Journal of the Association for Information Systems (JAIS)
Empirical Research on Free/Libre Open Source Software
Over the past decade, the Free/Libre Open Source Software (FLOSS)
phenomenon has revolutionized the ways in which organizations and
individuals create, distribute, acquire and use information systems
and services, making it an increasingly important topic of research
for information systems researchers. FLOSS has moved from a
curiosity to the mainstream: it has become a useful instrument for
educators and researchers, an important aspect of e-government and
information society initiative and a consideration in all technology
business plans (e.g., Fitzgerald 2006).
The apparent success of FLOSS development has challenged the
conventional wisdom of the software and business communities about
the best ways to develop and acquire software. The research
literature on software development and on distributed work more
generally emphasizes the difficulties of distributed software
development (e.g., Herbsleb et al. 2000), but the apparent success
of FLOSS development presents an intriguing counter-example.
Characterized by a globally distributed developer force and a rapid
and reliable software development process, effective FLOSS
development teams somehow profit from the advantages and overcome
the challenges of distributed work (Alho et al. 1998). Traditional
organizations have taken note of these successes and have sought
ways of leveraging FLOSS methods for their own distributed teams.
More broadly, FLOSS development provides a commonly referred to
model for open collaboration, increasingly seen as a viable approach
to community-based development of systems and information resources
more generally. Thus, while in many ways unique, the distributed and
self-organizing nature of FLOSS teams represents a mode of work that
is increasingly common in many organizations.
As well, FLOSS development is an important phenomena deserving of
study for itself (Feller 2001). FLOSS is an important commercial
phenomenon involving all kinds of software development firms, large,
small and startup. Millions of users depend on FLOSS systems such as
Linux or Firefox, and the Internet is heavily dependent on FLOSS
tools. These systems are an integral part of the infrastructure of
modern society, making it critical to understand more fully how they
are developed. Furthermore, FLOSS is an increasingly important venue
for students learning about software development. However,
researchers are just beginning to understand how people in these
communities coordinate software development and the work practices
necessary to their success.
Part of the challenge to researchers is that FLOSS is a complex
phenomenon that requires an interdisciplinary understanding of its
engineering, technical, economic, legal and socio-cultural dynamics.
It is similar to many other phenomena (e.g., virtual teams, user
innovation, distributed software engineering, voluntary
organizations, social movements), without being exactly like any,
making it difficult to identify and to apply relevant theories.
Indeed, the term FLOSS includes groups with a wide diversity of
participants and practices, with varying degrees of effectiveness,
but the dimensions of this space are still unclear. Empirically, the
study of FLOSS is blessed with an abundance of certain kinds of
“trace” data, generated through the everyday actions of
developers.
However, these data are limited to particular aspects of FLOSS work
and are often difficult to connect to constructs of theoretical
interest. As a result, research on FLOSS is in critical need of
careful conceptualization and theorizing, with particular attention
to delineating the boundaries of theories in useful taxonomies of
project types.
The growing research literature on FLOSS has addressed a variety of
questions. First, numerous explanations have been proposed for why
individuals decide to contribute to projects without pay (e.g.,
Bessen 2002; Franck et al. 2002; Hann et al. 2002; Hertel et al.
2003; Markus et al. 2000). These authors have mentioned factors such
as increasing the usefulness of the software (Hann et al. 2004),
personal interest (Hann et al. 2004), ideological commitment,
development of skills (Ljungberg 2000) with potential career impact
(Hann et al. 2004) or enhancement of reputation (Markus et al.
2000). Further work in this area will need to distinguish between
motivations for different kinds of projects and for developers with
vastly different levels of commitment and contribution to a project
and develop richer datasets of actual developer beliefs, intentions
and behaviours. A methodological concern is developing valid samples
of participants given the highly skewed distributions of activity.
Second, researchers have investigated the processes of FLOSS
development (e.g., Raymond 1998; Stewart et al. 2002). Many of these
studies have been done at the project level, e.g., using available
data about project-level measures to predict success. These studies
are often limited by the available data, which may only weakly
reflect theoretical constructs of interest. A few studies have been
done at the level of individual developers, though many of the same
concerns apply. For example, co-membership in projects can be viewed
as a social network (e.g., Méndez-Durón et al. 2009), but strong
theory is needed to interpret the network. On the other hand, since
data are available longitudinally, there is an opportunity to
perform stronger tests of theory (e.g, Subramaniam et al. 2009).
