Overview
========
Cyber-physical systems (CPS) are characterized by the intimate
coupling and coordination among sensing, communications, computational
and physical resources and are exhibited in many application areas
including industrial control systems (ICS). ICS encompass several
types of control systems including, supervisory control and data
acquisition (SCADA) systems and distributed control systems (DCS). CPS
are prevalent in almost every critical infrastructure sector including
electricity, water, gas, transportation, chemical, and healthcare.
Interconnections of cyber-physical systems form a complex system of
systems with interdependencies within a given sector as well as across
sectors. For example, the electric power grid of today forms one of
the largest and most complex system of power generation, transmission,
and distribution systems at local, regional, and national level. It is
envisioned that the complexity of the cyber-physical systems of the
future will far exceed that of today�s. Such a complexity poses
several research challenges related to resiliency, vulnerability,
threat, and recovery assessment issues. There is a need for models,
theories, methods, and tools to address the security of cyber-physical
systems taking into account the cyber and physical components of a
system in an integrated and unified way and realizing the discrete and
continuous aspects of the system.
The workshop is scheduled to be held on June 10-11 2009 and is
sponsored by the Infrastructure & Geophysical Division of the Science
& Technology Directorate as well as the National Cyber Security
Division, US Department of Homeland Security.
Workshop Goals and Objectives
=============================
The objective of the workshop is to provide a forum for researchers,
subject matter experts, and practitioners dealing with cyber-physical
systems security to assess the current state-of-the-art, identify
challenges, and develop strategies for addressing these challenges.
The results of the workshop will help DHS-S&T formulate near and long
term investment decisions as well as research strategies, plans and
objectives for cyber-physical systems security.

Submission Requirements
=======================
Workshop participation will be by invitation. If interested, please
submit 3-page position paper (excluding references).
Workshop discussions will focus on identifying detailed research
challenges and promising avenues for satisfying the unique security
needs in cyber-physical systems. Infrastructure sectors of special
interest include Electricity, Chemical, Transportation, Drinking
Water/Wastewater, and Healthcare.
A position paper should address one or more of the following
questions. Authors should feel free to add more questions as they see
fit.
- What makes CPS security different from traditional IT
security?
- What is the current state-of-the-art in CPS security?
- What are some grand challenges for CPS security?
- Can different degrees of security be applied to CPS?
- Can security and hard real-time constraints co-exist?
- What physical properties of CPS influence
security/cryptography and vice-versa?
- How does network infrastructure need to change in order to
support security in large-scale distributed CPS?
- What new scientific foundations (e.g. temporal security,
dynamics-based cryptography, location-based encryption/decryption)
need to be explored for security in CPS?
- Does the distributed nature of ICS and critical infrastructure
help or hinder security? How can any hindrances be removed?
- What are good architectures and programming paradigms for
secure CPS?
- What new operating systems, components and services are suited
for securing CPS?
- What human factors challenges that are unique to CPS security?
- What are possible appropriate analytical frameworks for the
assessment of CPS reliability, security, and risk?
- What are the viable approaches for addressing economics of
security measures so as to justify related expenditures?
- How can we address the formulation of appropriate policy for
security measures?

A Pattern-Oriented Methodology for Engineering High-Quality E-Commerce Applications

This article proposes, develops, and explores a methodology for engineering electronic commerce applications (ECA) aiming for "high-quality." In doing so, the development and maintenance of ECA is undertaken from the perspective of Web engineering. The author identifies the relevant quality attributes and corresponding stakeholder types for the ECA and analyzes the role of a flexible development process and challenges in making optimal use of patterns. The activities of a systematic selection and application of patterns to the macro- and micro-architecture design of business-to-consumer
(B2C) ECA are given. This article discusses the scope and limitations of the proposed methodology and outlines possible directions for its evolution.

In this article, the authors propose and test a theoretically-derived model of trustworthiness of Web merchants. Trustworthiness is influenced by behavioral, competence, and attitudinal beliefs. Trustworthiness beliefs impact intentions to purchase from Web merchants. For e-commerce to grow, customers must trust organizations with which they interact.

A Study on Taxpayers' Willingness to Use Self-Service Technology-Based Online Government Services

Technology is forming a society of do-it-yourselfers, in which customers can perform services on their own without the help of live tellers. However, customers with insufficient knowledge of technology may not be ready for self-service technologies (SSTs). Identifying users' attitudes toward using online service via SSTs is a critical issue for providers, particularly for government agencies. This article presents a theoretical model to examine and explain taxpayers' willingness to adopt the personal income tax-filing system, which is a typical enhanced self-service information system (SSIS).

