Governance im E-Government
E-Government ist eines der wichtigsten Instrumente der Verwaltungsmodernisierung. In der vergangenen Dekade entwickelten sich mächtige Anwendungen, die bereits heute eine Vielfalt an E-Government-Angeboten ermöglichen. Die ernsthafte strategische Behandlung des Themas ließ länger auf sich warten. Hier ist erst in den letzten Jahren viel auf europäischer und staatlicher Ebene passiert. Auf kommunaler Ebene spürt man diese Entwicklung an dem Fakt, dass auf Strategieelementen von E-Government basierende Projekte nunmehr vornehmlich als Fachprojekte statt als Sonderprojekte gesehen werden. Beispiele hierfür sind der Neue Personalausweis, die Umsetzung der EG-Dienstleistungsrichtlinie sowie der INSPIRE-Richtlinie oder die Umgestaltung des KFZ-Wesens. E-Government ist von einem Randthema „in die Mitte“ der Verwaltung vorgestoßen und fungiert hier zunehmend als Treiber der Verwaltungsmodernisierung, aber auch als Integrationsmoment für die Themen Organisation, Informationstechnologie, Recht und Personal.
Im Rahmen dieser positiven Entwicklung stellen sich in zunehmendem Maße Fragen wie folgt, die an der Konferenz thematisiert werden sollen:
• Können politische Schwerpunktsetzungen mit Prioritäten der E-Government-Entwicklung in Einklang gebracht werden?
• Wie kann E-Government Politik unterstützen?
• Ist E-Government in der Lage, die Geschäftsmodelle der öffentlichen Verwaltungen zum Vorteil der Bürger und der Wirtschaft zu verändern?
• Wie kann E-Government helfen, der steigenden Volatilität des gesellschaftlichen Umfelds adäquat Rechnung zu tragen?
Die E-Government 2011, Dresdner Tagung greift diese Governance-Themen als diesjähriges Schwerpunktthema auf und möchte die unter dem Titel IT-Governance bereits seit einigen Jahren diskutierte Methoden und Modelle in den Kontext E-Government transferieren.
Neben Einreichungen zu diesem Schwerpunktthema sind Einreichungen zu weiteren E-Governmentthemen ebenfalls herzlich willkommen.

THE CONFERENCE
Since 2003, The International Conference on Service-Oriented Computing
(ICSOC) has been the main forum for academics and industry researchers
and developers to report and share groundbreaking works in
service-oriented computing. ICSOC aims at fostering cross-community
scientific excellence and collaboration by the gathering of experts
from various disciplines, such as business process management,
distributed systems, computer networks, ubiquitous computing, grid
computing, service science, management science, and software
engineering.
Service innovation is key to the future of business. Even in
traditionally manufacturing-driven industries, such as IT, the
importance of service has surpassed most other corporate competences.
The Internet and Web-based services create ever more opportunities for
service innovation. Service science is an interdisciplinary approach to
the study, design, and implementation of service systems - the specific
arrangements of people, organizations, technologies, and information
that co-create value. Service systems are often IT-enabled and
knowledge-intensive, and can span different real or virtual
organizations. In this multidisciplinary context, researchers and
practitioners in management, social sciences, and computer sciences are
all working together to promote and facilitate service innovation.
While keeping its roots in scientific excellence and technical depth of
service technology, ICSOC 2011 aims at examining the research
opportunities that are offered by the possible blend of
service-oriented computing with cloud computing. In cloud computing,
software platforms, applications and data reside in providersí servers
called clouds. By making clouds ubiquitously available, a more rapid
and low cost access to a shared pool of virtualized and configurable
computing resources is offered to enterprises that would like to
diversify their application computation and data storage strategies.
Service-oriented and cloud computing is this time the main theme for
ICSOC 2011. Questions like how does service-oriented computing support
the transition to cloud-based solutions, and how does it support
Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and
Software as a Service (SaaS) models are highlighted for researchers to
be discussed during the conference.
ICSOC 2011 will bring together scientists, engineers, and practitioners
from multiple disciplines to focus on service-oriented, cloud-based
innovative for the 21st century enterprises. The conference will feature
research and industry presentations, keynote presentations, workshops,
demonstrations, tutorials, and a PhD track. Please refer to

