The world has entered into what Bonk (2009) describes as â??We-All-Learnâ?? trends, which encourage open participation and compel educators to reflect on learning and instruction from a new perspective. Learners are no longer passive information recipients, whose role is to memorize or consume information, but rather active participants, whose role is to direct their own learning, construct and create knowledge, and contribute to a virtual community; whereas teachers are guides, coaches, and mentors to facilitate learning. Â However, the potentials of the emerging web 2.0 technologies have not been fully recognized and tapped. Often we find online instruction simply duplication of face-to-face lectures, in which technology is simply an appendage to education instead of playing a more central and transforming role. Many instructors have not changed their mindset to accommodate the participatory culture and the new paradigm of learning and instruction; and little has been done beyond posting syllabi, assignments, and grading to a learning management system or a web site that is supposed to be used for collaborative learning. It is argued that new technologies not only make us more productive, but also help us become more reflective and creative.Â Most importantly, technologies have afforded us with tools to accomplish goals we would have not been able to without them. As early as in the 80s, Pea (1985) argued that technology should not only be used to amplify our thinking but also to reorganize our mental functioning. Therefore, we are prompted to fully take advantage of web 2.0 affordances to develop innovative learning environments and build virtual learning communities that will motivate and engage learners meaningfully and interactively in their learning experiences and focus on developing the 21st century skills that emphasize innovation, creativity, communication, collaboration, critical thinking, decision making, and problem solving. Â Yet, using emerging technologies to build a virtual learning community (VLC) is a multifaceted innovation. It not only involves the use of new technologies, but also new method of learning and new ways of thinking of learning and instruction. It presents multiple levels of challenges to both learners and instructors. Subsequently, there are many issues awaiting to be examined, studied, and addressed, including learnersâ?? perceptions, motivation and identity when participating in a VLC, strategies and methods of designing, building, managing, and evaluating a VLC to develop students critical thinking, problem solving, and creativity, and teachersâ?? beliefs about participatory culture of a virtual learning environment. Â This special issue of the KM&EL international journal is dedicated to the building of VLCs using emerging technologies. Client-server architectures, P2P systems, GRID systems and multi-agent systems (MAS) identify different models of cooperative behaviour. Within the scope of cooperation, architectural frameworks in e-commerce, e-government, e-learning and computer supported cooperative work (CSCW) have been successfully introduced to generate synergy between humans and systems. While hypermedia and personalisation systems represent specific instances of direct adaptation, software agents have ushered in proxy interventions on behalf of users. It is in pervasive environments that cooperation between different entities is finding its full expression; symbiotic relationships are being embedded and seamless transitions initiated and sustained. Effective cooperation demands that autonomous entities and systems overcome their environmental heterogeneity and resolve their syntactic and semantic differences. By adhering to common abstractions and models the participating entities are insulated from the complexity of the environments of their protagonists. This facilitates the unfolding of processes such as data and system integration, coordination of behaviour, resource access and sharing, and participation in complex activities. In managing the differences between entities, systems and environments a range of methods and techniques were introduced in order to support interoperation and facilitate semantic interoperability. Resource and process management, configuration, adaptation and negotiation define a wide spectrum of cooperation, from reactive behaviour to proactive intervention. Cloud Computing and Infrastructure as a Service especially has emerged out of the development and widespread adoption of virtualization and Grid computing. The emergence of a large amount of web services at all major internet companies has also triggered great interest in new business processes and workflows being done in the cloud. The Cloud provides a high level of abstraction to the end user, one that provides on-demand services, a pay as you go model combined with elasticity. Cloud Computing covers a broad rage of distributed computing principles from infrastructure (e.g distributed storage, reconfigurable networks) to new programming platforms (e.g MS Azure, Google Appe Engine), and internet based applications. The special session on Cloud Computing is intended to be a forum for the exchange of ideas and experiences on the use of Cloud Computing technologies and applications with compute and data intensive workloads, the challenges and opportunities offered by the development of Cloud Computing solutions themselves, as well as case studies in applications of Cloud Computing and Grid Computing. The general venue will be a good occasion to share, learn, and discuss the latest results in this field of research. The workshop program will include presentations of peer-reviewed papers. The topics of interest include, but are not limited to: Cloud Computing and Grid architectures Cloud Computing platforms and applications Cloud Computing for scientific applications Cloud bridging Cloud bursting Virtualization technologies Performance evaluation, modelling and prediction Programming models and tools Cloud computing for compute and/or data intensive applications Workflows on the Cloud CPU and GPU Clouds, Desktop Grids Cloud Computing resource management Cloud Computing deployment models Cloud storage and I/O Important dates Deadline for paper submission: 15th August 2011 Acceptance notification: 17th October 2011 Camera ready paper due: 11st November 2011 Conference: February 15-17th, 2012 Submission guidelines Prospective authors should submit a full paper not exceeding 5000 words in length and including a 150-200 word abstract. To facilitate an anonymous reviewing process, the first page of the paper should contain only the title and abstract. Proceedings will be published by IEEE CS. Authors of accepted papers are expected to register and present the paper at the Conference. Papers submitted for the workshops or special sessions must be submitted through the conference submission system with an indication of the name of the workshop/special session. Papers must adhere to the formatting rules of the conference and will undergo the same review process as other papers submitted to the conference.