Organizational Barriers in Offering E-Banking

This article discusses the issues identified as organizational barriers to e-banking by examining the e-banking implementation strategies of two well established UK banks. The purpose of the study is to develop a deeper understanding of the organizational issues that have arisen while implementing e-banking strategies. This research employs a case study research strategy. The organizational barriers that emerged from the study are contrasted against those identified in literature. The measures and strategies adopted by the two banks to mitigate the relevant issues are also discussed.

*The 12th IEEE/IFIP Network Operations and Management Symposium (NOMS
2010) will be held 19-23 April 2010 at the Osaka International
Convention Center, Osaka, Japan. Held in even-numbered years since 1988,
NOMS 2010 will follow the 22 years tradition of NOMS and IM as the
primary IEEE Communications Societyâs forum for technical exchange on
network and service management focusing on research, development,
integration, standards, service provisioning, and user communiti! es.
NOMS 2010 will present up-to-date approaches and technical solutions for
novel management paradigms to deal with the new management issues in
future infrastructures such as Web 2.0 or beyond service environments,
cloud computing platforms, large-scale datacenters, and the Future
Internet, as well targeting the conventional issues in large and complex
services, systems, and networks.
NOMS 2010 will offer four types of sessions: technical, application,
poster, and panel sessions. Technical sessions will present high-quality

management area. Application sessions will include papers focusing on
the experience in IT and telecommunications industries, such as service
providers, OSS vendors, and equipment manufacturers. The scope here

Modelling.

Background and Motivation:
In today's information world, small personal computerized devices, such as
PDAs, smart phones and other smart appliances, become widely available and
essential tools in many situations. The ongoing penetration of computers
into everyday life leads to so-called ubiquitous computing environments,
where computational power and networking capabilities are available (and
used) everywhere to support the environment�s �inhabitants�. The strive of
providing personal services to users made user modeling capability an
essential part of any ubiquitous application. Ubiquitous user modelling
(UbiqUM) describes ongoing modeling and exploitation of user behaviour
with a variety of systems that share their user models. These shared user
models can either be used for mutual or for individual adaptation goals.
UbiqUM differs from generic user modelling by three additional concepts:
ongoing modeling, ongoing sharing and ongoing exploitation. Systems that
share their user models will improve the coverage, the level of detail,
and the reliability of the integrated user models and thus allow better
functions of adaptation. UbiqUM implies new challenges of
interchangeability, scalability, scrutability and privacy.
The workshop will focus on 2 topics:
1. User modelling in mobile and ubiquitous computing � collecting
user information in a ubiquitous environment and converting it into
meaningful user modelling data. This includes sub-topics, such as
acquisition of distributed and context-aware user models; user modeling in
intelligent environments; ubiquitous user modeling for entertainment and
cultural heritage; pervasive and wearable user interfaces; privacy,
security and trust in ubiquitous user modelling.
2. User model integration � combining the data acquired by various
ubiquitous devices and systems. This includes topics, such as overcoming
syntactic and semantic heterogeneity of distributed user models; conflict
resolution in ubiquitous user modeling; user model representation,
inferences with user and context models; spatial and temporal reasoning
for ubiquitous user modeling; semantic web approaches and ontologies for
ubiquitous user modelling, ontology mapping and alignment.
Objectives:
1.To foster interaction and exchange of ideas within the UbiqUM Community.
2.To establish a research agenda in the area of UbiqUM by mutual
discussion of the challenges for UbiqUM research issues by the research
community.
3.To provide an opportunity for information exchange and possible future
research collaboration within the UbiqUM Community
Submission:
Submitted papers should be up to 4 pages long, in LNCS format, by email,
to ubiqum(a)googlemail.com. They should suggest novel research ideas in the
workshop areas of interest, and preferably describe initial research
results (if there are any).

�Notification of acceptance: Wednesday, April 15th, 2007
�Camera-ready papers due: Friday, April 24th, 2007

Workshop Format:
The suggested workshop will be a full day workshop in the following
format:
09:00 � 10:00 An invited talk about state of the art in ubiquitous user
modelling
10:30 � 12:30 First session with short presentations of papers/ideas
(about 10 minuts per speaker),
12:30 � 14:00, Demonstration and posters session of ubiquitous user
modelling applications (during lunch break),
14:00 � 15:30 Second session discussion of the 1st sesseion papers,
forming list of research topics, breaking to small groups discussions of
the selected topics,
15:45 � 17:00, Closing discussion about research directions of ubiquitous
user modelling and possible collaboration among the workshop participants
in pursuing the defined research directions.
* At least one of the authors of an accepted paper is expected to register
to the workshop (separately than IUI conference), attend the workshop and
present the paper/poster/demo.

