MOTIVATION AND OVERVIEW
The Information Technology (IT) workforce is rapidly changing. Many of the IT baby boomers are retiring or planning to retire, the number of college students majoring in IT has declined worldwide and, in the US, the federal government continually changes the number of allowable work visas. At the same time, the resurgence in demand for IT workers is widely evident in the many articles and stories appearing recently in the media, describing the plethora of jobs available in IT as well as the competitive salaries that accompany these jobs.
This new wave of demand is not a local phenomenon, but global in its scope and implications. In Ireland, declining enrollments in the IT fields and a growth rate in the IT sector three times the national average have companies scrambling for IT workers with both technical and management skills. In Vietnam high staff turnover and the arrival of firms such as Intel, IBM, Panasonic and Samsung have caused an exponential increase in the demand for IT workers. India and China are facing an interesting reversal - the traditional outsourcing recipients are now confronting IT worker shortfalls, which are driving those nations to export IT jobs.
How will the global IT community (both academia and industry) respond to this demand for the next wave of IT workers? How do we attract, mentor, and retain IT students and professionals? Have the knowledge, skills, and abilities needed to be successful in IT morphed to include new elements or a different mix of elements? What is the impact of the new "millennium worker" on various educational systems and the profession? Has the world view of IT changed? What is the impact of outsourcing on the global IT workforce?
It is in exploring this area where this special issue of the European Journal of Information Systems seeks to make a contribution to the literature. The main objective of this special issue is to examine the challenges of refilling the IT pipeline as well as methods to meet those challenges. Studies offering a wider focus from a human, organizational or technical perspective are encouraged, and methodological approaches that adopt exploratory, theory building or testing through interviews, case analysis, or surveys are welcome.

We are inviting paper submissions for these sessions at HCII�09.
Extended abstracts are due October 15, 2008 and the full papers, which can
be research-in-progress or completed research papers, are due December 5,
2008.

General Description of Topics:
The objective of the SIGHCI-sponsored �HCI in MIS� sessions at HCII'09 is
to promote research related to HCI within business, managerial, and
organizational contexts among AIS members and to the larger community of
practitioners and scholars. Research papers that help to bridge academic
research and industry practice are welcome.
Topics of interest include, but are not limited to:
� The perceptual, behavioral, cognitive, motivational, and
affective/emotional aspects of human and their interaction with
information technology
� User task analysis and modeling
� Digital documents/genres and human information seeking behavior
� User interface design and evaluation for business and organizational
applications
� Integrated or innovative approaches and guidelines for analysis, design,
and development of interactive devices and systems
� Usability engineering, metrics, and methods for user interface
assessment
� Usability studies for end-user computing in work and non-work
environments
� Information technology acceptance and diffusion issues from cognitive,
behavioral, affective, motivational, cultural, and user interface design
perspectives
� The impact of interfaces/information technology on attitudes, behavior,
performance, perception, and productivity
� Issues in software learning and training
� Gender and technology
� Issues related to the elderly, the young and special needs populations
� Other human factors issues related to human interaction with
technologies
All submissions (research-in-progress or completed research papers) are
welcome.
Important Dates and Submission Guidelines:
� Deadline for extended abstract (3-5 pages, double-spaced) submission:
October 15, 2008
� Notification of informal review on extended abstract: October 25, 2008
� Deadline for full paper (research-in-progress or completed research
paper) submission: December 5, 2008
� Notification of review outcome: February 1, 2009
� Deadline for receipt of final papers: February 16, 2009
Submissions should not be under review elsewhere.
Formatting: Use Times New Roman 12-point font with double-spacing.
Maximum length for the full paper: 20 pages (double-spaced) excluding the
abstract and references.
Two rounds of review process will be involved. The first round involves
an informal review process of the extended abstract submissions and the
second round is a double-blind review process of the full paper
submissions. Authors should agree to provide timely reviews of at most two
other submissions, if requested.
Manuscripts should be in MS Word format and be submitted as email
attachments to: Xiaowen Fang (XFang(a)cdm.depaul.edu) and Fiona Fui-Hoon Nah
(fnah(a)unl.edu) with the subject heading "HCII�09 submission". Authors can
use the body of the email as the cover letter for the submission and
should ensure that their identities do not appear in any part of the full
paper (i.e., research-in-progress or completed research paper).
Submission to AIS Transactions on Human-Computer Interaction (THCI):
Authors of papers presented at HCII�09 HCI in MIS sessions are welcome to
submit expansions of their papers to AIS Transactions on Human-Computer
Interaction (THCI) for publication considerations after the conference.
Depending on the quality of these expansions, they may receive expedited
reviews. Conference paper expansions submitted to THCI will be reviewed
with the same quality criteria and standards as regular submissions to

