Annual Conference of the South African Institute of Computer Scientists and
Information Technologists

Following a history of very successful SAICSIT Conferences, we invite you to
take part in the planned 2002 event. 64 papers, from around the world, were
submitted to the highly successful SAICSIT 2001 Conference, of which 26 were
accepted as full research papers after a strict review process. SAICSIT
2002, to be held in the Port Elizabeth area, promises to be even better. The
conference venue will be the Boardwalk in Port Elizabeth, on the Eastern
Cape Coast of South Africa. The conference will include research papers,
tutorials, workshops and panel discussions.
We invite submissions in the following categories:
(1) Research Papers in one of the following categories:
- full research papers
- short papers
(2) Tutorials
(3) Workshops
(4) Panel discussions
(5) Postgraduate Research Symposium.
More details on each of these categories are provided below. Papers will be
strictly reviewed by a panel of reviewers. Accepted full papers will be
published in the conference proceedings. Authors of accepted papers will
also be invited to submit their papers for possible publication in the South
African Computing Journal. These papers will undergo a further review cycle.

PAPERS
======
Papers are solicited in ALL areas of Computer Science and Information
Systems. They should take cognisance of the conference theme, Enablement
through Technology, and should be directed at a reasonably general audience.
For examples, see papers accepted for SAICSIT'01 (see the SAICSIT2001 web
site <http://osprey.unisa.ac.za/saicsit2001/>).
Short papers are intended to allow space for preliminary work, or useful
experiences, which are of sufficient interest to publish, but which would
not meet the review criteria of a research paper. Authors of full research
papers considered by the referees not to be appropriate to this conference
may be offered the option of converting their submission to short papers or
electronic submissions.
Papers will be evaluated on the basis of significance, originality, validity
and relevance to the audience. Full research papers are limited to 10 pages
in final typeset form, while short papers are limited to 5 pages (A4 size,
10 point Times New Roman, 2 columns. For guidelines see:

SUBMISSION FORMAT:
All submissions should be made electronically unless special arrangements are
made for paper submission. Please note that submissions in PDF format are
preferred, though WordPerfect, Latex(.ps) and MS Word formats are also
acceptable.
SAICSIT SUBMISSIONS WILL BE SUBMITTED TO A DOUBLE BLIND REVIEW PROCESS. A
submission consists of TWO SEPARATE documents:
1) A cover sheet for your submission containing full author details. This
cover sheet must contain the following: 1.1 Full title of the paper.
1.2 A 150 word abstract for the paper.
1.3 Names and full contact details (between the submission date and the
conference date) of all the authors / participants, with the lead author
clearly identified. All correspondence concerning the submission will be
addressed to the lead author. 1.4 Category of the submission: Full research
paper, short paper, tutorial, workshop, panel, or postgraduate symposium
submission, etc. 1.5 A list of no more than five keywords identifying the
main theme of the submission.
2) Your actual paper, consisting of:
2.1 All of the above, but DO NOT include any author names for this review
stage, and as far as possible remove details which would make it obvious who
the authors are. 2.2 Your actual paper/tutorial/workshop/panel (basic
formatting instructions are provided below).
Submission implies a commitment, should the submission be accepted, to attend
the conference and present the paper or tutorial, or participate in the
workshop or panel discussion.

TUTORIALS
=========
SAICSIT 2002 plans to host a tutorial programme. Proposals for high-quality
tutorials in all areas of computer science and information systems from
academic research to industrial applications are solicited. Tutorial levels
may be introductory, intermediate, and advanced. Novel topics and topics of
broad interest are preferred. Guidelines for the submission of tutorial
proposals are available on the conference website or via e-mail from:
saicsit(a)petech.ac.za.
WORKSHOPS
=========
SAICSIT 2002 will host a number of workshops addressing different areas of
computer science and information systems. Workshops serve as a forum for
exchanging late breaking ideas and theories in an evolutionary stage. They
typically focus on either in depth analysis or broad-ranging approaches to
any area of computer science and information systems. Guidelines for the
submission of workshop proposals are available on the conference website, or
via e-mail from: saicsit(a)petech.ac.za. The length of the tutorials/workshops
should preferably be about 3 hours, but alternative arrangements may be
possible depending on the interest shown.
PANELS
======
Panel sessions addressing important and timely topics in computer science and
information systems will be included in the main conference. They should
present interesting and divergent views with solid practical and/or
theoretical backing. A good panel session can be the highlight of the
official programme for many attendees. Guidelines for the submission of
panel proposals are available on the conference website, or via e-mail from:
saicsit(a)petech.ac.za.
POSTGRADUATE RESEARCH SYMPOSIUM
===============================
The Postgraduate Research Symposium is specifically aimed at attracting
participation from masters and doctoral students. Submissions for the
Postgraduate Research Symposium must be provided electronically, preferabbly
as an Adobe Acrobat (pdf) document to saicsitmd(a)petech.ac.za by 7 May 2002.

MISSION: The Journal of Global Information Technology Management
(JGITM) is a refereed international journal that is supported by Global
IT scholars from all over the world. JGITM publishes articles and

far. However, we are learning that many potential presenters are only now
becoming aware of this new conference and wish to submit.

