Norms play a central role in many social phenomena such as coordination,
cooperation, decision-making, and so on. Norms provide an essential
basis for modeling, engineering, and understanding systems of artificial
or human agents. Norms yield structure and predictability in systems
that are other loosely structured and support the autonomy of the
participants.
The study of norms in multiagent systems combines theories and
frameworks for normative systems with those of multiagent systems. The
study of norms in multiagent systems is a prime example of the use of
sociological theories in multiagent systems, and therefore of the
relation between agent theory and the social sciences, broadly construed
to include sociology, philosophy, economics, legal science, among others.
Particular topics of interest include (but are not limited to):
* Multiagent or society level:
o balancing dynamics and statics at the agent (micro) and
agent society (macro) level
o coordination based on normative multiagent systems
o emergence of conventions, norms, roles, and normative
multiagent systems
o combining conventions with regulative, permissive,
constitutive and other types of norms
o relation between NorMAS and contracts, security, and
(electronic) institutions
o commitments, organizations, and norms
o commitments, protocols and Agent Communication Languages
* Agent level:
o alternatives to and extensions of the homo economicus and
BDI logics
o extending logical frameworks to encompass norms in agent
decision making
o how to implement theories of norms in artificial agents
o policies and commitments
* Applications of NorMAS:
o multiagent social simulation models containing norms
o mixing artificial and human agents in hybrid social systems
We welcome both theoretical work (formal models, representations,
specifications, logics, verification) and implementation-oriented work
(architectures, programming languages, design models, simulations,
prototype systems) on these specific topics.
All submissions will be peer reviewed with respect to the usual journal
criteria. Authors are invited to submit original, previously
unpublished, research papers written in English.
Submissions should be and formatted to fit within a text area of 16cm
wide by 22cm high with 11pt Times font and an interline spacing of 15pt.
There is no a-priori set page limit, but please avoid overlong papers.

SUBMISSIONS OPEN FOR THE SW CHALLENGE 2008
The Sixth Semantic Web Challenge:
Open Track and Billion Triples Track

We invite submissions to the sixth annual Semantic Web Challenge,
the premiere event for demonstrating practical progress towards
achieving the vision of the Semantic Web.
The central idea of the Semantic Web is to extend the current
human-readable web by encoding some of the semantics of resources
in a machine-processable form. Moving beyond syntax opens the door
to more advanced applications and functionality on the
Web. Computers will be better able to search, process, integrate
and present the content of these resources in a meaningful,
intelligent manner.
As the core technological building blocks are now in place,
the next challenge is to show off the benefits of semantic
technologies by developing integrated, easy to use applications
that can provide new levels of Web functionality for end users on
the Web or within enterprise settings. Applications submitted
should demonstrate clear practical value that goes above and
beyond what is possible with conventional web technologies alone.
Unlike in previous years, the Semantic Web Challenge of 2008 will
consist of two tracks: the Open Track and the Billion Triples Track.
The key difference between the two tracks is that the Billion
Triples Track requires the participants to make use of the data set
--a billion triples-- provided by the organizers.
The Open Track has no such restrictions.
As before, the Challenge is open to everyone from academia and
industry. The authors of the best applications will be awarded
prizes and featured prominently at special sessions during
the conference.
GOALS
-----
The overall goal of this event is to advance our understanding of
how semantic technologies can be exploited to produce useful
applications for the Web. Semantic Web applications should
integrate, combine, and deduce information from various sources
to assist users in performing specific tasks.
The specific goal of the Billion Triples Track is to demonstrate
the scalability of applications as well as to encourage the
development of applications that can deal with Web data.
We stress that the goal of this is not to be a benchmarking effort
between triple stores, but rather to demonstrate applications that
can scale to a Web scale using realistic Web-quality data.
Minimal Requirements
--------------------
Submissions for the Semantic Web Challenge must meet the
following minimum requirements:
For the Open Track:
~~~~~~~~~~~~~~~~~~~
1. The meaning of data has to play a central role.
* Meaning must be represented using formal descriptions.
* Data must be manipulated/processed in interesting ways to
derive useful information and
* this semantic information processing has to play a central
role in achieving things that alternative technologies
cannot do as well, or at all;
2. The information sources used
* should be under diverse ownership or control
* should be heterogeneous (syntactically, structurally, and
semantically), and
* should contain substantial quantities of real world data
(i.e. not toy examples).
3. The application has to be an end-user application, i.e. an
application that provides a practical value to domain experts.
Although we expect that most applications will use RDF, RDF Schema,
or OWL this is not a requirement. What is more important is that
whatever semantic technology is used, it plays a central role in
achieving interesting new levels of functionality or performance.
It is required that all applications assume an open world, i.e.
that the information is never complete.
Additional Desirable Features
-----------------------------
In addition to the above minimum requirements, we note other desirable
features that will be used as criteria to evaluate submissions.
- The application provides an attractive and functional Web interface
(for human users)
- Rigorous evaluations have taken place that demonstrate the benefits
of semantic technologies, or validate the results obtained.