Introduction
------------
The Internet, Web 2.0, consumer-generated social media, and new advanced
data, text, and web mining techniques have created tremendous business
opportunities; however the potential risk and security concerns are also
equally alarming. Research of relevance to enterprise risk and security
assessment and analysis has gained significant interests among MIS, CS,
and business researchers. Through large-scale Web enabled content
collection (e.g., corporate reports, news, consumer feedback, corporate
blogs and forums, brand sentiment, etc.) and mining (e.g., trends,
security threats, negative sentiment, illicit relationships, etc.),
companies and industries will be better positioned to identify potential
risks and security concerns.
This special issue aims at soliciting research submissions of practical
and novel applications, techniques, algorithms, methods, and practices
in data, text, and Web mining that will make a contribution to knowledge
in enterprise risk and security management. Topics of interest include
but are not limited to the following:

MOTIVATION AND OVERVIEW
Healthcare is an important challenge faced by managers with far reaching
implications for a wide range of stakeholders and industries. Overall
healthcare spending as a percentage of Gross Domestic Product is 16% in the
US (Steinwald, 2007), 10% in Germany and 8% in Japan. The rising cost of
healthcare and the lack of health insurance coverage for over 15% of the
U.S. population have emerged as important political, economic, and policy
issues. The healthcare industry faces major institutional and regulatory
pressures different from other industries. Hospitals have to find ways to
improve efficiency to drive down the cost of their services and to remain
financially viable. All nations, including developed and developing nations
are facing pressures to control costs, while at the same time increase
outcome quality and access to healthcare. Information systems (IS) have the
potential to play an integral role in addressing these challenges.
Successful application of IS in the healthcare industry can create new
business models by redefining the traditional relationships between
providers, payors, and patients. Increased data availability and
transparency can bring data-driven methods to improve healthcare research
and practice. Although some of the earliest applications of information
systems were in healthcare (e.g. MYCIN as a diagnostic tool for infectious
diseases), IS research has not kept pace with the growing
information-related challenges in this important industry.
In many industries, employee healthcare costs are hurting firms' ability to
compete in international markets. For example, healthcare related costs add
US$1,500 to every vehicle sold by General Motors (Murray 2005). The cost of
healthcare also continues to escalate in developing nations e.g. in Asia and
Africa, which severely limits access to large segments of the population.
Information technologies can assist in the redesign of organizations and
healthcare delivery processes to increase efficiency as well as access to
high quality healthcare.
The objective of this special issue is to two fold - (i) to publish rigorous
and innovative research demonstrating the role of IS in all segments of
healthcare, and (ii) to articulate an agenda for IS research in this
emerging and important area.
RESEARCH QUESTIONS
Scholars from all regions of the world are invited to submit papers that
examine the role of IS in addressing technical, economic, behavioral,
strategic, and organizational issues pertaining to healthcare. Recognizing
the diversity of healthcare delivery across nations, we encourage
submissions focusing on all segments of healthcare, including providers
(hospitals, physicians), payors (government, insurers, and employers), and
consumers (patients). The special issue encourages papers involving a
variety of theoretical and methodological perspectives. The papers can
contribute to further understanding the theoretical issues derived from the