Fewer studies have grappled with the details of work practices
within projects, in part because data about these practices are more
difficult to identify, collect and analyze. Mainly Logs of email and
other kinds of linguistic interactions are generally available, but
are quite time consuming to analyze. As well, such studies reveal
only the public face of developers’ actions, leaving their private
work hidden. Still, detailed studies of FLOSS practices could be
quite revealing for understanding this form of distributed work.
Third, researchers have examined the implications of FLOSS from
economic and policy perspectives. For example, some authors have
examined the implications of free software for commercial software
companies or the implications of intellectual property laws for
FLOSS (e.g., Di Bona et al. 1999; Kogut et al. 2001; Lerner et al.
2001). Lamastra (2009) found that FLOSS solutions developed by a
sample of Italian companies were more innovative than the non-FLOSS
solutions. Overall though, the nature and implications of
participation of firms in FLOSS development are still open topics
for research. Finally, a few authors have examined the use of FLOSS
and its implementation in organizations. For example, Fitzgerald et
al. (2003) examined the broad implementation of FLOSS in an Irish
hospital. Implementation studies seem like a particularly promising
area for information systems researchers, though such studies face a
challenge to explicitly theorize about the relationship between the
distinctive properties of FLOSS and the processes of implementation
and use.
Example topics for the special issue:
The research reviewed above, while extensive, is still just a
starting point for understanding the phenomenon of FLOSS development
and use. Papers are invited for the special issue on any topic
related to FLOSS development and use. Papers should be theory-driven
or theory-building, with clear implications for further research and
practice. Example topics include:
Social science: Understanding organizational and psychological
issues in FLOSS
• Diversity and international participation in FLOSS projects
• Learning, knowledge sharing, collaboration, control or
conflict
in FLOSS projects
• Dynamics of FLOSS project communities, building and sustaining
• FLOSS historical foundations
• FLOSS and social networks
• FLOSS and social inclusion
• Economic analysis of FLOSS
• Knowledge management, e-learning and FLOSS
FLOSS systems development:
• FLOSS and distributed development
• Lessons from FLOSS for conventional development
• Open sourcing vs. offshoring of development
• FLOSS and standards
• Mining and analyzing FLOSS project repositories
• Documentation of FLOSS projects
Emerging perspectives: Lessons from FLOSS applied to other fields
• Diffusion and adoption of FLOSS innovations
• FLOSS and alternative intellectual property regimes
• FLOSS, Open Science and "Open Knowledge"
• Licensing, intellectual property and other legal issues in
FLOSS
• FLOSS and innovation
• Economics of FLOSS
Studies of FLOSS deployment: Current studies and future issues
• Case studies of FLOSS deployment, migration models, success
and
failure
• FLOSS in the public sector (e.g., government, education,
health
care)
• FLOSS in vertical domains and the 'secondary' software sector
(e.g., automotive, telecommunications, medical devices)
• FLOSS-compatible IT governance architectures
• FLOSS applications catalog (functionality, evaluation,
platforms, support providers, training needs)
• FLOSS education and training
• FLOSS, e-government and transformational government
• FLOSS business models and strategies
We particularly hope to receive papers that cut across these
dimensions and use the phenomenon of FLOSS to theorize about the
evolving nature of technology-supported distributed work.

Sex, drugs and rock n roll: how the internet has changed the rules of
the game
Sex, drugs, and rock n roll, the theme of this issue, can be seen asa
metaphor for the fundamental parts of our lives in which we engage in
private and social action and decision making. This special issue
will explore how the internet has dramatically changed the way we engage
in these activities. We believe that increased information access and the
ability to easily connect with like-minded people now present us with new
and varied options when it comes to managing and living our lives.
Meanwhile, companies are using the internet to market and sell sex, drugs
and music, even as governments try and regulate them.
Topics of interest may focus on, but are not restricted to:
Descriptive, evaluative and empirical papers that look at the role of the
internet in providing online information on matters of sex, drugs (legal
and illegal) and music. Studies regarding the online procurement of sex,
drugs and music are also sought. Possible areas include, but are not
limited to:
Drugs, medicine and healing
online medical information advice and procurement in both traditional
and alternative medical/healing systems
 communities of medical/healing practice
 illness-centered support groups.
