MINI-TRACK: Success Factors and Enablers for the Adoption and Diffusion of e-Government Services
E-Government services development has been subject to research for years. Various projects from both the theoretical and practical perspective have dealt, e.g., with the implementation of IT systems for e-Government service delivery, organizational changes in order to enhance the overall performance of public administrations, or the adoption of e-Government services. E-Government services like electronic tax computation promise advantages for all stakeholders: a customer-oriented 24/7 service with shorter response time for the citizens and businesses as well as process optimization effects or cost reduction for the public administrations.
On the one hand, administrations increasingly provide their services online, and the e-Government readiness is growing. On the other hand, the acceptance and usage rate of e-Government services amongst the citizens is still rather low in many countries. Comparing these effects to other domains like net-banking or e-Commerce, which are very popular in industrialized parts of the world, this lack of acceptance is somehow astonishing. A similar argument can be made for e-Democracy, where somehow the uptake does seem to be low compared to the promises.
However, only with high usage rates the promised effects regarding cost reduction and process efficiency for the citizens, businesses and the public administrations can be achieved. Various studies show that the mere existence of IT-based services and especially e-Government services are not success factors of their own. In the end, it is the potential users adopting the services, making the technology a successful one. It has shown that there is a variety of influences that drive the acceptance of e-Government.
In order to increase the success of e-Government service development, several research areas still need to be tackled: What are the success factors and enablers for the acceptance of e-Government services? What are the main factors which hamper the use of e-Government services? How can the acceptance of e-Government services be boosted?
TOPICS
The topics of the mini-track are related but not limited to:
__ Case studies and empirical evaluations on the acceptance of e-Government services by citizens and further customers of public administrations
__ Identification of key success factors and critical enablers for the acceptance of e-Government services
__ Description of procedure models and/or research agendas for the increase of e-Government service adoption
__ Theoretical reflections on acceptance rates of e-Government services
__ Evaluation and/or adoption of classical IS acceptance models to the domain of e-Government
__ Investigations on the role of communication issues and/or psychological issues in the area of e-Government service acceptance
__ Comparative studies on adoption and diffusion of IT-based services in the public sector and other application domains
__ Comparative analyses of e-Government adoption in different countries and in different parts of the world (e.g., with a focus on e-Government adoption in developing countries)
__ Studies on the role of culture influencing the e-Government and e-Democracy adoption
__ Evaluations on how public administrations' use of new technologies like social media and mobile technologies can affect e-Democracy and e-Government adoption
__ E-Government Acceptance through mobile e-Government services
__ Open data government policies as facilitator of E-government service acceptance

take place at Otto-Friedrich-University of Bamberg, Germany, on February 23rd
and 24th, 2012.

Objectives
==========
1. Discuss fresh ideas
ZEUS is a classical scientific workshop. We are seeking creative ideas and
ongoing scientific work with some preliminary results. ZEUS offers you an
open-minded community of services researchers who are willing to discuss
your ideas and help you improve your contents for highly ranked conferences.
Your submission will be peer-reviewed by at least three independent reviewers
and may be rejected, accepted as position statement or as full workshop paper.
Innovation and creativity are the most important factors for ZEUS. Of course,
the rules of technical correctness and scientific method must be adhered to as
well.
2. Establish young researchers’ network
We aim at bringing together young researchers who work in the same geographic
and the same scientific region. We would like to provide an opportunity for
young researchers to establish a scientific network that can be intensely used,
including mutual visits at affordable costs. The workshop will serve as
platform
to present current research ideas and research directions. Although grounded in
the German-speaking services community, ZEUS is open to the European services
community as a whole. Submissions and talks are expected to be provided in
English.
Topics
======
The topics of the ZEUS workshop are centered around choreography and
orchestration
technology which includes a rich set of facets. Formal aspects of choreography
or
orchestration languages for the purpose of analysis, synthesis or simulation of
service compositions are as welcome as practical evaluations, use case-driven
feasibility studies or technology adoption models. In particular, the use of
choreography and orchestration models by different types of stakeholders, say
software engineers and domain experts, and the application of choreography and
orchestration in cloud-based computing models are of major interest.
Topics include, but are not limited to:
Integration of choreography and orchestration models
Conformance notions
Analysis, simulation and verification
Modelling and specification
Execution and monitoring
Testing, deployment and practical issues
Adoption models for choreography and orchestration technology
Value and maturity assessment
Multi-view and multi-perspective engineering
Advanced communication qualities in choreography and orchestration scenarios