unique setting and business challenges facing the healthcare industry. In
addition, papers which use rich datasets to provide empirical insights that
assist in refutations, extensions, and modifications of existing theories
are welcome.
Some prospective topics for the special issue include:
* IS complementarities in healthcare delivery systems
* IT-enabled mechanisms that provide greater access to and models for
healthcare delivery
* Impact of IT adoption and use on healthcare efficiency, cost, and quality;
and new models for adoption and use of IT/IS in healthcare settings.
* Role of IT/IS in addressing coordination issues among providers,
physicians, laboratories, insurers, and employers
* Developing and implementing new economic models of financing of healthcare
services through IT-enabled mechanisms
* Assessing the role, impact, and methods of using IS for detecting and
preventing clinical errors
* Role of IS in patient-driven initiatives to enhance choice, management,
and evaluation of healthcare delivery and financing options
* IT-enabled mechanisms and market-based competition for healthcare
services
* Behavior, structure, and impact of electronic communities and virtual
worlds that provide support for, treatment of, and research into management
of terminal or chronic conditions
* Data-driven methods to improve healthcare operations, patient treatment,
and/or predictive medicine
* Computer based simulation and modeling for healthcare treatment, training,
and optimization
* Unique challenges and opportunities for intra-organizational systems in
healthcare settings (e.g., community e-health initiatives, global health
crises, integrated healthcare networks)
* The role of IS in improving care in different national health systems
* Role of IS in fostering improved health and healthier lifestyles
* Challenges of, initiatives in, and impact of data standards on healthcare
delivery
* The impact of emerging technologies and healthcare delivery
* Role of Internet and Web 2.0 technologies in creating, accessing, and
sharing healthcare related information among patients and providers.
DEADLINES AND SUBMISSIONS
* Submissions Due (February 6, 2009)
* First Round of Decisions (June 2009)
* First Round Revisions due within three months of receipt of first round
decision letter.
* Research Symposium (September 2009)
* Second Round of Decisions (February 2010)
* Second Round Resubmissions Due (April 2010)
* Final Decisions (June 2010)
Authors will be required to adhere to a strict schedule for submission and
revision of papers. Papers that miss the deadlines will be rejected.
INFORMATION FOR AUTHORS
Papers will receive an initial screening, and only those papers that are
deemed to have a reasonable chance of acceptance in an accelerated review
process will remain under consideration. Papers that do not pass this
initial screening will not be considered further.
For papers that pass the initial screening, authors will have a maximum of
three reviews undertaken on their papers. Authors of papers that show
promise in the first round of review, will be invited to a workshop (place
and date to be determined) to present their revision plan. Selected papers
will be invited for a resubmission into the second round. Most decisions
will be made following this second round. If a paper is not accepted by the
end of the third round of review, it will be rejected. Papers will enter a
third round of review only if the revisions to be undertaken after the
second round of review are relatively straightforward.
Rejected papers can be submitted as regular submissions to Information
Systems Research only if such an action is specifically recommended in the
special issue rejection letter. Such a recommendation will only be made in
special circumstances, such as when a formally reviewed manuscript is found
to possess a strong likelihood of acceptance but is deemed to either be a
poor fit with the theme of the special issue or requires revisions that,
while perceived to be very doable, are unlikely to be accomplished within
the special issue's accelerated review
schedule.

