Call for Papers
Special Issue in Business & Information Systems Engineering on "Smart Cities and Digitized Urban Management"
The Smart City concept stands at the confluence of several global technological, socioeconomic, and environmental megatrends. On the technological front, Big Data, analytics, block chain, and the Internet of Things enable an ever more interconnected network of people, services, and infrastructures. On the socioeconomic front, urbanization drives people to the cities in search for a better life, demographic developments alter the very structures of society, and a new wave of migration uproots people and recombines social and cultural backgrounds of populations around the globe. Finally, from an environmental perspective, climate change and pollution make entire stretches of land uninhabitable, endanger coastal areas on every continent, and are a widespread cause of unrest and strife.
Cities are where these trends meet, being the cause of and solution to many of the associated challenges. Cities are responsible for most of the emissions heating the planet, but they are also the places where people turn to and move to, where even small adjustments can have tremendous impact. This is particularly relevant for some individual cities (e.g., in Asia) that show a tendency to grow together towards enormous metro-regions with unprecedented sustainability challenges. Simultaneously, the interaction and integration of smart cities with their outskirts as well as more rural "satellites" becomes a pressing issue.
Using information systems to improve all of the facets of urban life is the core of the Smart City paradigm. Therefore, this special issue seeks high-quality theoretical, empirical, and design-oriented contributions that outline and demonstrate how IS research can affect and improve urban socio-technical systems and address the issues outlined previously. As the topic is inherently transdisciplinary, we are particularly looking for manuscripts that seek to have an impact within and outside the IS discipline.
All defining aspects of "smart cities" such as transport, energy, waste, buildings, living, government, economy, and people are of interest. Relevant topic areas include, but are not limited to:
· Information systems for intergenerational collaboration in urban quarters
· Sharing economy and resource efficiency
· Energy informatics and urban smart grids
· Emergency response and climate change action
· Information technology for coastal management and protection
· E-government initiatives for local inclusion in smart city quarters
· Urban, inter-urban and urban-rural intermodal mobility and smart transportation
· IS-induced business model innovation for smart cities
· IS-enabled citizen acceptance and user-participation/community-sourcing in smart city concepts
· Migration and cultural inclusion
· Open data and local governments
Submission
Authors are asked to submit their papers online by 15 July 2017 via the journal's submission system Editorial Manager (http://www.editorialmanager.com/buis/). All papers must follow the typing and formatting instructions for Business & Information Systems Engineering (BISE) available at http://www.bise-journal.org. Submissions are accepted in English only. In particular, manuscripts should not exceed 50,000 characters (discounting 5000 characters for each figure/table). Submitted papers will undergo a double-blind review process and be refereed by at least three domain experts according to quality, originality, relevance, and scientific rigor.

Enabling Rapid Classification of Social Media Communications During Crises

The use of social media platforms such as Twitter by affected people during
crises is considered a vital source of information for crisis response.
However, rapid crisis response requires real-time analysis of online
information. When a disaster happens, among other data processing
techniques, supervised machine learning can help classify online
information in real-time. However, scarcity of labeled data causes poor
performance in machine training. Often labeled data from past event is
available. Can past labeled data be reused to train classifiers? We study
the usefulness of labeled data of past events. We observe the performance
of our classifiers trained using different combinations of training sets
obtained from past disasters. Moreover, we propose two approaches (target
labeling and active learning) to boost classification performance of a
learning scheme. We perform extensive experimentation on real crisis
datasets and show the utility of past-labeled data to train machine
learning classifiers to process sudden-onset crisis-related data in
real-time.

Improving the Utility of Social Media Data to Emergency Responders through
Emotional Content Detection

In the following paper, we will present an alternate method for the
detection of emotional content within social media data. Current research
has presented the traditional bag-of-words method in which a predefined
corpus is used to measure the emotional context of each word within a
message. Here we present a method in which a small subset of the data is
labeled to generate a corpus which is then used to detect emotional content
within the data. This research is being conducted on the dataset from
hurricane Sandy in 2012. Our findings show an improvement upon the
bag-of-words method. These findings would further the current research in
improving the utilization of social media data within crisis response. In
doing this we allow the average citizen to provide beneficial data to those
in decision making roles.

Predicting Tweet Retweetability during Hurricane Disasters

Twitter is a vital source for obtaining information, especially during
events such as natural disasters. Users can spread information on Twitter
either by crafting new posts, which are called “tweets,” or by using the
retweet mechanism to re-post previously created tweets. During natural
disasters, identifying how likely a tweet is to be retweeted is crucial
since it can help promote the spread of useful information in a social
network such as Twitter, as well as it can help stop the spread of
misinformation when corroborated with approaches that identify rumors and
misinformation. In this paper, we present an analysis of retweeted tweets
from two different hurricane disasters, to identify factors that affect
retweetability. We then use these factors to extract features from tweets'
content and user account information in order to develop models that
automatically predict the retweetability of a tweet. The results of our
experiments on Sandy and Patricia Hurricanes show the effectiveness of our
features.

Mapping of Areas Presenting Specific Risks to Firefighters Due to Buried
Technical Networks

Energies and Atomic Energy Commission (CEA), Gramat, France)
Vehicles or freight cars on fire below a bridge or inside a tunnel are
exceptional events and imply difficult intervention conditions for
firefighters. A buried technical network like high voltage electricity
line, gas or steam pipeline around such a fire causes additional specifics
risks. Vulnerability areas for firefighters are zones where both factors
exist: a difficult incident area together with a specific risk like buried
networks. They require intervention teams with specific emergency response
capabilities. The paper proposes a method developed for the Paris Fire
Brigade for vulnerability mapping. Results aim at improving the
mobilization in allocating directly the specific responses capabilities
intervention teams. Results are debated from an operational point of view.
Cutting off several network lines during firefighters' interventions may
strongly affect the society. In case of simultaneous incidents in
vulnerable areas, firefighters could be an early warning system and inform
authorities of the risk of services disruption.

