IEEE Transactions on Systems, Man, and Cybernetics Part A: Systems and
Humans seeks original manuscripts for a Special Issue on The Human
Semantic Web scheduled to appear in a late 2009 issue.
The Semantic Web vision has evolved in the last years as a blueprint for a
knowledge-based framework aimed at crossing the chasm from the current Web
of unstructured information resources to a Web equipped with metadata
and oriented to delegation of tasks to software agents. In spite of the
orientation of Semantic Web technology to machine processing, a large part
of useful Semantic Web applications require the building of semantic user
models, and semantic end-user interfaces. The increasing popularity of
open social systems has contributed an additional dimension to the complex
picture of bringing semantics to the Web. Ontologies are the key piece of
this framework in that they provide shared semantics to metadata, thus
enabling a degree of semantic interoperability.
The challenge of building person- and social-oriented semantic systems
requires the integration of personal and social information models with
domain and commonsense ontologies. Also, there is a need to combine
metaknowledge on user interface and usability issues along with models of
social networks, which may result in hybrid systems. Going a step further,
cultural issues pervade the meaning of everyday�s objects and
communication, so that successful applications need to consider these
aspects. The special issue aims at helping in communicating and
disseminating relevant recent research in systems engineering and human
machine systems as applied to the
context of personal and social information in the Semantic Web. The scope
of the call includes systems engineering and human machine systems for
organizational applications, Semantic Web approaches to Information
Systems and Ontology-Based Information Systems research, as well as the
diverse underlying personalization aspects, as long as they touch social,
interface, cultural or personal issues. Papers dealing with aspects that
touch several of these aspects are especially sought.

The special issue will focus on the topic of Global Information Systems
sourcing with a specific interest in social, managerial and
knowledge-related aspects of IS sourcing and how these aspects affect
engineering, technology and innovation management. Managing a global team
of software engineers is akin to managing a global team of engineers of
other kinds. Global delivery of IS services encompasses both the
relocation of effort as well as the utilization of talent located across
the globe. This special issue aims to bring together viewpoints from
various disciplines, including International Business, Strategy,
Information Systems and Organizational Behavior.
We invite research articles and focus on practice papers that investigate
social, managerial and knowledge-related topics in global
outsourcing/offshoring relationships. In particular, the special issue
will endeavor to present the view of managers from both the client and
vendor perspectives. Some of the specific themes that are of interest in
this special issue are:
- Critical issues in engineering and innovation management tasked with
engaging a global supplier network and workforce
- Knowledge management systems, codification processes and their impact on
outsourcing performance
- Emerging concepts such as Open Sourcing and their consideration from
social, managerial and knowledge perspectives
- People retention issues and implications for success of global IT
sourcing arrangements
- Retained management capabilities from a social and knowledge perspective
- Social capital in global sourcing arrangements
- Multi - cultural aspects in outsourcing/offshoring relationships
- Emerging sourcing markets such as China, South America, Africa and
Eastern Europe.
We are interested in including papers that are both conceptual and
empirically based. In terms of empirical data, we seek papers that report
on outsourcing/offshoring arrangements from regions that have so far been
poorly represented in the existing literature such as Latin American,
Eastern Europe, Caribbean countries, China and others. In terms of
conceptual papers and theoretical frameworks, we seek to contribute to
theory building by both reapplying existing frameworks and developing new
constructs that help explaining social, managerial and knowledge-related
aspects in global sourcing.
In addition to the standard double blind review process at IEEE
Transactions on Engineering Management, authors may select to use the
presentation of their papers at the Third Annual Information Systems
Workshop on Global Sourcing (http://www.globalsourcing.org.uk/ March 2009)
as part of the preparation of their papers for the special issue. However,
the workshop and the special issue are not connected and participation in
the workshop is not required for consideration for the special issue.

* Conference background and goals
The IADIS CELDA 2008 conference aims to address the main issues concerned
with evolving learning processes and supporting pedagogies and
applications in the digital age. There have been advances in both
cognitive psychology and computing that have affected the educational
arena. The convergence of these two disciplines is increasing at a fast
pace and affecting academia and professional practice in many ways.
Paradigms such as just-in-time learning, constructivism, student-centered
learning and collaborative approaches have emerged and are being supported
by technological advancements such as simulations, virtual reality and
multi-agents systems. These developments have created both opportunities
and areas of serious concerns. This conference aims to cover both
technological as well as pedagogical issues related to these developments.
Main tracks have been identified. However innovative contributions that do
not easily fit into these areas will also be considered as long as they
are directly related to the overall theme of the conference � cognition
and exploratory learning in the digital age.
* Format of the Conference
The conference will comprise of invited talks and oral presentations for
discussion-oriented papers. The proceedings of the conference will be
published in the form of a book and CD-ROM.
Authors of the best published papers in the CELDA 2008 proceedings will be
invited to publish extended versions of their papers in a special issue of
the Educational Technology Research and Development Journal (ETR&D) -
ISSN: 1042-1629 (print version) ISSN: 1556-6501 (electronic version).