We are living in a globalized world but local or cultural identities strongly
influence our patterns of behavior and our interpretation of behavior in
others by estblishing norms and values. Nevertheless, current interfaces
seldom reflect such cultural heuristics. Thus, users are forced to adapt
their
way of interaction and interpretation to a given (most of the time western)
perspective. Instead it would be much more reasonable to allow e.g. for
culturally tailored presentation of information. Although there is no
principled approach yet to challenge the importance of cultural patterns in
human-computer interaction, there are a number of promising results from a
variety of research projects around the world that have started to integrate
cultural aspects in the interaction. These range from artistic work over web
design to CSCW support tools and training applications with conversational
virtual characters. Bringing together the leading reseachers from these
emerging research streams in this special issue will further discussions and
contribute to establishing a new research area.
The special issue will be centered around three main research challenges: 1.
Models and Theory: Cultural norms and values penetrate all our
interactions by
giving us heuristics how to behave and how to interpret verbal and nonverbal
behaviors. To make such a notion like culture available for computation, we
need theories of culture that precisely describe its effects on interaction
allowing for building parametrized models.
2. Empirical data on cultural/cross-cultural interaction: To realize
technical
systems that take cultural influences on behavior and perception into
account,
precise data analysis on how this influence manifests itself is necessary.
Because this information is often scattered throughout the literature, it is
necessary to provide (meta-)analyses of specific behaviors. Additionally,
there is a need for large databases of comparable multimodal corpora from
different cultures to assess variations in a principled way. From a
developers
point of view, data on cultural differences in interacting with interfaces
and
devices is necessary.
3. Systems and Applications: Having identified cultural influences on
verbal/nonverbal interaction behaviors, it remains to be shown how this
can be
applied to the development of human-computer interfaces, for instance in
dynamically tailoring web designs to the user's cultural preferences for
information presentation, or in ASR systems taking the user's
culture-specific
verbal behavior into account, or in virtual characters in games and training
applications reflecting the users' culturally determined nonverbal behavior
patterns. Moreover, the effect of systems taking cultural variables into
account has to be evaluated to provide a sound empirical foundation for
further developments.

- Models and theories of enculturated interfaces
- Design guidelines for enculturated interfaces
- Field studies of intercultural interaction
- Standardization issues on resources and tools for enculturated HCI such as
multilingual/multi-cultural comparative corpus, verbal/nonverbal behaviors
annotation scheme
- Language processing for enculturated interfaces/multilingual NLP -
Multimodal processing for enculturated interfaces
- Culture adaptive interaction techniques focuing e.g. on conversational,
mobile, pervasive, or web-based interactions
- Computer supported intercultural collaboration
- Web technologies for enculturated HCI
- Ambient technologies for enculturated HCI
- Prototypes of enculturated systems
- Evaluation case studies/Evaluation guidelines for enculturated systems

Submissions will be blind reviewed by at least two members of the reviewing
committee (see below). Thus, please anonymize your contribution for the
review. Please send all submissions as pdf to rehm AT

additional title page with the following information: name(s) of the
author(s), concise and informative title, affiliation(s) and address(es) of

THREE ITEMS:
1. CFP: The journal continuously seeks quality manuscripts from all parts
of the world. Submissions need to be made electronically. Send as a Word
attachment to: pcpalvia(a)uncg.edu. Besides being quality work, at a
minimum each submitted article should have the following three components:
an MIS topic, an international orientation (e.g., cross cultural studies
or strong international implications), and strong evidence (e.g., survey
data, case studies, secondary data, etc.).
2. Special Issue: If you or your colleagues would like to propose a
special issue of JGITM, please contact the Editor in Chief (EIC) with a
proposal. You will have almost complete autonomy in preparing the special
issue, assisted as necessary by the EIC. Each issue typically requires
three fully referred articles, an editorial, a professional interview, and
a book review. The usual lead time for a special issue is 12-15 months.
The theme of the special issue must be in global IT, e.g., a topic area or
focus on a world region.
2. ERB: We have a few vacancies on the Editorial Review Board, especially
for scholars from outside USA. If you have an interest and credentials in
global IT and would like to serve on the Board, please contact the Editor
in Chief at pcpalvia(a)uncg.edu. Please include a 100-word bio with your

MISSION: The Journal of Global Information Technology Management (JGITM)
is a refereed international journal that is supported by Global IT
scholars from all over the world. JGITM publishes articles and reports
related to all aspects of the application of information technology for
international business. For example, it reports on information resource
management, managerial and organizational concerns, and innovative
applications related to global IT. Very important to the journal is its
emphasis on quality and relevance. Furthermore, the journal will
disseminate this knowledge to researchers, practitioners, academicians,
and educators all over the world on a timely basis. Finally, the journal
is international in all respects: content, article authorship, readership,
and the editorial board.
SCOPE AND COVERAGE: The journal's scope is multidisciplinary. It will
publish research and applied articles from all areas of MIS as well as
functional IT applications that have international focus. The journal will