RESEARCH AND INDUSTRY PAPERS
The conference solicits outstanding original research and practice
papers on all aspects of service-oriented, cloud-based computing. Papers
should clearly demonstrate the research or practical contribution, the
relevance to the field, and the relation to prior work. Submitted papers
will be evaluated according to their rigor, significance, originality,
technical quality, and exposition.
PAPER SUBMISSION
Prospective authors must submit abstracts prior to submitting full
papers. Full papers are not to exceed 15 pages including all references
and figures. All papers must be prepared in the Springer LNCS format and
be submitted electronically (in PDF) via the conference Web site
available at icsoc.org.
PROCEEDINGS& SPECIAL JOURNAL ISSUES
All accepted papers will appear in the ICSOC 2011 proceedings published
by Springer-Verlag under the Services Science series. Selected papers
will be considered for possible publication in the International Journal
of Cooperative Information Systems (IJCIS).

MOTIVATIONS:
Nowadays, many different applications in different areas (e-learning, digital libraries,
search engines, online databases, e-commerce, social networks, ubiquitous computing, ...)
are concentrating on collecting information about users for service personalization.
Because any specific network representation (in a specific application) uses different
network models and different user modeling, aim of this workshop is to organize a common
discussion among different scientific and industrial communities on evolving and secure
multi-application personalization.
A first problem to address in this kind of scenario is to define accurately what the
profile content is and how to represent users' properties and behaviors. Even for
mono-application profiles there are several definitions and structure models, content
categories and profile creation and enrichment methods. Are these techniques still valid
in a multi-application context?
The profile management has to be user-centric. The user has to be an active actor and
needs to be aware and to be able to control the stored information and its evolution. How
to find and group similar profiles to enrich them mutually? Are similar profiles part of
the same social community? How the profile modifications caused by an application affect
the profile for another application? How to make the profile context-sensitive?
The user-centric character of the profile management means also that the actions of the
user could affect the profile in an automatic manner. User tasks and action history model
has to be taken into account in profile management.
Another difficulty with multi-application profiles is the security management due to
profile data and structure sharing among different applications. Users must have the
possibility to manage the confidentiality of their data in a direct and practical fashion.
A credible solution must come with data security management taking into account user needs
and application requirements. Which profile content can be shared, modified and used by
several applications? What is useful, what is necessary and what is forbidden to be
shared? How to guarantee users anonymity and privacy? How to prevent identity disclosure
when profile content is shared among applications? Which trust and reputation techniques
could be taken into account?

Workshop Background and Goals:
Business Process Management (BPM) has been a widely researched domain in the past two decades, with topics such as process modeling, process analysis, and process monitoring, among others, receiving significant academic attention. While these research topics are now in very advanced stages, one critical aspect of BPM has so far attracted limited academic contributions: process design. Process design is the ‘white space’ between the as-is and the to-be process models. Designing a process that improves organizational performance is a challenging task that requires a plethora of inputs (for example, organizational strategies, goals, constraints, and IT capabilities, to name a few). It is this act of process improvement that is the most value-adding step in the process lifecycle, however, existing methodologies remain vague about how to actually derive superior process design. The practice of business process design tends to rely on the creativity and previous experience of business professionals to come up with new, improved processes. Because of the variability in creativity levels, experience and tacit knowledge, the outcomes of such efforts are inconsistent and can thus undermine the potential benefits of BPM.
The existing more scientific approaches have focused often on only small, well-understood business domains and are either centered around atomic improvement proposals or general reference models. Overall, much more attention is devoted to process modeling techniques and standards than actual value-adding process design. The aim of this workshop is to continue the ongoing and successful discussions of the last six BPD workshops to further nurture a body of knowledge on the disciplined, well-understood and appropriately evaluated design of business processes. Papers that introduce innovative tools for process design, as well as papers that address soft issues (human aspects) and quantitative aspects (e.g. financial evaluation of proposed process improvements), will be particularly welcome.
We aim to bring together researchers and practitioners who have an interest in advancing the state of the art in process design (in contrast to process modeling or execution). We seek contributions by authors who wish to share their innovative ideas and insightful observations on the subject. Two main categories of submissions will be considered: regular papers and industry papers.
Topics:
The workshop focuses exclusively on aspects related to process design/improvement within the process lifecycle. This specialization excludes the well-researched process modeling and process execution aspects. Within this specialized scope, topics of interest include but are not limited to:
- Process improvement techniques and tools

