Following the successful earlier conferences at Bangalore (2006), Lyon
(2007), London (2008), Michigan (2009) , Thunder Bay (2010), Melbourne
(2011), Macau (2012), Islamabad (2013), Bangkok (2014) Jeju (2015) Porto
(2016) and Fukuoka (2017), the Thirteenth event is being organized at
Berlin, Germany in 2018. The International Conference on Digital
Information Management is a multidisciplinary conference on digital
information management, science and technology. The principal aim of
this conference is to bring people in academia, research laboratories
and industry together, and offer a collaborative platform to address the
emerging issues and solutions in digital information science and technology.
Digital Information technologies are gaining maturity and rapid momentum
in adoption across disciplines. The digital community is producing new
ways of using digital information technologies for integrating and
making sense out of various data ranging from real/live streams and
simulations to analytics data analysis, in support of mining of
knowledge. The conference will feature original research and industrial
papers on the theory, design, and implementation of digital information
systems, as well as demonstrations, tutorials, workshops and industrial
presentations.
The Thirteenth International Conference on Digital Information
Management will be held during September 24-26, 2018 at Berlin, Germany

DESCRIPTION
Scholars in Information Systems are investigating societal impacts of
ICTs on people, data and things, research in Information and
Communication Technologies (ICT4D) is becoming increasingly diverse.
Innovations in ICT4D involve investigating innovations in ICTs as well
as innovative uses of ICTs. Current innovative uses of blockchain
technologies to track refugees, offer new identification mechanisms,
healthcare tracking for epidemics and the use of cryptocurrencies to
offer payment systems are offering new ways for people to bring about
improvements in their lives. For example, the use of Bitcoin wallets
have the potential to empower people through asset ownership and
financial inclusion. With the fall of their banking systems and
currencies in countries such as Zimbabwe and Argentina, the use of
Bitcoins and cryptocurrencies have become prevalent. Innovative
applications in open source communities are offering financial
inclusion, health and wellbeing to those who were previously left out of
opportunities to improve their lives from the global economy.
While drawing upon theories that help understand these emerging
phenomena, research in ICT4D and IS also requires attention to the
contextual challenges facing practitioners in the field. There have been
attempts to develop theories that enable these challenges to be
understood. Global pressures, socio-economic pressures, disruptive
technology, and the emergence of multi-stakeholder networks are some of
the forces being studied (Walsham 2017, Njihia and Merali 2013). An
interesting and significant question is whether ICTs can play a
sustaining, value-adding role that enables societies to move beyond the
conditions that cause mass discontent to beneficial development for all.
Such a role may include supporting social groups in: identifying and
defining achievable goals, acquirable resources, and constraints to be
acknowledged and if possible overcome; supporting sustainable & secure
collaboration, offering health and wellbeing; and financial inclusion
The Global Development workshop addresses questions that provide new and
meaningful definitions of Development, such as, Can ICTs support the
development that will lead to improvements in lives of individuals,
communities and regions? And inevitably, one needs to ask questions
about how to better understand these problems and challenges. The papers
in this workshop will also further the knowledge of what we know about
how ICT enables the global economy by enabling local needs to be met in
a manner that preserves the ability of the planet to support human life.
It should be noted that focus includes not only development issues
relevant to 'developing' countries but also those relevant to migrant
and other minority communities or enclaves in Europe and North America.
Relevant topics for this Workshop include:
1. Innovations in blockchain, cryptocurrencies for inclusion and
sustainable development.
2. Open source communities that offer innovations for financial
inclusion, health and wellbeing
3. Theoretical lenses and/or empirical studies that enable an
understanding of: ICTs & Sustainable Development; ICTs & Peace building;
ICTs & Disaster Recovery.
4. Internet of things and ICT artifacts on the cloud that support
holistic Development.
5. Security & Technological constraints on the use of ICTs for development
6. The role of government policy in fostering ICT human capital,
cooperation and capacity building
7. Innovations in health and wellbeing
8. Social networking for Development, ICT human capital and capacity
building
9. Critical and theoretical perspectives on the digital divide and
social inclusion
10. Challenges of ICT human capital and capacity building in remote regions
11. Educational systems; content provision and delivery; developing ICT
skills
12. Mobile technologies as infrastructure for ICT human capital and
capacity building
13. Frugal Innovation and innovative ways in which technologies are
applied in developing regions.

These will be published on the SIG GlobDev website and in the AIS

Authors of selected workshop papers will be invited to submit their

An ever-expanding digital world has created a desire for increasingly
smart business applications. Virtually every enterprise now aims to
explore and harness the full potential of large data volumes. For
data-driven goals, machine learning offers the opportunity of automated
extraction and processing of actionable information from vast amounts of
raw data.
While the investigation of learning problems as well as the development
and analysis of learning systems can be considered as a dynamic, yet
well-established research area, the broad application of machine
learning in business contexts gains more and more attention from both
researchers and practitioners. These business contexts result in a wide
range research objects: single business decisions which benefit from
incremental improvements of existing analytical applications; entire
business processes with their innovation and improvement cycles;
business networks that interact based on new types of products and
services and the like.
The substantial impact of machine learning technologies on these
research objects causes growing demand for adequate approaches in
research and practice. On the level of information systems this includes
methods for the management of the enterprise architecture based on
envisioned next generation enterprise systems. In the areas of
organizational and strategic design, several approaches need to be
extended or re-thought, including the definition and improvement of
business processes and their management, the creation and integration of
new product and service offerings as well as the coordination and
(re-)configuration of business networks.
Deepening knowledge about the underlying causal relationships between
design decisions, actors’ behavior, and business outcomes is an ongoing
and challenging task that deserves to be addressed by researchers,
managers and decision makers seeking for innovative and sustainable
business models.

SIG ASYS cordially invites academics and practitioners from all over the
world to present original research and/or to organize a panel discussion in
the field of Accounting Information Systems (AIS). The workshop will focus
on a wide range of topics and research methods at the intersection of
accounting and information systems. The SIG ASYS Workshop will be held in
San Francisco before the start of ICIS 2018. The specific location will be
announced once it is assigned by ICIS. The day-long workshop will be
followed by an evening celebration and networking dinner at a local
pub/restaurant at no additional cost.

published in a journal or conference proceedings (in complete form –
abstract publication is permissible). At least one author of the accepted
paper must register for the workshop and be prepared to present the paper
in person.
Submissions must be in the form of: a completed research paper, a
research-in-progress paper or a panel proposal. All completed research
papers and research-in-progress papers must be in English and be carefully
blinded. Submissions will be blind reviewed by at least two peers. Note
that accepted papers will not be published in workshop proceedings.
*Completed research papers *
Completed research papers should conform to the International Journal of
Accounting Information Systems (*IJAIS*) format, which is consistent with
American Accounting Association and other Elsevier accounting journals. For

*Research-in-progress papers *
Submission of promising research, in its early stage, should take the form
of a research-in-progress paper and be presented as an extended abstract.
This abstract should include the following sections: research objectives
and questions; theoretical foundations of the study; research methodology
being used; current status of the project, and a description of what the
authors propose to present at the workshop. Note that complete analysis of
results is *not required*. Research-in-progress papers should be limited to
approximately 4000 words.
*Panel proposals *
Panel proposals should be at least one-page in length and include: a
general description of the topic; details of all potential panelists
(including their name, affiliation, email, and a one paragraph bio); a
statement to the effect that if the panel proposal is accepted, all
panelists have made a commitment to serve on the panel; and a brief
description of each panelists background, expertise and views on the
proposed topic.
The workshop will be held as an all-day meeting on Wednesday, December 12,
2018, in San Francisco just before the start of ICIS 2018. Participants
should plan on arriving the day before for an early start at the workshop.
The customary networking celebration dinner will take place after the
workshop on Wednesday evening. The workshop will have a single track to
maximize interaction and participation. Workshop participants, including
presenters and panelists, must pay the registration fee.

One best paper award will be announced at the workshop, and this paper,
after meeting the required revisions, will be published in the *IJAIS *at

**** Scope *****
A vast variety of multimedia services like voice, email, instant
messaging, social networks, mobile payment and transactions, mobile
video conferencing, or video and audio streaming has already shaped the
expectations towards current mobile devices, infrastructure, and
services. Within the last five years, mobile multimedia has become the
accepted standard, driven by developments in end-user devices, radio
networks, and backend services. However, many open research questions
remain open, from limited battery life to heterogeneous data types,
increases in quality of service, context-aware adaptation to the
environment, or the ever-present security and privacy issues.
MoMM2018 is the 16th edition in the series of the highly successful
International Conference on Advances in Mobile Computing and Multimedia.
Recently, MoMM has been held in Salzburg (2017), Singapore (2016),
Brussels (2015), Kaohsiung (2014), Vienna (2013), Bali (2012), Ho Chi
Minh City (2011), Paris (2010), Kuala Lumpur (2009), and Linz (2008).
This year, Yogyakarta, Indonesia will host MoMM2018. The MoMM conference
series has provided opportunities to researchers, graduate students, and
industry practitioners to address recent research results and current
industry practices in the area of mobile computing and multimedia.
**** Submissions *****
We invite three types of submissions: Full Technical Papers, Short
Position Papers, and Demonstrations. - A Full Paper should provide solid
conceptual and theoretical foundation and substantial support for its
results and conclusions as a significant contribution to the field. - A
Position Paper is not expected to be theoretically or empirically
thorough, but represents an earlier stage of work. Examples are
demonstration or prototype work, preliminary user studies, or work in
progress, i.e. a report on the latest emerging ideas, approaches,
methodologies, systems and application scenarios. - A demonstration is
intended to showcase novel concepts and innovative technologies which
are at advanced stage and have already been implemented in working
prototype systems. The informal setting of the demonstration session
encourages presenters and participants to engage in discussions about
presented work, while the accompanying short paper should describe the
scientific aspects, concepts or methods underpinning the hands-on
demonstration. Accepted papers and demonstrations from all three
categories will be published in the ACM International Conference
Proceedings Series.

**** Submission Guidelines ****
Papers and demonstration descriptions must be submitted electronically
in PDF through the conference website. Submitted papers must not
substantially overlap with papers that have been published or that are
simultaneously submitted to a journal, conference, or workshop with
proceedings. Submitted demonstrations should convey a scientific result
and should not be advertisements for commercial software packages.
Submitted papers and demonstrations will be subject to stringent peer
review by at least three members of the international program committee
and carefully evaluated based on originality, significance, technical
soundness, and clarity of exposition. Accepted papers and demonstration
descriptions will appear in the conference proceedings to be published
by ACM. Format requirements for submissions of papers and demonstrations
are:
- Maximum 10 pages, including the abstract (no more than 150 words), all
figures and references for Full Technical papers.
- Maximum 4 pages, including the abstract (no more than 150 words), all
figures and references for Short Position Papers.
- A video clip (for review purpose only) and a description of maximum 4
pages for the demonstration. The description should outline the
underlying novel concepts, methods and/or approaches, and details about
implementation, deployment, testing, and evaluation and user uptake.
- All submissions should be formatted according to ACM guidelines

MoMM2018 best paper awards, best student paper awards, and best
demonstrations will be selected based on novelty, significance, and the

The ORBIT Journal, the Journal for Responsible Research and Innovation
in ICT is launching a call for papers on the topic of "Data Governance
in International Neuro-ICT Collaborations". The call for papers is

Data governance is a key issue that needs to be considered for
international scientific collaboration to be successful. We are focusing
on the field of ICT and neuroscience because it raises numerous issues
and questions. The use of ICT in neuroscience is confronted with a broad
range of data types, including patient data, animal data and technical
data. Collaboration between projects, in particular across jurisdiction
can lead to a number of technical challenges but also to legal and
ethical ones. Some of these issues are well explored, whereas others are
still rather open (Stahl et al., 2018). The special issue aims to
develop and consolidate the current discussion in this area.
The call for papers builds on a conference held in Oxford in March 2018.
We encourage authors to engage with the conference and the papers
presented there:

Internet of Vehicles (IOV) as an important part of the wisdom city is a
complex integrated network system, which connects different people within
automotives, different automotives and different environment entries in
cities. IOV is different from Telematics, Vehicle Ad hoc Networks, and
Intelligent Transportation, in which vehicles like phones can run within the
whole network, and obtain various services by swarm intelligent computing
with people, vehicles, and environments.
IOV 2018 is to establish an international forum for engineers and scientists

Proposals for organizing tutorials, workshops and Special sessions
need to be submitted to the Tutorials, Workshops and Special Sessions
Chair. A proposal should include title, theme, scope and main
presenters/organizers.
Research paper (14 pages) should explore a specific technology problem
and propose a complete solution to it, with experimental
results. Works-in-Progress (WIP) (12 pages) papers are expected to
present either work currently in progress or less developed but highly
innovative ideas. Demo/Poster papers (10 pages) must describe working
systems and be related to IOV. These systems may be innovative
prototype implementations or mature systems that use related
technology. Papers/proposals need to be submitted to the Demo/Poster
track.

Nowadays, a desired goal of governments around the world is to foster an
inclusive and equal society, in which all individuals are empowered and
able to participate in the society as a whole and, at the same time,
control their own future. Inclusion and equality are increasingly seen
as a multidimensional concept, encompassing not only an economic
perspective, but also civic and political participation, cultural
identity, social interaction, and interpersonal networks. This
understanding is a significant thrust driving the design of a new
generation of integrated policies and programmes developed by
governments around the world to implement the United Nations Sustainable
Development Goals (SDGs) adopted in 2015.
Governments have identified digital technology as a way of addressing
social exclusion and inequalities. Indeed, from an economic perspective,
improving access to digital technologies could serve as a way for
creating economic value, enabling efficiency and facilitating business.
From other perspectives, particularly from the political and civic
engagement one, as well as from the cultural and social participation,
digital technologies enable new ways of communication, collaboration,
and participation.
In addition to this, emerging technologies, are more and more being
considered by governments to fundamentally transform how a new
generation of integrated public policies and digital public services are
designed and developed. Some of these trends are Big Data Analytics,
Cloud Technologies, Internet of Things, Machine and Deep Learning,
Artificial Intelligence and Intelligent Systems, Robotics, Blockchain
Technologies and Distributed Ledgers. By seeking the transformative
effect of these technologies, governments and public services can
improve their processes, therefore reducing costs and the administrative
burden on citizens and businesses. It is also crucial to harness the
synergies of these technologies to address societal challenges
associated with inclusiveness, justice, and equality, in compliance with
the SDGs and regional integration initiatives by governments.
However, a challenge faced by researchers, policy-makers, and
practitioners today is how to ensure that the digital transformation
initiatives and the adoption of emerging technologies do create or add
value and sustain development outcomes in societies. Governments and
decision–makers also have to understand and deal with a host of issues
and challenges related to Electronic Governance (EGOV).

AMCIS conference
in New Orleans (Thursday, August 16), we will have a workshop and tutorial
running concurrently:
Workshop: Digital Disruption: A Workshop on the Implications for the
Geospatial Realm
This workshop will serve as a research forum on the varied aspects of
Geographic Information Systems (GIS) and the emergence of the “Geospatial
Realm”. As the understanding that geospatial, or locational, data has value
for many organizations, the focus on this special type of data has also
increased. Workshop activities will be facilitated focusing on this
research area to discuss the “who, what, where, when, how, and why” of

Tutorial: Social Media Operationalized for Locational Analytics: A Hands-on
Tutorial
Social media such as Twitter, Reddit, and Facebook, have become de facto
global communication channels to disseminate news, entertainment, and one’s
self-revelations. However, though these organizations provide real-time
data feeds that may be utilized in many ways, how does one actually go
about using these data? This workshop will provide hands-on instruction
regarding the collection, processing, and analysis of these data using
Natural Language Processing (NLP) tools, Topic Modeling Techniques, and