Music
communities of interest (bands and fans)
iTunes and new forms of music distribution.
Sex and love
 dating and marriage services
 pornography.
All papers will be double-blind peer reviewed. Articles should not
normally exceed 6,000 words including references. References must be in
the Emerald house style, and a structured abstract plus brief
author bio data must accompany each submission.

---Submission---
Papers describing doctoral work should be submitted in PDF or PostScript
format before 24.00 CET (Central European Time) on October 29th, 2009. The
paper
length must not exceed 6 pages (including all parts!). The paper has to be
formatted according to the ACM SIG Proceedings Template (please use A4 as
paper
size NOT letter). Workshop and paper language is English.
In contrast to regular conference papers, submissions should address
specifically doctoral work! Therefore, the following elements are
recommended:
- A clear formulation of the research question.
- An identification of the significant problems in the field of research.
- An outline of the current knowledge of the problem domain, as well as the
state of existing solutions.
- A presentation of any preliminary ideas, the proposed approach and the
results achieved so far.
- A sketch of the applied research methodology.
- A description of the Ph.D. project's contribution to the problem
solution.
- A discussion of how the suggested solution is different, new, or better
as compared to existing approaches to the problem.
Please note, that similar to a Ph.D. thesis, only a single author is
allowed per submission to the Ph.D. workshop. If several Ph.D. students,
usually
working together as a team, want to submit, every team member has to submit
individually. The Ph.D. advisor is not stated as co-author.
The intention of this workshop is to support and inspire Ph.D. students
during
their ongoing research efforts. Therefore, it is necessary that authors will
have neither achieved their Ph.D. degree nor officially submitted their
thesis
before the Ph.D. workshop (March 22, 2010). To enforce this rule we require
authors to disclose their expected graduation date and their advisor's name
when submitting. Ph.D. students that have already published significant
parts
of their work at some other major conference (e.g. SIGMOD, VLDB, ER, ICDE,
etc.) are asked to step back and offer other Ph.D. students the opportunity
to
discuss their research topics.
Accepted submissions will be published in the workshop proceedings.
Furthermore, we plan to publish post-workshop proceedings of selected and
revised submissions in the ACM Digital Library, as we did in the last years.
Once again, we plan to award a prize for the best submission.
Participants should register for the EDBT/ICDT conference itself at student
rate.

Knowledge Management & E-Learning: An International Journal (KM&EL)
Special Issue on "E-Health: Accessing Knowledge for Global Health"
== Guest Editor
Patricia A. Abbott, PhD, RN
Director, Johns Hopkins School of Nursing, PAHO/WHO Collaborating Center
for Knowledge Management;
Johns Hopkins Schools of Medicine and Nursing
Baltimore, MD USA
This special issue of the KM&EL international journal is dedicated to
coverage of knowledge management and information dissemination for health
in underserved areas. Numerous studies have demonstrated the high cost,
in both financial and humanistic terms, of a lack of access to current
healthcare knowledge. Many international settings are using textbooks
that are seriously outdated, and practicing in ways that have been proven
to be ineffective and/or dangerous. At the same time, we are seeing an
explosion of information and communication technologies (ICT) that are
reaching even the most remote corners of the globe. As these two trends
collide, we are seeing tremendous innovation and application of KM
techniques and ICT utilization to "reach and teach" in remote communities
around the world. Indeed, Deaton (2004) states that "The health and life
expectancy of the vast majority of mankind, whether they live in rich or
poor countries, depends on ideas, techniques, and therapies developed
elsewhere, so that it is the spread of knowledge that is the fundamental
determinant of population health."
This issue is designed to elicit both theoretical and applied papers that
describe efforts to reduce international asymmetries of health information
by increasing access to health knowledge bases via ICT. We are interested
in theoretical papers that posit the promise and possibilities global
e-health, and applied research papers that provide results of knowledge
access, knowledge management, and knowledge dissemination for
international health. We are particularly interested in papers in this
space that focus upon application in low resource areas and/or with the
medically underserved. Our goal is to stimulate interest in the issues
across academia, practice, industry, research and policy. We welcome
focused papers from all sectors.
