The objective of the international workshop Web Semantics and Web Intelligence (WebS) is to bring together researchers, developers and practitioners to discuss research issues and experiences in developing and deploying Semantic Web concepts, applications, and solutions by establishing an international forum for the presentation of both theoretical and applicative results. This year's WebS builds on this tradition of facilitating cross-disciplinary exchange of ideas, experience and potential research directions. WebS 2013 seeks to introduce innovative methods, algorithms, and solutions to challenging problems in Semantic Web and Web Intelligence research and development initiatives. Cloud Computing has been introduced to address the access to services such as infrastructure, platform, and software among others, without having to own these resources. Cloud Computing refers to cloud technology and cloud service. Cloud technology derives from existing distributed and grid computing technologies while Cloud service refers to providing services such as software, infrastructure, and platform to remote customers. Running operational systems via Cloud Computing promise benefits such reduction of costs of information technology, and of the required infrastructure to support the business operation. Cloud computing is becoming a reality and more important to all size organizations. This has helped large organizations to reduce the burden imposed by traditional information technology solutions and small and medium organizations to provide prospective and tailored approaches. SMEs are usually not capable to afford large and expensive solutions and benefit from scalable solutions. Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) are providing companies with alternative ways in which providing and developing information technology solutions. The question is how this affects electronic commerce activities? It might be assumed that starting electronic commerce activities becomes much easier for start-up companies and companies that still have not entered the digital world to provide products and services online, due to low start-up costs, and scalability. Little is known about how network access to computing, online storage, software, processing, interdependency of access device, web browser access, pay per use, and scalability capacity is going to affect electronic commerce applications? Do changes in cloud architecture have an impact? What are trade-offs with regard to deployment models such as public, private, hybrid or community clouds, seen from the perspective of electronic commerce? Which infrastructure and cloud software services, related to storage, computing capacity, and service management, file storage, appliances, and cloud management impact electronic commerce? Which generic platform services are relevant to electronic commerce cloud computing for instance with regard to business intelligence and integrations of applications? And finally what SaaS solutions, such as billing, financial services, legal, sales, content management, CRM or social networks are attractive to be integrated in electronic commerce? What are the legal and practical constraints? What is the vulnerability of cloud computer systems in relation to electronic commerce activities? Research on the combination of cloud computing and electronic commerce is still scarce; therefore we want to dedicate this special issue to this topic. The purpose is to identify and publish innovative and original research in the field of Cloud Computing, with special focus on e-Commerce/e-Business. In 2010, the IDA symposium re-focussed to support papers that go beyond established technology and offer genuinely novel and "game-changing" ideas, whilst not always being as fully realised as papers submitted to other conferences. IDA 2013 continues this approach and seeks "first look" papers that might elsewhere be considered preliminary but contain potentially high impact research. The IDA symposium, which is A-ranked according to ERA, is open to all kinds of modelling and analysis methods, irrespective of discipline. It is expected to be an interdisciplinary meeting that seeks abstractions that cut across domains. FRONTIER PRIZE In line with the theme of IDA, the IDA Frontier Prize will be awarded to the most visionary contribution. The award consists of a plaque and a prize of 1000 Euros. CALL FOR PAPERS IDA solicits papers on all aspects of intelligent data analysis, including papers on intelligent support for modelling and analyzing data from complex, dynamical systems. IDA 2013 particularly encourages papers about: - Novel applications of IDA techniques to complex systems - Novel modes of data acquisition and integration - Robustness and scalability issues of data analysis techniques - Visualization and dissemination of results Intelligent support for data analysis goes beyond the usual algorithmic offerings in the literature. Papers about established technology should offer novel ways to analyzing and/or modelling complex systems to get accepted. The conventional reviewing process, which favours incremental advances on established work, can discourage the kinds of papers that IDA 2013 hopes to publish. The reviewing process will address this issue explicitly: referees will evaluate papers against the stated goals of the symposium, and any paper for which at least one program chair advisor writes an informed, thoughtful, positive review will be accepted irrespective of other reviews. In the evolutionary computation community, evolutionary algorithms using an indirect coding or generative coding are believed to be more scalable in evolving highly complex systems, compared to those using a direct coding. A