The International Conference on Conceptual Modeling is the leading international forum for
presenting and discussing current research on conceptual modeling for computer-supported
and networked applications. The topics of interest span the entire spectrum of conceptual
modeling including research and practice in areas such as: theories of concepts and
ontologies underlying conceptual modeling, methods and tools for developing and
communicating conceptual models, and techniques for transforming conceptual models into
effective implementations.

Since the proceedings will be published by Springer in the LNCS series, authors must
submit manuscripts using the LNCS style. See http://www.springer.de/comp/lncs/authors.html
for style files and details. The page limit for submitted papers is 14. Manuscripts not
submitted in the LNCS style or exceeding the page limit will not be reviewed and thus
automatically rejected. The final, camera-ready version must not exceed 14 pages to avoid
page charges. A paper submitted to ER 2011 may not be under review for any other
conference or journal during the time it is being considered for ER 2011.

Introduction
Moving towards the direction of open governance roadmaps as adopted worldwide, on-line citizen engagement stands out as a new domain, important both for decision makers and citizens. Over the last decade, there has been a variety of projects and initiatives powered by policy makers, researchers, ICT vendors and citizens, that are targeting the actively citizen involvement through various digital platforms and means. Such attempts promote ideas and solutions that could help minimize the democratic deficit and to support the active re-engagement of citizens to the decision making process, thus making governance more open, transparent, interactive and trustworthy.
In parallel, new attempts for evidence-based decision making and citizen involvement now include methods for massive data visualization, interactive argumentation, linked governmental data as well as connected social media platforms and collaborative systems over cloud infrastructures.
Objective of the Book
This title aims at providing the latest research findings such as theoretical foundations, principles, methodologies, architectures, technical frameworks, cases and lessons learnt within the domain of open governance and on-line citizen engagement. The book will constitute a new approach to addressing the issue of implementing open collaborative governance solutions and initiatives, providing both research and practice results. Unique characteristics that distinguish the publication from existing titles are the systematic analysis of the domain, the all-around view of political, legal, technical and user-oriented aspects and the inclusion of reviews, case reports and evaluation of international initiatives. The book will contribute to the systematic analysis and publication of cutting-edge methods, tools and approaches for assisting the relevant stakeholders in their quest for a more efficient participative public policy debate, allowing the utilisation of the capabilities p!
rovided by ICT.
These research findings are organized along the following main areas of contribution:
* Public policy debate foundations: Processes and methods for scoping, planning, evaluating and transforming citizen engagement
* Information and Communication Technologies for citizen participation
* Future research directions of open, collaborative ICT-enabled governance
Since Open and Collaborative Governance is a multi-disciplinary domain, new research challenges are bound to touch on Semantics, Social Media Platforms, Web Service Technologies, Social Sciences, Service Oriented Architectures and Model Driven approaches.
Target Audience
The audience of the book includes researchers and practitioners in the Electronic Governance domain, public administration officials, policy makers and decision drivers at local, national or international levels, engaged both in design and creation of policies and services, , university students and professors of Computer, Social, Political an Management sciences, ICT industry staff engaged in eGovernance and Policy Modelling projects and solutions, and participants of related FP7 research and CIP/PSP innovation projects.

Submission Procedure
Researchers and practitioners are invited to submit on or before 1st February 2011, a 2-3 page chapter proposal, in plain Word format, explaining the mission and contents of the proposed chapter. Authors of accepted proposals will be notified by February 15, 2011 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by 1st June 2011. All submitted chapters will be reviewed on a double-blind review basis.

Multi-agent systems and semantic technologies have been recognized as
one of the most important Information Technologies and have received
considerable attention from both academia and industry. Significant
progress has been made over the last few years in the development of
multi-agent systems and semantic web applications in a variety of fields
such as electronic commerce, supply chain management, resource
allocation, intelligent manufacturing, mass customization, information
retrieval and filtering, decision support, simulation, and healthcare.
The purpose of this mini-track is to provide a forum for academics and
practitioners to identify and explore the issues, opportunities, and
solutions related to intelligent agent and semantic technology design,
implementation, integration and deployment. In addition, novel
techniques for developing semantic web applications and agent-based
systems in different domains would be of interest. This mini-track is
intended to increase cross-fertilization of ideas from these domains,
and share the lessons learned. Building on its success in the last
eleven years, this mini-track is expected to serve as the spring-board
for gathering and disseminating experiences gained in implementing and
integrating multi-agent systems and semantic applications in an
industrial setting.

