Subject: Special Issue on "Improving IT Evaluation Practices in the E-busi ness age"
Date: Wed, 14 Mar 2001 16:33:46 +0100
From: "Renkema, TJW (Theo-Jan)" <T.J.W.Renkema(a)RN.RABOBANK.NL>

CALL FOR PAPERS
Special Issue of the The Electronic Journal of Information Systems
Evaluation on
"Improving IT Evaluation Practices in the E-business age"
PURPOSES OF THE SPECIAL ISSUE
Throughout the last decades, information technology (IT) has been permeating
virtually every part of modern society. It has even been suggested that this
marks a digital revolution which will have far reaching and profound
consequences, perhaps even more than the well-known industrial
revolution. The notion of E-business has been introduced to illustrate the
contribution of the next Web and Internet-based generation of IT to
increased levels of productivity and IT business value In the present
E-business age it seems we are only at the start of a radical digitalization
of business activities, which will impact on practically every organization.
Today, long-term and capital-intensive business investments are made in
order to improve effectiveness, to gain and sustain competitive advantage
and to transform entire business processes. Nowadays, it is not so much the
question whether to invest in IT and the new E-business, but more the
question of how and where to invest in order to get maximum business value
and to increase return on investment.
The increased importance of IT and E-business has caused that in many firms
these type of investments claim a major and increasing share of the
available financial resources. The value for money to be obtained from
investments, however, is far from guaranteed. IT investments have repeatedly
been the subject of disappointed expecta-tions and their evaluations raise
many questions. Over the years, a myriad of methodologies has been suggested
to overcome difficulties with the standard finance-based and accounting
techniques that are not able to cope with the intangible nature of most IT
investments. These methods have not been implemented widely in evaluation
practice, despite their conceptually sound potential. The challenge of
evaluation research lies not in developing yet another method, but to find a
better match between methods and practice.
The purpose of the special issue of the journal is to publish insightful
papers on organizational and managerial issues of practical IT evaluation
issues in the present E-business age. The journal publishes work in the
categories described below.
* Qualitative or quantitative research papers, empirical or
theoretical in nature and can discuss completed research findings or work in
progress.
* Case studies are welcomed illustrating practise in the field of
information systems evaluation.
* View points are less academically rigorous articles usually in areas
of controversy which will fuel some interesting debate.
* Anyone who attends a conference or reads a book that they feel
contributes to the area of Information Systems Evaluation is encouraged to
submit a review for publication.
Aims and Scope of the Journal
The Electronic Journal of Information Systems Evaluation is intended to
provide critical perspectives on topics relevant to Information Systems
Evaluation, with an emphasis on the organisational and management
implications. Through its publication the journal aims to contribute to the
development of theory and practice. The journal will accept any academically
robust paper that contributes to the area of Information Systems Evaluation.
The (special) editor is happy to discuss contributions before submission.
Contributions and Dates
Those wishing to make a submission should transmit one copy, preferably in
Microsoft Word, by e-mail to the Special Issue Editor at
t.j.w.renkema(a)rn.rabobank.nl Submissions should not be longer than 5,000
words. The special issue of the journal will be published on 1 October and
submissions are welcomed as soon as possible.

Subject: ACM SAC'02 -- Last Call for Track Proposals
Date: Tue, 13 Mar 2001 11:41:04 +0200
From: George Angelos Papadopoulos <george(a)cs.ucy.ac.cy>
To: ISWORLD(a)LISTSERV.HEANET.IE
(Sincere apologies if you receive this call multiple times)
2002 ACM SYMPOSIUM ON APPLIED COMPUTING (SAC'02)
Madrid, Spain, 10-13 March 2002
*** Last Call for Track Proposals ***
For the past sixteen years the ACM Symposium on Applied Computing
(SAC) has been a primary forum for applied computer scientists,
computer engineers and application developers to gather, interact and
present their work. SAC is sponsored by the ACM Special Interest
Group on Applied Computing (SIGAPP); its proceedings are published by
ACM in both printed form and CD-ROM; they are also available on the
web through ACM's Digital Library. More information on SAC can be
found at http://www.acm.org/conferences/sac .
SAC is based on a flexible structure of mostly self-contained and
self-managed tracks. Over the past years it has hosted tracks on a
variety of topics such as Artificial Intelligence, BioInformatics,
Computers in Education, Distributed Systems, Internet Technologies,
Software Engineering, etc. For SAC'02, to be held in Spain between
11-13 of March 2002 (the 10th is dedicated for tutorials), the SAC
organizers solicit proposals for hosting tracks. Perspective track
chairs should submit an up to one page description for organizing a
track, which should include at least the following items:
1) The proposed title for the track with a description of
its aims, topics it will cover and rationale for having
such a track in SAC. This rationale should refer to any
related conference events that are held regularly and
why the proposed track differs from them or complements them.
The proposed track should not be over general but also
not overly specialized, thus being able to attract a wide
audience of people sharing similar interests. Proposals from
industry are also welcomed. Despite its name, SAC also welcomes
topics of mostly theoretical nature, provided there is clear
practical potential in applying the results of such work.
2) A short description of the activities the track chair will
undertake upon acceptance of the proposal, to disseminate the
call-for-papers for his/her track, manage the review process and
collect final materials from authors of accepted papers. (Specific
guidelines to track chairs regarding these issues will also be
provided.)
3) A short CV of the perspective track chair(s) with reference to
research interests and publication record directly related to
the themes of the proposed track, and any previous experience
of involvement in the organization of similar events (in the
interest of brevity, reference to a personal web page where such
information can be found will be welcomed).
All proposals will be reviewed by the Conference and Program Chairs
with respect to the above criteria. The Chairs reserve the right to:
(1) accept a proposal as is, (2) recommend merging of similar
proposals with a considerable overlap in the topics addressed (in this
case the track chairs of the different proposals will be asked to form
a single chair), (3) reject a proposal.
Upon acceptance of a proposal, the track chairs will be notified of
their responsibilities in managing the affairs of their tracks, as
these are defined by SAC itself but also ACM. The Chairs reserve the
right to cancel at any time a track, if these responsibilities are not
addressed adequately by its track chair(s).
Please submit your proposal electronically and in any acceptable
readable form to:
George A. Papadopoulos
Department of Computer Science
University of Cyprus
E-Mail: george(a)cs.ucy.ac.cy