- The application should be scalable (in terms of the amount of data
used and in terms of distributed components working together)
- Novelty, in applying semantic technology to a domain or task that
have not been considered before
- Functionality is different from or goes beyond pure information retrieval
- The application has clear commercial potential and/or large existing
user base
- Contextual information is used for ratings or rankings
- Multi-media documents are used in some way
- There is a use of dynamic data (e.g. workflows), perhaps in
combination with static information
- The results should be as accurate as possible (e.g. use a ranking
of results according to context)
- There is support for multiple languages and
accessibility on a range of devices
For the Billion Triples Track:
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
1. The primary goal is to for submissions to show how they add value
to the very large triple store. This can involved anything from
helping people figure out what is in the store via browsing,
visualization, etc; could include inferencing that adds
information not directly queriable in the original dataset;
could involve showing how ontological information could be tied
to part(s) or the whole of the dataset; etc.
2. The tool or application has to make use of at least a significant
portion of the data provided by the organizers.
3. The tool or application is allowed to use other data that can be
linked to the target dataset, but there is still an expectation
that the primary focus will be on the data provided.
4. The tool or application does not have to be specifically an
end-user application, as defined for the Open Track Challenge,
but usability is a concern. The key goal is to demonstrate an
interaction with the large data-set driven by a user
or an application. However, given the scale of this challenge,
solutions that can be justified as leading to such applications,
or as crucial to the success of future applications, will be considered.
It is desired that all applications assume an open world, i.e. that
the information is never complete. However, applications that can show
useful ways to "close the world" for sections of the very large dataset
will be considered.
Additional Desirable Features
-----------------------------
In addition to the above minimum requirements, we note other desirable
features that will be used as criteria to evaluate submissions.
- The application should do more than simply store/retrieve
large numbers of triples
- The application or tool(s) should be scalable (in terms of the amount
of data used and in terms of distributed components working together)
- The application or tool(s) should show the use of the very large,
mixed quality data set
- The application should either function in real-time or,
if pre-computation is needed, have a real-time realization
(but we will take a wide view of "real time" depending on the
scale of what is done)
How to participate
------------------
Visit http://challenge.semanticweb.org in order to participate and register
for the Semantic Web Challenge by submitting the required information as
well as a link to the application on the online registration form. The form
will be open until October 1, 2008, 12am CET. The requirements of this entry
are:
1) Abstract: no more than 200 words.
2) Description: The description will show details of the system including
why the system is innovative, which features or functions the system
provides, what design choices were made and what lessons were learned.
Papers should not exceed eight pages and must be formatted according to the
same guidelines as the papers in the Research Track
(see http://iswc2008.semanticweb.org)
3) Web access: The application should be accessible via the web. If the
application is not publicly accessible, passwords should be provided. We
also ask to provide a (short) instruction on how to start and use the
application.
Descriptions will be published in the form of an online proceedings.
Prizes
------
A prize in money will be provided to the winners along with publicity for
their work. The winners will also be asked to give a live demonstration of
their application at the ISWC 2008 conference. The best applications will
also have a chance to appear as full papers in the Journal of Web Semantics.
In the event that one of the tracks receive less than a minimal number of
submissions, the organizers reserve the right to merge the two tracks of
the competition.

* Conference background and goals
A new paradigm is sweeping the society, organisations and the business
environment. In fact, society and business world alike are moving from
its tangible bases to intangible ones based on knowledge and information
systems (IS) to support its management, use and sharing. In this
emerging paradigm, terms like information, communication, knowledge, and
learning have acquired a critical relevance to the understanding of the
nature of contemporary business. This led authors such as Drucker (1993)
to state that “we are entering the knowledge society in which the basic
economic resource… is knowledge”.
In fact, since the mid-1980s, there has been a sudden avalanche of a new
kind of vocabulary. Corporations, which so far had been economic
entities, are being described as ‘information-based organizations’,
‘learning organizations’, ‘knowledge-creating companies’ or knowledge
intensive organisations. Instead of product-market strategies, the
fashionable business discourse invokes core competencies, intangible
assets, knowledge-based capabilities, intellectual capital, knowledge
management etc. Consequently, in this 21st century of ours, terms such
as intellectual capital, knowledge management, and knowledge mapping
have increasingly become part of the corporate landscape.
However, none of this apparent revolution would be possible without the
underlying technological support provided by IS. The IADIS Information
Systems Conference (IS 2009) aims to provide a forum for the discussion
of IS taking a socio-technological perspective. It aims to address the
issues related to design, development and use of IS in organisations
from a socio-technological perspective, as well as to discuss IS
professional practice, research and teaching.
* Format of the Conference
The conference will comprise invited talks and oral presentations. The
proceedings of the conference will be published in the form of a book.
The best paper authors will be invited to publish extended versions of
their papers in specific journals, and in the IADIS International
Journal on Computer Science and Information Systems.

SOFTWARE ENGINEERING IN PRACTICE AT ICSE 2009

The "Software Engineering in Practice" Track at ICSE 2009 will be a
two-day track oriented towards reports of applying software engineering in
practice and experience related to application.
