IEEE 2009 International Conference on Cloud Computing (CLOUD-II 2009)
=====================================================================
September 21-25, 2009, Bangalore, India
http://www.thecloudcomputing.org/2009/2
Sponsored by the Technical Committee on Services Computing (TC-SVC), IEEE
Computer Society
2009 International Conference on Cloud Computing is the identified
hot-topic conference of the IEEE 2009 World Congress on Services (SERVICES
2009). CLOUD-II 2009 will be co-located with the 6th IEEE International
Conference on Services Computing (SCC 2009).
The theme of the 2009 International Conference on Cloud Computing
(CLOUD-II 2009) is Change We Can Lead.
Cloud Computing has become a scalable services delivery platform in the
field of Services Computing. The technical foundations of Cloud Computing
include Service-Oriented Architecture (SOA) and Virtualizations of
hardware and software. The goal of Cloud Computing is to share resources
among the cloud service consumers, cloud partners, and cloud vendors in
the cloud value chain. The resource sharing at various levels results in
various cloud offerings such as infrastructure cloud (e.g. hardware, IT
infrastructure management), software cloud (e.g. SaaS focusing on
middleware as a service, or traditional CRM as a service), application
cloud (e.g. Application as a Service, UML modeling tools as a service,
social network as a service), and business cloud (e.g. business process as
a service).
In the fast growing Services Computing community, we have launched a
series of events to promote and grow Cloud Computing in the past years. In
2002, we promoted Business Grid to share business processes and
applications. In early 2008, The IEEE Transactions on Services Computing
(TSC) has adopted Cloud Computing to be included in the taxonomy as a body
of knowledge area of Services Computing. In July 2008, the IEEE
International Conference on Services Computing (SCC 2008) has delivered a
keynote panel Business Cloud: Bridging The Power of SOA and Cloud
Computing and a keynote Cloud Computing. In September 2008, the 2008
IEEE International Conference on Web Services (ICWS 2008) has delivered a
keynote Web Services: Software-as-a-Service (SaaS), Communication, and
Beyond and a panel "Cloud Computing and IT as a Service: Opportunities
and Challenges" to further motivate the community members to define Cloud
Computing in various areas.
Based on the technology foundations and industry driving forces, the 2009
International Conference on Cloud Computing (CLOUD 2009) is created to
provide a prime international forum for both researchers and industry
practitioners to exchange the latest fundamental advances in the state of
the art and practice of Cloud Computing, identify emerging research
topics, and define the future of Cloud Computing.
CLOUD 2009 is the HOT-TOPIC conference highlighted in the 2009 World
Congress on Services (SERVICES 2009), which is jointly sponsored by IEEE
Computer Society Technical Committee on Services Computing (TC-SVC) and
Services Society. CLOUD-II 2009 will be co-located with the 6th IEEE
International Conference on Services Computing (SCC 2009).
To discuss this emerging enabling technology of the modern services
industry, CLOUD-II 2009 invites you to join the seventh years gathering
that explores "Services" Science and Technology in the field of Services
Computing, which was formally promoted by IEEE Computer Society since
2003. From technology foundation perspective, Services Computing has
become the default discipline in the modern services industry.
CLOUD-II 2009 tries to attract researchers, practitioners, and industry
business leaders in all the following areas to help define and shape cloud
computing, and its related modernization strategy and directions of the
services industry. You are invited to submit research, engineering, and
business innovation papers to the following areas:
- Infrastructure Cloud
- Software Cloud
- Application Cloud
- Business Cloud
- Service-Oriented Architecture in Cloud Computing
- Vituralization of Hardware Resources
- Virtualization of Software Resources
- Cloud Computing Consulting Methods

this web site. At least one author of each accepted paper is required to
register to the conference and present the paper.
Paper Review Policy
-------------------
CLOUD-II 2009's Policy and professional ethics require that referees treat
the contents of papers under review as privileged information not to be
disclosed to others before publication. It is expected that no one with
access to a paper under review will make any inappropriate use of the
special knowledge, which that access providers. Contents of abstracts
submitted to conference program committees should be regarded as
privileged as well, and handled in the same manner. The Conference
Publications Chair shall ensure that referees adhere to this practice.

CALL FOR PAPERS: Special issue of Electronic Government, An International
Journal on "E-Government: Past, Present, and Future"
Guest Editors:
Dr. Vikas Jain, University of Tampa, USA
Dr. Yogesh Dwivedi, Swansea University, UK
Dr. Shirish C. Srivastava, HEC School of Management, France
Dr. Mohini Singh, RMIT University, Australia
E-government is an emerging paradigm to deliver government services to
citizens, businesses, and other stakeholders through the use of Internet
and information and communication technologies (ICTs). E-government is an
extension of e-business applications to the public sector. Increased
adoption and application of e-government across countries is being
propelled by its potential to offer not only a convenient service to
citizens but also related benefits such as reduced transaction costs and
enhanced operational efficiency. Further, e-government can help to improve
e-governance. Consequently, e-government is being increasingly regarded as
a panacea for overcoming many of the shortcomings of the traditional
government set-up.
Over years, e-government development has transitioned from cataloguing,
transaction processing to vertical and horizontal integration in both
developed and developing nations. The evolution of e-government from the
informational interfaces of the yesteryears to the transformational
applications of today has in large measures been influenced by many of the
contingent environmental factors. The development of e-government has not
been uniform across the world. For example, there are only a few countries
like Singapore, Canada and the USA which lead the e-government initiatives
across the world. Most nations are still struggling with their
e-government programs. Despite their tremendous transformational
potential, the evidence about the success of e-government efforts across
various countries is mostly sporadic and diffused. Consequently, the full
potential of e-government remains largely unexploited.
Almost a decade after the first e-government implementations in the world
were initiated, it is an opportune time to reflect on the past and present
so that the future of e-government can be charted. There is a need to
examine issues surrounding e-government today and challenges for the
future. The e-government evolutionary models of the past may have become
redundant in the face of rapidly changing technological options.
The objective of this special issue is to provide an outlet for publishing
original research highlighting current issues related to technical,
organisational, managerial and socio-economic aspects of e-sovernment
adoption, evolution, implementation and impact. We invite papers that
address various aspects of e-government projects from a theoretical,
conceptual, or empirical perspective to set the stage for future research
direction in e-government. Both quantitative as well as qualitative
studies on e-government from developed and developing countries
perspectives will be encouraged.
Subject Coverage: Contributed papers may deal with, but are not limited
to:
* The development and implementation of e-government.
* Frameworks for successful e-government implementation
* Social and economic impacts of e-government
* Effect of socio-economic factors in e-government implementation and
adoption
* Cross-country comparisons of e-government projects
* E-government projects in developing countries and developed
countries
* Enablers and inhibitors of e-government success
* Models of electronic service delivery
* Frameworks for e-government evaluation
* E-government and e-governance
* E-government readiness of government and citizens across countries
* Role of technological and regulatory environment in e-government

Workshop in conjunction with the 17th IEEE Requirements Engineering
Conference
Atlanta, USA - September 1st, 2009
http://www.re09.org/
Submissions deadline June 15th, 2009
**************************************
*** MOTIVATION ***
Research has shown that capturing and sharing of tacit knowledge about
requirements (a) enhances reuse, (b) enables traceability, (c)
supports requirement evolution and (d) improves collaboration between
participants in distributed projects. Adding to this, recent results
have shown that rationale approaches could be effectively used to
manage product line variability and could enhance the longevity of
software systems. From an industrial perspective, to accept a
requirement, this is critical to know why the requirement is required
and in which project context is the requirement needed. These issues
are often discussed in telephone calls and emails, which makes it
difficult to maintain and share the information during the life of a
requirement.
In the age of agile methodologies and with the increasing
distribution, scale and complexity of development projects, the need
for managing requirements knowledge continues to increase. The major
constraint is to have a lightweight, usable, intelligent,
contextualized and personalized capturing and sharing approach.
Requirement engineering infrastructures should capture and formalize
tacit knowledge and stakeholders should be able to answer questions
about requirements at any time, using their common vocabularies.
Recent advancements in knowledge management such as ontological
engineering, mining techniques, semantic annotation as well as search
and assistance tools brings new potentials for the requirements
engineering community. Therefore, this workshop discusses the issues,
approaches and tools regarding capturing, externalizing, accessing,
sharing and maintaining of knowledge in requirements engineering.
*** TOPICS OF INTEREST ***
The topics of the workshop include, but are not restricted to:
* Approaches for knowledge capture and sharing during requirements
elicitation, specification, analysis and change management
* Automatic and context-aware capture of problem domain knowledge
* Mining requirements repositories
* Intelligent assistance tools such as semantic search and
recommendation on requirements
* Context-awareness tools for supporting requirements elicitation,
analysis, traceability and reuse
* Ontology-based requirements and traceability management
* Capture and maintenance of rationale information for volatile and
evolving requirements
* Rationale management for variability, product lines and service-
oriented architectures
* Empirical studies on advantages and drawbacks of particular
knowledge management approaches
* Applying machine learning to requirements engineering
*** TYPES OF CONTRIBUTIONS ***
* Short papers (3-5 pages) state the position of the authors within
the scope of the workshop, and can describe solution concepts in a
premature state.
* Full papers (6-10 pages) describe problems, needs, novel approaches
and frameworks within the scope of the workshop. Evaluations of new
approaches are to be included in a full paper. Empirical evaluation
papers and industrial experience reports are also welcome for
submissions.
* Posters and demo papers (1-2 pages) summarize work results.