Choreographies and orchestrations in Cloud environments
Interoperability of language formats as well as models
Submission

Results can be presented in talks or tool demonstrations. Submissions will be
reviewed
by at least three reviewers each in order to assure general fitness regarding
content,
readability and scope and to give first feedback to the authors. Depending on
innovation,
technical soundness and presentation clarity, papers may be rejected or
accepted as
position statement or full paper.

Submitted papers shall not exceed 6 pages in Springer LNCS style.

The new multimedia standards (for example, MPEG-21) facilitate the seamless integration of
multiple modalities into interoperable multimedia frameworks, transforming the way people
work and interact with multimedia data. These key technologies and multimedia solutions
interact and collaborate with each other in increasingly effective ways, contributing to the
multimedia revolution and having a significant impact across a wide spectrum of consumer,
business, healthcare, education, and governmental domains.
Moreover, the emerging mobile computing and ubiquitous networking technologies enable users
to access fully broadband mobile applications and new services anytime and everywhere. The
continuous efforts have been dedicated to research and development in this wide area including
wireless mobile networks, ad-hoc and sensor networks, smart user devices and advanced sensor
devices, mobile and ubiquitous computing platforms, and new applications and services including
location-based, context-aware, or social networking services.
This conference provides an opportunity for academic and industry professionals to discuss recent
progress in the area of multimedia and ubiquitous environment including models and systems, new
directions, novel applications associated with the utilization and acceptance of ubiquitous
computing devices and systems. MUE 2012 is the next event in a series of highly successful the

Submissions should not exceed 8 pages in IEEE CS proceedings paper format, including
tables and figures. All paper submissions must represent original and unpublished work.

work. Submissions will be conducted electronically on the conference website.
Journal publications

Distinguished selected papers accepted and presented in MUE 2012, after further revisions,
will be published in issues of several indexed international journals.
Best paper awards
=================================
The Program Committee of MUE 2012 will give two best paper awards: one NVIDIA Best Student
Paper Award and one NVIDIA Best Paper Award. Best Paper Awards will be given to the author(s)
of a full paper presented at the conference, selected by the Organizing Committee. The Best

DESCRIPTION
Enterprise Systems are an essential part of modern and successful
companies. While looking at the supply chain, multiple aspects of the
usage and impact of Enterprise Systems have been discussed in both
scientific and practice. To pay respect for the current development of
emerging technologies like mash-ups, web 2.0 and cloud computing on the
one side and the increasing agility of business models on the other side
the question arises how Enterprise Systems will look like in the future.
Transferring this recent development into the context of Enterprise
Systems we see a new class of Enterprise Systems which address the need
for more agility in the whole supply chain with a more loosely coupled
system of separate elements combines together to a highly integrated,
complex Information Systems. While this is an emerging topic in
Enterprise Systems, we denote these kinds of Information Systems as Very
Large Business Applications (VLBA).
VLBA are acting as an enabler for intra- and interorganisational,
distributed business processes and play a significant role in the
development of new markets and business models therefore. This
Mini-Track aims at studying, grounding, and finally exploiting the
potentials of VLBA to solve integration and coordination problems in
inter- and intraorganisational business processes as a key enabler of
flexible boundary-less information systems.
Key research questions are:
- how to represent VLBA in service-based computing systems by employing
and adopting constructs, models, and methods of the different
information systems technology stacks,
- how to describe VLBA,
- how to coordinate software-based business processes by employing and
adopting approaches for service discovery and service composition,
- how to negotiate and agree upon the delivery of software-based
services with approaches for SLA representation, SLA management, and SLA
negotiation, and
- how to control the delivery of software-based services in VLBA by
measuring their efficiency and effectiveness?