variety number of models for neural and morphological development have been proposed, ranging from a set of re-writing rules to gene regulatory network models including metabolic reactions. Meanwhile, all developmental models must be evolved to perform a particular function, which are known as evolutionary developmental systems (EDS). In this transformational era of business, researchers have highlighted the need for better theorizing regarding services (Rai and Sambamurthy 2006) and service systems (Kim and Nam, 2009). Even the traditional concepts of services and goods have been challenged, with researchers noting that when goods are the delivery medium for services, all exchanges in the economy become, in essence, service-for-service (Vargo and Lusch 2004). In this new conceptualization, understanding the roles of goods and services, and of customers and partners, is vital in the process of value creation. In addition, understanding the systems through which services are designed, delivered, and operated is critical for the success of business innovation. The focus of this special issue is on work, including its content, coordination, organization, and sustainment over time in what has been historically called â??livelihoodâ?? or â??career.â?? Work, which for a long time has been derivative of organizational decisions and actions, might be changing in ways that influence decisions and actions of organizations rather than the other way around. In particular, new patterns of digitally mediated collaboration may engender changes in the geographic distribution of work, while new forms of digitally mediated contracting make short hold-time collaborations a viable alternative to earlier models of long-term employment. Information and technology have influenced the nature of work in traditional organizations, but another important development has been the rise of â??openâ?? behavior: open models of production (e.g., open source software), open sourcing of ideas (e.g., crowdsourcing and collective intelligence), and open access to information resources (e.g., open educational resources). This includes work among distributed individuals and organizations using technology-enabled platforms that facilitate â??openâ?? behavior. This special issue of /ISR/ is designed to stimulate new thinking and innovative research on the relationship among information, technology, and the changing nature of work. We invite papers that use a variety of investigative approaches, including strategic, organizational, behavioral, economic, and technical perspectives. The scope of the special issue is limited only by the relationship among information, technology, and work. Submissions should contribute significantly to understanding and planning for next steps in research. Ideally, papers published in this special issue will help guide research in this area for the coming years while simultaneously being relevant for policy makers. However, the vast majority of strategic initiatives in enterprises fail, meaning that enterprises are unable to gain success from their strategy. The key reason for these failures is the lack of coherence and consistency among the various components of an enterprise. At the same time, the need to operate as a unified and integrated whole is becoming increasingly important. Currently, these challenges are dominantly addressed from a functional or managerial perspective, as advocated by the management and organization sciences, and as implemented in MBA programs. Such knowledge is indeed necessary for managing an enterprise, but it is inadequate for bringing about changes in a fully systematic and integrated way. To do that, one needs to take a constructional or engineering perspective. In addition, both organizations and software applications are complex systems, prone to entropy. This means that in the course of time, the costs of bringing about similar changes increase in a way that is known as combinatorial explosion. Entropy can be reduced and managed effectively through modular design based on atomic elements. Lastly, the individual persons in an enterprise, in cooperation, are ultimately responsible for the effective and efficient operation of the enterprise. They are also collectively responsible for the evolution of the enterprise, in order to meet new challenges. These responsibilities can only be borne if members have an appropriate knowledge and an effective awareness of the construction of the enterprise. Focus and Goal The Enterprise Engineering Working Conference 2013 is the third working conference in the emerging field of Enterprise Engineering. The goal of the conference is to gather academics and practitioners in order to share innovative research issues and practical experiences, and to facilitate profound discussions about the challenges mentioned above. There is a complex cycle of influence between human-computer interaction and public policies. Public policies in the area of HCI include rules on how HCI research is performed, guidelines on how interfaces are designed (e.g. accessibility), and how research money is awarded in HCI. Goals of the workshop include increasing the number of documented examples of where public policy and HCI influence each other, and identifying areas where there is a need for research on public policy and HCI. Our long-term goal is to author a white paper on the topic of HCI and public policy. For this workshop, we encourage the participation of people who have interest in the intersection of HCI and public policy. This can include people who perform research that could potentially influence policymakers, have experience interacting with policymakers, or have experience with international standards committees.