Track Knowledge, Innovation, and Entrepreneurial Systems
Knowledge Innovation and Entrepreneurial Systems recognizes the evolving
nature of work and society to being knowledge based. Competitive pressures
are forcing organizations to do more with less and to leverage all they
know to succeed. Knowledge systems are those systems developed to
facilitate collaboration, knowledge capture, storage, transfer and flow;
knowledge use; as well as to foster creativity and innovation. This track
explores the many factors that influence the development, adoption, use,
and success of knowledge systems. These factors include culture,
measurement, governance and management, storage and communication
technologies, process modeling and development. The track also looks at the
societal drivers for knowledge systems including an aging work force, the
need to distribute knowledge and encourage collaboration in widely
dispersed organizations and societies, and competitive forces requiring

Minitrack description:
Research into knowledge systems, knowledge management (KM),
organizational memories, and organizational learning has been affected
by investigations such as implementation aspects, system developments,
or knowledge flows during a number of years. Therefore, a high maturity
level of KM research has been achieved. However, organizational
knowledge/KM initiatives are more and more faced with budget cuts and
justification demands due to intense competition in today’s business
environments. The influences of the rapid pace of globalization and of
the ongoing liberalization of national and international markets lead to
the emergence of increased pressure on existing companies. Project
managers of knowledge/KM initiatives like Chief Knowledge Officers need
to justify their budgets and, thus, are in need of qualitative and
quantitative evidence of the initiatives’ success. In addition, ROI
calculations and traditional accounting approaches do not tell an
adequate story when proposing knowledge-based initiatives. This
minitrack explores research into strategies, methodologies, and stories
that relate to measuring this success. In addition, this minitrack will
be used to explore the bodies of performance measurements that define
the current state of research in measuring knowledge system, KM,
organizational memory, and organizational learning success. Eventually,
another purpose of this minitrack is to present research on how to value
knowledge-based initiatives.
Topics relevant for submissions include, but are not limited to, the

The influences of the rapid pace of globalization and of the ongoing liberalization of national and international markets lead to the emergence of increased pressure on existing companies. Project managers of knowledge/KM initiatives like Chief Knowledge Officers need to justify their budgets and, thus, are in need of qualitative and quantitative evidence of the initiatives’ success. In addition, ROI calculations and traditional accounting approaches do not tell an adequate story when proposing knowledge-based initiatives. This minitrack explores research into strategies, methodologies, and stories that relate to measuring this success. In addition, this minitrack will be used to explore the bodies of performance measurements that define the current state of research in measuring knowledge system, KM, organizational memory, and organizational learning success. Eventually, another purpose of this minitrack is to present research on how to value knowledge-based initiatives.
Topics relevant for submissions include, but are not limited to, the following:

* Effectiveness and/or efficiency of knowledge systems/knowledge management/organizational memory systems

Artificial intelligence has an important role to play in improving the resilience of society to both digital and physical threats, and in safeguarding the privacy of individuals, as the world becomes increasingly interconnected. Relevant AI techniques include: knowledge representation; probabilistic reasoning; machine learning; anomaly detection; image recognition; speech recognition; social network analysis; and many others. For example, anomaly detection and temporal data mining can enable the automated detection of physical and/or digital threats; while advances in AI for autonomous vehicles can allow robotic vehicles to be used to secure remote locations that are hazardous to humans, and for search and rescue. AI for physical security is also being successfully used in homeland security applications.
To date the physical and digital security communities have limited opportunities to share their research findings and to engage with the wider AI community. This workshop will to bring together academic researchers and industry practitioners in a single location, to present and discuss their new research. It will also provide an opportunity for attendees to highlight current challenges in AI for digital and physical security, propose multi-disciplinary solutions, and showcase the application of AI in this domain.
This workshop seeks novel research, case studies and survey papers in topics that include, but are not limited to, the following:

Description:
e-Government comprises the use of information and communication technologies (ICT) to broaden and deepen governance by enabling citizens to connect with government entities. It can lead to new methods of obtaining services and produce public policies and services. In this scenario BPM can be a strong tool in terms of coproduction-based approaches, making citizens part of the conception, design, steering, and management of public policies and services. Furthermore, in times of tight public resources, BPM is a powerful means to streamline governmental processes, making them more efficient, effective and customer-friendly.
A further difficulty for governmental organizations relates to the management of a potentially diverse range of people that are assigned to a variety of different jobs requiring (partly) totally different skills. Those public servants need to be trained constantly to stay up-to-date and be able to deal with the new technologies. e-Government provides opportunities to tailor these different skill and training needs by implementing electronic training methods that fit those demands in order to make government employees as capable and efficient as possible. In this context, BPM is decisive means and necessary prerequisite to be implemented for a training design that exactly focuses on the skills needed for the systems and processes the respective employee is involved in. Major topics in this track will discuss methods, techniques, tools and current trends in BPM that can support or contribute to the production of better public services.
We are seeking high quality research and practice papers for this track that investigate various aspects of BPM in e-Government and show its relevance for this domain. Possible topics include, but are not limited to:
* BPM as possible means to tackle current government challenges like any kinds of crises (e.g. refugee crisis)
* Best practice reports on implemented BPM methods and techniques in governments
* New BPM-tools and methods for governments
* BPM as means to increase citizen acceptance and use
* BPM languages to approximate citizens to government
* BPM for decision making in governments

The length of a paper must not exceed 12 pages, and there is no possibility to buy additional pages.