Paper Submission:
Prospective authors are invited to submit papers in any of the areas listed above or other areas related to process improvement. However, papers that do not address process improvement topics will not be considered (e.g., papers dealing exclusively with process modeling, as opposed to process improvement, are not within the scope of this workshop and will be desk rejected). Only papers in English will be accepted, and the length of the paper must not exceed 12 pages. All papers must be formatted in LNBIP format (see http://www.springer.com/series/7911 for details). The title page must contain a short abstract, a classification of the topics covered (preferably using the list of topics above) and must not list author details.
Papers should be submitted electronically via the EasyChair submission system at http://www.easychair.org/conferences/?conf=bpd11. All submissions must be received no later than May 30th, 2011, and must be in PDF format. you are invited to submit papers for the 5th International
Workshop on Event-Driven Business Process Management to be
held alongside the Busines Process Management Conference on
August 29th 2011 in Clermont-Ferrand, France
«Event-Driven Business Process Management» (EDBPM) is an
enhancement of Business Process Management (BPM) by new
concepts of Service Oriented Architecture (SOA), Event
Driven Architecture (EDA), Software as a Service (SaaS),
Business Activity Monitoring (BAM) and Complex Event
Processing (CEP). In this context, BPM means a software
platform which provides companies the ability to model,
manage, and optimize these processes for significant gain.
As an independent system, CEP is a parallel running platform
that analyses and processes events. The BPM- and the
CEP-platform correspond via events which are produced by the
BPM-workflow engine and by the -- if distributed --- IT
services which are associated with the business process
steps. Also events coming from different event sources in
different forms can trigger a business process or influence
the execution of the process or a service, which can result
in another event. Even more, the correlation of these events
in a particular context can be treated as a complex,
business level event, relevant for the execution of other
business processes or services closing the loop of
insight-to-action. A business process -- arbitrarily fine or
coarse grained -- can be seen as a service again and can be
"choreographed" with other business processes or services,
even between different enterprises and organisations.
Loosely coupled event-driven architecture for BPM provides
important benefits:
. Responsiveness. Events can occur at any time from any
source and processes respond to them immediately, whenever
they happen and wherever they happen.
. Agility. New processes can be modeled, implemented,
deployed, and optimized more quickly in response to changing
business requirements.
. Flexibility. Processes can span heterogeneous platforms
and programming languages. Participating applications can be
upgraded or changed without breaking the process model.

Authors are invited to submit novel contributions in the
above mentioned problem domain. Specifically, the relevant

