. This Special Issue asks the question, "How
does the use of KMS make possible entirely new behaviours, social processes
and forms of interactions?" We encourage the submission of manuscripts that
explore, describe, and assess the ways in which information technology has
been used to create new forms of knowledge creation, sharing and sourcing.
Possible issues of relevance include integration of KMS into work context,
employees role-redefinition, impact on specialization, need for training,
process adjustments and implementation issues. Research that evaluates the
effectiveness of such processes, either in contrast to traditional processes
or between competing IT-enabled knowledge management processes, is most
eagerly sought. Papers that develop and present new theories about KMS would
also be of considerable interest to this Special Issue.
Organizations have several types of KMS that can be used to address sharing
and sourcing of knowledge. A simple taxonomy of KMS might discriminate
between those that are primarily interpersonal communication tools and those
that are more document-centred. Electronic discussion groups, e-mail,
videoconferencing, teleconferencing and community support systems are
examples of the former. A considerable and growing body of literature
addresses issues surrounding the communication of knowledge through such
KMS. While these KMS continue to present interesting and important research
questions, we encourage submissions that address the organizational, social
and cultural impacts of KMS that are primarily document-centred for this
Special Issue.
While there are considerable technical issues involved in the design and
construction of KMS, this Special Issue is interested in the behavioural,
managerial, and organizational implications of KMS use. The Special Issue
will consider empirical and theoretical papers focused on either type of
KMS, communication- or document-centred.
Beyond providing a channel for communicating knowledge, KMS can also provide
ancillary services that act as substitutes for traditional social processes,
especially in organizations that are large and geographically distributed.
For example, the use of automatic expertise profiling software to identify
subject matter experts may take the place of word-of-mouth and contact
networks for finding expertise. Of particular interest is empirical research
that advances our understanding of the organizational role and managerial
implications of tools such as:
- knowledge maps and directories
- topic maps
- automatic expertise profiling tools
- knowledge repositories
- document management systems
- content tracking systems
- process support and workflow tools
- autonomous agents and search tools
- peer-to-peer document exchange tools
- human-computer interfaces for knowledge representation
- rule-based and expert systems
- semantic search and representation tools

MIS Camp
We would like to invite new MIS faculty to participate in this year's
MIS Camp, which will be held at The Americas Conference on Information
Systems on THURSDAY, AUGUST 2nd. The conference proper runs from
August 3rd-5th, 2001 in Boston, Massachusetts, USA.
The MIS Camp consists of a series of interactive activities built
around
discussions of research, teaching, and service expectations (and how
you
balance these with your personal life). There will be one senior or
mid-
level faculty mentor for each three-to-five campers. Potential campers
include AIS members beginning their SECOND or THIRD year in an
academic
position in the Fall of 2001, for example. This MIS Camp format has
been
very successful in the past (we think mostly because it is important
for
new faculty to share their experiences at their new institution with
peers.)
If you attended camp last year, you should NOT attend this year.
MIS Camp will be held on THURSDAY, AUGUST 2nd from 9:00 AM. to 4:00
PM.
All campers MUST be registered for the conference. In order to keep
this experience an intimate one, registration is limited to 25 people.
Notice that the camp is the day BEFORE the regular program begins, so
you
should plan to arrive in Boston in enough time to begin camping
starting
bright and early Thursday morning. And the camp won't be very valuable
unless you are able to participate in the entire day!
We hope MIS Camp sounds interesting for junior faculty members! It
should be both educational and a lot of fun.