The workshop aims to consider the issues surrounding the development and

INTRODUCTION
------------
The WWW is now a familiar channel for information dissemination and gathering
among people from all walks of life. The sheer variety and amount of
information that may be obtained are staggering. Academics and researchers
now have another avenue to publish their research and satisfy their quest
for knowledge. Many are discovering and tapping vast amounts of information
never dreamed of before. Team workers utilise the Web for remote
collaboration. Corporations with business sense have established a Web
presence to exploit the technology. The consumer has benefited from access
to large amounts of dynamic data; this has also enabled comparison-shopping
and assisted decision-making. Hence, the Web has become somewhat
indispensable to many and for various reasons. The aim of this conference is
to provide an international forum for researchers, professionals, and
industrial practitioners to share their knowledge in the rapidly growing
area of Web technologies. We invite submissions that address both

Following the efforts of the European Union countries to deepen the
scientific relationship with Middle-East countries the Austrian Computer
Society and the Technology Cooperation Office of the Iran Presidency take
the initiative to launch a EurAsian Conference in the area of Information
and Communication Technology. EURASIA-ICT will be held at the Iran's
International Conference Center in Tehran from Tuesday, 29th to Thursday
31st October 2002.
The aim of this conference is to bring together scientists from the
supercontinent of Eurasia for an improvement of mutual relations as well as
an enhancement of scientific cooperation in the field of Information and
Communication Technology. Beside the scientific field several cultural
activities will be planned for the enjoyment of conference attendees.

PAPER SUBMISSION AND PUBLICATION GUIDELINES

PAPERS
Authors are requested to send the abstract of their paper to be received by
April 22, 2002 and to submit their paper electronically before May 1, 2002.
For paper registration and electronic submission please use the conference
website (http://www.eurasia-ict.org/). The procedure for submission will be
provided on the conference website.
Papers should be written in English and should not exceed 10 pages. Papers
must be unpublished and must not be submitted for publication elsewhere.
Authors are encouraged to submit papers online and keep the LNCS format
(http://www.springer.de/comp/lncs/authors.html). Each submission must be
accompanied by the following information: a short abstract, a complete list
of authors and their affiliations, a contact person for correspondence,
postal and e-mail addresses. Submitted papers will be carefully evaluated
based on originality, significance, technical soundness, and clarity of
exposition.
All accepted conference papers will be probably published in "Lecture Notes
in Computer Science" (LNCS) by Springer Verlag.
WORKSHOP PROPOSALS

INDUSTRIAL PRESENTATIONS
Industrial presentations will describe current challenges and trends of the
information and communication technology industry. Nominations for topics
and speakers are welcome, and should be submitted electronically by May 1st,
2002 to: office-vienna(a)mtss.at
PANEL PROPOSALS
Panel proposals should address controversial issues and must be
debate-oriented rather than a series of short presentations. The proposal
should include the topic title, a short statement about the importance and
relevance of the panel and the potential issues of controversy, a tentative
list of questions that will be posed to the panelists, a list of confirmed
participants along with their affiliation, and a short biography of each
participant. Panel proposals should be submitted electronically by May 1st,
2002 to: office-vienna(a)mtss.at. Short panel summaries will appear in the
Proceedings.
EXHIBITIONS PROPOSALS
Companies and R&D laboratories are encouraged to present their exhibits
during the conference. Exhibitions proposals should be submitted

Information Systems Foundations:
Building the Theoretical Base

Workshop theme:
The focus of this workshop is on the theoretical foundations of information
systems and the practical implications of candidate bodies of theory. Its
central aims are to critically assess the current theoretical foundations of
the discipline, to determine where these foundations might be lacking or
inadequate, to extend or improve them where possible, and to draw out their
implications for practice.
Papers could address:
· The meaning of theoryandtheoretical foundations in the information
system context.
· The validity of social science based views of theory in information
systems.
· Discussion of candidates for core theories in the information systems
discipline e.g.
o Ontological foundations, conceptual modelling, knowledge
representation o Information system semiotics
o Theories of information systems design and development
o Theories of information systems adoption and use
o Information systems in organizations
o Theoretical research agendas
o Any other theoretical body of knowledge for which a good argument can
be made.
· Any study in the information systems field that has a strong
theoretical foundation.
The main requirement for a paper is that it addresses clearly some
underlying theoretical body of knowledge in the information systems domain.
In addition, papers should indicate the implications of contributions to
knowledge for practice.
Papers are encouraged that are stimulating, speculative and encourage
debate.
The workshop will be immediately prior to the annual meeting of the
Australasian Council of Professors and Heads of Information Systems
(ACPHIS), which will be held at the same venue on 3-4 October.
The workshop follows in the tradition of the Information Systems Foundation
Workshop organized at Macquarie University in 1999 by Kit Dampney. Papers
from that workshop are still available at

It is anticipated that this workshop will be the first in a biennial series
on Information Systems Foundations held at the Australian National
University.

Australasian Conference on Information Systems. That is, the authors assign
to the conference organizers a non-exclusive licence to use the paper in