Dear Colleagues,
we would like to encourage to submit articles for inclusion in the next
issue of the International Journal of Interoperability in Business
Information Systems (IBIS). IBIS is an Open Access journal which is
freely available and has a high visibility.
For the next issue we are looking for artciles suitable for our special
issue on Interoperability in Sales and Distribution Processes.
We are interested in both theoretical and practical research. We are
also interested in case studies and results of recently finished
research projects. Although our focus is on research results, we also
accept a small amount of practical articles. Contributions should be
original and unpublished and are required to have a high quality.
Authors are encouraged to submit high quality articles online at
http://www.ibis-journal.net. Please carefully look at the submission
guidelines to prepare your submission. A template is provided for
download on our website. All submissions should be performed online
using our online submission system.

Call for Paper Proposals
Beyond Broadband Access: Data-Based Information Policy For a New
Administration
This is a Call for Proposals (Abstracts) for papers for a three day
by-invitation Experts Workshop on approaches to developing data-based
information policy. The deliverables are expected to be policy
recommendations, a book and a new research agenda. Abstracts are due by
April 15, 2009.
Scope and Overview
The stimulus bill just passed by the United States Congress and signed
into law by President Obama allocates $7.2 billion to loan and grant
programs for the deployment of broadband. Most recently the governments of
Finland, Sweden, Switzerland, France and the United Kingdom have committed
more spectrum to wireless broadband services, However, it is widely
acknowledged that in order to fully realize the potential of broadband for
the promotion of social progress, economic development and democracy, mere
access is not enough. Technology, applications, education, awareness,
skills, and content are among many factors that are to be taken into
account. Understanding the interplay of all these factors is essential in
order to take information policy to the next level. However, this demands
both firm empirical and theoretical foundations.
This Workshop is intended to propose a strategy for developing such a
foundation � a comprehensive, data-based approach for understanding policy
consequences and improving policy outcomes through the utilization of
meaningful empirical analyses, statistical methods, and the development of
new conceptual frameworks. The Workshop will assemble a small group of
highly skilled experts to seek breakthrough insights, which can be applied
to current policy challenges. Important policy decisions are being made
worldwide about information services that promote innovation, knowledge
development, social equity and democratic values. These decisions can be
improved if informed by empirical data that will assist decision makers in
understanding the likely consequences of their policies.
Many numbers are thrown around in the global information policy discourse
regarding matters such as �e- readiness�, the �digital divide�, and the
�information society�. What do these numbers actually mean? Are they the
numbers that matter? Are they loaded for or against certain outcomes? Can
the underlying methods and data be transformed into truly useful policy
tools? Most of the existing approaches to measurements that affect
information policy produce results which are descriptive and comparative
(e.g., which nation has more Internet access), which are only useful up to
a point. Clearly, what is needed are approaches which are explanatory and
predictive, that help understand not only what has happened but also why,
and to assist in making predictions about what will happen. This presents
significant methodological challenges that must first be guided by theory,
and in this field, theory is remarkably
lacking.
Description
The Workshop will bring together a group of about twenty experts on
information metrology from around the world. They will meet for three days
in Washington, D.C., where, during morning and afternoon sessions, they
will make presentations, share research, hear guest experts, discuss
concrete approaches and new theories, identify problems and challenges,
and develop conclusions and a future research agenda. Each participant
will write and present an original paper to the group, which will then be
the subject of questions and discussion, followed by a final Workshop
summary session. Participants will be selected based on their abstracts
and their identified ability to make a significant contribution based on
their expertise or experience.

Topics
Proposals should be based on current theoretical or empirical research,
and may be from any disciplinary perspective. Subject areas of interest
include, but are not limited to the following:
Theory: Specification of objectives; development of theoretical models;
identification of testable
hypotheses; selection of appropriate methodologies for analysis.
Data: Identification of key indicators; development of consistent data
standards; data collection and verification; data access.
Modeling: Development of empirical models; dealing with institutional
diversity and complexity; coping with dynamic technological change.
Multidimensional visual modeling of large bodies of data.
Application: Formulating answerable questions; Making predictions about
outcomes; Analyzing relevant data; Using outcomes to refine theory and
hypotheses.
Policy Development: Organization of statistical resources; conversion of
results of statistical analysis into policy guidance; incorporation of
results in shaping policy or legislation; political use of findings.
Submission Deadline
Submissions are due by April 15, 2009. Submissions should be made to
expwkshopDBIP2009(a)psu.edu. Abstracts are not to exceed 500 words.
Abstracts should be
accompanied by a brief biographical description of the author(s) (no more
than two pages). Decisions will be announced by May 29, 2009. Accepted
papers will be due on Sept. 1, 2009, and authors are expected to present
the accepted submissions.
Support Funds
Final funding plans are still being developed, but it is expected that
some funding will be available to help offset the costs of attendance for
accepted papers, with a priority given to international participants.