A position paper presents an arguable opinion about an issue. The goal of a position paper is to convince the audience that your opinion is valid and worth listening to, without the need to present completed research work and/or validated results. It is, nevertheless, important to support your argument with evidence to ensure the validity of your claims. A position paper may be a short report and discussion of ideas, facts, situations, methods, procedures or results of scientific research (bibliographic, experimental, theoretical, or other) focused on one of the conference topic areas. The acceptance of a position paper is restricted to the categories of "short paper" or "poster", i.e. a position paper is not a candidate to acceptance as "full paper". BLFA

The New Ideas and Emerging Results workshop is a new and
exciting part of the Research at Work track of Agile 2011.
This workshop will provide an excellent opportunity to
present opinions, ideas and suggestions for future research
in the field.
We invite researchers to contribute position papers
suggesting research that would add to the body of knowledge
on agile methods and processes, agile teams and people, and
the tools and practices that support them. We are looking
for papers that present current work-in-progress or
proposals for new research directions. Submissions from
experienced researchers, students and practitioners will be
equally welcomed.
We particularly aim at bridging the gap between research and
practice by active engagement with the accepted research
proposals, alongside relevant partners from the agile
practitioner community. This will provide a great
opportunity to develop your ideas with others and get direct
feedback on how to make the research relevant and accessible
to a broader audience.
New ideas and emerging results papers will be published in
the electronic proceedings and indexed in IEEE Xplore.

The 1st International Conference on Simulation and Modeling Methodologies, Technologies and Applications (SIMULTECH 2011) steering committee cordially invites you to submit a paper to the SIMULTECH-2011 conference, to be held in Noordwijkerhout, The Netherlands. The deadline for paper submission is March 29th, 2011.
The SIMULTECH program will include a number of Keynote Lectures to be delivered by distinguished world-class researchers (http://www.simultech.org/keynote_speakers.asp).
Submitted papers will be subject to a double-blind review process. All accepted papers (regular and position) will be published in the conference proceedings, under an ISBN reference, on paper and CD-ROM support. Additionally, a selection of the best papers of the conference will be published by Springer-Verlag in the Advances in Intelligent and Soft Computing Series book and the best papers with clear contributions to discrete-event simulation will be invited to submit revised versions to the Journal of Simulation. All papers presented at the conference venue will be available at the SciTePress Digital Library (http://www.scitepress.org/DigitalLibrary/).
Best paper awards will be distributed during the conference closing session.

Reduction of CO2-emissions is a topic of outmost importance for the
society. The ICT sector is a relevant contributor to CO2 emissions and
global warming due to its tremendous presence in our everyday life but
more importantly it is a key technology for the fight against Global
Warming in all other sectors.
Therefore the issues to be addressed in this conference are twofold:
On the one hand, issues on the potential of ICT as enabler for the
reduction of CO2-emissions pertinent to industry, regions, organizations
and the society will be considered.
On the other hand, issues on the urgent need of hardware and software
systems which are designed and operated in an energy-aware way and which
steadily monitor and optimize their energy consumption will build
another focus of the conference.
The First International Conference on ICT as Key Technology for the
Fight against Global Warming (ICT-GLOW’11) aims at providing an
interdisciplinary scientific forum for in-depth- discussions on the
reduction of the carbon footprint in the different sectors including ICT
systems itself.
Emphasis within the ICT-sector is laid on holistic and far-reaching
approaches for green and eco-friendly ICT-systems.

Minitrack: Knowledge Management Value, Success and Performance Measurements
DESCRIPTION
Research into knowledge management (KM), organizational memories, and
organizational learning has been affected by investigations such as
implementation aspects, system developments, or knowledge flows during a
number of years. Therefore, a high maturity level of KM research has been
achieved. However, organizational KM initiatives are more and more faced
with budget cuts and justification demands due to intense competition in
today’s business environments. The influences of the rapid pace of
globalization and of the ongoing liberalization of national and
international markets lead to the emergence of increased pressure on
existing companies. Project managers of KM initiatives like Chief Knowledge
Officers need to justify their budgets and thus are in need of qualitative
and quantitative evidence of the initiatives’ success. In addition, ROI
calculations and traditional accounting approaches do not tell an adequate
story when proposing knowledge-based initiatives. This minitrack explores
research into strategies, methodologies, and stories that relate to measure
this success. In addition, this minitrack will be used to explore the
bodies of performance measurements that define the current state of
research in measuring KM, organizational memory, and organizational
learning success. Eventually, another purpose of this minitrack is to
present research on how to value knowledge-based initiatives.