The Workshop is planned as a full-day event, including a

Any discipline or field of professional practice has a history. A proper understanding of the discipline needs to be based on a widespread awareness of that history. The field of information systems (IS) is no different in this regard. As the IS field matures, it needs to evolve a historical perspective on its own subject matter.
Although there has been some significant work within IS studies that relies upon and uses historical data, there is little by way of information historiography to guide further work and future research. This is ironic given that information systems themselves are now the fons et origo of contemporary (richly demonstrated by the recent WIKILEAKS affair) and future archives. In addition, there is significant reliance upon case studies, and other forms of historical narrative, in IS research and general IS literature. So it is essential that those working within IS studies understand the role and nature of archives and other historical sources, both in terms of a resource for research into information history, and as a topic for discussion amongst archivists, historians, and other information and information system researchers and professionals: Also developing an awareness of the processes underlying the development of archives as social artefacts.
The interest in producing IS history encompasses many disciplines and varying perspectives on IS. The IS discipline itself is closely related to other disciplines or research domains, such as information studies, information science, library history, organizational studies, business studies, software engineering (including requirements engineering), HCI, AI, CAD/CAM, criminology, social studies, behavioural sciences, economics and communication studies - although all too often these links are ignored or simply forgotten. In so doing, the IS community is missing an opportunity to engage with, and learn from, others with differing perspectives on topics of common interest. Furthermore, this engenders an uneasy feeling that many current IS issues and concerns might be at least partially resolved with a better knowledge and understanding of 'information history' in its broadest sense.
The purpose of this special issue is to provide a broad based platform for an IS historical discourse. Thus, we welcome contributions from all fields that are concerned with the IS subject matter. While many aspects and areas of IS studies rely on historical data, evidence and archives, the common goal is to produce a body of IS history. In this spirit, we invite contributions on a variety of topics related to IS history. Such topics may touch upon fundamental philosophical questions such as: What is IS history? At a more practical level, they may include areas such as:
* the development of information history as a multidisciplinary research effort
* an analysis of historical approaches and methods and what these can provide for the IS researcher
* the existence of primary sources for IS history, and associated problems of access and methodology
* the nature of the archive
* good examples of the use of historiographic approaches to IS studies
* previously unpublished histories
* the study of the evolution of the IS disciplines
* how the boundaries of the discipline were set and defined
* the study of the evolution of IS organization, practice and management, including such practices as outsourcing
* the study of the evolution of the IS profession
* the study of the evolution of the role of information systems and professionals in organizations
* the study of the evolution of IS design methodologies
* the study of evolution of IS applications
* exploring the management of change
* the importance of understanding the pre-history of IS as currently defined, including continuities or contrasts with earlier pre-computer phases, technologies and systems
* the study of IS innovation and diffusion including: stages of growth models; the study of IS success and failure; use and policies around public and private archives
* information archives in the age of Freedom of Information legislation, PR and spin
* the use of history as an instrument for understanding the present and planning the future; and the consequent dangers of 'presentism'
* the inevitability of the 'double hermeneutic' in unravelling the historical record

Die Entwicklung, Einführung, Nutzung und Wartung betrieblicher Informationssysteme zielt auf eine möglichst wirtschaftliche Unterstützung betrieblicher Entscheidungen, Handlungen und Abläufe. Der Einsatz betrieblicher Informationssysteme soll die Wirtschaftlichkeit des Handelns in Unternehmen verbessern und die Wettbewerbsfähigkeit von Unternehmen befördern. Die Auffassung betrieblicher Informationssysteme als Mensch-Aufgabe-Technik-Systeme legt eine methodische Unterstützung nahe, die den Spezifika betrieblicher Informationssysteme in Bezug auf ihre Wirtschaftlichkeit und ihren Wertbeitrag Rechnung trägt. Dazu zählt u.a. die Analyse des umgebenden organisatorischen Handlungssystems, in dem menschliche und maschinelle Aufgabenträger einen Wirkungsverbund bilden.
Das Programmkomitee lädt Beiträge ein, die sich mit der Entwicklung und dem Einsatz von Verfahren, Methoden und allgemein Konzeptionen auseinandersetzen, die darauf gerichtet sind, die Wirtschaftlichkeit von Informationssystemen und ihren Beitrag zur Zielerreichung etwa zur Verbesserung der Service-Qualität von Unternehmen zu erheben und/oder zu befördern.
Der Workshop richtet sich an Wissenschaftler und an akademisch interessierte Praktiker, die an den Themen IV-Controlling, IT/Business Value, IT/Business Alignment, Performanzmessung und wertorientierte Software-Entwicklung interessiert sind. Er wird von der Fachgruppe IT-Controlling im Fachbereich Wirtschaftsinformatik der Gesellschaft für Informatik e.V. unterstützt.
