Below are the deadlines for ICSIT 2011: Papers/Abstracts Submission and Invited Session Proposals: September 8th, 2010 Authors Notifications: November 15th, 2010 Camera-ready, full papers: December 6th, 2010 Technical keynote speakers will be selected from early submissions because this selection requires an additional evaluation according to the quality of the paper, assessed by its reviewers, the authors' CV and the paper's topic. All Submitted papers/abstracts will go through three reviewing processes: (1) double-blind (at least three reviewers), (2) non-blind, and (3) participative peer reviews. These three kinds of review will support the selection process of those papers/abstracts that will be accepted for their presentation at the conference, as well as those to be selected for their publication in JSCI Journal. Pre-Conference and Post-conference Virtual sessions (via electronic forums) will be held for each session included in the conference program, so that sessions papers can be read before the conference, and authors presenting at the same session can interact during one week before and after the conference. Authors can also participate in peer-to-peer reviewing in virtual sessions. Submissions for Face-to-Face or for Virtual Participation are both accepted. Both kinds of submissions will have the same reviewing process and the accepted papers will be included in the same proceedings. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers/abstracts, so they can accordingly improve the final version of their papers. Non-registered authors will not have access to the reviews of their respective submissions. Mediation presides also over the deployment of cooperative and collaborative schemes, by marshalling resources and scheduling processes. In service provision a manager mediates adaptively the configuration and allocation of resources in a variety of environments including Grids and Cloud. Among the applications that fall within the scope of mediation, architectural frameworks in e-commerce, e-government and e-learning have been successfully introduced to create synergy between humans and systems. The fundamental basis for any mediation is that autonomous entities and systems need to overcome their environmental heterogeneity and resolve syntactic and semantic differences. The main role of a mediation service is to facilitate processes such as data and system integration, coordination of behaviour, resource sharing and participation in complex activities. Mediation services play a fundamental role inubiquitous and pervasive environments. In managing differences and resolving conflicting requirements a range of methods and techniques were introduced to support interoperation and facilitate semantic interoperability. Santayana,/ The Life of Reason/, Volume 1, 1905) The Information Systems (IS) field is now over forty years old --- long enough to have its own history. We believe this is a good time to reflect upon the history of the discipline. By better understanding where we have been, we might be better able to position ourselves for where we want to go. By reflecting upon what we have already studied, we can avoid 'reinventing the wheel'. We may be able to capitalize on synergies derived from taking a broad historical perspective of what we already have studied. This special forum is designed to publish commentaries that are backward looking because of their historical nature, but that are forward thinking as a result of their reflections about significant new directions and opportunities in the information systems discipline. The value and challenges of conducting such historical analysis of the discipline may also be addressed. Possible topics for historical reflection include, but are not limited to: · IS Research themes · Information technologies · Educational approaches/Curriculum issues in the IS discipline · Research methodologies · Publishing in the discipline · Globalization of the IS discipline The purpose of this call is to invite proposals for submission of such commentaries. The proposals are not the full-length commentaries as described above. Instead, they are a brief description of the intended phenomenon, why it is significant, and the authors' own competence in producing an insightful research commentary. Each commentary should also clearly indicate how the historical reflection can be used to benefit future actions and study. The proposals should not be longer than two pages, double spaced. The proposals will be evaluated by the special forums editors, Rudy Hirschheim, Carol Saunders, and Detmar Straub. After this preliminary review, a limited number of proposals will be invited for full-length submissions. The deadline for proposals is September 15, 2010, though earlier submissions are encouraged. This special issue seeks submissions on the implementation, use, and performance of information systems and technology in the context of countries in transition from centrally planned to market driven economies, especially the countries that resulted from the break-up of the Soviet Union and other countries of the former Eastern Bloc. Transition economies, encompassing approximately one third of the world population, are characterized by a substantial rising middle class population creating increasing domestic consumer demand, but also by frequent changes in the regulatory environment and thus some economic uncertainty with various social and business implications. Although many of the changes in the economic structure and business environment of transition economies were and are facilitated by information technology (IT), the main stream of information systems research remains focused on concerns relevant primarily to a narrow group of highly developed countries. This scarcity of research dealing specifically with the issues affecting information technology implementation, use, and performance in the changing business and cultural environments in transition economies provides motivation for this special issue. Possible contributions may include, but are not limited to the following: - IT strategy in transition economies - Economics of IT in transition economies - IT productivity and performance at the country, industry or firm level - Comparative cross-country research - Country specific case studies focusing on issues peculiar to transition economies - Risk analyses highlighting issues peculiar to transition economies - Global supply chain management and its effect on transition economies - IT off-shoring / IT outsourcing into transition economies - IT back-sourcing from transition economies - International IT project management, focusing on characteristics of transition economies - Human factors and their effect on IT system design and use in transition economies - Digital divide in the context of transition economies - E-commerce and its effect on transition economies - E-government in transition economies - IT education in transition economies - Legal and fiscal policies regarding IT investments in transition economies - Success factors in IT implementation in transition economies - Exemplary models of IT implementation and use in transition economies Consistent with the focus of the Information Systems Management journal, the emphasis will be on managerial challenges and approaches to address these challenges, case examples from the field, and/or innovative or unique practices. All papers should clearly state how they contribute to the understanding of IS/IT in transition economies.
