MNEs and Information Management: Structuring and Governing IT Resources
in the Global Enterprise

This paper for the 20th anniversary issue of the Journal of Global
Information Management (JGIM) looks back on the last ten years of
research on two related areas highlighted in Tan and Gallupe’s (1999)
manifesto for research on global information management in the decade
ahead: global enterprise management and global management of information
resources. In particular, the paper examines the relationship between
the structure and governance of multinational enterprises (MNEs) and the
structure and governance of IT resources in MNEs. Early IS research
hypothesized alignment between enterprise organization structure and the
structure of the IT function in high-performing organizations. However,
research on “structure” in both MNEs and IT resources shifted to the
concept of “governance”. This paper argues that IT organization design
(structure and governance in combination) should be the focus of future
research on IT resources management in MNEs. In addition, the paper
argues that the relationship between MNE design and IT resources
management is a critical topic. The paper examines three relationships
among these two concepts: the contingency theory argument that IT
resources management should follow and be aligned with MNE organization
design, the universalistic argument that there is one best way to
organize IT resources in MNEs, and the co-evolutionary argument that IT
enterprise resources management design can lead, as well as follow, MNE
organization design.

Global Information Management Research: What Have We Learned in the Past
Decade?

This study assesses the past decade in the GIM domain, based on Journal
of Global Information Management (JGIM) research findings. Based on the
issues addressed by these articles, the authors develop 11 topical
categories and discuss each in terms of the accumulation of knowledge
contributed by these findings. The authors also discuss for each topic
possible extension and further understanding based on related research
in international business. In consideration of the topics of these
articles, a large number simultaneously addressing multiple topics and
potential of explicitly linking these topics in future research are
discussed. Additionally, the authors update prior quantitative analysis
considering JGIM citations of key international business scholars,
evolution of research methods, and levels of scope and analysis in these
articles. Finally, the authors indicate gaps in the body of research
within categories, when categories are considered in relationships, and
when looking further from the perspective of recent IB research.

While there is a fairly robust literature on information and
communications technology (ICT) national policy, there are missing
elements in the existing research. First, nation states at different
stages of development are generally not considered in terms of what kind
of ICT national policy is optimal. Second, a stakeholder perspective on
the creation and implementation of the policy is typically absent. This
theoretical paper attempts to fill these gaps by combining the idea of
nations at different stages of development with stakeholder theory. The
authors also integrate past thinking and research about information
technology transfer, i.e., ICT outcomes, into a Stage-Stakeholder Model
of ICT Policy. Directions for future research are proposed.

Brief Description:
In many collaborative situations, multiple distributed users
simultaneously interact with and analyse complex information while
sharing their results with others. It is through such collaboration
that multiple users bring their expertise to bear on a particular
problem to analyse incomplete information and reach collaborative
decisions. Such collaboration is far more effective when users
collaborate by interacting with meaningful visualizations that
accurately depict shared information. Visualizations must present
information in a manner that is easily understood by individuals with
different expertise and perspectives on the problem at hand. Users must
be able to interact with the visualization to highlight or manipulate
information in a natural way that is readily observed by other participants.
At the same time it is also important to understand the collaborative
processes that users in collaborative environments carry out, and the
outcomes of these processes, particularly in large-scale collaborations
such as wikis, blogs, micro-blogging (twitter, identica etc), social
networking and other Web 2.0 collaborative environments. Visualizations
of collaborative structures, processes and outcomes help researchers,
site administrators and end-users to perceive such patterns that are
otherwise difficult to perceive given the vastness of the information
involved.
This workshop on Visualization and Collaboration – to be held as part of
the 2012 International Conference on Collaboration Technologies and
Systems (CTS 2012) – will have a dual focus on visualization and its
role in collaboration, as well as visualization of collaboration. The
objective is to highlight key issues and solutions for visualization in
and of collaborative environments. We invite original contributions
from researchers and practitioners in academia, government, and industry
in this emerging visualization speciality.

The EDM 2012 conference is a leading international forum for high
quality research that mines large data sets of educational data to
answer educational research questions. These datasets may come from
learning management systems, interactive learning environments,
intelligent tutoring systems, or any system used in a learning
context. EDM 2012 is a highly disciplinary conference that brings
together researchers from computer science, machine learning and data
mining, artificial intelligence in education, intelligent tutoring
systems, education, learning sciences, psychometrics, statistics and
cognitive psychology.
The theme of the EDM 2012 conference is “From Data to Information:
Empowering Learning Environments and Settings”. We particularly
solicit submissions that describe how EDM approaches transform the
educational setting and empirical studies.
EDM may require adaptation of existing or development of new
approaches that build upon techniques from a combination of areas,
including but not limited to statistics, psychometrics, machine
learning, information retrieval, recommender systems and scientific
computing.
EDM 2012 will immediately follow the Eleventh International Conference
on Intelligent Tutoring Systems (ITS 2012), 14-18 June 2012, at the
same location.

TOPICS OF INTEREST
==================
Topics of interest to the conference include, but are not limited to:
- Generic frameworks, methods and approaches for EDM
- Improving educational software. Many large educational data sets
are generated by computer software. Can we use our discoveries to
improve the software’s effectiveness?
- Domain representation. How do learners represent the domain? Does
this representation shift as a result of instruction? Do different
sub-populations represent the domain differently?
- Evaluating teaching interventions. Student learning data provides
a powerful mechanism for determining which teaching actions are
successful. How can we best use such data?
- Emotion, affect, and choice. The student’s level of interest and
willingness to be a partner in the educational process is critical.
Can we detect when students are bored and uninterested? What other
affective states or student choices should we track?
- Integrating data mining and pedagogical theory. Data mining
typically involves searching a large space of models. Can we use
existing educational and psychological knowledge to better focus our
search?
- Improving teacher support. What types of assessment information
would help teachers? What types of instructional suggestions are both
feasible to generate and would be welcomed by teachers?
- Replication studies. We are especially interested in papers that
apply a previously used technique to a new domain, or that reanalyze
an existing data set with a new technique.
- Best practices for adaptation of data mining techniques to EDM,
information retrieval, recommender systems, opinion mining, and
question answering techniques

SUBMISSION PROCESS
====================
All submissions should follow the ACM SIG KDD Explorations (All
submissions should follow the ACM SIG KDD Explorations (Word, LaTex
<.tex, .cls, example>).
- Full papers (up to 8 pages). Should describe original,
substantive, mature and unpublished work.
- Short papers (4 pages). Should describe original, highly
promising and unpublished work, whose merit will be assessed in terms
of originality and importance rather than maturity and technical
validation.
- Posters and Demos (2 pages). Posters describe original and
unpublished work in progress and last minute results. Demos describe
educational data mining tools and systems, or educational systems that
use EDM techniques.
- Doctoral consortium (up to 3 pages). Should describe the
graduate/postgraduate student’s research topic, proposed
contributions, results so far, and aspects of the research on which
advice is sought. Should be solely authored by the student.