== The topics of interest include, but are not limited to:
* Knowledge management in ICT-enabled, yet low resourced areas
* Practical usage/application of ICT for evidence based practice in global
e-health
* E-health via ICT - Lessons Learned
* M-health via cellular telephony and other mechanisms - New innovations
for distributing health knowledge and best practices via mobile
technologies
* Managing and developing knowledge from underserved areas; what can
communities teach us?
* Producing culturally sensitive, feasible, and distributable best
practices for ICT-enabled delivery
* Socio-cultural aspects of ICT enabled e-health
* Infrastructure challenges in global e-health in the e-health/m-health
domain
* New developments, trends and approaches.

First Workshop on
Economics of Compliance Control and Automation
(ECCA 2010)
Submission Deadline: October, 15th 2009
To be held in conjunction with the Fifth International Conference
on Availability, Reliability and Security (ARES 2010)
http://www.ares-conference.eu.
February 15th - 18th, 2010
Andrzej Frycz Modrzewski Cracow College, Krakow, Poland
Achieving compliance to an ever growing number of regulatory requirements,
such as reporting practices and treatment of personal information, poses
a grand challenge to enterprises of all sizes. Such requirements stipulate
the reliable deployment of a number of accountable activities which must
be periodically validated by means of third-party audits. To conduct
adequate validation in a timely, cost-effective and reliable manner,
enterprises are advancing the automation of business process and the
corresponding controls.
Controls subsume organizational measures and security mechanisms for
enforcing regulatory laws and detecting regulation deviations, opening
up the chance to react timely. However, deploying such controls is a
challenging task yet not completely understood: Unexpected interactions
between controls and business processes might arise, leading to
inconsistencies, compliance violations and conflicts with the operative
goals of business processes and, thereby, opening up risks. Also, a too
restrictive, risk-averse enforcement of regulations is not optimal with
regard to the operational use of upcoming technologies, such as
service-oriented architectures or cloud computing, since it may hinder
the harvesting of their full potential. Addressing these issues is of
primary relevance and requires well-founded, cross-disciplinary
approaches to reason about and bridge the technical and economical
perspectives of the deployment of controls.
The goal of this workshop is to bring together researchers and
practitioners working on innovative methods for managing compliance,
risk and security. The focus of the workshop is primarily on the
integration of economical and technical research, yet it encourages
papers with a cross-disciplinary character, encompassing for instance
legal and sociological aspects, as well as papers more purely focused
on information technology.
Submission topics include, but are not limited to:
. Process-oriented risk management
. Security issues on workflows
. Process reconstruction
. Accountability and liability
. Policy enforcement
. Usage control
. Audit strategies
. Secure logging mechanisms
. Monitoring techniques
. Implementation experiences
Important dates
. Submission Deadline: October, 15th 2009
. Author Notification: November, 01st 2009
. Proceedings Version: November, 14th 2009
. Conference/Workshop: February, 15th - 18th 2010
All accepted papers will be published as ISBN proceedings published
by the IEEE Computer Society.

Guest Editors: Yinsheng Li (Fudan University, China); Wei-Tek Tsai (Arizona
State University, USA); Yueting Chai (Tsinghua University, China)
Service-Oriented Computing (SOC) is a computing paradigm that exploits
both web
services and Service-Oriented Architecture (SOA) as fundamental elements
for
developing software systems. This paradigm changes the way software
systems are
designed, architected, delivered and consumed.
With the availability of open standards, to overcome cross-platform
barriers,
and facilities to support service construction, SOA and Web services are
being
adopted by industries to make business services perform more efficiently
and
effectively. They contribute to the shaping of the processe s of
business mod
eling, solution creation, service delivery, and software architecture
design,
development and deployment. However, the applications and methods of SOA
have
not been fully exploited.
The Special issue on Service Oriented Applications and Integration for
e-Commerce (SOAIEC) will be devoted to the integration and collaboration
technologies and best practices on SOA. The mission is to bridge the gap
between
business and information technology using service-oriented paradigms,
technologies and approaches.
The topics will include:
 Architectures and frameworks for SOA
 Service or service-oriented system modeling