Call for Papers for the AMCIS 2012 Mini Track on Analysis and Design for
Service-Oriented Enterprises
(part of Systems Analysis and Design (SIG SAND) Track)
AMCIS - Americas Conference on Information Systems, Seattle, Washington,
USA, August 9-12, 2012
Enabled by the recent advances in web services, business process
automation, and service-oriented architectures, organizations around the
world have embarked on the development of the next-generation enterprise
infrastructures, referred to by some as "Service-Oriented Enterprises".
Essentially, service-oriented enterprises are organizations that take
advantage of service-oriented computing to support agile enterprises.
Gartner has defined enterprise agility as "the ability of an
organization to sense environmental change and respond efficiently and
effectively to that change." Currently, there are many open research
issues on the analysis and design for the service-oriented enterprises
that need attention from the MIS community. This minitrack provides a
forum for researchers and practitioners who are interested in presenting
their work in this area. The suggested topics are found in, although not
limited to, the following list:
* Analysis and design of business services
* Best practices in analysis and design for service-oriented enterprises
* Business modeling in service-oriented enterprises
* Centrality of information in service-oriented enterprises
* Componentization of businesses
* Enterprise services for business process automation
* Innovative paradigms and techniques in support of flexible business
processes

* Modeling of process services
* Modular service composition (or enterprise service mash-ups).

We are seeking parties interested in organizing workshops and tutorials
that will be co-located with the
IEEE Conference on Business Informatics 2012
formerly referred to as
IEEE CEC 2012 (IEEE Conference on Commerce and Enterprise Computing 2012)

to be held in Hangzhou, China, from September 9-11, 2012. If you are
interested in organizing a workshop or tutorials, please submit your
proposal in electronic form (plain text, PostScript, or PDF) to the
workshop chairs, Thomas Setzer (setzer(a)fzi.de) and Tokuro Matsuo
(matsuo(a)tokuro.net) by no later than March 31, 2012.
CEC aims to bring together researchers and practitioners from different
disciplines to explore and address recent developments and research
issues on e-commerce, enterprise computing, security and developments in
the area of social networks.
The CEC' 12 Organizing Committee invites proposals for workshops and
tutorials to be held at the 2012 Conference on Commerce and Enterprise
Computing (CEC' 12). The workshops and tutorials will take place on the
first day of the conference at the conference site.
Proposals should be submitted as outlined below and should provide
organizers and participants with an opportunity to focus intensively on
a specific topic related to the conference scope. Typically, workshops
and tutorials concentrate on an emerging topic of technical interest,
unique area of application for enterprise computing, or a community-wide
issue that deserves specialized attention.
Proposals should provide sufficient information to evaluate the quality
and importance of the topic, the goal, and the size of the interested
community. Proposals should identify one or more chairs and several
other individuals willing to serve on an organizing committee and assist
with publicity and reviewing.
Proposals should be 2-5 pages and contain at least the following
information:
* Description
What will the workshop or the tutorial be about? Where is the relation
to topics addressed in the CEC' 12 conference?
* Goals
What do you expect will come out of the workshop or tutorial? How will
the workshop or tutorial change participants' understanding of the area?
* Format
How will the workshop or the tutorial sessions be scheduled? For
example, how much time will be used for discussion, panel discussions,
paper presentations, invited talks, or other methods for encouraging
communication and consensus? Organizers are encouraged to focus on
mechanisms other than traditional paper presentations and to
differentiate themselves clearly from typical conference sessions.

How do you intend to publicize the workshop or the tutorial? How will
you reach the most interested and appropriate participants?

Who are potential participants?
* Organizers
Please include the name, postal address, phone number, e-mail address,
and webpage of each chair and each member of the organizing committee.
In addition, indicate the chairs' background in the area of interest.