Call for Papers
3d International Workshop on
Process-oriented information systems in healthcare
(ProHealth 09)
In conjunction with 7th Int'l Conf. on Business Process Management (BPM
2009), Ulm, Germany

1 Department of Management Information Systems, University of Haifa,
Israel
2Chair for Database Systems, Department of Computer Science,
Friedrich-Alexander-University Erlangen-Nuremberg, Germany
3Medecs BV, the Netherlands
Workshop URL: http://mis.hevra.haifa.ac.il/~morpeleg/events/prohealth09/
Workshop Goals:
Healthcare organizations and providers are facing the challenge of
delivering high quality services to their patients, at affordable costs.
High degree of specialization of medical disciplines, prolonged medical
care for the ageing population, increased costs for dealing with chronic
diseases, and the need for personalized healthcare are prevalent trends in
this information-intensive domain. The emerging situation necessitates a
change in the way healthcare is delivered to the patients and healthcare
processes are managed.
BPM technology provides a key to implement these changes. Though
patient-centered process support becomes increasingly crucial in
healthcare, BPM technology has not yet been broadly used in healthcare
environments. This workshop shall elaborate both the potential and the
limitations of IT support for healthcare processes. It shall further
provide a forum wherein challenges, paradigms, and tools for optimized
process support in healthcare can be debated. We want to bring together
researchers and practitioners from different communities (e.g., BPM,
Information Systems, Medical Informatics, E-Health) who share an interest
in both healthcare processes and BPM technologies.
The success of the first two ProHealth Workshops, which were held in
conjunction with the 5th and 6th International Conferences on Business
Process Management (BPM07 and BPM'08), demonstrated the potential of such
an interdisciplinary forum to improve the understanding of domain specific
requirements, methods and theories, tools and techniques, and the gaps
between IT support and healthcare processes that are yet to be closed.
Workshop Description:
Enterprise-wide process-oriented information systems have been demanded
by healthcare institutions for over 20 years and terms like continuity of
care have even been discussed for over 50 years. Yet, healthcare
organizations are currently using a plethora of specialized non-standard
information systems and continue to focus on development of systems for
specialized departments that frequently only focus on their internal
processes. Many of the successful existing information systems focus on
non-process oriented systems, such as imaging, drug order-entry,
laboratory test result storage, storage of diagnoses and progress notes in
electronic medical records, alerts and reminders, and billing
applications.
Information systems and decision-support systems for managing patient care
processes, however, are still scarcely developed; most often only by a
small number of university-led teams. Such patient care management systems
are highly complex and pose many challenges: they require availability of
encoded data coming from different sources, flexibility in deviating from
the encoded process at the discretion of the physician user, and may
involve a team of clinical users that together take care of a patient in a
coordinated way.
The recent trend towards healthcare networks and integrated care even
increases the need to effectively support interdisciplinary cooperation
along with the patient treatment process. Recent studies discussing the
preventability of adverse events in medicine recommend the use of
information technology, since insufficient communication and missing
information turned out to be among the major factors contributing to
adverse events. Yet, there is still a discrepancy between the potential
and the actual usage of IT in healthcare.
This workshop focuses on research projects which aim at closing this gap.
It shall elaborate both the potential and the limitations of IT support
for healthcare processes, and discuss approaches existing in this context.
Relevant topics include but are not limited to:
* Process modelling in healthcare
* Process oriented system architectures in healthcare
* Workflow management in healthcare
* IT support for guideline implementation and decision support
* Managing flexibility and exceptions in healthcare processes
* Process optimization in healthcare organizations and healthcare
networks
* Process interoperability & standards in healthcare
* Process patterns in healthcare
* Lifecycle management for healthcare processes
* Visualization, monitoring and mining of healthcare processes
* Context-aware healthcare processes
* Ambient intelligence & smart processes in healthcare
* Process mining and learning
* Compliance of healthcare processes
* Facilitating knowledge-acquisition of healthcare processes
* Integrating healthcare processes with electronic medical records
Submitted papers will be evaluated on the basis of significance,
originality, technical quality, and exposition. Papers should clearly
establish their research contribution and the relation to healthcare
processes.
The workshop will also provide opportunity for demo sessions, where
presenters can showcase advanced prototypes based on their research.
Format of the Workshop:
The workshop will comprise accepted papers, tool presentations, and a
keynote. Papers should be submitted in advance and will be reviewed by at
least three members of the program committee. All accepted papers will
appear in the workshop proceedings published by Springer in the Lecture
Notes in Business Information Processing (LNBIP) series. There will be a
single LNBIP volume dedicated to the proceedings of all BPM workshops. As
this volume will appear after the conference, there will be informal
proceedings during the workshop. At least one author for each accepted
paper should register for the workshop and present the paper.
Paper submission:
Prospective authors are invited to submit papers for presentation in any
of the areas listed above. Only papers in English will be accepted. Three
types of submissions are possible: (1) full papers (12 pages long)
reporting mature research results, (2) position papers reporting research
that may be in preliminary stage that has not yet been evaluated, and (3)
tool reports. Position papers and tool reports should be no longer than 6
pages. Papers must present original research contributions not
concurrently submitted elsewhere.
Papers should be submitted in the LNBIP format
(http://www.springer.com/computer/lncs?SGWID=0-164-7-487211-0. The title
page must contain a short abstract, a classification of the topics
covered, preferably using the list of topics above, and an indication of
the submission category (regular paper/position paper/tool report).
Papers (in PDF format) should be submitted electronically via the
EasyChair System.
To do so, please open an EasyChair account by going to
http://www.easychair.org/conferences/account_apply.cgi?iid= and submit a