OBJECTIVES:
The objective of this workshop is to host significant and high-quality contributions in all topics related to requirements engineering for service-oriented software, with the goal of letting participants gain insights into the current state of the art and future challenges, create synergies through integration, and foster cross-cooperation. Besides building a community, the main result will be the continued development of a research agenda to guide and support researchers in the field.
TOPICS OF INTEREST:
Software-based systems are changing. There is increasing interest in autonomic and self-* systems that are dynamic and flexibility based on new capabilities to self-reconfigure and self-resolve anomalous situations. Currently these capabilities are delivered using services, and in particular web services, using a service-oriented approach. Web services are the natural evolution of conventional middleware technologies to support Web-based and enterprise-level integration, but the paradigm can also serve as basis for other classes of systems. For example, it can be applied to support all systems which require a high degree of flexibility and dynamism to discover available functionality at run-time and to negotiate its quality parameters dynamically. This is the case, for example, for ambient computing and automotive applications that need to cope with changing (evolving) configurations. The dynamic nature of these systems precludes the a-priori identification of the components that define the system and demands for the run-time discovery and composition of such services.
To realize a service-oriented architecture we need techniques to identify and specify requirements on services in a machine-interpretable way to enable the dynamic composition and deployment of systems that meet the expectations of the different stakeholders. We need new capabilities to monitor the behaviour of deployed systems and reasoning on partial matches, deviations, and corrective actions. We need to be able to exploit the availability of services to discover new opportunities that improve existing requirements processes and techniques. And finally we need to able to configure systems from different types of services, including web services, software components and hybrid services that include human intervention.
The workshop will enable communities that work on requirements and service-oriented applications to meet together and share their knowledge to set appropriate theoretical foundations, define special-purpose methodologies for requirements elicitation, and develop supporting technology. The workshop also aims at promoting research directions on requirements engineering for the class of applications that require autonomic and self-managing systems.
CONTRIBUTIONS:
Authors are expected to submit their position papers of approximately 5,000 words to the organizers. Submissions should be sent by email attachment (PDF format) to baresi(a)elet.polimi.it. Papers will be reviewed by the PC members. Proceedings will be available in the form of technical report during the conference.

The International Conference on Information Quality (ICIQ),
also referred to as the MIT IQ Conference, is hosted annually at MIT in
Cambridge, MA.
The conference attracts