Subject: RDF, Query Languages and XML DevCon
Date: Mon, 12 Mar 2001 14:26:22 -0500
From: "B.K. DeLong" <bkdelong(a)pobox.com>
To: www-rdf-interest(a)w3.org
Hi all -
It was great meeting everyone at the W3C Plenary. I wanted to point out two
talks relevant to RDF being given at the XML DevCon Spring 2001 conference
(http://www.xmldevcon2001.com) in NYC next month - April 8-11 at the New
York Marriott Marquis hotel:
Introduction to RDF: Dr. Jonathan Borden will offer a practical
introduction to RDF, covering a schema for RDF representation of healthcare
information, and techniques to RDF enable general XML information.
4/9/2001, 6:45 - 8:15pm ET.
http://www.xmldevcon2001.com/NY/html/session.php?code=N14
Combining RDF and XPath to Automate Web Services: Uche Ogbuji describes a
method of using XPath to establish rules for extracting RDF data from
general XML documents, and using the experimental RDF Inference Language
(RIL) to express rules for automating processing of the data once the RDF
model has been populated. 4/11/2001, 9:20 - 10:35am ET.
http://www.xmldevcon2001.com/NY/html/session.php?code=W4
I remember quite a few people at the plenary and IG meeting were interested
in XQuery and related query language development. This morning, Camelot
Communications put out a release highlighting *4* sessions relevant to
Query Languages at the same show:
http://www.zotgroup.com/press/2001/0312.html
There's a few other talks that touch upon schemas, Web services, SQL and
the like that may also be of interest. The full list of sessions is here:
http://www.xmldevcon2001.com/NY/html/conference.php
I was surprised there weren't more Semantic Web related talks. There is a
CFP out for both the London and San Jose shows this coming October.
http://www.xmldevcon2001.com/NY/html/callfall.html
Hopefully we'll start seeing more discussion and talks on RSS/RDF/RQL at
future shows.

FOCUS:
Organisations are information systems within which information is created,
stored, and processed for communication and coordination and for achieving
the organisational objectives. Such systems may often involve deployment of
information technology. This view of information systems and business
organisations relates to much research work in organisational semiotics,
language as action, human-computer communication, business process
modelling, organisational studies and information systems analysis and
design. Researchers, educators and practitioners recognise that IT systems
must meet the business requirements, support the business processes, and
adapt to changes of business practices. There are many factors that
determine the success or failure of an information system. An important
issue of research is how to co-design business and IT systems to fit one
another, and to enable the information systems evolving with the changes of
business requirements.
Work on the themes proposed for the special issue has been carried out by
several research communities, for example, organisational semiotics,
language as action and organisational modelling, and systems engineering for
business change (SEBPC). The last one, SEBPC, is a research programme funded
by the UK government, with identified aims to investigate IT systems and
their (re-) engineering to support business objectives and processes.
TYPES OF PAPERS SOUGHT:
The papers for this special issue should have not been published elsewhere;
and all submissions will be reviewed by referees anonymously. The
publication will be mainly research papers, with experience and case studies
in industry. Therefore there will be interest from both academia (including
research and education) and industry.
SUGGESTED TOPICS:
-- Organisations as information and communication systems
-- Roles and functions of sign, information and communication in business
organisations
-- Information systems - functions, components and architecture in changing
organisations
-- Relationship between technical and business systems
-- Human aspects of IT and technical aspects of organisations
-- Information, communications, meaning and norms in systems design
-- Modelling business processes and information systems
-- Co-design of business and IT systems
-- Information systems evolution towards e-business
-- Features, criteria and requirements for evolving information systems
-- Legacy systems in changing business environment
-- Requirements for information systems (re-)engineering
-- Systems design strategies
-- Methods and techniques for co-design of information systems
PAPER SUBMISSION:
We intend to have the special issue published in mid 2002. The potential
authors are welcome to consult editors for advice at any stage before their
formal submission.
To enable the anonymous review, papers submitted should have a separate
title page to include only the article title, author name(s), institute, and
post and email addresses. The rest will contain an abstract, 4-10 keywords,
and the paper itself. Authors of accepted papers will be sent authoring
guidelines at a later stage.
All paper submissions should reach the guest editor by 1 August 2001. Paper
submissions should be sent (as attachments of Word or postscript files) by
email to the editor at this email address: l.sun(a)staffs.ac.uk.
More detailed information can be found on the website for this special
issue:
