*PAPER SUBMISSION AND PUBLICATION *
Submissions to JIST 2013 should describe original, significant research
on the semantic technologies. Submissions to JIST 2013 are expected to
present their claimed contribution, with clear evidence to support their
claims. All submissions will be critically reviewed by at least three
members of the program committee. To assess submissions, reviewers will
judge their relevance to semantic technologies and data science, their
originality, the technical soundness of their proposed approach and the
readability of the submission.
Submissions must be in PDF format, using the style of the Springer
Publications format for Lecture Notes in Computer Science (LNCS).
Submissions must be no longer than 16 pages for REGULAR TECHNICAL
SESSIONS and 6 pages for IN-USE TRACK and SPECIAL TRACK. Submissions
that exceed this limit may be rejected without review. JIST 2013 will
not accept submissions that are under review for or have already been
published in or accepted for publication in a journal or another
conference. The proceedings will be published as a book in Lecture Note
for Computer Science (LNCS) by Springer. At least one author of each
accepted paper must register for the conference and present the paper there.

The need for privacy-aware policies, regulations, and techniques has been
widely recognized. This workshop discusses the problems of privacy in the
global interconnected societies and possible solutions. The 2013 Workshop,
held in conjunction with the ACM CCS conference, is the twelfth in a yearly
forum for papers on all the different aspects of privacy in today's
electronic society.
The workshop seeks submissions from academia and industry presenting novel
research on all theoretical and practical aspects of electronic privacy,
as well as experimental studies of fielded systems. We encourage submissions

PAPER SUBMISSIONS
Submitted papers must not substantially overlap papers that have been
published or that are simultaneously submitted to a journal or a conference
with proceedings. Regular submissions should be at most 10 pages in the
ACM double-column format, excluding well-marked appendices, and at most
12 pages total. Committee members are not required to read the appendices,
and so the paper should be intelligible without them. Submissions should not
be anonymized. The workshop will also consider short submissions of up to
4 pages for results that are preliminary or that simply require few
pages to describe. Authors of regular submitted papers will indicate at
the time of submission whether they would like their paper to also be
considered for publication as a short paper (4 proceedings pages).
Submissions are to be made to the submission web site at
http://www.easychair.org/conferences/?conf=wpes2013. You will be requested
to upload the file of your paper (in PDF format only). Submissions not
meeting these guidelines risk rejection without consideration of their merits.
Papers must be received by the deadline of July 22, 2013 to be considered.
Notification of acceptance or rejection will be sent to authors by
August 15, 2013. The camera ready must be prepared by August 30, 2013 (firm).
Proceedings of the workshop will be published by ACM on a CD, available to
the workshop attendees. Papers will be included in the ACM Digital Library,
with a specific ISBN. Each accepted paper must be presented by an author,
who will have to be registered by the early-bird registration deadline.

Social services and utilities pervade more and more aspects of our daily lives and will conceivably become an integral part of future software systems. While it is common and important to investigate how the associated gradual convergence of social and technical systems influences individuals and society, the fact that this influence is mutual is far less explored. Networked computing infrastructures involving cloud computing, virtualization techniques, Peer-to-Peer technologies or other Internet-based applications are shaped not only by technological considerations but, increasingly, also by the social structures and processes into which they are embedded. The growing interconnectedness of users leads to highly correlated behavior and the emergence of collective phenomena which naturally retroact on the technical systems by which they are mediated. The workshop seeks to shed light on the question how the increasing pervasion of technical infrastructures with social aspects affects the engineering of reliable and scalable networked computing systems. A particular focus will be laid upon the question how the ongoing trend towards a rigorous mathematical modeling of self-organization processes in social systems (for instance in the language of complex networks, dynamical systems and random matrix theory) can influence and inspire the design of distributed algorithms, network topologies and communication protocols, resulting in what may be called socio-aware networked computing systems.

As technology continues to rapidly advance, the management of systems becomes increasingly more difficult: systems are likely to be composed of heterogeneous devices, the topology of the system can dynamically change to device mobility; components of the system are probably programmed with different models, and emergent behaviours can occur, not pre-programmed into the system. On top of this, users of systems expect 24/7 reliability, high levels of security, and privacy of their data. The scale of the challenge imposed by the necessity to manage these systems is such that control can no longer be devolved to a human. Systems must be able to manage themselves, delivering high-quality of service while at the same time optimising overall performance and resource usage. This poses significant challenges - systems must respond to ever changing conditions, and continuously adapt to external context (such as user requirements and behaviour). Awareness will be required across a hierarchy of levels, ranging from an individual component level to global levels of patterns of use, system performance, network conditions and available resources. The goal of the workshop is to identify key challenges involved in creating self-aware systems which are capable of autonomous management, and consider methods by which these challenges can be addressed.

Many systems, as well as organisations, are characterised by having a set of rules that drive (and limit) the interactions amongst their components. These rules may range from simple ones to complex legal systems, norms, contracts or policies, among others. Examples of this kind of systems may be technical systems such as computing grids or sensor networks, which have to share limited resources, as well as socio-technical systems, with humans involved in the functioning of the system, such as in smart grids. While in many cases these rules would be fixed, probably set by some authority, there is an increasing need of flexibility and openness. This includes changing existing rules, generating new ones, deciding who makes the decisions and when these are made, setting what happens when agents do not follow the rules, or assessing whether a set of rules fits the system's purpose, among others. The aim of the workshop is to discuss, based on high quality position or research papers, the different aspects, effects, and representations of law, norms, and justice in self-organising systems and to debate the impact of current and future technical self-organising systems on legal systems.

Students and researchers are invited to present their applications and systems during the Demo session organised at SASO 2013.
Submissions will be evaluated by a group of judges from academia and industry. Each submission will be evaluated based on its overall self-* abilities, originality and maturity. In particular, the committee will consider system robustness, resilience and scaling abilities, in addition to the self-* functions.
Demonstrations may target:
- virtual systems - such as software applications;
- physical systems - such as robots or sensor networks;
- cyberphysical systems - combining both of the above.
Please note that demonstrations of (cyber/)physical systems may either rely on real equipment or be simulated; mixed demos using both simulations and real platforms are also welcome.
This year we invite Demonstration submissions on two main themes:
- a Generic Theme: the subject for demos in this theme is free, as long as it is of relevance to the topics promoted by the SASO conference. At the same time, this year we encourage contributions that can highlight their reusability as conceptual or concrete artefacts to help analyse, design, implement and maintain SASO systems.
- a Specific Theme: focused on self-growing and self-assembling systems. This includes systems capable of building and adapting themselves in order to achieve a predefined goal; rather than being manually designed and constructed by computing engineers.
Authors of the Best Demo in each theme will be awarded a 400$ prize.
Generic Demo Theme - call for SASO Systems

The generic demo theme includes the same topics of interest as those for the main conference - see the SASO 2013 CFP.
At the same time, this year, especially welcome are contributions that bring to the fore reusable artefacts that could help design, develop and maintain SASO systems. These include artefacts that address one or several of the important aspects of SASO systems, like self-adaptation, self-organisation, self-stabilisation, self-synchronisation, handling conflicting goals, and so on. Such reusable artefacts may include anything from conceptual and theoretical entities, such as paradigms, principles or methodologies; through generic or domain-specific architectures, models, design patterns and toolkits; and to concrete building blocks like platforms, frameworks, algorithm implementations, communication and coordination facilities.
Authors should demonstrate their contributions via a concrete demo that illustrates the advantages and reusability of their proposal.

The specific demo theme focuses on computing systems that can construct themselves, from pre-existing and/or self-fabricated building-blocks, in order to achieve a predefined goal (e.g. software services, virtual or physical shapes, physical capabilities, ...). This is in contrast to most existing systems that must be designed and constructed by computing engineers by hand. Additional self-* properties, such as self-adaptation and self-repair, based on the same principles are a plus.
Demonstrations may include virtual, physical, cyber-physical or simulated systems.
Examples of relevant submissions include, while not being limited to:
- systems that can construct spatial structures or patterns featuring predefined characteristics - e.g. a self-growing shape fitting a given template or featuring specific properties; or robots self-organising into a predefined formation;
- systems that can construct physical or virtual networks featuring predefined properties - e.g. static or mobile sensors discovering each other and self-assembling into networks with particular topologies, like random, small-world, scale-free or community networks; network peers self-organising into P2P overlays with predefined topologies; or software services multiplying or self-destructing and interconnecting so as to maintain a predefined architectural template at various scales;
- systems that can construct software applications that can ensure targeted functionalities and/or QoS properties - e.g. a multi-agent system opportunistically finding, instantiating and integrating software components or services into an overall application that can provide a targeted global service; or generic software services self-replicating, self-connecting and differentiating into specific services in order to form an overall application.
Authors are encouraged to emphasise the envisaged utility and general applicability of their contributions, be it over the short, medium or long term.

Demo submissions for either Demo theme must include:
- a short paper (2 pages, in the conference format) describing the system and its abilities;
- a link to a web page/site providing a self-explanatory video showing the system at work; and (optionally) allowing viewers to play with the real system or with an emulator.
Authors should defend their submission indicating why the committee should select their proposal for a demo at SASO and within the targeted theme.

At the conference, software applications will be presented on computers. For cyber-physical systems, if possible, authors are invited to bring their materials (smart-devices, sensors, actuators, robots, and so on). Software simulations or video recordings can be accepted as an alternative.

Evaluation and Awards

Proposals will undergo two rounds of evaluation.
In the first round, the technical papers and the online demos will be evaluated, based on the following criteria:
- Technical Paper (50%): the novelty and impact of the application, as well as the technical depth and presentation of the paper.
- Online Demo System (50%): design, degree of innovation, technical solution, clarity of the contribution and possibility of reuse.
Finalists will be selected and invited to present their proposals during the Demo session at SASO 2013. They will have to register to the conference.
In the second round, finalists will do an on-site presentation and demonstration of their systems to the evaluation committee, as well as to conference attendees. For finalists in the Specific Demo theme, it will be a great plus if the evaluation committee will also be able to play with the proposed systems.
In both themes, authors must bring a poster summarising their system and demo.
The evaluation criteria for the second round will include the technical paper, the online demo system and, most importantly, the on-site presentation and demo.
The evaluation committee will award a prize to the Best Demo within each theme. Each winning team will receive a monetary award of US$ 400. The evaluation committee consists of the Demo Program Committee members attending the conference.

The IFIP TC8/Working Group 8.3 conferences present the latest innovations and achievements of academic communities on Decision Support Systems (DSS). These advances include theory, systems, computer aided methods, algorithms, techniques, applications and technologies supporting decision making. The Special Interest Group on Decision Support, Knowledge and Data Management Systems (SIGDSS) is organized under the auspices of the Association for Information Systems (AIS) since 2001. SIGDSS is a forum for members to discuss, develop, and promote issues, ideas and research related to using Information Technologies to support decision-makers and improve decision processes in businesses and organizations. SIGDSS organizes international conferences under the International Conference on DSS (ICDSS).
Paper submissions from academics and practitioners are invited, and showcases of real case studies will be especially welcomed. Papers will be peer-reviewed. The acceptance of the contributions will be based on the originality of the work, the relevance for the conference theme and its overall quality.

Conference Publications
Intending participants in DSS2014 are invited to submit papers for consideration for presentation at the conference and publication in its proceedings. Submitted manuscripts must be original contributions that have not been previously published. The conference proceedings will be published electronically with an ISBN as part of the registration fee by IOS Press as book chapters in the Frontiers of Artificial Intelligence and Applications (FAIA) series provided that at least one author is registered and available to present the paper. Each paper must have a unique registration in order to be published, and the registered author will receive a USB of the proceedings. FAIA is indexed in SciVerse Scopus, ACM Digital Library, DBLP, Google Scholar and Zentralblatt MATH, and in previous years in ISI Conference Proceedings Citation Index, CPCi (T-R decides on a year by year basis which conferences to index). A hard cover version of the book will be available for separate purchase.
Following a tradition of the IFIP WG8.3 and SIGDSS conferences, authors of best papers will be invited to submit extended versions to special issues of international scientific journals such as GDN, JDSST, JDS and IDT.
Submission categories
All accepted papers, posters and workshops descriptions will be published in the proceedings, provided that they are received by the due date of final version of accepted papers and are formatted as specified on the conference website.
Accepted papers will be published only if at least one of the authors is registered to attend the conference in due time, with a unique registration for each paper. Full and short papers will be presented in regular sessions, while posters will be presented in a poster session.
Language: The official language of the conference is English.

*Inhalt*
Öffentliche Verwaltungen sehen sich im Kontext des E-Government zurzeit
Herausforderungen an vielen verschiedenen Fronten gegenüber. Themen wie
Bürokratieabbau oder Kosteneinsparungen fordern Verwaltungen
insbesondere hinsichtlich ihrer internen Strukturen und Abläufe.
Transparenz und Vergleichbarkeit sind unabdingbar, um die Effizienzziele
und -erwartungen zu erreichen. Neben organisatorischen Veränderungen
sind verstärkte organisationsübergreifende Zusammenarbeit und technische
Neuerungen notwendig, um die Ziele und Anforderungen nicht nur in einer
leeren Hülle sondern in der Tiefe umzusetzen. Die gemeinsame Erarbeitung
von Lösungen rückt hier ebenso in den Fokus wie die Nutzung von
Standards, um das berühmte Rad nicht wieder und wieder neu zu erfinden.
Darüber hinaus spielt aber auch die Außendarstellung, beispielsweise in
sozialen Medien oder im Kontext des Open Government, eine zunehmende
Rolle, insbesondere wenn es um die Akzeptanz und Anwendung von
E-Government Anwendungen durch die Bürger und die Unternehmen geht.
Neben einer einfacheren Wahrnehmung der Verwaltungsdienstleistungen
fordern immer mehr Bürger darüber hinaus auch Beteiligungsmöglichkeiten
an der Verwaltungssteuerung zwischen den Wahlen ihrer Vertreter vor Ort
ein. Sei es, dass nötige Daten offengelegt werden, die Bürger sich an
der Haushaltsplanung beteiligen können oder an städtebaulichen Konzepten
mitwirken können. Zusammenfassend werden von den Verwaltungen gewaltige
Umstrukturierungen und die Öffnung gegenüber der
Dienstleistungslandschaft erwartet. Das Forschungsfeld des E-Government
adressiert diese Themenbereiche und möchte im Rahmen des Tracks
"E-Government" innovative Forschungsideen, empirische Untersuchungen zum
Wandel der Verwaltungen und konkrete Umsetzungen von Konzepten
diskutieren, die zeigen, dass E-Government-Konzepte funktionieren.

Using visual representations of work or business processes can be considered a
common practice in modern organizations. These models serve a large variety of
different purposes such as documentation of current practices, or informing and
planning change or software development. Given the nature of work and
businesses they reflect it is reasonable to develop and use them
collaboratively. There are, however, also many downsides to collaborative model
usage and development in current practice. Among others, models are often not
fully understood and are thus not used by people who work in the processes the
models represent, resulting in limited impact of process redesigns on everyday
work. Furthermore, only a minority of people within organizations actually use,
even though they have been proven to be very useful especially for
collaborative work. Given the increasing popularity of models in organizations,
understanding and defining their role in collaboration is of vital interest for
the CSCW community and therefore this workshop aims at bringing together
researchers and practitioners and forming a community for research in this
area.
In this workshop we want to bring together researchers, lecturers and
practitioners from different fields, who are interested in the collaborative
usage and development and sustainment of structured visual representations such
as process models, conceptual models or mind maps. This includes experiences
from empirical case studies, teaching and the introduction of models and
modeling into organizations. Furthermore the workshop also welcomes
contributions describing research upon understanding the way models are used in
organizations, coupled with activities and artifacts of everyday work and their
role in collaborative work. The workshop will also host a special demo track
where systems supporting collaboration on and with models can be presented.

The overall goal of the workshop is to build a large picture of research on the
role that models play in collaborative work including their usage and
sustainment as well as their development in order to set up a common research
agenda among the participants. The topics of the workshop thus include but are
not restricted to:
- The process of cooperative modeling: design cycles, model negotiation, view
integration, roles of participants in modeling, team organization, etc.
- Sustaining model usage and maintenance in organizations
- Motivating involvement and active usage of models
- Involving non-experts in model development and usage
- Increasing the range of involvement: from core stakeholders to all
stakeholders
- Coupling models with activities and entities of work
- Roles of models for collaboration e.g. guides / maps
- Models as instruments for consensus building
- The role of models in spanning inter or intra organizational boundaries
- Integrating visual modeling and model dialogues in natural language
- ìMetaî-modeling: structuring the dialogue around models
- Access to models: Creating a model friendly cooperation environment
- Alignment of different understandings about collaborative work during
modeling
- Empirical evidence for positive effects of modeling and model use

We will accept contributions in two different formats:
- Research papers such as reports of empirical studies, research in progress
and position papers which may not exceed 8 pages.
- Demo papers describing systems for collaboration on and with models which may
not exceed 3 pages. As there will be a special track during the workshop upon
these systems we expect you to bring your system or a poster to the workshop.
All contributions have to be formatted according to the ECSCW formatting
instructions and must be submitted in PDF format via EasyChair
(https://www.easychair.org/conferences/?conf=moroco2013).

The selection process will be a double blind review through an international
program committee.

The ECSCW 2013 conference will be held at the Coral Beach Hotel and Resort in
Paphos, Cyprus from 21 to 25 September 2013. ECSCW is a bi-annual,