We are inviting for this track experience reports from practitioners on
new advances in software engineering methods, practices or tools.
If your team or company has developed new insights, both positive or
negative, into new tools methods or practices in software engineering, for
example in agile methods, service oriented architecture, concurrency,
value-based approaches, and if you think that the lessons you have learned
from experience are valuable for the software engineering community,
please consider contributing to this track.
A contribution should consist of a brief explanation of the method,
practice, or tool in question, a description of the context and
particulars in which you have experience, the results youve achieved, and
the lessons you and your organization have learned relative to this
method, practice or tool, its applicability, its effectiveness, or
insights on how to further improve it.
In particular, the content must be practical and relevant, and be
presented in a well-documented and thorough manner.
We provide here an outline of aspects that are relevant for an experience
report. Please use this as a guide in the writing of your paper.
Context provide sufficient background and setting so that the reader can
understand whether the experience will/won't transfer to his/her
situation.
Goal/assignment what was supposed to be built or accomplished.
How things went at the beginning.
What went wrong or was unsatisfactory.
How the team changed to repair this.
(What went wrong next with that idea.)
(How the team changed to repair that.)
What happened finally.
How you, the author, feel about this now; what you consider was
transferrable to your next situation, or would omit the next time.
We explicitly aim to acquire submissions from both the industrial
practitioners that are able to convey their practical and relevant
approaches in a well-structured and useful way, as well as academics whose
work is relevant to the practitioner.
The track will be a mix of peer-reviewed presentations and invited speakers.
We are proud to announce that Steve McConnell will be the opening keynote
of ICSE (and this track) on Wednesday, May 20, 2009.
Submission Deadline: Oct. 10, 2008
How to Submit
Papers must be submitted electronically through CyberChairPRO. The
deadline for submitting papers is October 10, 2008. This deadline is hard
and non-negotiable.
SEIP papers will follow the same formatting specifications as the Research
track. Please see Specifications for Submitted Papers for details in
http://www.cs.uoregon.edu/events/icse2009/calls/format/
Acceptance
Upon notification of acceptance, all authors of accepted papers will be
asked to complete an IEEE Copyright form and will receive further
instructions for preparing their camera ready versions. At least one
author of the paper is expected to present the results at the ICSE 2009
conference. All accepted contributions will be published in the conference
proceedings, which will also be available electronically.

Description of Special Issue
Guiding model for sophisticated (software) reuse strategies that
encompass
using (software) components or (software) services are mature
traditional
engineering disciplines, which have already concluded the change from a
crafts-like fabrication to an industrial mass production.
These are characterized by the reuse of existing solutions, reduction of
production depth and platform concepts that allow for assembling new
products or services, to a large percentage, simply from existing
(standardized) components, which may have been furnished by others.
Hereby,
competitive advantages mainly result from important gains in terms of
quality and efficiency.
By using software components, which after all offer software services,
users delegate the responsibility for developing the used component,
according to the black box principle, to the component developer.
However,
the component user has to provide a suitable runtime environment and has
to ensure the component's proper operation.
With respect to pragmatics Service-oriented Architecture (SOA) goes one
step further, as the service user may also delegate the responsibility
for
the service operation towards a third party. This allows for further
sophisticated outsourcing concepts as far as e.g. Business Process
Outsourcing (BPO) or dynamic service re-binding.
This special issue focuses on the field of component and service
engineering, its state of the art as well as remaining challenges and
directions for further research. It is expected that submissions are
based
on sound theoretical, conceptual-analytical and, where appropriate,
empirical research methods.
Topics include, but are not limited to
* Component- or service-based system architectures and frameworks
* Domain analysis, modularization, and identification of components
or services
* Standardization and specification of components and services
* Configuration management and quality prediction
* Composition, compatibility-tests and type systems, conflict resolution
* Component and service markets
* Specific aspects of IT governance, Information Management, and
Service Science
* Case studies

Special Issue on "eHealth and Services Computing in Healthcare"

Healthcare is often perceived to lag behind other industry sectors in its
uptake and adoption of new technology. eHealth is one such technology
which includes the areas of health informatics, electronic medical/patient
records, clinical decision support, telehealth. The main purpose of
eHealth is to provide better use of information in health care settings,
to improve the quality of patient care and the efficiency of clinical
processes. Many situations exist where the use of eCommerce principles
would be appropriate to establish new eHealth solutions, and these warrant
extensive research investigation. Services Computing has been described as
a �cross-discipline that covers the science and technology of bridging the
gap between Business Services and IT Services� (IEEE Services Computing
Community). This role is supported by Web services and service-oriented
architecture (SOA), business consulting methodology and utilities,
business process modelling, transformation and integration. The goal of
Services Computing is to enable IT services and computing technology to
perform business services more efficiently and effectively. Opportunities
abound for the unique aspects of healthcare to drive fundamental computing
and IT research together with leading applied research within the
healthcare domain, that could potentially be reapplied to areas outside of
healthcare.
This special issue invites papers with research contributions in the