Call for Papers
Focus
The advent of Semantic Web and Web 2.0 and its relevant technologies,
tools and applications provide a new context for exploitation. The
�expression of meaning� relates directly to numerous open issues in
computer assisted learning. In this special issue the focus is two-fold:
On the one hand to stress the importance of applying Semantic Web and Web
2.0 techniques towards constructing systems that provide value to
learners, and - on the other hand - to reveal research opportunities that
can initiate interesting projects over the forthcoming years.
In the W3C Semantic Web activity a list of priorities has set the
challenging landscape for the realization of the next generation web: The
creation of a Policy Aware Infrastructure, the Ontological Evolution, the
promotion of a Web of Trust, and the facilitation of Information Flow and
Collaborative Life.
The huge work that has been carried out during the last years in the
context of Semantic Web and Web 2.0 by several official bodies and
research groups has lead the research community to a mature level
concerning strategies, technologies, frameworks and implementations.
In this context this Special issue of the JCAL Journal intends to be a
reference point for all researchers interested in the challenges that
Semantic Web and Web 2.0 poses to Computer Assisted Learning in particular
and to Learning and Knowledge Technologies in general.
The ultimate objective is obvious. Semantic Web and Web 2.0 Research
�targets the improvement of the human experience and the enrichment of the
living, through a major shift of focus - from computing to improving human
experience - not only with better ability to use heterogeneous content and
apply knowledge, but also to incorporate perception and pervasive
computing� (Sheth 2004).
The exploitation of Semantic Web and Web 2.0 in the context of Computer
Assisted Learning requires a deeper understanding of the relevant issues:
Expression of Meaning - Content authoring: The obvious direct relation of
Semantic Web and Computer Assisted Learning combines the traditional
content authoring process with the critical objective of expression of
meaning . Issues like semantic mark-up, semantic retrieval, personalized,
(semi)-structured annotation and content conversion are leading a big
research stream, in which the main concern is the development of semantic
e-learning content.
Ontological Evolution - Adaptive Hypermedia: The traditional Adaptive
Hypermedia considerations in Computer Assisted Learning are combined with
Ontological engineering and a lot of flexible systems and accompanied
methodologies have emerged. Issues like ontology-building,
ontology-integration, conceptual modelling and semantic conceptualisation
reveal a new research agenda, in which the specifications of
conceptualisations (ontologies) promote the performance of learning
systems.
Information flow and collaborative Life / Learning Context: The
instrumenting of knowledge flows has been set as one of the priorities of
the SW W3C activity. According to Eric Miller �One of the challenges we
will meet is to strike a balance between requiring authors to do more at
the outset to make information machine processable, insisting that
everything the machine could use to answer a question be recognized and
identified by the (human) questioner, and leaving large quantities of
information inaccessible to the machine�. In this area Semantic Services,
(Semi) Automated Reasoning and Argumentation are critical themes on the
semantic e-learning agenda.
Policy Aware Infrastructure � Interoperability/Standards: The Computer
Assisted Learning industry has many achievements in the area of
interoperability and standards and from this perspective it recognizes the
need to secure a policy-aware infrastructure. The Semantic Web will only
achieve its potential as an information space for the free flow of
scientific and cultural information if its infrastructure supports a full
range of fine-grained policy controls over its content. The research on
types of control over content, the compliance to semantic and metadata
models as well as the issues of versioning and provenance require
extensive research.
Web of Trust � Communities/Social Dimensions: According to Eric Miller
�Trust in the human social context is based on constantly evolving and
adapting information.� Two parties may trust each other based on a history
of mutual interaction, based on formal contracts that in turn rely on
other established systems (e.g. legal and legislative), and based on risk
analysis of a failure of any party to perform as agreed. In the Computer
Assisted Learning Industry this issue is of critical importance. The
Learning Objects Marketplaces and Farms, the Unique Identifications of
Resources and the Development of Intelligent Assistants will require a
Semantic Web language of describing trust.
Intended Topics
Within the forthcoming years, Semantic Web and Web 2.0 will provide a
challenging research context for the Computer Assisted Learning research
community. The inevitable role of knowledge and learning in the knowledge
society will drive the development of several semantic web-enabled
services, tools, and applications for citizens and learners.
The Computer Assisted Learning research community has a critical role in
creating synergies and providing value systems for learning - by
exploiting the Semantic Web capacity, building on the maturity of the
previous research in e-learning: Research areas such as: standards and
metadata, adaptive hypermedia, learning communities, knowledge management,
personalized delivery of content, and learning content annotation show a
significant level of readiness to exploit Semantic Web and Web 2.0. A
number of research issues in e-learning revealed during the past years can
be approached through semantic web practices, tools, methods and
technologies.
We invite submissions that fall in to the following three areas:
A. Preparation for Semantic Web and Web 2.0 based E-learning
In this area the main emphasis is placed on the conversion and the
compliance of learning content to semantic web standards. In the current
stage of Semantic Web evolution, this is basically pursued through the
specification of ontologies and their use for e-learning. Typical themes
in this area are:
 Semantic Annotation of Learning content: Content/Learner/Context
orientations.
 Methodologies for (semi) automated conversion to Semantic
content.
 Semantic Mining according to multi-criteria for learning
performance.
 Development of Learner Model Ontologies.
B. Semantic Web and Web 2.0 based learning
The Realization of Semantic Web and Web 2.0 based E-learning requires a
multifold approach to a number of vertical and horizontal themes. The
international collaboration can promote such a goal, and obviously the
success of the previous area (Semantic E-learning Readiness) will
influence the possibilities for successful and wide adoption of Semantic
E-learning. Some interesting research themes in this area include:
 Semantic E-learning Portals:
methodologies/frameworks/engineering.
 Semantic E-learning Services: exploring resource identities for
(semi)-automated value provision.
 Semantic Content Repositories and Intelligent Assistants.
C. Next Generation Computer Assisted Learning
Undoubtedly, Semantic Web is present on many milestones towards our goal
for effective learning. In the next years we think that the key challenge
for Semantic Web as well as for e-learning will be to develop
infrastructures capable of exploring learning content in every format in
an integrative way. This means that we will see a shift of focus from
formalizing/codifying learning content to managing content in multimedia
forms through automated reasoning and exploitation of mobile, wireless
networks as well as new vehicles through digital TV channels.
Some interesting research themes in this area include:
 Semantic Multimedia Content Management: methodologies/
frameworks/ engineering.
 Bridging Semantic E-learning to Ubiquitous and Pervasive
Networks.

Highly popular user-centered applications such as Blogs, Wikis,
social bookmarking, photo and video tagging systems have come to be
known as "Web 2.0". The reason for their immediate success is the
fact that usability is becoming higher due to the implementation of
new web 2.0 services. Web 2.0 sites generate large sets of weakly
structured meta data. However, these data lack a formal grounding as
given in the Semantic Web. The combination of both Web 2.0 and
Semantic Web seems to be natural, but needs more work to bridge the
semantic gap between both approaches.
Techniques to analyze network structures or weak knowledge
representations like those found in the Web 2.0 have a long
tradition in different disciplines, like Social Network Analysis,
Machine Learning or Data Mining. Automatic approaches are necessary
to extract the hidden information from the Web 2.0 applications, and
to reveal the structure in a way that the Semantic Web community can
benefit from it, with the final aim to support the end user. Using
established methods to represent knowledge gained from the
unstructured data will be beneficial for the Web 2.0 in that it
provides Web 2.0 users with enhanced Semantic Web features to
structure their data.
For this special session, we invite contributions with a special
focus on the analysis of data from any kind of web 2.0 application,
including Wikis, Blogs, Social Bookmarking Systems, and social
online communities. The central goal is to reveal the structure
which is hidden in the data by applying data mining, machine
learning, or social network analysis methods.