Overview
Use of the Internet allows organizations to compete in a global virtual
market-space. Consumers from different cultures may considerably differ in
perceptions, beliefs, selection, and actual participating and use of
Internet-based electronic commerce (e-commerce). To compete in this global
market-space, companies need to understand and thus leverage subtle but
important cultural differences exhibited by individuals. Culture is a
relevant and critical dimension of e-commerce that must extend above and
beyond obvious language differences. Does the purpose or function provided
by an Internet-based business application remain consistent across
cultural boundaries? Does culture, in effect, matter at all in the world
of e-commerce? Answers to these and other culture-related questions may
offer useful insights to companies that simultaneously operate the
multi-cultural market-space that span across political and geographic
boundaries.
Purpose of the Special Issue
The purpose of this special issue is to encourage discussion and
communication of important cultural aspects of e-commerce and to showcase
some interesting and significant research work in this critical area.
Specifically, the issue proposes to compile a succinct body of research
efforts that examine various cultural issues in e-commerce, thereby
advancing our understanding of an important e-commerce dimension while at
the same time providing a point of departure for continued investigative
efforts. Of particular relevance to the described focus are information
systems, human-computer interaction, Web design, decision support and
consumer behaviors, and cultural and cross-cultural research. The issue,
however, will not be restricted to these topics; rather, it welcomes
reports of theoretical or empirical research that examines pertinent
cultural issues in e-commerce.
Submission of Manuscripts
All submissions must be in English, should represent original work done by
the authors, and must NOT have been published, accepted for publication,
or be presently under consideration for publication elsewhere. Manuscripts
should be prepared according to the submission guidelines of Journal of
Electronic Commerce Research (JECR). Reviews of the submitted manuscripts
will proceed in accordance with JECRs editorial policy. Submissions should
be by electronic transmission ONLY (using a Word file attachment) and must
be sent to both guest editors.

Subject
Electronic commerce demands the reorganisation of business processes,
both within and external to the individual organisation. This
reorganisation normally occurs in conjunction with and enabled by
powerful, often telecommunications-based, information systems. While the
numerous well-established theories of business management and
information systems may, perhaps, be partially relied on, there are many
specific demands in the design of specialized systems which reflect
issues that are not well-understood. One of the key challenges is the
development of powerful abstractions to describe products and mechanisms
(such as various types of auctions) to support the negotiation of prices
- and, indeed, mechanisms to support the negotiation of terms and
conditions more generally. The underlying conceptual basis needs to be
extremely flexible in order to cover the wide range of products offered
via the internet while the associated abstractions must be sufficiently
elaborated to allow for extensive automation of onlintransactions.
Conceptual models of products and of the negotiation of prices, terms
and conditions, serve as a foundation for e-commerce platforms. They
also support the use of standardized languages like XML in the
specification of high level interfaces.
Purpose
The workshop is intended to provide a forum for researchers, students
and practitioners who are interested in modelling products and
product-related aspects of eCommerce. The program committee welcomes
research papers as well as case studies which reflect upon practical
experience.

Managing Tacit Knowledge

Tacit Knowledge is an umbrella term covering the subtext of a
conversation, the intuitions that are gained through experience, and
the sense of competency one acquires by participating in communities
of practice. Tacit knowledge plays a key role in the way people work,
especially when collaborating with others. CSCW systems, by enabling
collaboration between people who are separated geographically,
introduce a new level of complexity. Members of the same team may
work in contexts that vary dramatically in terms of environment,
available tools, constraints, culture, values, initial assumptions,
etc. In order to take tacit knowledge into account, a CSCW system
needs to address two main issues:
Acknowledge and model the role, importance, and variance of tacit
knowledge among users, and
Assist in the enrichment, maintenance, exchange, and use of tacit
knowledge.
The workshop will build upon discussions in previous CSCW and ECSCW
conferences as well as the experiences of participants to elaborate
on these challenges, present recent results, suggest new ways to
address them, and propose future directions for research and
standardization. We will discuss available and desired technologies,
required organizational changes, the social implications of these
changes as well as the cultural inhibitors and obstacles faced by
organizations.
The organizers are members of UNITE, a project aiming at creating a
middleware for distributed teamwork. They represent a wide spectrum
of expertise in the areas of CHI, design, knowledge management
consulting, and organizational behavior.
